Good morning. The Committee on Appropriations is now reconvening from our recess from yesterday morning. I believe Councilman Mariano has the floor.

We do this with the Law Department?

Mr. Dubow.

Good morning, Councilwoman Krajewski. We have one amendment to Bill No. 12 020731. In Section 2.12, the ordinance now reads "Purchase of Services." We would like to change that to "Personal Services."

Councilwoman Krajewski

Okay I have it in front of me.

Mr. Dubow

In the 2 Section, 2.12, instead of "Purchase of Services" would read "Personal Services," and the amount would stay the same.

Councilman Mariano

This is on 020731, Rob?

Mr. Dubow

Yes. We mistakenly did the transfer to "Purchase of Services" in the Police Department, and it's for personnel. So we should 4 12/4/02 - APPROPRIATIONS have put in "Personal Services."

Councilman Ortiz

So in 2.1 we change that also, right?

Mr. Dubow

No, I think there's another amendment on that.

Councilman Mariano

I have the amendment for that. Do you have our amendment for this, Rob?

Mr. Dubow

No, but I can do it if you want. I know what it is.

Councilman Mariano

Yes.

Mr. Dubow

We'd also like to amend Section 2.1 from 1,500,000 to $1,000,000. And on the from side, we would like to reduce Section 2.48 Department of Revenue Sinking Fund Commission Debt Service from 1,000,000 to 500,000.

Councilman Ortiz

Could I ask a question, Madam Chair.

For the record, we've never done this. This might be a historic moment and it might be part of our contribution to austerity and belt-tightening. Why are we reducing the transfer to City Council by $500,000? 5 12/4/02 - APPROPRIATIONS

Councilman Mariano

It was my amendment, Councilman. Councilman Nutter and I met with the Council President yesterday. And it was discussion whether -- as you say, this is the first time this has ever been done. Councilman Nutter and I thought that 1.5 million was a little bit too high so we're adjusting it. We're only going to have it take a million.

Councilman Ortiz

In our contribution to Mayor Street's call for austerity and so on --

Councilman Mariano

I thought it was going to go to your campaign and my campaign, but they wouldn't let us do --

Councilman Ortiz

Because I never seen this happen. I just wanted to know the rationale and the criteria behind it.

Councilman Mariano

It's my understanding, Mr. Dubow, if we don't take the whole 1.5 million, the .5 goes back to the Law Department, right?

Mr. Dubow

Actually, the way we set it up --

Councilman Mariano

We did it another way here, right? With the Sinking Fund? 6 12/4/02 - APPROPRIATIONS

Mr. Dubow

Yes. The Law Department would still reduce its expenditures by 500,000 and, yes, this was Sinking Fund reduction.

Councilman Ortiz

The $500,000 goes back to the Law Department or Sinking Fund?

Mr. Dubow

The Sinking Fund.

Councilman Ortiz

I just wanted clarification because this is truly a historic moment.

Councilman Mariano

It's all Michael Nutter's fault, and he's not here. Thank you, Councilman. I don't have anymore questions for you, Rob.

We'd like to ask for a suspension of the rules for Bill Nos. 020729, 020730 and 020731 so they can be considered at the next Council Session.
