I speak of none other than George Hollingsworth, who is retiring after 29 years of outstanding service to the citizens of Philadelphia. Thank you, Madam President. Madam President, we have all known George for a long time. He will truly be missed. And, George, by the way, before you leave, I need you to stop by my office. I got a couple of things I want you to make sure that get taken care of. In all due respect, Commissioner, I understand you have other capable people, but nobody is like George. It gives us great pleasure today to present this citation to our friend. The Council of the City of Philadelphia is pleased and proud to join with the family, friends and colleagues of George J. Hollingsworth, Building Services Manager for the City of Philadelphia, Department of Public Property, in celebrating and honoring him on 29 years of outstanding service to the citizens of the City of Philadelphia.
Whereas, George Hollingsworth, a lifelong resident of Philadelphia, was born on November 25, 1943 to Joseph and Rose Hollingsworth. Along with his two sisters, Midi and Roe, and two brothers, Joey and Bill, George was proudly raised in West Philadelphia, receiving his education at St. Agatha's and St. Thomas More. Twenty-three years ago, George was united in marriage to Betty and they were blessed with one daughter, Danielle, and a grandson, Christian; and Whereas, George Hollingsworth began his career with the City of Philadelphia on December 5, 1977, when he was hired as a skilled carpenter in the Department of Public Property. George excelled at his work from the beginning, receiving a steady stream of promotions to supervisory positions. On December 1, 1997, he was promoted to Acting Building Service Manager. His competence and diligent work and his supervisory ability soon earned him his present permanent position as Building Service Manager on May 4, 1998; and
Whereas, George Hollingsworth's career with the City has been consistently marked by significant achievement. He has established a firm reputation among his fellow employees and City officials as a competent and conscientious worker. His hands have touched every Council office in a variety of ways, from hanging a picture to building walls. For each inauguration, George moved the antique Council desks down Broad Street with care, and returned them safely to the Chambers. His fine work was also evident in numerous memorable Philadelphia events, including the Presidential Summit in 1997, the Republican National Convention in 2000 -- which I'm very, of, George -- Live 8 in 2005 and many successful Welcome America celebrations. His commendations, too numerous to mention, include being cited by this Council for his excellent work in repairing the damage from the major City Hall flood of 2002. A sampling of the diverse organizations and individuals who have recognized his work include the Susan B. Komen Breast Cancer Foundation, St. Patrick's Day Observance Committee, Italian Market Festival, Sunoco Welcome America, Philadelphia Charity Ball, Cardinal Justin Regali and WPVI 6 ABC. He also received the Ron Rovins Memorial Award for the Broad Street Run and the Visionary Award from Mothers United Through Tragedy.
Resolved, by the Council of the City of Philadelphia, that we hereby honor and commend George J. Hollingsworth on 29 years of outstanding service to the citizens of the City of Philadelphia. We for his many accomplishments and gratefully note the positive impact his work has brought to City government and to millions of people visiting Philadelphia. We will miss the sound of him whistling in the corridors of City Hall. Further resolved, that an engrossed copy of this resolution be presented to George J. Hollingsworth as evidence of the sincere sentiments of this legislative body. Signed and supported by all members of Council enthusiastically. Congratulations, sir. Thank you so much. (Applause.) Well, Madam President, members of City Council and friends, this is such a surprise. To be honored here in Council Chambers of all my peers, it makes me feel very special. I don't usually work this side usually over there, making sure that everything is fine. I have found that being a City employee has been a rewarding experience, and I have met and worked with some of the most talented people in the government, people who work tirelessly to keep government going, and most of you are in this room today. I would like to thank all of my co-workers for their support and the advice and wisdom that I have been given through the years. Lastly, and not lately, I want to thank my wife, my mother, who is here, and who has always been by my side, and my brothers and my niece. (Applause.)
I could go on and on, as my wife will tell you, but just know that I thank you from the bottom of my heart and I will miss everyone. Thank you so much for this special day. (Applause.)

George is just a joy, as you all know, everyone seated here. You all know that you could frequently see George and I running through the hallway. So it's always been a good team. I am personally going to miss him. The staff is going to miss him. I see Sharon Pinkenson here from the Film Office. She's going to miss him. We have Peter Leokum here. There's quite a few folks here that went out of their way today just to here, George, because you're so special to all of us. And we have a lot of folks from Public Property. Why don't you guys stand up so we can recognize you. There you go. (Applause.) COMMISSIONER SCHLOTTERBECK: They're all here in support of George. So this is a great honor for all of us, and we're going to truly miss George, but I have a feeling we'll be calling him pretty frequently. So thank you all very much. (Applause.)

Thank you, Madam President. This is a resolution recognizing and honoring Philadelphia's Community Behavioral Health Organization on the occasion of their 10th anniversary. It's hard to believe that ten years has passed since we were debating this issue in this very Chamber. Whereas, in 1997, Philadelphia began its own Community Behavioral Health Organization in partnership with the Commonwealth's HealthChoices program. The organization was structured to assist their behavioral health needs; and Whereas, Philadelphia is the only municipality in the United States to offer this type of care to its residents. By collaborating with the state to offer behavioral health support, Community Behavioral Health has tailored the treatment to meet the needs of Philadelphians; and Whereas, prior to Community Behavioral Health, Philadelphia had a long history of offering behavioral health programs for those who were uninsured or underinsured. However, the City had little say in how health services were delivered to Medicaid recipients; and Whereas, Community Behavioral Health has helped consumers of mental health and substance abuse services and their family members achieve a greater voice in the quality of the services they receive; and Whereas, Philadelphia has realized substantial savings through improved management efficiencies that are being reinvested to expand services even further; and Whereas, Philadelphia's system for the delivery of high-quality, cost-effective managed behavioral health services to the public sector has become a national model.
And whereas, Community Behavioral Health has increased access to treatment and has implemented better coordination of services across all jurisdictions and funding streams; and Whereas, since its introduction, Community Behavioral Health has been praised by the Pennsylvania Department of Public Welfare for its extensive involvement from and interface with other components of the Philadelphia public behavioral system, with emphasis on senior management demonstrating a need to balance service to consumers with fiscal responsibility; and Whereas, Community Behavioral Health has reinvested in the development of services, outreach, case management positions, additional mental health beds and rental subsidies and year-round homeless services; and Whereas, Estelle B. Richman, Pennsylvania's Secretary of Public Health, stated, and I quote, "Our cities and communities depend on us providing services to the most vulnerable members of society, and we can't afford to let them down," end of quote. Now therefore, be it resolved, by the Council of the City of Philadelphia, that Council does hereby recognize Community Behavioral Health Organization on the occasion of their 10th anniversary. Further resolved, that an engrossed copy of this resolution be Health as evidence of the sincere sentiments and recognition of this legislative body. This is a true and correct copy of the original resolution, adopted by the City of Philadelphia on the 30th day of November 2006. The Chair recognizes Commissioner Evans for remarks. COMMISSIONER EVANS: Good morning -- or afternoon -- morning. Good morning. Thank you very much, Councilman Kenney. We are delighted to receive this, and even though I was not in Philadelphia ten years ago when Community Behavioral Health was created, I know that there were many, many people who are responsible for it having been created, and many of them are in the room today. not here with us. But this could not have been done really without advocates and people, providers and many people who knew that this was a very important thing to do. The person who I think deserves a lot of credit and who was cited in the resolution is Estelle Richman, who really had the foresight to know that the issue in creating Community Behavioral Health was not just that the resources of the City needed to be controlled so that dollars would be reinvested into the City. And for those of you who don't know, because of the good management of Community Behavioral Health, a hundred million dollars has been reinvested into this community for new services. That speaks a lot to the management ability of our staff and it speaks a lot to, again, the wisdom of the idea. But the real reason that Estelle and others felt that it was important for this City to control the into the City is because there are many, many issues, many, many mental health issues, that affect many parts of the City, in homelessness, in child welfare, in the prison system, and because we are in the position of managing those resources, we're one of the only cities in the country who can say that we have services for our prisoners, for our homeless people who are integrated right into those communities. So I thank you, and I also want to pay special thanks to Councilman Tasco, who was a very important supporter and co-sponsor of the legislation that created CBH. So for all of you, thank you very much. And I'm also going to ask Nancy Lucas, who is our CEO, to make a few comments as well. (Applause.)
Good morning. I just wanted to say on behalf of the staff of CBH, thank you. We are very proud and opportunity to serve the residents of Philadelphia for the last ten years. As we prepared for our 10th anniversary celebration last week, we had a lot going on to get ready for it. It was fun reminiscing, but it also brought out some of the old news articles and reminded us of the struggles back in '95, '96 and early '97. And for all of those struggles that you went through with us, I want to say special thanks to those elected officials of the City of Philadelphia, those City Councilpersons who supported us all along. We couldn't have done it without you. Thank you. (Applause.)

Thank you, Madam President. Once again, we come today to commend the Philadelphia branch of the NAACP to present this resolution on behalf of their efforts to deal with the issue of HIV/AIDS. This resolution, honoring and commending the NAACP - Philadelphia branch and the North Central Philadelphia Health Coalition on the occasion of National Black HIV/AIDS Awareness Day. Whereas, February 7, 2007 is the seventh annual observance of National Black HIV/AIDS Awareness Day, a day in which events will occur throughout the nation to bring attention to the in the African-American and other communities of color and the need for increased prevention and education efforts; and Whereas, in Philadelphia, as of December 2006, African-Americans combined with other black races represented 66 percent of all reported AIDS cases since 1981, a number that far exceeds their percentage of the Philadelphia population; and Whereas, two of the leaders in coordinating events for National Black HIV/AIDS Awareness Day in Philadelphia is the local branch of the National Association for the Advancement of Color People, the NAACP, and the North Central Philadelphia Health Coalition; and Whereas, the NAACP was founded in 1909 by a multi-racial group of aggressive thinkers with the objective of ensuring the political, educational, social and economic quality of minority groups. The NAACP has as its mission, in part, the goal of eliminating race prejudice and removing all barriers of racial discrimination through democratic processes; seeks to enact and enforce federal, state and local laws securing civil rights; informs the public of the adverse effects of racial discrimination and seeks its elimination; educates persons as to their constitutional rights and to take all lawful action in furtherance of these principles; and Whereas, the primary focus of the Philadelphia NAACP continues to be the protection and enhancement of the civil rights and well-being of African-Americans and other minorities; and Whereas, the mission of the Philadelphia NAACP Health Committee is to alert and educate its members and the community-at-large about prevention and elimination of health disparities, such as the horrible effects of HIV and AIDS not just on National Black HIV/AIDS Day, but every day; and Whereas, the North Central Philadelphia Health Coalition is an umbrella organization for a number of committed organizations that are tireless in their efforts to address a variety of health needs for people of color; and Whereas, Philadelphia NAACP is joined in its efforts by AIDS Activities Coordinating Office, Philadelphia Department of Public Health, Bebashi, Circle of Care Family Planning Council, One Day At a Time, Women's Anonymous Test Site and Women's Christian Alliance; and Whereas, it is fitting that we join the Philadelphia NAACP to express our strong support for National Black HIV/AIDS Awareness Day and their health initiatives to prevent the spread of HIV/AIDS in the African-American community. Now therefore resolved, by the Council of the City of Philadelphia, that commend the Philadelphia NAACP and its coalition of supporters on the occasion of National Black HIV/AIDS Awareness Day. Further resolved, that engrossed copies of this resolution be presented to J. Whyatt Mondesire, President, and Denise Pride, Health Committee Member and past Chair of Philadelphia NAACP, 2004-2007, as evidence of the sincere sentiments of this legislative body. Certification, this is a true and correct copy of the original resolution, adopted by the Council of the City of Philadelphia on the 1st day of February 2007, and is supported by all members of Council. Thank you so much for your leadership, continued leadership. (Applause.)
Thank you, Madam you, Councilwoman Tasco and the entire body of City Council, for acknowledging the work of NAACP Health Committee and its coalition supporters. This morning I'm filled with mixed emotions. I'm grateful, sad, but hopeful. I'm grateful for the opportunity to speak to you on behalf of those infected and affected by HIV and AIDS, grateful to be able to share the stage with some of my friends and colleagues and having the opportunity to say thank you to them publicly for years of support. What you see here behind me is just a small sampling of the organizations out there fighting to keep us safe, and I especially want to thank Jerry Mondesire for supporting me in my years of effort to bring education to the community. I had hoped the new Health Chair would be able to come today to accept this award with me, but is traveling giving health education. But I am still very hopeful, hopeful that God will give me the right words to inspire someone else in this room to join with us and continue to support us as we fight to bring information to the community to keep them safe. You heard some of the statistics. I had faxed the Councilmembers here -- I hope you received a report -- that reflected the AIDS cases in Philadelphia as of December 31, 2005. It reflects almost 18,000 reported AIDS cases in Philadelphia since 1981, and of that count, blacks make up 66 percent. In fact, in every category -- men, women, teens and children 12 and younger -- blacks represent as high as 79 percent. There's no time to go through the reasons or the details now, but you will see that every age group, every affected, not just youth, but seniors as well. Absent a vaccine or cure, prevention education and testing are the best interventions we have. This day of observance, National Black AIDS Awareness Day, is meant to encourage people to get educated, get tested, get involved and get treated, if necessary. We don't need another awareness day. We need more funding so we can create opportunities for more testing and more prevention education. We need your support in bringing the education to the communities. Last night there was a wonderful event at Freedom Theatre, Women's Night Out concert. They had great attendance, good food, good entertainment and HIV testing. It was very successful, and I was very proud to see that happen, but that was just one event. We need more events, but in order to do that, we need support of our some of the leaders here. You see some of the people that work every day to keep your constituents safe. We are just asking for you to help us more. I have spent eight years working with the Health Department, elected officials and organizations like those that are represented here today providing HIV prevention education and counseling to the community. When I think of my eight years, it's a short time compared to those of my colleagues, especially Rashida Khabeer, who is the Deputy Director of the Circle of Care and known for being the person who sounded the alarm in the early 1980s about the rise of HIV infections in the black community and helped to create the organization you know as Bebashi. Although I asked Rashida to say a few words, I intentionally did not suggest what she might say, because I felt whatever is in her heart and mind, experience, would be perfect and certainly better than what I would have to offer. So I'm going to ask Rashida to speak to you, but please remember that we have families together, we have friends together. It's not just about black HIV AIDS awareness. It is about what this disease is doing to our world. Every country is being affected. Every community in Philadelphia is affected.
And on that note, thank you again, and I ask Rashida to come to the podium. )
Madam President, City Council, members and friends, it was not my intention to say anything here today except thank you, but I will just remind you that I have been in the fight with HIV for 25 years. The epidemic is not going away. There is no community that has been missed, and fortunately everyone has a day now. Black AIDS Latino Awareness Day is in October. Women and Children's Day is going to be in March. Every community, every group is affected. We hope that you will continue the support that you've given, but know that the epidemic is expanding and we'll be demanding much, much more of our resources. We look forward to continuing to work with you in City Council to see that the citizens of Philadelphia are protected and made safe from this disease, and we hope that you all will continue to look at how important this is for the devastation of our community. An ordinance amending Chapter 19-2604 of The Philadelphia Code, entitled "Business Privilege Taxes," by providing a "Green Roof Tax Credit" for costs incurred to erect a "green roof" that supports living vegetation, under certain terms and conditions.
The bill will be referred to the appropriate committee.
And an ordinance amending Chapter 19-1300 of The Philadelphia Code, entitled "Real Estate Taxes," to provide a credit against the tax for owners of condominiums and cooperatives who do not receive regular City refuse, recycling and bulk item collection services.
This bill will be referred to the appropriate committee.
And an ordinance amending Chapter 20-1000 of The Philadelphia Code, entitled "Political Contributions and Expenditures," by amending the provisions that increase the contribution limits if a candidate for Mayor makes certain contributions of the candidate's personal resources to the candidate's own campaign, and by requiring the reporting of certain contributions to the City Commissioners and the Board of Ethics.
The bill will be referred to the appropriate committee.
And an ordinance amending Chapter 20-1000 of The Philadelphia Code, entitled "Campaign Contributions and Expenditures," by establishing a system of public financing for election campaigns for certain offices, and by amending the provisions providing for voluntary expenditure limitations, all under certain terms and conditions.

And an ordinance providing for the submission to the qualified electors of the City of Philadelphia of an amendment to the Philadelphia Home Rule Charter relating to the public financing of campaigns for elective City office, and the making of appropriations to the Board of Ethics to administer such program, fixing the date of a special election for such purpose.

Thank you, Madam President. I want to thank my colleagues for unanimously voting for a ban on trans fat in our great city. Particularly I want to thank Councilwomen Marian Tasco and Blondell Reynolds Brown and the Public Health Committee for hearing this bill. But most importantly, I want to thank the people of of this bill. In December of last year I introduced this bill in City Council that modifies Philadelphia's Health Code prohibiting the use of artificial trans fats in food service establishments. Artificial trans fat increases the risk of heart disease, stroke and death by increasing bad cholesterol and decreasing good cholesterol. Research on the direct link between heart disease and the consumption of artificial trans fat has been well documented, creating a growing national health issue, and heart disease is one of Philadelphia's leading causes of death. Heart attacks and related illnesses burden our hospitals, reduce the productivity of our workplaces, distort our insurance rates and the healthcare safety net, and they destroy families. We need to battle heart disease in a sustainable and preventable and more needs to help all of us in that more intelligent fight. I expect that if Philadelphia's food service establishments replace artificial trans fat with currently available heart-healthy alternatives, the result could be as much as a six percent reduction in coronary heart disease events in our community. The resulting public health impact of such reduction would be significant. Our Public Health Department will lead a public education campaign, and the National Restaurant Association has agreed to work with me and the Health Department in this campaign. Already many restaurants and hotel chains and schools, colleges and universities in Philadelphia, including Wendy's, Starbucks, Subway, Denny's, Chili's, Ruby Tuesday, KFC, the Loews Hotels, the Marriott Hotels, the Omni Hotels, Temple University, Drexel University, Eastern University, St. Joe's University and the School District of Philadelphia, the Archdiocesan high schools and its administrative office cafeterias have either eliminated or started to reduce the use of trans fats and see the promotion of this change as an important and successful marketing tool. In a recent poll, 87 percent of Philadelphians ages 18 to 44 believe the trans fat ban is a good idea, and overall, 70 percent of all Philadelphians believe it's a good idea. In the long run, this legislation is likely to attract customers to Philadelphia restaurants and dining halls, but above all, it saves lives. Thank you so much.
