Good morning. I note that the hour has come and that a quorum of this Council is present. Council will come to order. Members will take their seats and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair recognizes Imam Suetwedien A. Muhammad of the Masjid Muhammad of Philadelphia. He is here today as the guest of Councilman Kenney. I would ask all members and guests to please rise. (Members and guests rise.)
I'd just like to say one thing and then we're going to make the prayer. The one thing that I'd like to say is that God tells us, he says, By the token of time, through the ages, verily man is a loser. But he makes an exception. He says, Except faith, do good deeds and righteous works and invite others to the truth with patience and constancy. Meaning really leaving a legacy. And one of the things that I thought about coming down here is that this is a group that God has really blessed. 5 million. It's a real elite group that God has really put his favor on, and I just want you all to recognize that and know that, because it is very important what legacy that this Council will leave. And I just mention that because just the other day, one of my constituents of the mosque is 82 years old and he was about to lose his home at the foreclosure sale, and we were able to call some people in Council. With 15 minutes left, that saved his home. This is very important. And so this is the type of legacy that we look forward coming out of this Council. God has put something on you. this, that the eyes of the world is on Philadelphia. Philadelphia is the only city that God has mentioned in scripture, and he called it the City of Brotherly Love. And this is truly the City of Brotherly Love, because as the rest of the world and the rest of the country is in chaos, Philadelphia is really not experiencing that. You may think that I'm wrong, but we're not experiencing the things that other people are experiencing around the world and around the country. And so we pray that God bestow and bless this Council and that he bless you to do the work that he will have you do. You have a great job ahead of you and a great legacy to leave, and we pray that you do that. Remember, what legacy will you leave. That should be the theme of this Council, what legacy will you leave, who will you help. And the Prophet of Peace thereupon him says, The best of humanity is he or she who others, where other people benefit from what you do. If you are the only person that benefit from what you do, that is a very selfish individual. So that's the humanity, it's he or she who benefits other people. 5 million of us. When I had to make the call, that home was saved in 15 minutes. You had an 82-year-old man homeless. We don't need that in this great city. This is a great city. God has bestowed his favor on us, and we look forward to working with Council and with the President and all of you, and I thank you all. But we really look forward to working with you in the near future in saving our city from all of the destruction as we look around the whole world and the whole country. God says that the day will come when the earth will throw up all of its burdens and that it will reveal all of the secrets that it and it will begin to act out, earthquakes, hurricanes, tornadoes, fires with no matches, and man will have the nerve to say, What is the matter with her. No. We have to ask ourselves, What is the matter with us. We are in charge of this earth and we have to be the caretakers and we have to help people who are less fortunate. And every day five times a day I make a prayer, and that prayer is to pray for all of the children and families around the world who have no food to eat and no place to live. I pray that prayer five times a day, because if I can't help all of them, the least I can do is pray for them. So let us pray. With God's name, most gracious, most merciful, praise be to God, the Lord sustainer and cherisher of all the worlds, master of the day of judgement, thee do we worship and thy need do we seek. We ask that you show us the way, the way of those whom thou bestow thy grace, those whose portion is not wrath and will go not astray.

Oh, God, we ask that you bless this Council. We ask that you bless this great City of Brotherly Love. The Chair now recognizes Councilman Green, who will present a resolution proclaiming the weeks of September 20th, 2010 and September 27th, 2010 as "State of Young Philly Weeks," and honoring Young Claire Robertson-Kraft and those accompanying her please join the Councilman at the podium. I see that the Councilman is being joined by Councilmembers Tasco, Sanchez and Councilman Jones.
And Councilwoman Reynolds Brown. Resolution proclaiming the weeks of September 20th, 2010 and September 27th, 2010 as "State of Young Philly Weeks," and honoring Young Involved Philadelphia.
Whereas, Young Involved Philadelphia has been working for ten years to increase civic engagement among young Philadelphians and facilitate reforms for a better Philadelphia; and
Whereas, from September 20th, 2010 through October 1st, 2010, Young Involved Philadelphia will host the first annual, quote/unquote, "State of Young Philly," end of quote, a series of events and forums involving over 30 participating organizations whose theme this year will be, quote, "Imagining Philly's Future"; and
Whereas, State of Young Philly: Imagining Philly's Future will leverage the voice of young Philadelphia by bringing together hundreds of young professionals and key City leaders to imagine the City's future in four key areas community engagement and volunteerism, government and leadership, business and entrepreneurship, and arts and culture;
Whereas, State of Young Philly: Imagining Philly's Future will engage - young Philadelphians will have an opportunity to engage with their peers, organizational leaders and government representatives; educate - young Philadelphians will be exposed to new key issues affecting our City; and empower - young Philadelphians will share feedback on current practices, discuss innovative approaches and help imagine what is possible for Philadelphia's future;
Whereas, based on the ideas generated from facilitated discussions among speakers and attendees during the State of Young Philly's Imagine Philly's Future, Young Involved Philadelphia will produce a written agenda that will inform Philadelphia's direction in the four focused areas; and
Whereas, as part of its ongoing effort to engage and empower young Philadelphians, Young Involved Philadelphia will organize future activities and events aimed at putting the written agenda into action. Now, therefore be it resolved, by the Council of the City of Philadelphia, that it declares the weeks 20th, 2010 and September 27th, 2010 "State of Young Philly Weeks" in Philadelphia and encourages young Philadelphians to participate in the series of scheduled events and commands Young Involved -- commends Young Involved Philadelphia for ten years of dedication to increasing civic engagement among young Philadelphians, and commands them to continue doing that for another ten years. Be it further resolved, that an engrossed copy of this resolution be presented to representatives of Young Involved Philadelphia as evidence of the sincere sentiments of this legislative body. Thank you, Councilman Green, other members of City Council and the City of Philadelphia, for your support of Young Involved Philadelphia. As was mentioned, this is Young Involved Philadelphia's ten-year anniversary. My name is Claire Robertson-Kraft. I'm the Chair of the Board of Young Involved Philadelphia, and I'm joined by several members - Ned Rauch-Mannino, Matt Goldfine and Uchai Ojay (ph). And for the past ten years, Young Involved Philadelphia has been dedicated to engaging citizens and important issues that the City faces, connecting young people with each other and also with other organizations in the City, and empowering young Philadelphia to ensure that our voices are represented in the decisions that are made by this Council. And so as Councilman Green and other Councilmembers mentioned, this year we are launching our inaugural "State of Young Philly." We hope all of you will be able to make it to at least one of the events. All of the events can be found www.stateofyoungphilly.com, and it's a two-week event series, starting with a leadership breakfast, where we're bringing together City leaders from over 30 participating organizations to talk about how we can better leverage young leadership in the City to ensure that we make this a better place for young citizens in the years to come. The leadership breakfast is going to be followed by a two-week event series where we engage young Philadelphians and other City leaders in topics -- in four key topics - community engagement and volunteerism, business and entrepreneurship, government and leadership, and arts and culture. And the final culminating showcase will be on Friday, October 1st where we're going to bring together all of the 30 partnering organizations, all of the key City leaders that have participated in our discussions, and we hope there will be hundreds of young professionals in the about how we can imagine a better future for Philadelphia. So thank you again, Councilmember Green and other members of Council. We hope to see all of you at least at one of our event series. So I look forward to working with you in the future to make this a better city for not just the young professionals but all of the citizens. So thank you. (Applause.)

Thank you, Madam President. It gives me great pleasure this morning to present this resolution to one of the hardest working women in Philadelphia and the lady who has one of the largest families in Philadelphia, I know, and certainly thousands of friends. So I am pleased to present this resolution honoring the career of Ella M. Bowen, ED.D. Whereas, the Council of the City of Philadelphia is pleased and proud to honor Dr. Ella Bowen for her several years of civic and community service to the nation's high school and college students and to the citizens and institutions of the City of Philadelphia through her outstanding career in the fields of education, local government, and behavioral health; and
Whereas, Dr. Bowen relocated to Philadelphia -was born in Williamston, North Carolina and is the tenth of twelve children born to Richard and Blanche Bowen and, at the age of four, she experienced the death of her mother and was raised by her father and her older brothers and sisters; Whereas, Dr. Bowen relocated to Philadelphia in 1959, where she attended Penn Treaty Junior High School and graduated from Kensington High School in 1963 and was sent to Maryland State College by her sister, Ann Rubin, a former Camden, New Jersey principal, where in 1967 she earned a Bachelor of Science Degree in Business Education; and
Whereas, at the tender age of 26, Dr. Bowen received her Master's of Science in Education and, at the age of 29, she received her Doctorate in Education from the University of Illinois, and for 25 years, she was an educator and served as Camden High School, Assistant Professor at the University of Illinois, Assistant Professor and Chair of the Occupational Education Department at the University of Michigan, and Adjunct Professor at Rowan State University; and Whereas, Dr. Bowen's career expanded beyond academia and she served as the Vice-President for Marketing and Community Affairs for the Kirkbride Center in Oaktree/Oxford Health Plans, Legislative Assistant to the Councilwoman Augusta Clark, Honorable Councilwoman Augusta Clark, Youth Services Coordinating Commission during Mayor Goode's Administration, Senior Assistant Managing Director for Health and Human Services during Mayor Rendell's Administration, Director of Training for Community Behavioral Health, and currently the Director of Community Relations for the Department of Behavioral Health/Mental Retardation for Administration; and
And whereas, beyond her professional career, Dr. Bowen has been engaged in numerous community and civic activities, including, but not limited to, Alpha Kappa Alpha Sorority, Black Family Reunion Cultural Center, National Forum for Black Public Administrators, Big Brothers/Big Sisters, Special Olympics, Police Athletic League, Philadelphia Fight, and the Philadelphia Prayer and Praise Worship Center Church for the Deaf and Hearing; and Whereas, due to the obstacles that she faced as a child, Dr. Bowen has devoted her life to educating the young minds of children by encouraging them to overcome negative stereotypes and to live by her motto of "shooting for the stars, even if you hit the trees." Now, therefore be it
Resolved, by the Council of the City of Philadelphia, that we hereby recognize and congratulate Dr. Ella Bowen for her several years of civic and community service to the nation's high school and college students and the citizens and institutions of the City of Philadelphia through her outstanding career in the fields of education, local government, and behavioral health; and Further resolved, that an engrossed copy of this resolution be presented to Dr. Bowen as evidence of the sincere sentiment of this legislative body. Certification, that this is a true and correct copy of the original resolution, adopted by the Council of the City of Philadelphia on the 17th day of June 2010. I would like to first thank Councilwoman Tasco for presenting me with this resolution, and I would like to thank all of the members of City Council for approving it. Special thanks go out to former Councilwoman Augusta Clark. She was the first one that hired me in City government when I returned from the University of Michigan in 1982. It was at the time Mayor Goode had announced that he was going to run for Mayor and nobody was hiring. So Gussie said, I can't give you the money you're used to, but I can give you the visibility. I invited her, but unfortunately she couldn't be here today. I have several co-workers here with me. Some of this is my family; some co-workers. I do have a big family, though. I have several co-workers here today. I would like to thank them for being here today. They surprised me. I didn't know who was coming until they walked in the door. Special thanks go out to my co-workers for CBH. That's who you see up here. My supervisor, Glen Taylor, back there in the white shirt that wouldn't come up; Nancy Lucas, who I know some of you know as the CEO; and Anthony McLaughlin, who is my Community Relations Specialist. He has worked hand in hand with me for five years. So for those of you on City Council, I'm leaving, but Anthony is going to still be there to take care of your constituents and your events. He has worked with me. I got him straight out of Penn State, so I mentored him as much as I could. I have several family members and friends, some of who I've known over 30 years. Betty Hankins, who I taught with at Camden High; Irene Brice, who was my secretary for ten years in the Managing Director's Office. She spoiled me for all the other secretaries. I have my pastor, my co-pastor, Mr. and Mrs. Carpenter, who are here, Philadelphia Prayer and Praise. They have to put up with me and pray for me, too. And I have my sisters. My brothers couldn't make it, but Linda Bowen, who some of you know from Councilwoman Clark's office, is here. My sister Ann Rubin, who is the one that sent me to school, and thank God for her, because I don't know what I would have done. My sister Minnie Rose, who sent her to school. In my family, you send the next one. You don't pay the money back. You are obligated to send the next one. So Minnie Rose started the whole thing and we're trying to keep it up with that young bunch. My sister Alice Schubert, who has had to put up with me all her life, here, along with my nieces and my nephews. In sum, I would like to thank Councilwoman Tasco. I'm going to miss all those events we've been doing together, but I'm going to come and visit sometime. My co-workers, my family and friends for sharing this special day with me. I've learned a lot about legislation and City government when I used to sit right over there in that corner with Councilwoman Clark, and I learned a lot when I was in the Managing Director's Office. I think I went through about five MDOs. I will miss working those events. I will miss my consumers. I will miss the meetings, but I have to admit, I'm looking forward to sleeping late, reading my books and watching my old classic movies. And so, again, thank you for this resolution, and God bless each of (Applause.)

And an ordinance amending Section 9-605 of The Philadelphia Code, entitled "Towing," by providing that a vehicle may be relocated from the premises of a hospital without first being ticketed.

We all remember Tina Thompson, our employee who worked in City Council's tech staff. Prior to that, she worked for Councilwoman Augusta Clark. And Tina was certainly a promoter of good health and in addition to starting a Weight Watchers program here in City Council some years back and walking every day on the 5th floor with whomever wanted to join her. We lost her in April, and we're very saddened about that. So under the leadership of Verna Brown-Tyner, a number of people got together and promoted the installation of this plaque in her honor. So it's going to be called Tina's Walk, and we invite all Councilmembers, staff and visitors to join us at noontime on the 5th floor. Thank you very much. On the southeast corner of the 5th floor -southwest corner.
Thank you, Madam President. Yesterday we kicked off the Hispanic Month celebrations. I want to acknowledge my colleague Councilman Rizzo for joining me in that celebration by Channel 6.
