Mr. President, I offer one resolution.

President Street

The Clerk will please STATED MEETING - CONSIDERATION OF RESOLUTION read the title of the resolution.

Councilman Cohen

And ask for the withdrawal of the original resolution.

President Street

It is withdrawn. The Clerk will please read the title of the resolution.

Chief Clerk Hauser

A resolution calling upon the Council Committee on Law and Government to conduct an investigation into disposal of Philadelphia ash dumped by the Khaian Sea on the shores of Haiti in 1988 and further examining all options and the development of a strategy including an overall recovery/disposal plan and a full examination and determination of all issues, including the City's financial participation in the recovery/disposal process identifying and contracting for a specific disposal site and/or temporarily holding the ash at a Philadelphia location until a final site is found.

President Street

The Chair recognizes Councilman Cohen.

Councilman Cohen

Mr. President, I move the adoption of the resolution. (Duly seconded.) STATED MEETING - CONSIDERATION OF RESOLUTION

Councilman Cohen

Mr. President, I wish to be heard for a moment.

President Street

The Chair recognizes Councilman Cohen.

Councilman Cohen

Just in the earlier discussion on the original resolution, Councilwoman Clark read some mail. It may have been relevant as of the dates on the letters, but subsequent to those dates, it was learned that the state of Virginia had changed its law requiring all ash to be containerized, and therefore, it was impossible without a huge additional cost to meet that requirement. Thereafter, there were negotiations that finally resulted in South Carolina accepting the ash, and at that point the South Carolina residents protested vigorously against the dumping of Philadelphia trash in South Carolina and the South Carolina landfill withdrew its offer. I just wanted to state that to update today's record. I now ask for role call vote on the resolution, Mr. President.

President Street

Is there anyone else who wishes to be heard on the resolution? The Clerk will call a role. STATED MEETING - CONSIDERATION OF RESOLUTION
