Thank you, Mr. President. Good morning, ladies and gentlemen. Let us pray. Almighty and eternal God, you have revealed your glory to all nations. God of power and might, wisdom and justice, through you authority is rightly administered, laws are enacted, and judgment is decreed. Assist with your spirit of counsel and fortitude the Mayor of our city, that his Administration may be conducted in righteousness and be eminently useful to your people over whom he INVOCATION presides. May he encourage due respect for virtue and religion. May he execute the laws with justice and mercy. May he seek to restrain crime, vice, and immorality. Let the light of your divine wisdom direct the liberations of this Council and shine forth in all its proceedings and laws framed for our rule in government. May these Council members seek to preserve peace, promote harmony and happiness, and continue to bring us the blessings of liberty and equality. We likewise commend to your unbounded mercy all the citizens of Philadelphia, that we may be blessed in the knowledge and sanctified in the observance of your holy law. May we be preserved in harmony and that peace which the world cannot give and, after enjoying the blessings of this life, be admitted to those which are eternal. Mr. President, I take great pleasure in introducing Mr. Yen Hy Wahn, a doctor from the People's Republic of China, who was fired by the government because of his PRESENTATIONS involvement in human rights and gay rights and organizing around AIDS. He is traveling across the United States and is currently stationed at the University of Southern California because he cannot go back to his country for fear of arrest. Mr. Wahn. (Applause.)
Thank you very much for being with us. Our first presentation today recognizes the legacy of William Penn. To make this presentation, the Chair appointments Councilwoman Fernandez. The Chair invites Miss Elaine Peden and Mr. Jay Myers to come and receive this resolution.
Mr. President, I would also like to invite Councilman Thatcher Longstreth to join us to present this resolution, since he is the only true Quaker here, to my knowledge, and also I understand he may well have been helping William Penn back in the old days. PRESENTATIONS
This Resolution is recognizing the legacy of William Penn on the anniversary of his birth, October 24. Whereas, Philadelphians recognize the founding by William Penn of our city, birthplace of the nation; And, whereas, William Penn extended friendship and fair dealing to the native Americans and established our city and state as a haven for oppressed peoples of the world, to whom he offered religious and civil liberties and high standards of justice.
Whereas, William Penn was far ahead of his time as an untiring advocate of representative government, city planning, penal reform, humane mental institutions, and public education for everyone, and one of the first statesmen to envision the unification of the American colonies.
And, whereas, William Penn, through his holy experiment, introduced in our city and state a humanitarian code of law which was honored in 1751 by the casting of the Liberty Bell. PRESENTATIONS
Whereas, William Penn's belief in the nonviolent settlement of disputes among individuals, even City Council, states and nations continues to guide and inspire us today. Now therefore resolved by the Council of the City of Philadelphia do we hearby recognize the legacy of William Penn, founder of this city and citizens in the first order, on the anniversary of his birth, October 24.
And resolve that an engrossed copy of this resolution be presented to Elaine Penn and Jay Myers, Co-chairs of the Friends of William Penn. (Applause.)
Good morning, Council President Street, members of Council, and guests. Unfortunately, because of other commitments, some of the Friends of William Penn had to leave. It has been like over 20 years that PRESENTATIONS we have been honoring William Penn in City Council. And, sad to say, this is the only public building in Philadelphia that recognizes William Penn's birthday. It is his 353rd. And some of the accomplishments of the Friends of William Penn is to make him an honorary citizen of the United States. It is a great trivia question, because people think because he was the founder of a colony that he was an automatic citizen. But we were not a country; we were a colony. And it had to be done legislatively through the Congress. We needed 218 Congressman and 50 Senators. And to make it into law, it had to be signed by the President of the United States. William Penn is the third U.S. Honorary citizen. And we set a precedent in the Congress because this was a joint resolution. Hannah Penn, his wife, who when William Penn died, she governed the colony, so she was the first Governor of the new world, so she is number four. William Penn is three, and she is number four. And recently she is in very good PRESENTATIONS company. Because Mother Theresa recently became the fifth U.S. Honorary citizen. So these are some of the things that we do as the Friends of William Penn to keep his image alive and to remind people of the things that he stood for. And without further ado, here is William Penn. (Applause.)
Thank you very much, Mr. President and members of City Council. Ladies and gentlemen, members of the press, I have prepared some remarks that shouldn't take more than an hour and a half to get through. Actually, I will dispense with that and say thank you very much for the honor to be here with you this morning. You know, it is very, very interesting to know that Pennsylvania was named not after me; it was my father, indeed, Admiral Sir William Penn. And many people ask me, "Well, it is named after you." I said, "No. I didn't even want to PRESENTATIONS name it Pennsylvania. I called it New Whales." Well, the King of England at that time would not hear of it. And he said, "No, it is named after your father." Just the other day there was a young lady at school. And she couldn't have been more than ten years of age. And I said, "Young lady, do you know how Pennsylvania got its name?" She said, "Yes. It is named after a pencil." Now, she either has a good sense of humor or she needs severe instruction, which leads me to education. And now my Penn Charter School is still in existence -- co-educational, thank you very much -- so each child can have an opportunity to come here and be members, perhaps, of City Council, and, indeed, even President. The qualifications, of course, are to be good citizens. And that's all I ask. So with that in mind, and to remember that three years ago I celebrated 350 years -- now there is no birthday cake with that many candles. I needed a fire department to put it out -- I would LEAVE OF ABSENCE suggest that we have a gentleman lead us in song. That delightful little song that you sang, sir. And why don't we all join, because it means so much to me. How does it go? (Council sings Happy Birthday.)

Good morning. It is our honor and pleasure to honor someone that we have known for many, many years. Resolution honoring and commending Sandy Reed for more than 35 years of dedicated service and expertise with Bell Atlantic Pennsylvania. Whereas, Sandy Reed has a long, distinguished professional career with Bell of PRESENTATIONS Pennsylvania, beginning her tenure in 1961; And whereas, Sandy Reed was the Director of Public Affairs for Bell Atlantic Pennsylvania, Inc. In this position, Miss Reed was responsible for representing Bell Atlantic Pennsylvania in city government and in both the legislative and executive branches. And whereas, Sandy has more than 30 years experience in all facets of telecommunications. Following a series of assignments in human resources, operations, training and development and marketing, Miss Reed moved into the External Affairs Department as Community Relation Manager in 1985 and assumed her current position in April 1993.
And whereas, on several occasions, she has worked outside the corporation on a number of special assignments. In 1984, Miss Reed was on special administrative assignment to NYNEX Telephone Company to conduct psychological management assessment sessions for the Human Resources Department. In 1985, Miss Reed was on executive PRESENTATIONS loan to the Pennsylvania Legislative Black Caucus under the chairmanship of The Honorable Gordon Lentin to design, implement, and manage a statewide conference. In December 1994, at the request of a Fulbright scholar, Miss Reed was invited to Sweden to assist with a special research project on women's health issues. And whereas, Miss Reed's community involvement includes a wide range of interests and activities. She is a member of the Governor's statewide advisory council for our libraries, is an active board member of Teen Shop, Episcopal Hospital, PAL, CADE, Delaware Valley Hospital Council, and Action Age. She serves on the advisory boards of PhilaDanco and Eastern College. Sandy, as we lovingly call her, maintains membership, is in the National Coalition of One Hundred Black Women, Philadelphia Chapter, the National Political Congress of Black Women. She is an active member of the Zion Baptist Church of Ardmore, where she serves as a member of the church, Deaconite in the capacity of PRESENTATIONS trustee.
And whereas, Miss Reed is the recipient of numerous awards, including the State Plate from Governor Casey. She has also been honored by countless organizations including the Pennsylvania Legislative Black Caucus, The National Black Caucus of State Legislators, the NAACP, the National Association of University Women. And where she is a native Philadelphian, educated in our schools and in our university system. She attended Community College, Temple University, University of Pennsylvania, the Center for Urban Theology Studies, and she is currently enrolled at Eastern Baptist Theological Seminary pursuing a Master of Divinity Degree. Does that mean you are going to be a preacher? All right.
Whereas, Sandy is the proud mother of two daughters, one granddaughter. She is a mentor and a role model to many young women across the nation. Now, therefore resolved by the PRESENTATIONS Council of the City of Philadelphia that we hereby honor and commend Sandy Reed for her accomplishments and more than 35 years of excellence at Bell Atlantic, and as a dedicated public servant. Resolve that an engrossed copy of this Resolution be presented to Sandy Reed as evidence of their sincere respect and hearty congratulations of this legislative body. This is a true and correct copy of the original Resolution adopted by the Council of the City of Philadelphia on the 9th day of October, 1997, signed by President John Street, introduced by Donna Reed Miller, and sponsored by all members of Council. An Ordinance declaring that it is desirable for the health, safety, and welfare of the people in the areas served by Jefferson Health System (Systems) and its member hospitals (Hospitals) for the Hospitals and Higher Education Facilities Authority of Philadelphia to participate with the system and the hospitals in financing capital projects, consisting generally of the purchase of real estate comprising the Thomas Jefferson University Hospital, and related facilities, the refinancing or restructuring of certain outstanding indebtedness of the hospitals, and the acquisition and construction of capital improvements to the facilities of the hospital.

An Ordinance authorizing the Procurement Commissioner and the CONSIDERATION OF SECOND AND FINAL READING CALENDAR Director of Commerce, on behalf of the City of Philadelphia, to enter into a Lease and Service Agreement with the Philadelphia Municipal Authority (Authority) pursuant to which the City will undertake certain obligations under a contract the Authority will enter into with Caravan Transportation, Inc., to undertake a project to lease, maintain, and operate equipment for ground transportation, bus services, for the Department of Commerce, Division of Aviation, in conjunction with the operation of the Philadelphia International Airport, all under certain terms and conditions.
