Good afternoon, Chairwoman Clark, Members of the Committee on Public Property and Public Works. My name is Andres Perez and I'm Commissioner of the Department of Public Property. I'm here today to testify in support of Bill No. 980883. This bill authorizes the Commissioner of Public Property on the behalf of the City of Philadelphia to enter into a sublease agreement with the Philadelphia Municipal Authority for certain premises located on the concourse level of Eight Penn Center plaza located on the southeast corner of 17th Street and JFK Boulevard, Philadelphia, Pennsylvania, under and being subject to certain terms and conditions. This bill will enable the City to consolidate the US Mail operations within the Revenue Department with access to city buildings via the concourse and access to the loading dock for US Mail pickup at Commerce Street. The Department of Public Property supports this measure. Accordingly, I respectfully ask that City Council approve this bill and I also ask that the rules be suspended so 5 BILL NUMBER 980883 that the ordinance may be passed upon the second reading at Council. Good afternoon, Chairwoman Clark. My name is Andres Perez, Commissioner of the Department of Public Property, and I'm here to testify in support of Bill No. 19 980921. This bill authorizes the Commissioner of Public Property on behalf of the City of Philadelphia to purchase fee simple title to a parcel of real estate with improvements situated thereon located 7790-7800 Dungan Road, Philadelphia, Pennsylvania, under certain terms and conditions. 7 BILL NUMBER 980921 This bill will, among other things, enable the City to acquire 3200 square foot combination of facilities with parking for 225 vehicles and would permit the police department to merge the Internal Affairs Unit and the Ethics Accountability Division into one physical location with the associated parking. This will alleviate the use of a structurally unsound building at 323 Race Street and allow the return of 17th and Pattison Avenue facility to the Fairmount Park Commission and consolidated Internal Affairs Division into the one remote facility separate from other police department units. Additionally, let me add that 17th and Pattison then becomes available for some proposed community use by Fairmount Park. I don't have other details on that. The Department of Public Property supports this measure and according and respectfully ask that City Council approve this bill and I also ask that the rules be suspended so that the ordinance may be passed upon the second reading at Council. The urgency in this case is an agreement of sale pending settlement December 30th. 8 BILL NUMBER 980921 CHAIRWOMAN CLARK: December 30th?

No. It sounds good to me. I had some conversations with Mr. Morrison. The police department is going benefitting from it. They're in pretty bad shape right now. CHAIRWOMAN CLARK: Are there any other questions or comments to be made by other members of the Committee?
I'd like to mention I moved this bill specifically for Mr. Morrison, not for the Department of Public Property. This would not be in this legislative time period otherwise. CHAIRWOMAN CLARK: Thank you.
