Number 11.
MI 2022-002-942-3655 North 3rd Street.
Lenardo Truchet is the owner.
Letter of support from Seventh Ward Civic Association.
Mr. Trouchet is coming back in as a panelist.
Hey, how are you doing?
Could you state your name, please, and spell for the court reporter?
My name is Leonardo Trouchet, L-E-O-N-A-R-D-O-T-R-O-C-H-E.
I am the owner of 3655 North 3rd Street.
I did send the SEVIC.
Wait a minute, wait a minute.
Our vice chair has a few questions.
She'll talk about what you've said and things of that nature, sir.
hi do you um no strike that have you
Hi, do you, no, strike that. Have you emailed the exhibit packet with proof of ownership, tax compliance, a copy of the refusal or referral, photos under plans of the property five days in advance of this hearing, and have you met with the RCO, and do you have a letter?
Yes, I believe I did complete all the project to it.
Okay, great. This is an application for a business and professional office at first floor in the same building with single-family household living above.
Correct.
There are two use refusals. The proposed business and professional office is prohibited in the zoning district, RSA 5.
The second refusal is the proposed multiple principal uses is also prohibited in this zoning district.
So you may proceed.
and please share your screen okay um we are like a little bit of a rookie to all of this
okay so here's your screen i'm actually uh wait a while i want he he's the only one can speak
okay i'm sorry you get the screen up and he'll speak thank you
so these are the blue okay these are the blueprints that we're proposing is we're trying
to make as an office space at the bottom for a real estate company uh soon to be uh proposing
in the next few years um i grew up in this neighborhood i actually my mom lives across
the street and i've sat on these steps for the last 20 years you know like we we grew up here
this house has been abandoned for 28 years and nobody was able to get anything and do anything
with it because of the prior owners of it um after having it and um checked over and checking the
structure of it the foundation is very tight the bones are very dry and the the condition of the
building is very solid so we're proposing is just doing like a storefront in the bottom
and then just like a little one-bedroom apartment over the top um for multi-use
yeah photos of the property yeah we're trying to fool it up right now like sorry my technicians
just see how i can actually look it up here maybe just go back to the other one there you go
the table so all right that's the property so um before this place used to be a we still don't see
the photo on here okay one second i'm trying to get it on here
so we're feeling a little bit under prepared today for some reasons
so so these are the blueprints we know we know the blueprints what we want to see is if you
have photos of it we do have the photos we're just trying to get them um put them on the on the thing
here ask them you may need to you may need to unshare and pull up the photos and then um share
again so how do you unshare that's what we're trying to do how do you unshare here stop share
Okay. Yep. Thank you.
There you go. Okay.
Have your documents pulled up first and then hit the share screen button.
Okay. One second. So just pull the documents.
Share screen. Here we go.
okay so that's that and then you can click on the document uh where your pictures are
so this is the picture do you guys see it okay you see it so um so it's a corner property yes
okay there's a corner property we have more pictures guys that's okay let him testify about
what you're gonna do here okay we do have more property uh pictures here but so the storefronts
actually you know kind of there already um on the top we do want to put the apartment like a little
one bedroom flat and the downstairs we want to use it as a uh like a multi um what's it called
it's a multi-service multi-service type of um office space um where right here
it's a cool school oh there's a school district here so we don't want to put anything where it's
like uh anybody no kids and hanging out there um we grew like i said i grew up in this neighborhood
for practically 35 years um and we just been watching this place just no nobody ever been
able to do anything with this building and it's just been an eyesore um we met with civic we did
met with the civic and they did you know they had no problems with uh what we want to do with it
as long as we're not using it for like uh rehabilitating for any drug and alcohol
problems or anything like that because that's something we don't want to introduce into this
neighborhood um every neighborhood and on erie avenue
um every neighborhood and on area avenue does have a business other than this one
um every block all all through all of this so what we want to do is just probably like just
make it safe especially for the school kids that would be coming down from roberto clemente down
area avenue um and block it off and then just just eliminate a very very bad eyesore
for a very, very, very good neighborhood of, you know, just very good.
Well, you're going to rehab this existing structure.
I am planning on it.
So, yeah.
So all I'm doing is adding an addition on the back end of it, right,
for a staircase, but not an exterior staircase.
It's like an interior staircase.
So you can get into the upstairs without bothering downstairs.
stairs i am closing off the doors and closing off the windows and shrinking them down so for safety
reason and i am want to do is just fence it off a little bit like three feet away from everything
so nobody can just you know vandalize anything um you know we are building the rat for it as well
for the handicap accessibility
you know just stuck with the whole thing
and put some roll down gates and some
lights and you know just
brighten up this whole neighborhood
all right thank you

planning commission
All right. Thank you, Chair Bergman. Ian Hegarty for the Philadelphia City Planning Commission.
Board members, the comprehensive plan recommends no change to the existing RSA 5
single-family zoning at this location. However, this building does have a documented prior legal
use as one commercial and one residential unit. The proposed use is consistent with this prior
documented use and with the physical form of the building, and so the City Planning Commission
recommends that the board grant the variance. Thank you. MI-2022-002-942-3655 North 3rd Street.
