Bill No. 080319, an ordinance naming and designating Public Health Center No. 9 located at 131 East Chelten Avenue as the "Mattie L. Humphrey Health Center."

Bill No. 080402, an ordinance authorizing the Commissioner of 3 5/22/08 - PUBLIC PROPERTY - BILL 080319, etc. Public Property, on behalf of the City, to enter into an amendment to an existing sublease between the Philadelphia Municipal Authority and the City for the City's use of certain office space located at 100 South Broad Street, under certain terms and conditions.

Please proceed. COMMISSIONER SCHLOTTERBECK: Good afternoon, Chairman Clarke and members of the Committee on Public Works and Public Property. My name is Joan Schlotterbeck. I'm the Commissioner of Public Property. I'm here to testify today in support of Bill No. 080402, an ordinance authorizing me as Commissioner, on behalf of the City, to enter into an amendment to an existing sublease between 4 5/22/08 - PUBLIC PROPERTY - BILL 080319, etc. the Philadelphia Municipal Authority and the City for the City's use of certain office space located at 100 South Broad Street, under certain terms and conditions. This ordinance will enable the City to extend the term of the sublease for ten years, reduce the amount of rentable space and make modifications and improvements to the existing configuration. The Department of Public Property supports this measure and, accordingly, I respectfully ask that Council approve Bill No. 080402. And I respectfully request that the Committee vote this bill out favorably recommending it and that the rules be suspended to permit first reading at the next Council session. Thank you.

Bill No. 080403, an ordinance authorizing the Commissioner of Public Property and Executive Director of Fairmount Park to enter into a temporary easement agreement with the Southeastern Pennsylvania Transportation Authority allowing SEPTA to use portions of 185 West Allens Lane and 7301 through 7321 Cresheim Road, under certain terms and conditions.

Thank you. COMMISSIONER SCHLOTTERBECK: Good afternoon, Chairman Clarke and members of the Committee on Public Property and Public Works. I'm Joan Schlotterbeck, Public Property Commissioner. I'm here today to testify in support of Bill No. 080403, an 6 5/22/08 - PUBLIC PROPERTY - BILL 080319, etc. ordinance authorizing me as the Commissioner and the Executive Director of Fairmount Park to enter into a temporary easement agreement with the Southeastern Pennsylvania Transportation Authority, SEPTA, allowing SEPTA to use portions of 185 West Allens Lane and 7301 to 7321 Cresheim Road, under certain terms and conditions. The 12,000 square foot easement runs adjacent to SEPTA's R-8 regional line and has been plagued by short-dumping. SEPTA would like to use the space as a staging area for a two-year renovation project at Allen Lane Passenger Station located at Allens Lane and Cresheim Road. As part of the easement agreement, SEPTA will clean, seed and replant the area with native trees and bushes at the end of the project, returning a much-improved parcel to the City. The Department of Public Property supports this measure and, 7 5/22/08 - PUBLIC PROPERTY - BILL 080319, etc. accordingly, I respectfully ask that Council approve Bill No. 080403 and that this bill be favorably recommended out of Committee and the rules be suspended to permit the first reading at the next Council session. Bill No. 080435, an ordinance authorizing the Commissioner of Public Property, on behalf of the City, to transfer to the Philadelphia Authority for Industrial Development, for nominal consideration, a certain parcel of land, with the buildings and improvements 8 5/22/08 - PUBLIC PROPERTY - BILL 080319, etc. thereon, known as 3548 Germantown Avenue, for further conveyance. COMMISSIONER SCHLOTTERBECK: Good afternoon again, Chairman Clarke and members of the Committee on Public Property and Public Works. I'm Joan Schlotterbeck, Commissioner of Public Property. I'm here today to testify in support of Bill No. 080435, an ordinance 11 authorizing me as the Commissioner, on behalf of the City, to transfer to the Philadelphia Authority for Industrial Development, for nominal consideration, a certain parcel of land, with the buildings and improvements thereon, known as 3548 Germantown Avenue, for further conveyance at fair market value. The property was formerly used by the Fire Department and has been vacant since 1988. The developer plans to convert the building into a retail outlet. The proceeds from this sale, which would be $127,000, will be deposited into the City's General Fund. 9 5/22/08 - PUBLIC PROPERTY - BILL 080319, etc. I respectfully request that the legal description as set forth in Bill 4 No. 080435 be amended as provided in the attached proposed amendment. The Department supports this measure and, accordingly, I respectfully ask that Council approve Bill No. 080435 as amended. I also respectfully request that this Committee vote Bill No. 080435 as amended out of Committee with a favorable recommendation and that the rules be suspended to permit the first reading at the next Council session. Thank you.
