And the Department of Streets would like to offer the following testimony on Bill 9 980464: This is not an administration ordinance, but an ordinance requested by Mr. Carmen Calvanese (ph.), President of Home Tech Building Corporation. The purpose of this ordinance is to pave streets within a 10.5-acre tract that he's developing in the northeast section of Philadelphia. This ordinance is supported by the Department of Streets Department and is recommended to your committee for favorable action.

Good morning, Mr. Chairman. My name is John Cunningham. I'm the right-of-way manager for the Department of Streets. Returned herewith is Bill No. 990572, 7 12/09/99 STREETS & SVCS. - BILL 990675 an ordinance amending Title 11 of the Philadelphia Code relating to streets, by amending Chapter 4 11-200, entitled "Openings and Excavations in the Streets," by changing various requirements relating to the granting of permits that entail closures of City streets, under certain terms and conditions. Since all street-related public works contracts are exempted from the requirements of this ordinance, the Department of Streets offers no objections to the passage. Thank you.
Thank you, Mr. Chair. Mr. Chair, after the meeting with the Streets Department, we have indicated that we're going to be offering an amendment, and I will be read it in the public meeting.
You want me to read it now? In section 14, we want to -- after will 8 12/09/99 STREETS & SVCS. - BILL 990675 "allow any street to be," we want to insert "completely closed." And it also should read "to motor vehicle traffic." And we want to also add, "This Subsection shall not apply to public works 7 projects contracted by the City of Philadelphia, 8 the Commonwealth of Pennsylvania, or the United 9 States government." 10 That's it. 11
