Good morning. This is the Committee on Rules Public Hearing, I would ask Mr. Mezzaroba to please read the title of Resolution 324.

Good morning. Kindly identify yourself for the record and proceed with your testimony.

Mr. Lombardo

Good morning, Madam Chairman and members of the committee. My name is Richard Lombardo, Chief of Project Planning, Planning Commissioner, here to speak on behalf of Resolution 324. This is an amendment to the University of Pennsylvania Institutional Development District. As the Council knows, any amendment to the Master Plan requires both Planning Commission 3 5/17/00 - RULES COMMITTEE - RES. 000324 and Council approval. This particular amendment is a 43,470 square foot addition. The building will -- it's actually an interior block addition to an existing building. It will provide lab, offices, auditorium, conference rooms, and a cyber lounge. The building will connect two existing -- the Towne Building and the graduate research wing. It requires a small demolition of those buildings in order to accommodate the new building, which will be known as "The Levine Building." The Planning Commission, at its meeting April of 20, 2000, approved the revisions to the Master Plan and recommended that Council also adopt those revisions. If anybody on the committee has any questions, I'm here to answer those questions.

Thank you, Madam President. We would ask the committee to certainly approve this. We've met with the University of Pennsylvania. It is an expansion and an addition 4 5/17/00 - RULES COMMITTEE - RES. 000324 to one of their buildings on the Penn campus. We have Mr. Glynn Bryan here, one of the vice presidents, who's here to give you any detail you might want about the project, but the -- we have no problems with it, the community doesn't, and certainly, we hope that the committee will support it.

Seeing none, I would ask that the title of Bill No. 167 be read.

An ordinance amending Section 12-1120 of the Philadelphia Code, entitled "Abandoned Vehicles," by amending the time that an abandoned automobile may remain on the street prior to removal and allowing notice of removal to be made by means of a sticker in the event the abandoned automobile is not properly registered or has no vehicle registration number, all under certain terms and conditions. 5 5/17/00 RULES COMMITTEE PUB.
