Good afternoon. This is the first ever meeting of the Committee on Technology and Information Services. I hope it's not the last. I note that we have a quorum of the following members: Councilman Frank Rizzo, Councilman Frank DiCicco, Councilwoman Joan Krajewski. The Clerk will please read the following bill: 040615.

Bill 040615, an ordinance authorizing the Chief Information Officer of the Mayor's Office of Information Services, on behalf of the City, to enter into multi-year contracts with one or more providers of on-line research services to be used by various City and City-funded agencies, all under certain terms and conditions.

Good afternoon, Councilman O'Neill and Members of the Technology Committee of City Council. I am Christopher Lane, Director of Administration for the Law Department here to testify in 4 support of this bill. The Mayor's Office of Information Services is here as well. We jointly manage this contract. I manage the logistics of it; they manage the financing of it.

Good afternoon Councilmembers, Members of the Committee. I'm Karl Bortnick, Mayor's Office of Information Services. I'm here on behalf of Dianah Neff to testify on behalf of this bill.

Mr. Rosman

I'm Lewis Rosman, an attorney with the Law Department. I'm just here available to answer your questions. I'm the representative of the users of these types of services.

In the past, the Mayor's Office of Information Services has put in place a multi-year contract which permits the personnel of the City as well as other departmental staff people to access services provided for legal records and online legal serve searches. Once again, we are before you 5 seeking your support on this bill because it permits us and gives us the opportunity to negotiate favorable terms and costs on behalf of the City. And for this purpose, the Law Department has drafted this bill.

Councilman O'Neill

We have prepared testimony submitted by your boss, Dianah Neff, and we'll submit it for the record. I understand there's substantial savings of 100,000 to 200,000 a year potential on this?

Mr. Lane

Correct, sir.

Councilman O'Neill

I think the testimony speaks itself. We're here to entertain any questions you may have.
