Good morning, ladies and gentlemen. The Chair notes that the hour has come and that a quorum is present. Council will come to order, members will take their seats, visitors will retire to their seats outside the rail. To give our invocation this morning, the Chair welcomes Councilmember Thacher Longstreth. Members and guests will please rise.
Over the many years that I have spent here in Council, it has been my privilege each year to conduct a Quaker grace with which to open up our proceedings. As many of you know, the Quakers are known as the silent folk. And so there's some question of how remained a Quaker so many years. But the fact remains that our method of prayer is based in silence. So I would ask us to start this meeting today in our prayer to God to bless this council with a moment silence. (Moment of silence.)

Our first presentation today honors Mr. Adam Kim. To make this presentation, the Chair appoints Councilwoman Miller to come and receive this resolution. (Councilwoman Miller, Mr. Kim and guests come forward.)
Thank you, Mr. President. This is a resolution honoring and commending the accomplishments of Adam Kim and saluting his continued commitment to the City of Philadelphia. Whereas Adam K. Kim was born in Seoul. South Korea, received his bachelor's degree in chemical engineering from the Hamyang University, migrated to the U.S. with his wife and three children in June 1978 at the age of 37 and became a United States citizen in 1983; and Whereas, upon moving to the City of Philadelphia from Rockville, Maryland Mr. Kim became entrepreneur, opening four convenience 12/3/98 STATED - VISITOR RECOGNITION/PRESENTATIONS stores, including one in Germantown on Wade Avenue and Berkley Street, which he still owns; and Whereas, Mr. Kim, prior to taking an active leadership role, was involved with fighting crime and helping crime victims, and as head of the American Police Advisory Council, Mr. Kim has served as a solidifying force in forging a better understanding and rapport between the Korean-American community and City of Philadelphia Police Department; and Whereas, Mr. Kim serves to have Korean-American youth understand and retain their heritage through escorting them on tours to Korea; and Whereas, Mr. Kim, in his current position as President of the Korean-American Association of Greater Philadelphia, is working to eradicate, and in some instances, prioritizing the handling of the multiple obstacles that seek to impede and isolate the Korean community from the Philadelphia community in particular; and Whereas, Mr. Kim has developed strong ties to the City of Philadelphia elected and appointed officials that have enabled him to 12/3/98 STATED - VISITOR RECOGNITION/PRESENTATIONS maneuver complex bureaucracies and has gained a reputation as a man who cares while impacting on neighborhood families by giving Thanksgiving baskets and raising money for individuals without medical insurance; and Whereas, Mr. Kim's efforts extend beyond the Korean community to encompass activities that include raising and donating funds to organizations within the African-American and other ethnic neighborhoods in order to establish, maintain, and promote an effective and cohesive multi-cultural community; and Whereas, Mr. Kim assisted in the opening of a bank in Cheltenham Township that employs a culturally diverse workforce composed of African-American in all administrative levels and other diverse ethnic groups that comprise the City of Philadelphia; Now therefore resolved by the Council of the City of Philadelphia that we hereby recognize Adam Kim for his many achievements, tireless efforts, and dedication towards improving the quality of life of both the Korean community and rich ethnic diversity of the Philadelphia 12/3/98 STATED - VISITOR RECOGNITION/PRESENTATIONS community at large. Resolved further that an engrossed copy of this resolution be presented to Adam Kim as evidence of the sincere sentiments and recognition of this legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of Philadelphia, on the 22nd day of October, 1998, signed by President of City Council John Street, introduced by Donna Reed-Miller, and sponsored by all Members of City Council. And an ordinance amending Section 9-205 of The Philadelphia Code relating to sidewalk sales by adding a new provision prohibiting sidewalk sales on the 1400 block of Morris Street, south side, and 1421 West Passyunk Avenue. And an ordinance establishing a parking regulation on South Broad Street, west side, Elsworth Street to Federal Street.

OF BILLS, RESOLUTIONS entitled "Wage and Net Profits Tax" and Chapter 19-2800 of The Philadelphia Code entitled "Pennsylvania Intergovernmental Cooperation Authority Tax on Wages and Net Profit" by exempting from tax the wages and net profits of certain persons who purchase and occupy residential real estate property located in Philadelphia, under certain terms and conditions. And an ordinance amending chapter 19-1400 of The Philadelphia Code entitled "Realty Transfer Tax" by providing that only the transfer shall -- by exempting from the tax wages and net profits and certain persons who purchase and occupy residential real property located in Philadelphia, under certain terms and conditions.

If I can have the attention of members of Council. We're going to do something out of the ordinary; we're going to consider Resolution No. 980656. This is a resolution where we agreed to participate in the West Philadelphia Retail Tax Increment Financing District. We have to approve this resolution because people in Harrisburg do not understand the legislative process in Philadelphia so they want to us authorize -- they want us to pass a resolution authorizing a negotiation on something that we ultimately have to approve anyway, it 12/3/98 STATED - PUB. HEARING - RES. 980656 doesn't make any sense. But have to do it because it's required by state law. So we're going to have a public hearing on this thing and, apparently, we have to pass this resolution first. You know, it's that sort of kink in the Tax Increment Financing District legislation. So the clerk will please read title of Resolution No. 980856.
A resolution agreeing to participate in the West Philadelphia Retail Tax Increment Financing District if it should be created by the Council of the City of Philadelphia in accordance with the Tax Increment Financing Act of July 11, 1990, P.L. 465, No. 113, as amended, in the Parkside Lancaster Redevelopment Area, in an area generally bounded by 52nd Street on the west, Jefferson Street on the north, the West Parkside Industrial Park on east, and the Amtrak right-of-way on the south; and designating mayor, or his designee, as the City's representative for purposes of meeting with the Philadelphia Authority for Industrial Development, pursuant to Section 5(a)(2) of the 12/3/98 STATED - PUB. It's a very special and somewhat unique district in the City, encompassing Philadelphia and Lower Merion Township. I'd also like to commend the efforts of our counterparts in Lower Merion Township who have shown great leadership on this issue: Township Commissioners Joe Manko and Jim Ettelson; and State Representative Lita Cohen. Just for a moment so that so that members of Council will know, I'll have these notices sent around that charter schools, the Family Charter School, the Mantua and the Philadelphia Community Academy on North Fourth Street, our Operation Smile is proposing -- I just learned about it last night. They are proposing -- they will be having people look at children in those areas this weekend. Those who need surgery for cleft palates, other facial problems, and they will be taking care of it free. I will circulate these flyers to anybody in the area so that those children may be able to take advantage of free surgery. They're doing all the assessments this week, they don't have to have anything or do anything other than go to.

I may need about 30 seconds. 12/3/98 STATED - Speeches Mr. President, I've just read in the newspaper that one of our cable companies has announced a fairly significant rate hike, which needs to be addressed. Even though Council does not specifically set rates, we do have some involvement in the process. The Wade Cable Company, which is a division of Time Warner, recently announced an increase to their standard rate of 10.3 percent, an increase to their senior standard program tier of 11.9 percent increase to the subscribers to that system. I do plan next week to take some legislative action on this, but the announcement just came out recently. These are outrages rate hikes to people in the Wade franchise area and totally unacceptable. And I would call for them to suspend this proposed increase to these hikes until we get a better understanding of why such a large increase would come at this time, especially in view of the fact that their franchise renewal was the subject of discussions here in City Council.
