Let us bow our heads in the word of prayer. Eternal God and Father, we Stated Meeting November 15, 2018 opportunity to pray. God, we believe that prayer works. We understand, Lord, that sometimes it's only seen as a form and as a fashion, but, Lord, we believe in your power. We believe in your grace. And we pray, God, for this body, this Council Chamber. We pray for our President of the Council, God, here and we pray for all the Council men and women. Lord, we pray for wisdom in the City now, Lord God, that is seemingly divided on so many issues. God, we want you to pull us together as one. Father, you said a house divided against itself could not stand, and, Lord, we believe your biblical narrative that if we lack wisdom, we can ask you. Lord, you said in all of our getting, get an understanding. Help us to reach common ground. Lord, there's so many issues, our children, our seniors, our population of citizens in this city, Lord God, the things that we're facing. Stated Meeting November 15, 2018 help, Lord. Father God, we're lifting up our eyes in the spirit and to the hills from what's cometh our help. Our help comes from you, Lord, which made heaven and earth. Father God, I pray for all of the believers that are in this place. We begin to join together in their prayers, God, as we pray to you, God, for guidance and help in a very serious time when our nation is divided. Lord, we pray that even the things that we deal with today, Lord, we would deal with them in a civil manner, in a righteous manner. Lord, we rebuke the powers of the enemy and we pray, God, that you would ultimately have your way. We pray all of this, Lord, in the matchless and eternal name of Jesus. And our very soul says, amen. Good morning, everyone. To those of you who are seated in the Chambers and to those of you who are watching at home, it is a distinct honor and privilege for this City Council of Philadelphia to honor an organization whose very founding is in tune with that of our nation, in that it has great roots right here in our wonderful City of Philadelphia. It is with that in mind that I am reminded of a conversation that took place two years ago to the left of where I am standing right now with Councilwoman Stated Meeting November 15, 2018 Brown, Stephanie Marsh, and Evelyn Sample-Oates about an article that was written about individuals and organizations who did not understand the very structure of national African American fraternal and sorority organizations. And at that time, we said, well, people don't understand that. Although we have these national organizations, there are very distinct chapters, and each chapter is very proud of its work. So on today, it is an honor to recognize The Links, Incorporated and very specifically the founding Philadelphia Chapter, the Delaware Valley Chapter, along with the Penn Towne Chapter. Now, it is with that in mind -and I have a list of people who I have to recognize, and I know you all will grant us some leeway here, but we must start with those who have a direct connection with this legislative body and, that is, Stated Meeting November 15, 2018 are no longer with us, but the late Councilwoman Ethel Allen, along with that great one, Gussie Clark; our Marian Tasco, the boss lady who acts like she's retired but she still tells everybody what to do; Morgan Cephas, where are you, Morgan Cephas, who our Council President acknowledged. Another connection to the City is Dominique Casimir. People don't know that Dominique Casimir and our Public Property has one of the most challenging positions in the City of Philadelphia behind the scenes that people don't know about, and we're proud of you, Dominique. In addition to that, Doris. Doris Smith, where are you, Link Doris Smith? Doris Smith, who is the Chair of our Civil Service Commission. In addition to that, we need to -- and I hope she's standing somewhere where everyone can see her, because she should be. She made history in 1983 when her husband became the first African Stated Meeting November 15, 2018 great city, but we all know that beside every great man who does a great thing, there's a very, very great and strong woman. Where is First Lady Velma Goode? Thank you. Give her a round of applause, please. (Applause.)
And you also know she is the mother of Councilman Wilson Goode. Next I want to acknowledge a lady -- and I didn't know this until we were researching this, and in the end, I'm going to tell you why this is important to acknowledge; that is, Link Julie Coker Graham. Julie, where are you? Julie, why don't you just come up front, because someone at home needs to see you. There's a young girl at home who needs to see this. Link Julie Coker Graham is the President and CEO of the Philadelphia Convention and Visitors Bureau. Now, in prep for this presentation, I wanted to Stated Meeting November 15, 2018 know, well, how many are there like you, Julie Coker in the nation. Councilwoman Reynolds Brown, you know that there are over 900 convention and visitor bureaus in the United States and there are only three African American female presidents. That's Philadelphia; Alexandria, Virginia; and Newark. However, Link Julie Coker Graham is the only African American woman president in a large metropolitan city and the largest in the nation. Hard work. Thank you, Link Julie. Thank you. Thank you. (Applause.)
Now we want to make sure that we acknowledge our current Vice President of the Philadelphia Chapter, Link Leah Smith Sheppard. And I want you -- you can hold your applause until I get through them all. My colleagues will start hitting me in the back of the head. Next from the Penn Towne Stated Meeting November 15, 2018 of Judges in the Court of Common Pleas; that is, the Honorable Sheila Woods-Skipper. And a lady who we all know. I tell people I am a graduate of the School District of Philadelphia. I remind them that I'm a graduate of the Dr. Constance E. Clayton School District of Philadelphia from the Penn Towne Chapter. And from the Delaware Valley Chapter, we have Veronica Hill-Milbourne. She is a Councilwoman in Horsham Township and is a chain. Federal Law Judge, Frederica Massiah-Jackson, Court of Common Pleas, Past President Judge. Cheryl Bullock, where are you? Cheryl Bullock acts like she's retired too from U.S. Senator Casey's office, but she is also the Delaware Valley Vice President. Leslie Graves. Leslie Graves, I need to make an appointment. You know what I'm talking about. Delaware Valley Correspondent Secretary. And Dominique we mentioned. Stated Meeting November 15, 2018 that, with the School District of Philadelphia, and you've seen her here quite often, she's usually here every week, and anything that we have to do relative to the School District of Philadelphia, it all -- and I really do mean it all. It doesn't matter what time of the day it is. We call my sponsor, Evelyn Sample-Oates. Give her a round of applause, please. (Applause.)
My colleagues will talk about the history of the organization, but I now want to introduce the presidents so that when they do speak at the end of the presentation, you will at least know something about them. There is Link Caroline DeMarco, who is President of the Penn Towne Chapter. Link Caroline is currently the Vice President for Selling and Marketing Excellence in Customer Capabilities and Operations at GlaxoSmithKline where she Stated Meeting November 15, 2018 25 years of management and leadership experience. During this time and in other various capacities within GlaxoSmithKline, she was responsible -- and please pay attention -- for the direct and indirect contract sales of over $5 billion. Link Caroline is a graduate of Howard University. And now I know there are some loyal Olympics fans who are watching, and when you see her -- are you somewhere where people can see you? Just move up a bit. Someone saying, wait, her face looks so familiar. You're right. Link Caroline was selected by the GSK Commercial Executive Team and the 2002 Olympic Committee to serve as a torch bearer for the 2002 Winter Games Torch Relay right here in Philadelphia. That's our Penn Towne Chapter President. (Applause.)
Link Linda Wormley Meade, if you could now just move a little closer so that people Stated Meeting November 15, 2018 my colleague Councilwoman Blondell Reynolds Brown reminds me that the apple doesn't fall far from the tree. You know, Joe Meade, Link Linda Wormley Meade's son, was on her staff. Link Linda is a co-founder and principal in the Epsilon Group LLC, an educational consulting firm that contracts with several local non-profits. She has also served with distinction for over 40 years as a veteran educator and administrator in both public and higher education. And long before it became popular, and I wanted to note this for the record, Link Linda was on the front line of the battle to acquire funding for what was then called the out-of-school-time movement, but now we call it the push for after-school programming. That led to her membership in the Pennsylvania School Youth Development Network. Now, there's someone here who Stated Meeting November 15, 2018 saying, I am familiar with the history of Lincoln University and I know that name, Linda Wormley Meade. Well, if you're thinking that, you too would be correct. She is the Linda Wormley Meade who is the trailblazing and chartering leadership development specialist on Lincoln's campus who helped pave the way for many young women pursuing academic excellence at Lincoln University, my alma mater. She holds certificates and degrees from Lincoln, Temple, and Marywood Universities. In addition to that, her husband, connecting Link Meade is here. Dr. Meade, where are you? Raise your hand so people can see our connecting Links. Hello. And in addition to that, I want to get to our next President, Dr. Mahlene Duckett Lee. Where are you, Dr. Mahlene? Link Mahlene is the co-founder and current President and CEO of Divi Holding Company, which specializes in organizational engineering. She is -- Stated Meeting November 15, 2018 -- six Sigma-trained and an expert in systems analysis who advises clients in both the public and private sectors on strategic planning and implementation, program development, and change management. She is also a veteran educator and administrator in both public and higher education. She holds degrees and certificates from Cheyney University, Antioch College, Penn State, and MIT. Yes, I just said MIT, for the record. In addition to that, Link Mahlene, your father was?
In addition to that, in addition to that, talk about legacy, she is an athlete in her own right in the area -- Councilman Curtis Jones is here -- in track and field. And so I want you to give our three Presidents a round of applause. (Applause.) Stated Meeting November 15, 2018
Now we will start with our resolution presentation. It's a resolution recognizing and honoring members of The Links, Incorporated's Philadelphia, Delaware Valley, and Penn Towne Chapters.
The Links, Incorporated, an international not-for-profit corporation, was conceived when a small group of friends in 1946, led by co-founders Sara Strickland Scott and Margaret Hawkins of Philadelphia, organized a service-oriented women's club in the aftermath of World War II. Today, their visionary actions have expanded from a modest group of nine women to a membership of more than 15,000 women of color -- I would say 15,000 dynamic, exceptional women of color -- in 288 chapters located in 42 states, the District of Columbia, the Bahamas, and the United Kingdom. Councilman.
Whereas, Stated Meeting November 15, 2018 Links, Incorporated is one of the nation's oldest and largest volunteer service organizations of extraordinary women who are committed to enriching, sustaining, and ensuring the culture and economic survival of African Americans and other persons of African ancestry; and
The City of Brotherly Love and, as Councilwoman Blondell Reynolds Brown, Sisterly Effectiveness -- a powerhouse of women here. Congratulations. Whereas, The Links, Inc.'s Core Values are Friendship, Integrity, Honesty, Service, Commitment, Family Relationships, Courage, Respect for Self and Others, Legacy, Confidentiality, Responsibility, and Accountability; and
Whereas, Links members contribute more than one million documented hours of community service annually, strengthening their communities and enhancing the nation. Stated Meeting November 15, 2018 recipient of awards from the United Nations Association of New York and the Leon H. Sullivan Foundation for its premier programs; and Whereas, the outstanding programming of The Links, Inc. has five facets which include Services to Youth, The Arts, National Trends and Services, International Trends and Services, and Health and Human Services. The programs are implemented through strategies such as public information and education, economic development, and public policy campaigns; and
I'm just going to take a moment of point of personal privilege to bring you greetings on behalf of my sister, your fellow Link, Dr. Valerie Green-Amos, the President of the Harbor Area Chapter of the Links, and congratulations on your anniversary. I had to do that or I would hear it at home or from California. Stated Meeting November 15, 2018 Whereas, the Philadelphia Chapter of The Links recognizes the importance of its legacy as the founding chapter and strives to maintain a level of excellence and commitment to the Philadelphia Community that comes with that responsibility; and Whereas, over 30 years ago, the Philadelphia Chapter adopted the M. Hall Stanton School. Then Mayor Wilson Goode helped make the adoption ceremony quite an event for the School District and the City. The school remained a part of the Chapter's programming until its closing; and
Whereas, the Philadelphia Chapter is proud to have among its membership the first African American First Lady of the City of Philadelphia, Link Alumna Velma W. Goode, who has been a member for 35 years. She spearheaded the creation of the Sarah Scott Academic Scholarship, which has supported numerous girls since its Stated Meeting November 15, 2018 1994. She also served as Secretary, Treasurer, and Vice President of the Chapter; and
Whereas, over the past five decades, the Delaware Valley Chapter's membership has grown to over 50 members who have instituted programming that includes, but is not limited to voter registration, education drives, anti-bullying curriculum development, supplementary art education workshops, refurbishment of historic buildings on the National Registry of the Underground Railroad, and health screenings. The Delaware Valley Chapter also provides assistance to historically black colleges and universities, specifically Cheyney University and Lincoln University in the Philadelphia region, through career employability workshops and emergency grants in aid; and
Whereas, the Philadelphia Chapter Stated Meeting November 15, 2018 throughout the City, but its focus is on the following programs: One, a partnership with the Paul Robeson High School for Human Services, with a four-year biweekly program that began in 2015 with a cohort of then 9th grade female students; two, a partnership with the Salvation Army of Greater Philadelphia in the adoption of a "safe house" for women wanting to escape from human trafficking and sex exploitation; and, three, the awarding of scholarships each year in the name of the founders and donations of historically black colleges and universities; and
Whereas, the Delaware Valley Chapter of The Links, Incorporated was officially chartered and installed on November 21st, 1964 under the sponsorship of the Founding Philadelphia Chapter and became the second Links chapter in the Greater Philadelphia Metro Area. The 11 founding Stated Meeting November 15, 2018 to expand community outreach to the Links' facets to underserved people of African ancestry living in Philadelphia, Delaware, Bucks, Chester, and Montgomery Counties; and Whereas, one of the biggest events run by The Links, Incorporated is an annual food packaging project formally known as STOP Hunger Now. The event is hosted by the Delaware Valley Chapter, and other Chapters also participate. To date, Links have packaged over 100,000 meals to combat hunger in developing nations in the Caribbean and Africa; and
Whereas, the Penn Towne Chapter of The Links, Inc. was chartered in Philadelphia on September 6th, 1975 by 25 dynamic friends and is known for its dynamic programming, fundraising acumen, and its dedication to improving opportunities for women and youth; and
Whereas, Stated Meeting November 15, 2018 is currently composed of over 60 remarkable women who are most well known for their strategic alliance with Methodist Services, where they provide programming on healthcare -
-self-care, parenting skills, anti-bullying, and promoting healthy diet and exercise for women and children, and their Together for West Philadelphia Initiative is in partnership with Methodist Services and Lankenau Hospital. And we were talking in the back. Hey, men, we better keep up. Whereas
Whereas, the members of The Links, Inc. are influential decision-makers and opinion leaders. The Links, Inc. has attracted many distinguished women who are individual achievers and have made a difference in their communities and the world. There are business and civic leaders, role models, mentors, activists, Stated Meeting November 15, 2018 common visions by engaging like-minded organizations and individuals for partnerships; and, therefore, be it

Resolved, by the Council of the City of Philadelphia that we hereby recognize and honor the members of The Links, Incorporated Philadelphia, Delaware Valley, and Penn Towne Chapters.
Further resolved, that an engrossed copy of this resolution shall be presented to The Links, Incorporated's Philadelphia, Delaware Valley, and Penn Towne Chapters as evidence of the sincere sentiments of this legislative body. As a matter of personal privilege -- and so, listen, two people have arrived, connecting Link Kelvin Johnson is here, along with heir Link, Joe Meade is here. Don't duck, Joe Meade. We see you. In addition to that, I wanted to just say for the record -- and I know my colleagues, both the men and the women, will appreciate this -- about two weeks ago, we were out in the community and I had a chance to speak to some young women who came from the Hill-Freedman World Academy School, and they asked a question that you don't expect to Stated Meeting November 15, 2018 and, that is, how do you do your job -because my son, Langston, who is six, was with me. How do you do your job and be a mom at the same time? Now, Councilwoman, I didn't have the roller skates, backwards and the exclamation, the high heels, blindfolded and all of that, but what I did tell them is that you do it by having a strong village and a strong network. The network that you see standing here today and in particular someone who we did not acknowledge earlier, but for each and every one of us standing here, she's played a role in helping us to not only get here, but has been a corporate leader, a mentor, and is currently the President of the Blue Cross Foundation. Where is Reverend Dr. Lorina Marshall-Blake? Where are you, Rini? (Applause.)
In addition to that, I want to say to you Stated Meeting November 15, 2018 personally, Reverend Dr. Lorina Marshall-Blake, Evelyn Sample-Oates, Trumell Lamb, Stephanie Boyd, Sherilynn Kimble, Brenda Johnson-Best, Terri Dean, and Link Julie, thank you all so much for being a very valued part of my circle. You are contributing sometimes and you don't even know it. Thank you. (Applause.)
And with that, the Chair recognizes Presidents DeMarco, Meade, and Lee for remarks. MS. DeMARCO: Thank you so much. It is such an honor and a privilege, and these are truly some wonder women and they truly are a village, and what I love about these women -- and I just can't say enough. Thank you so much, thank you so much, Cherelle Parker, because you made all this happen. We started this two years ago, so I'm so grateful. But these Stated Meeting November 15, 2018 women, it is a requirement that we do service for at least 48 hours. I know some of you are like it's a whole lot more than 48 hours. But it is a requirement to be a member. You cannot just -- you have to roll up your sleeves and you have to put together meals and you have to do some work in this community. And I'm so proud and I'm so honored and I'm so humbled to have this recognition for our beloved Links, Incorporated, for Penn Towne, and it is just an honor. And I thank you, Council President. Thank you so much, Link Cherelle. I so appreciate it. And to my Link sisters, fellow Presidents, thank you.
First of all, good morning, everyone. I was given a direction by my double sister, Cherelle Parker, to have words to deliver today, and so I followed the script. I'm going to make it short, however. To Council President Darrell Stated Meeting November 15, 2018 Clarke, Councilwoman and sister Cherelle Parker, District and at-large Councilperson, sister Links, and all citizens so assembled, I'm Linda Wormley Meade, President of the Delaware Valley Chapter of The Links, Incorporated. I humbly and honorably accept the resolution and recognition from this renowned legislative body on behalf of our Chapter's 70-plus intergenerational members and our 11 visionary charter members. Like our founding Philadelphia Chapter, Delaware Valley was forged in reaction to society factors that suppressed the economic, educational, and social progress of the African American community. Turning back the clock to the 1960's, 11 members living in the Philadelphia metropolitan area witnessed and lived under the yolk of racial discrimination and segregation in education, housing, and the denial of economic job opportunities. In response, Stated Meeting November 15, 2018 Americans mobilized into self-advocacy organizations to break down these barriers and gain equality through civil rights. It was thus into this environment that in 1961, Gertrude Taylor and her ten friends, believing that there was strength in numbers, sought sponsorship and appealed to the Philadelphia Links for a charter. Since that time, over the past five decades, Delaware Valley has adopted the mission of Linkdom to enrich, sustain, and ensure the cultural and economic survival of African Americans and other people of African ancestry. Delaware Valley's membership has expanded from those 11 members, who were teachers, social workers, and health professionals, to 70 women with such varied careers as doctors, dentists, lawyers, CEOs, CFOs, entrepreneurs, politicians, and even elected officials. I bring up the fact that within Stated Meeting November 15, 2018 two members that have served in our chapter. Of course, there's previously mentioned the Honorable Marian Tasco, who I'm sure can wave her hand somewhere, and I know she's looking down and smiling upon us, Link Augustus Clark, Honorable Link Augustus Clark. Our past presidents have included such distinguished women as Judge Frederica Massiah-Jackson of the Common Pleas Court and Dr. Ann G. Waiters, Superintendent of the William Penn School District. Our chapter's history has been replete with examples of ambitious programming, novel projects, and award-winning initiatives. Presently the climate of our nation has created and emboldened the rise of bigotry and racial hostilities. This has motivated our members to realize that our efforts must proceed with greater zeal and passion to ensure Stated Meeting November 15, 2018 generations. As Links, we are prepared to pursue our mission and partner with members of the Philadelphia City Council and all like-minded individuals and organizations in this campaign for civility, fairness, respect, and equality. Again, thank you for your recognition and of our commitment to community service. And, Delaware Valley, we are the chapter that's on the move. Thank you. (Applause.)

I'm Mahlene Duckett-Lee and I am honored to be the President of the Philadelphia Chapter of The Links, Incorporated, which, as you have heard this morning, is the founding chapter of The Links. I just want to thank Councilwoman Cherelle and I want to acknowledge our First Lady, our former First Lady, Velma Goode, who are both members of the Philadelphia Chapter. And Stated Meeting November 15, 2018 thank all of the Councilwomen and Councilmen who have made this resolution possible. Would all members of the Philadelphia Chapter please just raise your hand. As the founding chapter, we feel a certain responsibility and bond with all Link members across the nation and now, as you have heard, across the ocean. The most recent chapter or one of the most recent chapters to be chartered into the organization is in the United kingdom. And just as here in our country, the women there are dynamic. They're leaders of the country. They serve in government as well as in business and all occupations that you have heard represented within our group. We have, as all Links have done, we have committed to doing the best that we can for our community. I'm a native Philadelphian, so I'm very much Stated Meeting November 15, 2018 wonderful, wonderful things that are part of our city, and I'm also aware of some of the challenges that the City faces. And so we try to be sure that we are doing all that we can to continue to make this what I feel is the best city in the world. So, again, thank you so much for this honor. The Philadelphia Chapter is very proud to stand here before you today, and we look forward to continuing the work that we have done over these past 72 years. Thank you. (Applause.)

So the Sixth District is my kitchen cabinet, especially the seniors, and I want to welcome all the seniors who are part of the many groups that are comprised of an awesome, awesome response team and eyes and ears for the communities for various reasons. I want to welcome the seniors that have taken the time out knowing that even in this mixed bad weather that we may have on the departure -- and they're going to get out of here safe -- that it's important for them to be down here and have face time with City Council on issues that are important to them, especially the hate crime legislation that we and I introduced here in this body that elevates crimes on seniors in its various manners and manifestations, including economic crimes elevated to a hate crime. Thank you, Mr. President. I wanted to state for the record the relationship with the state, federal government as it relates to municipalities is an important bond, an important relationship, and whose authority supersedes who is a part of how we govern. Stated Meeting November 15, 2018 However, when some discretion and some authority and some of the power is usurped from local elected officials, it creates havoc for us. Because when the public sees us and where proposed marijuana dispensaries are going to go, they don't look to the Commonwealth of Pennsylvania and say, why did you make that decision for us. They look at local elected officials, people who are a bit more accessible, to say and criticize and those things. By way of the use of medical marijuana, I think it should be on the record or I want people to know that my mother had glaucoma, wind up being blind, also was epileptic, could have used those kinds of medications to be an alternative to some of the things she was forced to take. I get that. But conversely, when you start talking about the availability of those services in impacted areas that have issues like parking, like issues like security, that requires local input. Stated Meeting November 15, 2018 I applaud my colleague Councilwoman Parker for dealing with that issue in advance, and it should have been a sign of things to come for the rest of us. But I want to say for the record that although we support the worthwhile medical benefit of much of that, you have to also look at the people who live every day with the community, bought a house with certain expectations, and one of them was not the congestion and some of the ill-effects that those places bring. Some communities in my district love it. Oh, great, we can handle this. This fits our lifestyle and our expectation. In other areas, they don't, and locally we know the difference. Thank you, Mr. President.

Thank you very much, Council President. I just wanted to address the resolution honoring State Senator Stewart Greenleaf. The other ones I think people can understand. The reason I've introduced that is because Stewart Greenleaf, unbeknownst to many people in Philadelphia, has been the single most vigorous champion of criminal justice reform in our state. Criminal laws are state laws. Stewart Greenleaf, a former prosecutor, has introduced 20 bills over the course of his career that deal with criminal justice. At the end of his career, he's introduced three bills that passed on October 24th of this year. The first is a Safe Harbor bill -- well, he has introduced and passed three bills. The Stated Meeting November 15, 2018 Safe Harbor bill prevents the prosecution of child victims of human trafficking and sexual exploitation for crimes that they were forced to commit. Post-conviction DNA testing has been expanded under his latest bill based on new technology that makes DNA testing more accurate. And, finally, he was able to extend Post-Conviction Relief Act for newly discovered evidence from the very short time of 60 days to one year. I wish it were more than one year. I don't think there should be any time limit to newly discovered evidence, but it was -- it only got out of the State Senate by one vote and then passed the House. There is no city or county that will benefit greater than Philadelphia for this type of just criminal reform. Thank you.

So I have a ring bearer and a reader behind me, who will have tuxedos on on Saturday. And they had their first public appearance today. A new Wawa opened at the edge of the City Stated Meeting November 15, 2018 Bakery site. It's the first part of the redevelopment there. And so they participated in there, and that's the cause of our lateness. Thank you.
