Good morning, everyone. I note that the hour has come and that a quorum of this Council is present. Council will come to order, members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Brother Andrew Bartley, Special Assistant to the President of LaSalle High School. He is here today as the guest of Councilman Kenney. This gathering is brightened by the celebration of human achievement, and we thank You for joy. This time we share is consecrated by the presence of important others, and we thank You for friendship and love. For these gifts and all of the good things that touch our lives through the dedication of the de la Salle Christian Brothers Jubilarians, who have served our community as distinguished educators for a combined total of more than a thousand years, we give You thanks and praise. And for the student athletes, coaches, and moderators from the schools the Christian Brothers have served -- LaSalle College High School and West Philadelphia Catholic High School, who this year won football championships in their respective 4/12/07 STATED MEETING - GREETING/INVOCATION divisions -- we acknowledge Your goodness and amazing grace in their lives. Thank you, Madam President. I would like to take the opportunity to request that Mr. Dave Ford and Joe Mead accompany me at the podium 'cause some of this is the result of my good-natured ribbing about St. Joe's Prep and their athletic prowess. (Laughter.)
And I just have to point out that Councilman Greenlee and Councilman O'Neill are also Prep graduates, so I won't make them come up and do this, but I'll do it on my own. Thank you, Madam President. This is a resolution honoring the Christian Brothers for the dedicated service and commitment to the people of Philadelphia and throughout the world. Whereas, the Institute of the 4/12/07 STATED MEETING - PRESENTATIONS Brothers of the Christian School (also known as the Christian Brothers, the LaSallian Brothers, the French Christian Brothers or the de LaSalle Brothers) is a Roman Catholic religious teaching order founded by French priest St. Jean-Baptiste de la Salle at Reims, France, 1684 for the education of boys; and Whereas, Jean-Baptiste de LaSalle, as he became aware, by God's grace, of the human and spiritual distress of the children of the artisans and the poor, devoted himself to forming school masters totally dedicated to teaching and to Christian education. Jean-Baptiste de la Salle gave new meaning to education by making it accessible to the poor and offering it to all as a sign of the kingdom and means of salvation; and Whereas, the congregation is now established on all continents. Besides in teaching elementary and 4/12/07 STATED MEETING - PRESENTATIONS secondary schools, the Brothers also have adapted to the needs of time and place, and carry out a variety of ministries, including social work, medicine, law, and other fields, including socially-responsible investments. In 1981, the order started a socially-responsible investment service for Roman Catholic organizations. The service attempts to use it's shareholders to influence the way the companies in which it has invested operate; and Whereas, the LaSallian Mission of the 21st century is being, and will continue to be, carried forward by the LaSallian family -- individuals, who together, and by association, make the Gospel a living reality in the lives of young people and their families, especially the poor; and Whereas, for over 160 years, the Brothers have conducted the LaSallian educational ministry to the 4/12/07 STATED MEETING - PRESENTATIONS benefit of people living in Philadelphia, particularly my alma mater, LaSalle University, a nationally-recognized institution of higher learning. In November 2006, the Brothers, their friends, and supporters gathered at the Pennsylvania Academy of Fine Arts in Philadelphia to celebrate the story of St. LaSalle and the lives of their Jubilarians, who had a combined 1,000 years of service to the Philadelphia region and missions around the world. The celebration also served as fundraiser for the Brother's newest initiative, the San Miguel School in Camden, New Jersey, for at-risk urban youth. Now, therefore, resolved by the Council of the City of Philadelphia that we honor the Christian Brothers for their dedicated service and commitment to the people of Philadelphia and throughout the world. Further resolved that an 4/12/07 STATED MEETING - PRESENTATIONS engrossed copy of this resolution be presented to the Christian Brothers in Philadelphia as evidence of the sincere sentiments of this legislative body. The Chair recognizes Brother Bartley for remarks. Brother? BROTHER BARTLEY: I speak in gratitude for the 18 Christian Brothers who are in that total of a thousand years. I'm just one of the 60-year men who have served in two schools in the Philadelphia area. For all of them, ranging from a 95-year-old at our retirement community -- we finally let him go into retirement in Maryland -- down to a 25-year Jubilarian, Brother Jim Butler, who is the assistant to our provincial, I speak words of thanks and gratitude. We're delighted to be here. 4/12/07 STATED MEETING - PRESENTATIONS And if I had known also on this day that the Council was honoring Herb Magee, a graduate of West Catholic High -- I remember him when I was there -- I would have put him in the prayer too, and so we put him in our hearts for this honor. Thank you Madam President. I'm honored to be reading this resolution sponsored by Councilwoman Campbell, and she will have a few words after we're through with the formal presentation. This is a resolution honoring and celebrating Herb Magee, a lifelong resident of Philadelphia who has distinguished himself in Division II Basketball history as being the coach with the most wins for his many accomplishments during a career which spans more than 40 years and for his 4/12/07 STATED MEETING - PRESENTATIONS undying dedication to the City of Philadelphia; and Whereas, Herb Magee was born and raised in Philadelphia, where he attended and graduated from West Catholic High School, exemplifying a love for basketball as a leader and outstanding high school player; and Whereas, Herb Magee attended Philadelphia University, formerly Philadelphia College of Textiles and Sciences, where he was an outstanding student and a member of the basketball team. His collegiate basketball career was exemplary, as became the school's all-time leading scorer; and Whereas, Herb Magee, continuing his love for basketball, began his coaching career as an assistant coach at Philadelphia University, and he is currently into his 40th season as head coach of the Rams; and Whereas, Herb Magee's 4/12/07 STATED MEETING - PRESENTATIONS accomplishments as a basketball coach include surpassing Clarence "Big House" Gaines of Winston-Salem State for the most wins ever in Division II Basketball, coaching the Rams into first place in the Central Atlantic Collegiate Conference. He has been named on four occasions "Regional Coach of the Year, he has won one national championship, three regional championships, and has made 21 trips to the NCAA Division II Tournament, and he has been nominated to the Nate Smith Memorial Basketball Hall of Fame; Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor and commend Herb Magee for his many accomplishments and for being extraordinary both in his legacy and longevity, having spent a lifetime shaping the game and the men who both play and coach in a manner that makes us all proud. I would like to take this opportunity to thank City Council and to also give credit to a man who is one of the main reasons why we have been successful at your university, not just in the athletic program but all throughout our university, with the addition of buildings, grounds, the population, et cetera, and that's our president, Dr. James Gallagher, who is here with me today. (Applause.) COACH McGEE: When we were driving down here today, I said to 4/12/07 STATED MEETING - PRESENTATIONS Dr. Gallagher, I said, "Last time I was down here, Mayor Tate had my entire team down in 1970," and he honored us. Maybe it wasn't in this same room, but he presented us all with Liberty Bells, and I just hope it doesn't take another 36 years before we have to get back down here again. But when I walked in today and I saw the football team from LaSalle and then I found out that the football team from West Catholic High School was here, this makes it even more special, because the proudest moment of my life was when I was inducted into the West Catholic Hall of Fame, and it's been the highlight of my career. So anybody who is a graduate of West Catholic is just as proud as I am of being a graduate of probably the finest high school in the country, and that's West Catholic. But, again, thank you very much for honoring me. It's been a 4/12/07 STATED MEETING - PRESENTATIONS pleasure coaching at the university. And as I told someone last week, I have been there four years as student, four years as an assistant coach, and four years as the head coach. And, as I told Jim on the way down, I'm giving it one more year to see if I like the place. Again, thank you very much, and this is really and truly an honor for me. Thank you. (Applause.)

Good morning. On behalf of the Jewish 4/12/07 STATED MEETING - PRESENTATIONS Community Relations Council, part of the Federation of Jewish Agencies, we are pleased to be here today to receive a City Council resolution recognizing Sunday April 15th as "The Day of Remembrance for the Six Million Martyrs." We thank City Council President Anna Verna and Councilman Brian O'Neill and members of City Council for this recognition. Each year, since 1964, the Jewish community of the City of Philadelphia has gathered to remember those who were murdered at the hands of the most heinous regime the world has ever known. Six million innocent lives were cut short -- grandparents, who would never be able to pass on their wisdom, parents who worked hard to provide for and educate their children, and one-and-a-half million children -perhaps the most tragic of all -- were killed. Who knows how many physicians, 4/12/07 STATED MEETING - PRESENTATIONS scientists, artists will never have had a chance to be. It is appalling that in the year 2007, we must still be guarded against those whose hatred and bigotry against the Jewish people exists today. We are facing the reality that the number of these witnesses to these atrocities is diminishing. The survivors are now in their eighties and older; and while their histories have been documented for future generations, we are losing firsthand knowledge of those times. Once again, we hear the threats to the Jewish people's very existence. Holocaust deniers abound, and nations that wish to eliminate the Jewish people are stating so openly. Mass murders and genocide are still taking place, and the world stands by. The question must be asked: What have we learned? Unfortunately, the world has not yet learned that we 4/12/07 STATED MEETING - PRESENTATIONS are each responsible for the other, that if we speak in one voice and denounce the wrongdoers, we can do what is necessary and right; that what happens over there, in some far away place, does impact on every human being on this planets. And so it is important that we continue to educate and enlighten people to the reality of looking away, of not being involved, of not taking responsibility. It is our hope that future generations will take on this work, and maybe they will be able to make a difference; for if we do not learn from history, we are doomed to repeat it. We are very appreciative to the City Council and the City of Philadelphia for continuing to support our efforts. Thank you. (Applause.)

And an ordinance authorizing the Philadelphia Authority for Industrial Development to file an application with the Office of the Budget in aggregate amount not to exceed $2,400,000 to assist in the development of Nueva Esperanza II. This morning, we were joined by members of the Pennsylvania General Assembly with the presence of Representative Cohen, Representative Peyton, Representative Babette Josephs and Representative Waters. 4/12/07 STATED - SPEECHES, ADJOURNMENT So I simply wants to highlight the action we took today urging the members of the Pennsylvania General Assembly to pass the Healthy Families Healthy Workplace resolution. We heard the sad story of Miss Bertha Brown, and she's just one face of many low-income workers across the Commonwealth who do not receive paid sick days and so often are in a position where they have to choose between staying home with a sick child or a sick family member and going to work. So we are simply again urging the Pennsylvania legislature to do this. We were told by Representative Peyton that many of our low-income working families work 2,080 a year without a paid sick day. So ultimately, it helps low-wage and private-sector workers, and we're hopeful that the -- that this public-policy measure will be acted on 4/12/07 STATED - SPEECHES, ADJOURNMENT in a favorable way and ultimately make a difference for so many of our Commonwealth's low-income families. Thank you, Madam President.
