This application is for use as a personal services, body art service in an existing attack structure.
no sign on this permit whereas the proposed use personal services body art services requires a
special exception approval in the cmx2 zoning district there's a letter of non-opposition
from the third ward executive committee and there's also a request for a proviso from
for hours of operation our vice chair has a few questions for you sir yes good morning have you
submitted your documents and exhibits five days in advance of this hearing yes okay and do you
waive the reading of the referral and stipulate to its accuracy uh yes okay all right thank you
you can proceed with your case okay um yes um as far as my case i'm opening i want to open a tattoo
parlor i've been a tattoo artist in the city of philadelphia for the last 16 years professionally
I apprenticed
and got my license the correct
way through the city from the RIP
now I'm going to be
a father of five. I have five girls
and I'm just trying to start
and provide something for my own
You're trying to
make us warmed up
right away, right?
I have two girls so I don't
know about five.
God bless you.
Thank you.
well that's the case and i mean i've been doing it the right way the whole time and i feel like
it's time for ours to have a little something and i'm just trying to could you turn your or
he's going to turn on for you your case okay your exhibits right yes i believe i am appearance i'm
here it's coming up
okay now we have all of your paperwork yes so what what I would recommend you start with photos
okay now we have all of your paperwork
and maybe drawings you have of your property okay okay um these are the external photos of the
building I don't know this is the external photo of the building on the corner just the front view
as the notice
displayed here.
Same closer front view.
This is
the corner view
of the property.
this is how long have you been in the building i've had the building since uh september okay
and this is the inside of the property open layout
first floor only yes okay that that's the walk in the door
you're all the way to the back this is the back room storage
the restroom
and that's it that's the whole building or my whole space of it
okay um do you work there alone currently yeah okay all right all right so it's just one part
that building there is that what i'm saying yes right and that address is 311 right and 309 is
next door correct okay all right questions from the board yes what's your plan for any bio materials
that you're going to have on site um there is a bio hazardous pickup that comes around and picks
up the biohazardous material that gets stored once a year okay and then you're storing it inside is
going to be in the back room or there's a uh what they're considered bio containers you just drop a
needle you drop your needle drops just like in the hospital the red containers the needle bins
that's the only bottle has everything we use is um single use only it's no extra materials
there's no liquid waste anything like that it's just the needle drop and then they come and pick
those up regularly okay and then do you right now it looks like an open space are you going to have
any uh separation yes there is uh separation dividers um pretty much folding dividers clean
wipeable uh surfaces that you can be opened up placed out to give good separation and can be
cleaned properly okay other questions and you said you're working alone for now planning to have
other people there yes i do have plan on having other artists but right now the first step is to
get open before i can hire anybody okay and then uh in the windows there what is what is that that
you have uh well i just put uh some better drapery up because next door when i purchased the place
it had that like like like next door had that brown on the windows and it just didn't look
too tasteful so i just wanted to decorate it up a little bit wow okay so you may want to check into
to whether that's considered a sign.
Signs have a broad definition.
So putting something on the windows
like that may trigger
a need to get some kind of sign approval.
Yes, I did ask my local neighborhood about it,
neighborhood board about it,
and they said that was acceptable.
Yeah, but it's not your local,
the local area folk it is whether LNI considers it yes a sign and you may need some kind of
additional approvals for that if you were just going to like some kind of just like blinds or
something or some kind of other kind of covering for the window it wouldn't be an issue but you
I would suggest that you check about whether what you have there is something that is accepted
and or whether you're going to need additional approvals to have that.
Yes, I will do that.
I have a quick question.
So I just want to, can you confirm, because I have different times that they are asking for the provisos.
So are you okay with the hours of operation from 11 a.m. to 9 p.m.?
And six days a week?
Thank you.
Questions from our attorney?
um just to clarify on that the six days a week would that be monday through saturday correct
Just to clarify on that, the six days a week, would that be Monday through Saturday?
okay okay so just as so we that and you said you're you're just leasing the first floor
correct correct all right thank you questions or comments from the virtual audience
i see no hands at this time chair planning position um yes i'm reading the excuse me i'll
be reading the recommendation of the planning commission into the record the comprehensive
plan recommends a change in zoning at this location from cmx2 to cmx1 commercial mixed use
the appellant has shown that the proposed body art services will have no detrimental impact beyond
what might be expected the city planning commission recommends that the board grant the proposed
special exception. MI 2025-005-540-311 South, 66th Street, I vote yes with proviso. First floor
only, hours 11A to 9P, Monday to Saturday. Michael Johns, my vote is yes with proviso.

Sheree Reed will be joining us as a panelist.
Good morning.
Good morning.
We already swore you in.
Am I right?
all right so just for the record state your name my name is sheree reed all right and and and before
we start uh our attorney has uh just a question or so about your your assignment what is this right
so so i just just wanted to clarify miss reed so you had did you prepare the flyer that you
provided to us about the excuse me the rco meeting and the zba hearing is that something that you
prepared yourself actually it was not that was something that the rco actually sent over to me
i had it printed and mailed it out to uh my neighbors okay all right and thank you for that
and um i just wanted to let you know as well um so we just received them this morning we did receive
letters of opposition from the 10th ward rco as well as council member phillips office
If you do not have copies of those, I can send them to you.
I do not have copies.
Okay, I will send them to you.
Thank you.
Okay, so before we start, this application is for use as group living in an existing
attack structure, whereas the proposed use, group living, requires a special exception
approval in the RSA 5 zoning district.
Our vice chair has just a few questions, okay?
Good morning.
good morning have you submitted your documents and exhibits five days in advance of this hearing
uh yes i had well yes i have submitted all requested documents however um i received
a notification that i needed to continue sending different documents so i um i eventually sent all
of them i'm not sure if it was within five days but i started sending them a couple weeks ago
okay thank you for that and then uh the chair read your referral um just so do you stipulate
to the accuracy of the referral and waive is further reading yes okay all right thank you
you can share your screen and proceed with your case
okay first I would like to give an open a statement if that's okay sure okay so
as you all know my name is Cherie Reed and I'm proposing a group home for up to
to six boys I am totally willing to reduce the number if necessary but as of
six boys. I am totally willing
now I'm proposing a group home for six boys I am a schoolteacher in the city of
Philadelphia I have worked in education since 2006 I have also directed the
education program a youth emergency shelter at 17th and Fairmount and I'm
also adopted my mother I was raised in North Philadelphia by my mother and my
father they were my birth mother was 17 when she gave birth to me my mom who
raised me. She took me in. She raised me from the time I was a baby and loved me. And I want to be
able to give that to other children. Working at the shelter, I worked at the shelter for five years
with displaced youth, homeless youth. And although I worked in the education program, I was involved
in other capacities of the shelter. While there, my partner and I, under the leadership of Gwendolyn
Bailey, who was the executive director at the time, we offered book clubs to our students.
We offered tutoring, homework assistance. We took them places such as Broadway to see Lion King on
Broadway, the African-American Museum of History and Arts in Washington, D.C., the Blacks and
Wax Museum in Baltimore, just to name a few things that we did with the youth at the shelter.
So I have a burning passion to take care of young boys.
I'm a mother of a daughter.
She's actually just turned 30 years old, so I don't have any sons, but I do have nephews that I'm very close with.
And in addition to that, working in the school system, Philadelphia school system, I, at times I am grieved by the condition in which some of our students live.
And I want to do my part to help these young men become productive citizens of society.
So it has been a desire of mine for years to open a group home.
and purchased this home in 2021 my goal was to live here for a year or two and
then convert it it did take a little longer than a year or two but I'm here
now okay so why don't one do you do this why don't you show us your what what the
place looks like what drawings would be and you know talk a little bit about why
this would be important for you to have here why this would be compliant to do
it okay okay yes all right so the first uh photo this is the photo of the second floor bathroom um
you might want to make that a little bit bigger if that's possible
i mean we see it but i just think it would be the easier but good book okay so proceed
okay there you go there you go yeah now you got it okay all right so this is the second floor
bathroom it was newly renovated as of five years ago so it's pretty much in
the same condition this is the this is the original picture obviously I've been
living here so I didn't want to show a picture of a lived-in bathroom but this
is the second-floor bathroom this is the basement which also has a full
bathroom the basement would also could also be a living space for two of two of
the older boys this is the exterior exterior of the home
This is the kitchen, I'm sorry, trying to zoom in.
This is the living room area, which would be a common space.
those those seem to be all of the pictures that i had all right so well let me ask you this how
many bedrooms do you have in the property i have three bedrooms three bedrooms two and a half
bathrooms. And you want, where would you be putting the six boys? So each bedroom can house
two young men, but then there's space in the basement. So depending on the ages of the young
men, the ages of the boys, we would determine how we would room them. So for example,
if we have a 16 and a 17-year-old, we would be more than likely to make their living space the
