Good morning. I note that hour has come and that a quorum of this Council is present. The Council will come to order. Members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Reverend Arthur Johnson, Jr., who is the pastor of the Tacony Baptist Church. He is the guest of Councilwoman Krajewski. Members and guests will please rise.

Gracious God, our Heavenly Father, we come humbly approaching your throne of grace in the Council Chambers of the great metropolis of Philadelphia. We thank you and praise you for the opportunity to speak before those of your servants who are here to govern the City, to make the laws, and to do the job that you have INVOCATION called upon them to do. We ask humbly that you would touch them, that you would strengthen them. Give them the ability to choose what is right over what is wrong. Let them to lay selfishness down and to pick up the gavel of servanthood that the job that they do may long be remembered, that it would help all, that it would lift up the downcast and those who are discouraged, that those who are without hope may be given hope, and that we see the hand of God working here in this great Council Room and among these great people. We thank you, we praise you because you're God and you're able to do anything but fail. Uplift and undergird. Be with this group. And as the laws are enacted and as the bills are passed and as the work of governing the City is undertaken, bless each and every heart and bless those constituents from which these leaders are sent. And, Lord, we give you the praise, the glory, and the honor. Bless the President of the Council, Lord, and be with her as she undertakes to do her job. This morning Council is honoring James A. McIntosh, Special Agent. I invite Councilwoman Tasco to come and make this presentation. I would ask Mr. McIntosh and his dad to join Councilwoman Tasco. WELCOME - PRESENTATIONS
Thank you, Madam President. It gives me a lot of pleasure this morning to present this citation to a very good friend of mine and recognizing James A. McIntosh, Special Agent, Federal Bureau of Investigation. Whereas, James A. McIntosh, a native Philadelphian, born and raised in the Holmesburg section of the City, who grew up in Holmesburg Mount Zion Baptist Church and attended Abraham Lincoln High School, has returned to his hometown a hero. Whereas, James McIntosh obtained an undergraduate degree from Villanova University and continuate graduate studies in English while lecturing in the Department of English from which he was recruited by the Federal Bureau of Investigation entering into the service in July of 1970 as a special agent. And, whereas, Special Agent McIntosh has served in Detroit, New York, and Philadelphia as an investigative field agent and has handled numerous diverse and multifaceted investigations dealing with bank robbery, kidnapping, espionage, carjacking, civil rights matters, organized crime, White House inquiries, as well as many undercover assignments. WELCOME - PRESENTATIONS And, whereas, James McIntosh was selected in 1977 to be a field counselor at the prestigious and world-renown FBI Law Enforcement Institute, the National Academy graduating from the 11-week program of academic and physical training at Quantico, Virginia, with distinction. And, whereas, while on assignment in New York City in 1998, Special Agent McIntosh earned the highest medal awarded by the Federal Bureau of Investigation to a member of the service for exceptional acts of heroism and valor in the line of duty. And, whereas, Special Agent McIntosh risked his life in apprehending and subduing a wanted top-10 fugitive when the fugitive opened fire on him and his partner. Without the benefit of cover, Mr. McIntosh returned fire and brought the individual down. And now, therefore, resolved that the Council of the City of Philadelphia recognize, honor, and commend James A. McIntosh, Special Agent, Federal Bureau of Investigation for his extraordinary career of dedication and commitment to law enforcement, and congratulate him on the honors WELCOME - PRESENTATIONS conferred on him by the Federal Bureau of Investigation. Resolved further that an engrossed copy of this resolution be presented to Special Agent James A. McIntosh for his contribution to diversity in the Federal Bureau of Investigation as an expression of the gratitude of this legislative body for his outstanding performance and accomplishments and special tribute that he has brought to Philadelphia. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 25th day of March 1999. It is signed by President Anna C. The Chair recognizes Special Agent McIntosh for remarks.
Madam President, Councilwoman Marian Tasco, Distinguished Members of City Council, it's humbling as well as gratifying to receive such an honor and this recognition. What WELCOME - PRESENTATIONS makes it especially wonderful is the very fact that this is special because it's home. Being born and raised in Philadelphia, I know that every time I think about the dreams and aspirations that I had, little did I realize and understand or for that much ever think that I would be here. I'd like to also recognize with me is my dad. My dad is 87 years old and is in better shape than I. I have to keep up with him. He's been with me from every little league game and every little award, high school, boy scouts, college, and I had him with me when I received the Medal of Valor from Louis Freeh, director of the FBI, whereupon I presented that award to him to let him know that he has always been my hero. Along also with my dad are two very, very close friends: Bill Shwerzy (ph) who stands behind you. He and I grew up together. We've known each other since the age of eight years old. That's when Pennypack Park were all the seven continents of the world. And I believe some of our little holes that we dug in that place are probably still there. Billy's always been a friend, a true friend, and I love him like a brother. Also a WELCOME - PRESENTATIONS former colleague of yours George Braile (ph) who stands behind me. Always I stand behind him. George has always been with me to help me traverse the treacherous pathways of life. He's a dear and true friend and I love him dearly as well as I also love Billy. And it just makes it even more important that these two are here. I want to thank also Councilwoman Marian Tasco in particular because your love, your friendship, your sincerity, your trustworthiness has always been a stead for my life, and I appreciate this. Lastly, I would be remiss if I didn't mention the person who really means very, very much to me in life and is my ailing mother. She is with disease. She has Alzheimer's. They're calling mental dementia, but I call it Alzheimer's. With this Mother's Day weekend approaching, I know that she would be here with me if she could. I know sometime, I don't know, maybe about three or four years ago, that's when her mind started to leave and so were all the memories. But I remember. It was her tireless spirit that drove me to do the things that I've been able to do in my life. She was the COMMUNICATIONS one who provided that inspiration, that gave me the self-confidence and the self-esteem to move on when I really thought things were basically bleak. I love you, Mom. You would be here. I dedicate this recognition to you and I dedicate basically all of the fine work that any mother's done to any son and I say this today. Once again, Council, thank you very much for allowing me to take up your precious and most valuable time. God bless you. (Applause.)

April 23, 1999, to the President and Members of the Council of the City of Philadelphia, I am pleased to advise you that I COMMUNICATIONS have today signed the following bills which were passed by Council on April 15th, Bill Nos. 990057, 990058, 990079, 990080, 990081, 990112, and 990113. And an ordinance authorizing transfers and appropriations for fiscal year 2000 within the Grants Revenue Fund from the Director of Finance provision for other grants to the District Attorney. An ordinance amending an ordinance approved May 9, 1997, Bill No. 970168, which authorize the City to sell certain delinquent real estate tax claims identified on Exhibit A to the ordinance to the Philadelphia Authority for Industrial Development by adding Exhibit A, certain 1998 delinquent real estate tax claims which affect the same properties affected by the tax claims sold to PAID for the sole purpose of allowing the additional claims to be available for substitution for sold claims pursuant to the terms of the June 30, 1997 tax claim purchase and sales agreement between the City and PAID. An ordinance authorizing the Director of Commerce and the Director of Finance on behalf of the City of Philadelphia to execute further amendments to the contract for parking services and COMMUNICATIONS accompany lease agreement both with the Philadelphia Parking Authority dated October 1, 1974, as amended, which amendments revise the description of a leased property by the addition of premises to provide for additional parking and related facilities at the Philadelphia International Airport. And an ordinance to amend the Philadelphia zoning maps by changing the zoning designations of certain areas of land located within an area bounded by 52nd Street, Paxton Street, Leidy Avenue, Parkside Avenue, Belmont Avenue, Gerard Avenue, and Marion Avenue. An ordinance authorizing the Commission of Public Property on behalf of the City of Philadelphia to enter a sublease agreement with the Philadelphia Authority for Industrial Development for use by the City and affiliated agencies of office space located at 990 Spring Garden Street, Philadelphia, Pennsylvania, under and being subject to certain terms and conditions.

I have just been handed a resolution I had expected earlier recognizing and honoring Reverend Jesse Jackson and the delegation for the success in freeing the American prisoners of war, and with your kind ¡›î› permission I would like to have it read.

A resolution honoring the Reverend Jesse Jackson for his success in securing the release of the American prisoners of war in Yugoslavia. Whereas, Staff Sergeant Christopher J. Stone, Staff Sergeant Andrew Ramirez, and Specialist Steven Gonzales were captured on March 31, 1999, while patrolling the Yugoslavia Macedonia border as part of a peace-keeping mission seven days after NATO began bombing Yugoslavia. And whereas, Staff Sergeant Stone and ¡›î› Ramirez and Specialist Gonzales appeared on television visibly shaken and injured and were then held in solitary confinement by their captors for a month. And whereas, the Reverend Jesse Jackson traveled to Belgrade and secured the release this week after talks with Yugoslavia President Slobodan Milosevic. And whereas, the Reverend Jesse Jackson has once again shown his uncanny gift for global daring. And whereas, the three freed U.S. servicemen crossed in Croatia accompanied by the Reverend Jesse Jackson after more than a month as prisoners of war. And whereas, the freed soldiers were flown from Croatia to a U.S. Military base in Ramstein, Germany, to be united with their families. And whereas, the release of Staff Sergeants Stone, Ramirez, and Specialist Gonzales were accomplished through the intervention, effort, and diplomacy of the Reverend Jesse Jackson. Therefore, be it resolved that we reaffirm our resolve to ensure the security and self SPEECHES government of one million Kosovos who are unable to go home because of the policies of the regime in Belgrade, and that we once again offer our deep gratitude to the Reverend Jesse Jackson for securing the release of Staff Sergeants Stone and Ramirez and Specialist Gonzales from captivity, thereby allowing them to return home free at last.
Madam Chair, I move the adoption of this resolution with grateful appreciation to the entire delegation that accompanied Reverend Jackson on that humane trip. (Duly seconded.)

Casiano who lost his life this week after fighting a fire and collapsing in the station. He will be laid to rest tomorrow, and I would like a standing moment of silence if possible.
