One page?
I believe that they were two pages.
Let me just confirm.
Two pages.
Sorry.
the revised page i'm sorry the proviso plans were one page one page okay thank you uh calendar
number MI 2021-002612, 1826 Frankfort Avenue. My vote is yes with revised plans consistent
on one page approved today. Yes with proviso. Thomas Holloman, yes with proviso. Thank you.
You're welcome. MI 2021-002579-210, Locust Street, Apartment 10A, Allen Notkinson.
Mr. Notkinson, I'll turn from order to panelists.
Thank you, Mr. Notkinson.
Ms. Sharon, I just wanted to say we have a letter from Councilman Esquilla in non-opposition.
Thank you. Mr. Nockleson, please identify yourself for the record.
Yes. Good afternoon, members of the board. Alan Nockleson, A-L-A-N, last name Nockleson,
N-O-C-H-U-M-S-O-N, 123 South Broad Street, Suite 1600, Philadelphia PA, 19109.
Sir Nakasim, I think you've been sworn in already, right?
Not today, Mr. Plaza.
Not today, okay.
All right, you swear a firm to tell the truth, the whole truth, and nothing but the truth?
And do you agree to waive the reading of its refusal and stipulate to its accuracy?
Have you emailed an exhibit packet with the required documents, proof of ownership, proof of tax compliance, copy of the refusal or referral, voters and plans five days prior to this hearing?
yes we have thank you please proceed uh let's say have you met with the rco and have a letter
yes we actually have a letter of support from the society hill civic association
and as well as a letter of non-opposition from council member mark f scuola may i share my screen
yes you may thank you all right so we're here today i'm going to keep it brief because i know
the board's had a pretty lengthy schedule to date or you know through the you know this matter uh
210 locust street uh this is so sue's produce market all they're looking to do is to increase
their capacity right now it's for food beverages and groceries and they're looking to do a takeout
component to allow for cooking in the premises um we have met with the community as well as
uh we have met with the community um for some reason my screen is I don't know why it's doing
that my my screen froze up uh but I do have a letter of support I'm going to stop sharing my
screen I'm going to have to uh actually my screen completely froze um I'm sorry this is Tanya the
administrator um uh chair plaza for some reason we're having a lot of zoom problems people are
people are falling out falling in stuff is not working but just to put it on a record that we
falling out falling in stuff is not working just to put it on a record that
we're just giving some issues with zoom yeah so can you hear me um okay i'm completely frozen
i can't see anything other than the first page of my exhibit packet um yeah i know it's still
loading yep yeah and and i don't know and i would say to this if you can promote
Ms. Amazon. She has the same exhibit packet and I can present like blind
you know if there's connectivity issues just with my computer so if you can promote Ms. Amazon
that would be helpful. Ms. Amazon is she are you available? If I can also ask Secretary Plaza
also serving as chair. It seems like sometimes it could be the video. So if they could, if they
begin to have problems, stop sharing, showing the video just so that they can share the screen.
Yes, good idea. Okay, I'm going to stop sharing my video, but I think it unfroze too. So I'm just
going to stop sharing my video. I'm going to reshare my screen and see what happens here again.
so I apologize. Do you see that now? Yes, yes. All right, good. All right, so we have a, this is a notice of referral, first of all, and you'll see that in a packet of materials. We have the letter of support from Society Hill Civic Association, as well as the letter of opposition from Council Member Mark F. Squilla.
We have, you know, maps of the area, plans and drawings. Again, this is a referral, not a variance. We're just looking to expand the services of Sue's Produce. Sue's Produce is in Society Hill Towers on the ground floor.
4. And like I said, we have a letter of support, unanimous support for this project. There's
one proviso that we agreed to, which is obviously a reasonable request that the venting will
be through the roof, which we have no objection to. And Council Member Squilla also is in
non-opposition so long as we agreed to the proviso venting through the roof for our hood.
uh just showing that you know we're in good standing with the city of philadelphia in our
food and prep licenses in general because we do have food and prep just not cooking on the premises
which you know requires special board approval you know area you know just showing maps of the area
again we're in the society hill uh towers uh in the society hill section of philadelphia
you can just see like a grid of where we are um we're in a court we're part of a courtyard which
includes a have a restaurant as well photographs of the property from the property interior showing
that we're food beverages and groceries you know showing that we do have a counter currently uh for
deli. And then it's going to decrease the size of this. But
these are just our plans. Really quickly, here's the front of our
property. This is just the area, if you can see right here is
where we're going to have our little kitchen with an exhaust
fan, which will vent up obviously through the roof as
as promised. And then just as you know, if the board had any questions or concerns about
the exhaust and the ductwork for the venting, we do have like the layout that we did show
the community as well, and they felt satisfied with that. And our application for special
exception, proof of our meeting took place, along with proof of mailing of the meeting
notice and our lease you know i think we can stop sharing from there yeah i think uh everything
looks good uh does the board has any questions no mr chairman no thank you uh is there anyone
else here that would like to speak in this matter yeah can i just have my client adopt
my testimony sure uh mr shin should be in the audience okay
he's been allowed to speak sir hi hello sir can you identify yourself for the record
spell your first and last name james shin j-a-m-e-s last name shin s-h-i-n uh you swear
for him to tell the truth the whole truth for nothing but the truth yes okay please proceed
Oh, yeah.
Mr. Shin, you heard everything I stated today.
And is it true and correct?
And do you adopt as your own testimony? Yes. All right, thank you.
And do you adopt it as your own testimony?
All right.
Thank you.
Is there anyone else here that would like to speak in this manner?
I see no further hands at this time. Thank you. Planning Commission. Good afternoon,
members of the board. David Fecto, City Planning Commission. The comprehensive plan recommends no
change in the existing commercial mixed use zoning for this site we believe that the applicant has
shown that a takeout restaurant here will have no more of an impact than a takeout restaurant
would be expected to have we recommend that the board approve the requested special exception
Thank you. Calendar number MI002579, 210 Locust Street, apartment 10A. My vote is yes with the proviso of venting or roof venting through the vent, venting through the roof.
James Snell, my vote is yes with proviso.
Thomas Holloman, my vote is yes with the proviso.
Good luck. Thank you. Thank you. I think you're up again, right?
Yes, Ms. Clementa, Amazon is going to be presenting the next two.
Okay, thank you for counting the number MI 002 580 2223 North 22nd Street.
good afternoon board good afternoon uh can you please identify yourself for the record
of course clemente amazon c-l-e-m-e-n-t-a last name a-m-a-c-a-n-1-2-3 south broad street suite
1600-19109. Thank you. So are firm to tell the truth, the whole truth for nothing but the truth?
I do. Thank you. You agree to waive the reading of its refusal and stipulate to its accuracy?
Yes, I do. Have you emailed an exhibit packet with the required documents,
proof of ownership, proof of tax compliance, copy of the refusal or referral photos and plans
part days prior to this hearing? Yes, I have and we do have a letter of support. Okay, thank you.
please proceed thank you i will share my screen without turning on my video
can everyone see my screen
yes yes okay great so again today i'll be presenting 22 23 north 22nd street this project
is family owned development company um the owner is actually pha certified owner being lindsey
Patterson he's from this community to family run business and we do have a letter of support from
our community meeting on September 27th and what we are looking to do here is a triplex we mimic
the design for other properties that are along this block as well in terms of the brick beside
and detailed cornices so during my presentation I will go through the notice of notice of refusal
the letter of support that we did receive from the RCO maps of the area photographs of the
property, our proposed plans and drawings, and the application for appeal, notice for the September
27th community meeting, our settlement statement, as well as our certificate of tax clearance.
So as I mentioned prior, this property is single-family, and we are looking to have a
triplex use here, which is not uncommon for this particular block. As you will see later in the
presentation, several properties on this block are also multifamily and are being used as apartments.
We did meet with the community on September 27th, and they did provide us with a letter of support, and they did provide a rationale for supporting this, primarily because of the similar use that is already located within the block, in addition to the fact that this block has a significant amount of vacant lots as well, specifically those properties that are zoned as single family, as you will see here on the zoning map.
So we are one of the 10 vacant lots that are along this block.
Again, we believe that this is in line with the city's comprehensive plan to return vacant lots of productive use, which is a serious problem within the 5th District.
We're hoping that this property that is currently a liability and reinforces issues with public safety can be turned into an asset for the community by creating eyes on the street.
We are looking to provide moderate to affordable housing as well, as the applicant is PHA certified.
So here we just have a map of the area.
As you can see, there's a significant amount of public transportation that is also available.
Here we have a view in front of the property.
Again, we are one of several vacant lots along this block.
The view is to the right of the property.
As you can see, we do mimic the design here and maintaining that perfect side as well as the detailed cornices.
As you can see, we do mimic the design here and maintaining that perfect side as well as the
detailed cornices. A detail left of the property, again, several vacant lots. All of these are
currently zoned single-family as well. So the rendering of the front of the property, the rear,
our elevation and site plan. We do not have any dimensional variances here for this particular
project. Unit 1 is a bi-level 1 bedroom, 2 bath, about a thousand or so square feet. Unit 2 is
a two-bedroom, two-bath, 785 square feet, and unit three is also a two-bedroom, two-bath,
about 831 square feet. So they all are very sizable units. We also have the application
for appeal. Again, the refusal will be here because we are proposing to have a triplex.
Again, that's not uncommon for this area. There's multifamily along this block. We are
also looking to minimize the number of vacant lots on this block as well, provide eyes on
the street to assist in issues with public safety in alignment with the city's comprehensive
plan. So here's the notice that we sent out for the community meeting on the 17th, excuse me,
for the community meeting on the 27th at 6.30. Again, we did have a letter of support for the
project in light of the advocate being PHA certified and a member of the community as well.
So with that, if I can have Lindsey Patterson raise his hand so that he may adopt my testimony.
Is he available?
I believe he should be online.
If not, I can stipulate as an officer.
In the interest of time, we'll stipulate.
Yeah, he would have
adopted us.
Does the board have any questions?
You will.
No, Mr. Chairman.
Is there anyone else here?
Sorry to interrupt, but
I do believe Mr. Patterson
is in the audience.
That's fine. We stipulated
that. Yeah. Is there anyone
else here that would like to speak in this manner?
Let's see.
Tina Marie Russell, another hand up.
Okay, so we're talking about 22nd, 22nd Street, correct?
Okay, I've already been, you know.
Can you identify yourself for the record, please?
Yeah, we did all that, but I'll do it again.
Tina Marie Russell, R-U-S-S-E-L-L, North Central Philadelphia, CDC.
see. And you sort of tell the truth, the whole truth for nothing but the truth? I do. I do.
This is a case for Nacomson. Yes. Okay. Thank you. So yes, we are the RCO and the coordinator for
this particular applicant. And we are in agreement with this particular variance change. There was
quite a few members of the community
involved as well
who also agreed and we had one person who
did not agree but we also
like to make sure that the provisos that we
asked for are written to record
you have that proviso
um it's in the letter
I can share my screen
again yep thank you
okay thank you
Is that it, Ms. Russell?
Yes, it is.
I'm used to seeing I'm still on food distribution,
so I'm sorry about that outside noise.
No problem.
Have a good one.
Thank you.
Thank you.
Anyone else?
No, Mr. Secretary, that is all.
Thank you.
