Bill No. 15 240333, introduced by Councilmember Lozada amending Section 14-533 of the Philadelphia code entitled, "MIN, mixed income neighborhoods, overlay district," to update the illustrative maps to reflect recent redistricting changes, all under certain terms and conditions. Good afternoon. CHAIRPERSON BASS: Please state your name, for the record, and proceed with your testimony.
David Fecteau, City Planning Commission. Good afternoon, Chairperson Bass and members of the Rules Committee. I'm David Fecteau, planning supervisor for the legislative team at the Philadelphia City Planning Commission. I'm here to testify on Bill No. 240333, introduced into City Council on April 25th, 2024, by Councilmember Lozada. Bill 240333 amends the Philadelphia zoning code, Section 7 14-533 entitled, "MIN, mixed income neighborhoods overlay district," to update the illustrative maps to reflect changes to City Council boundaries resulting from the year 2020 census. This bill simply changes the boundaries of the MIN overlay in Council District 7 to reflect those changes in the council boundary. The Philadelphia City Planning Commission considered bill 19 240333 at its public meeting on May 16th, 2024, and recommended the bill 21 for approval. I will be happy to answer questions at this time. CHAIRPERSON BASS: Any questions? Thank you. Thank you for your testimony and I just want to note, for the record, this bill is specific just to District No. 7 which is represented by our colleague Councilwoman Quetcy Lozada. I had the opportunity to speak with the district Councilmember, Councilmember Lozada regarding this legislation and appreciate the needed update to the maps which will be helpful to the additional work they need to do in the district.
