Good morning. Today Council President Verna is ill, and I am in an unusual spot; I am standing in for her. So be very nice to me. Do not ask me any hard questions. I note that the hour has come that a quorum of Council is present. The Council will come to order. Members will take their seats. Visitors will retire to the seats outside of the rail. To give our invocation this morning, the Chair welcomes Reverend Jeffry Jordan. He is the pastor of the Metropolitan Community Church of Philadelphia, and is here today as the guest of Councilman Ortiz. Members and guests will please rise.
Good morning. We invite you all to go to the God of your understanding in your own way. Please pray with me: Almighty and Merciful God who has loved us with everlasting, unconditional love has shown us infinite grace. As this City Council of Philadelphia gathers together, we take this time out to recognize Your presence and authority. INVOCATION O God, we are thankful for Your placing before us women and men to shepherd this great city. As we gather, however, in the comfort of these walls, we know there are citizens of this city who are burdened and oppressed; those for whom illness or injury has made life difficult, those for whom poverty has created a singly insurmountable wall. Remind us, O Sovereign, that it is these that this Council represents. Lord, it is often too easy to look the other way, but You have told us to look always to the care and needs of others. Let this Council and its decisions be a form of love reaching out to those in pain, to those who are in despair, to those who are suffering and to those who are without. Make this Council, O God, an instrument of peace bringing out the lives of this great city's citizens. Help us to love as You loved; share as You have shared; and serve as Christ served. For we pray this in the name of love. Amen.

On behalf of all Members of City Council, I welcome you to our Council session this morning. We appreciate your taking the time to join us to attend to the legislative affairs of our city. We invite you to come back soon and come back often. I am pleased today -- I think, although they aren't in the room. We are expecting the choir from Martin Luther King High School will perform. And if they get here at a reasonable time, we will give them an opportunity to be heard. They are the guests of Councilwoman Tasco. This morning we have two presentations. The first one honors Irving Fryar. Receiving the PRESENTATIONS presentation is Mr. Fryar. And I invite Councilman James Kenney to make that presentation.
Madam Chair, I would ask that Councilman Nutter accompany me to present this resolution and also Mrs. Fryar with Mr. Fryar. I just want to say first, before we read the formal resolution, that all too often in this city we fail to properly thank those who have done their best for us in the world of athletics. Sometimes players either retire or get traded and they do not get the opportunity to hear how much we admire them and appreciate their efforts. All too often our reputation as a tough sports town is the only reputation that is reported, and I don't think that is a true representation of the majority of Philadelphians. That is why I sponsored this resolution honoring Irving Fryar. This was certainly a tough Eagles season, and the last person you would have to tell that to is Irving Fryar. Irv, you should know through this recognition today, the majority of sports fans in this town do not call into sports talk radio to trash great athletes. Most of us not only admire PRESENTATIONS your career and efforts on behalf of the Eagles but the good person, husband, father and great role model you have been for our kids. We are all lucky that you will remain with us in the area and wish you continued success in your career. The formal resolution honors Irving Fryar of the Philadelphia Eagles for his outstanding work ethic and leadership both on the gridiron and in our neighborhoods. Whereas, Irving Fryer was born on September 28, 1962 in Mt. Holly, New Jersey. He was a star wide receiver and safety at Rancocas Valley High School and later was a consensus All-America selection at the University of Nebraska. And whereas Mr. Fryar, who turned 36 years old last September, is currently -- or was currently the oldest receiver in the National Football League. And whereas, after a dozen brilliant seasons with the New England Patriots and the Miami Dolphins, Irving became an Eagle in 1996 and was praised by Coach Ray Rhodes for his superb football abilities but more importantly for his attitude and PRESENTATIONS leadership. And whereas Irving Fryar currently ranks in the NFL all-time top ten for most pass receptions and receiving yardage. And whereas in 1997, at 35 years of age, he kept a remarkable season with his fifth pro-ball selection and was voted Eagles offensive MVP by his teammates for the second straight year. He also set a career high for receiving yards with 1,316.
And whereas football is only part of the Irving Fryer story, as he spends countless hours teaching children leadership skills, which will allow them to think for themselves and strive for excellence in the face of adversity. And whereas Irving is a key player with the Eagles Youth Partnership, the charitable wing of the Eagles, he was named the Eagles finalist for the NFL Man-of-the-Year in both 1996 and 1997 in recognition of the time and effort he selfishly gives to the people of the Philadelphia region. And whereas recognition is not important to Irving Fryar, as the vast majority of his good deeds go unpublicized as is his desire. He is involved in so many charitable PRESENTATIONS endeavors that they are too numerous to mention; therefore, resolveD by the Council of the City of Philadelphia that we honor and commend a former United Way Man-of-the-Year award winner for his outstanding football talents, and more importantly, for his tireless service to the people of the Philadelphia region, especially the countless number of children who have been the fortunate recipients of Irving Fryar's tremendous spirit; resolved further that an engrossed copy of this resolution is presented to Irving Fryar, further evidence of the sentiments of this legislative body, introduced by Councilman James Kenney, co-signed by all Council members.
Thank you. This is -- I don't get many awards, and this is very nice. Very nice. It is received in the most humblest way I know how to receive it. I would like to give all honor and praise to my Lord and Savior, Jesus Christ, because if it were not for him being in my life, I would not be standing here today. And I would like to give honor and praise to my wife, Jackie Fryar, who -PRESENTATIONS (Applause.)
(Continued) -- has always been there for me. We've been married 14 years now, and it has been a good 14 years. We've had our bumps in the road, but we've been able to make it. And, you know, that is very important not just for us but for society today when we see some marriages and homes being destroyed. I am reminded -- if I can take a minute. Do I have a minute?
Don't tell me I got as much as I'd like. I see that you are taking notes over there, so you can't use -- anybody who is here, you can't use any of my stuff that I am going to say right now. Okay, Reverend? Where is he, the Reverend, at? We don't do -- you know, I don't do, and I just speak for professional athletes that go out and give of themselves in communities and give back to the communities and support different types of foundations and organizations, we don't do what we PRESENTATIONS do for the publicity; we don't do it because we want recognition. We do it because it is really in our hearts to do it. We do it because it was what we were put here to do. We were put on a platform of professional sports where we have an arena of people looking at us constantly, and we have to give back. And I am reminded -- being a minister of the Gospel of Jesus Christ, I am reminded of a story in the Bible. And I tell the story quite often. Everybody knows about the story in the Bible about Jesus feeding 5,000 people with two fish and five loaves of bread. Do we know about this story? Okay. Well, I will tell you about it then, if you don't know it. Well, there is a story in the Book of John about Jesus. And he took two fish and five barley loaves and feeds 5,000 people. And obviously, that is a miracle. It is a story that is recorded in the four Gospels of the Bible: Matthew, Mark, Luke and John. In this particular passage of scripture, Jesus was preaching on one side of the Sea of PRESENTATIONS Galilee, and he decided to get away from the people. And he got in a boat with his disciples and went to the other side of the Sea of Galilee. And the people that were there, they really wanted to be where Jesus was. So the people started to take a journey around the Sea of Galilee, which was a 4-mile journey. And these were people that were hungry; they were hurting; they had needs to be met. They were people that had concerns; they were just people that needed something from someone else. And when they got to the other side of the Sea of Galilee, Jesus was there talking to his disciples. And he was looking down. And he looked up and saw the people. And then he looked at His disciples, who were Christians. And that was interesting to me, because it made me understand, as Jesus looked at the people that he looked at his disciples, he expects us as Christians to help meet the needs of the community. These people were coming to see Jesus; they were hungry; they needed to be fed. They had questions that needed to be answered; they had concerns and needs that needed to be met -- to be PRESENTATIONS met. And as Jesus looked at the people, he looked at his disciples. That's because he expects those of us that have to help those that don't have; those that can to help those that can't; those of us that know to help those that don't know. And that is why we, the Fryar family, do what we do, because that is what is expected of us, and that is what is expected of you: those of us that can to help those that can't, those of us who know to help those that don't know, and those of us that will to help those that won't. So that is why we do what we do. And I really do appreciate your taking the time now to consider a person like myself that just does what is expected of him. And if we all just continue to do those things, I think things will eventually work out. But God bless you all. And I really, really do thank you all for this award. (Applause.)
The stenographer will record that Councilwoman Donna Miller has joined us. PRESENTATIONS The next presentation honor is Nelson Rosado. Receiving this presentation is Mr. Rosado. And I invite Councilwoman Joan Krajewski to make that presentation.
Thank you very much, Madam Chairwoman. I would also like to invite Councilman Mariano and Councilman O'Neill. A resolution commending and congratulating Nelson Rosado: Whereas on the evening of October the 10th, 1998, Nelson Rosado, employed by PECO Energy, had just telephoned his dispatcher from the corner of 15th and Spring Garden Streets. And whereas he returned to his truck and then stepped out of the running vehicle to check his pockets for paperwork, suddenly a male appeared and kicked Rosado, knocking him to the ground. The stranger jumped into the vehicle and started to drive away. Rosado, however, sprang to his feet and grabbed the carjacker, who bit Rosado on the finger forcing him to the ground again.
And whereas the PRESENTATIONS carjacker sped off in the PECO truck, Rosado with torn clothing and injured knees hailed a taxicab and followed until traffic stopped for a light at the corner of 18th and Fairmount. Rosado jumped from the taxi, pulled the carjacker from the truck and a scuffle ensued between the two. The carjacker pulled a knife but was subdued by Rosado.
And whereas the PECO truck hit a parked car bringing him to a halt. Alerted by the taxi driver, the police came quickly and made the arrest. Mr. Rosado received treatment for his injuries at Allegheny-Hahnemann Hospital. Upon his release from the hospital, he reported to the 9th Police District and gave a statement to the detectives.
Now, therefore, resolved by the Council of Philadelphia that we hereby commend Nelson Rosado whose brave and courageous actions resulted in the apprehension and the arrest of the carjacker, resolved that engrossed copy of this resolution be presented to Nelson Rosado evidencing the sincere sentiments and high accommodations of this legislative body. I would also like to introduce Terry Donnelly, who is the PECO director of the Philadelphia region, and Manny Rosado, the father of -(Applause.)
I was thinking about writing a speech, but I figured, like, I could keep everything in my head. And I think I made a mistake. I want to thank Ms. Krajewski, first of all, for her kindness and hospitality here before and the way she treated us. It was a different experience, something that I never have gone through before, actually. And throughout the night I have to definitely thank my supervisor, Mr. James Vertigo. He really made the night a lot easier for me. And after the whole incident, Mr. Terry Donnelly, he is our director of operations, he really, really did a couple of things for me that put my mind at ease and got my senses back, a lot of personal stuff that, you know, I have to thank him for. PRESENTATIONS But I am pretty flattered with the award. I feel pretty lucky right now only for the simple reason that a lot of Philadelphians right now perhaps would like to have this opportunity, and I don't mean just the award. But I am in front of City Council here today, and God knows that I love this city. I mean, I really do. And I am so happy to have such a great group of people here working for the City. Mr. Rendell, he is basically my hero even though I have never told him. The combination of everybody here, you guys have put our city back on our feet -- on its feet. And this whole -- I am flattered and I don't know what to say. But I would like to -- what this symbolizes, express it to you guys, and thank you because you guys are the true heroes of the City. And this really, really is coming from the bottom of my heart. I am lucky to be here in front of yous and actually say this. So thank you. Thank you everybody. Thank you, Mr. Terry Donnelly, Mrs. Krajewski and everybody on City Council. Thank you very much. (Applause.) RECOGNITION OF VISITORS

Their teacher is Cheryl Felter, the teaching aide, Ms. Phyllis, and their reading specialist, Ms. Ruth Cohen. The Kearny Academics Plus School is obviously not in the 4th Council District, but Ms. Cohen is a resident of the 4th District and also a committee person in the 52nd Ward. And whereas, Resolution No. 960671 authorized a joint investigation by the Committees of Law and Government and Health and Human Services into the ways in which welfare reform legislation would impact the citizens of Philadelphia was introduced by Councilman Angel Oritz on September 26, 1996 and was co-signed by 13 members of Council. And whereas, the resolution was adopted unanimously during the September 26, 1996 Council session; and whereas the joint committees held no less than four public hearing between 1996 and 1998 in which over 65 different public officials, community advocates, religious leaders, researchers, educators, labor representatives, business persons READING OF RESOLUTION and welfare recipients testified. And whereas, pursuant to those hearings, Councilman Ortiz prepared a report entitled 'Eminent Dangers of Welfare Reform in Philadelphia" which is attached hereto. And whereas, in a public meeting of the Joint Committee on February 4, 1999, this report and its 22 recommendations involving City and State actions necessary to ameliorate the impact of welfare reform legislation were approved. Now, therefore, be it resolved by the Council of the City of Philadelphia that the joint report of the Committees on Law and Government and Health and Human Services on Resolution No. 960671 entitled "Imminent Dangers of Welfare Reform in Philadelphia" and the recommendations contained therein be approved by the Council of the City of Philadelphia.
