Before I ask for a motion. Throughout this budget discussion, I've spoken numerous times around the need to realign some of the budget departments to better serve what are the goals that have been espoused by new Mayor Kenney and this Council over time. Stated Meeting June 16, 2016 6/16/16 - STATED - 2ND READING With a growing poverty rate, our safety net departments total $2.7 billion. I think it's time that we start digging deep into those budget line items to look how we provide services to Philadelphia's most neediest constituencies, from housing to mental health services, to health services, and obviously the ongoing discussion that we've had about the DHS reform or privatization to CUAs. I think we owe it to the citizens of the City of Philadelphia to make sure that City government is responding to these needs. So I want to thank the Chair of the Health and Human Services Committee, Councilwoman Bass, for co-sponsoring this with me, and I look forward to zero-based, performance-based budgeting process with all of the departments charged with serving Philadelphia's neediest, and I move for its adoption. Thank you, Council President. One of the issues that we've had here in the City of Philadelphia is the tax issue. We've had it for small businesses. I started my career as a small business lender with Meridian Bank at Broad and Glenwood and witnessed firsthand the impact that some of the taxes that we have in the City of Philadelphia impact small businesses. This resolution is an opportunity to start that conversation of ways we can possibly reduce small business taxes here in the City of Philadelphia. Considering we've had such a contentious debate on issues regarding taxes, my thought was we need to have more time to investigate this issue and have hearings in the fall, and in that perspective, I move for the adoption of the resolution.
