Good morning, everyone. I note that the hour has come and that a quorum of this Council is present. The Council will please come to order. Members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Reverend Bonnie Camarda, President of the Hispanic Clergy of Philadelphia. She is here today as the guest of Councilwoman Brown. Let us pray. Heavenly Father, we gather before you with thanksgiving and praise on our minds and within our hearts. Lord, you have given us life and the desire to faithfully serve your people. We do not take this responsibility lightly, and seek your wisdom, understanding and counseling in said before us. Send your holy light to the darkened and neglected corners of this City. This day we ask you, by your grace and mercy, to renew and strengthen our minds and bodies. Lord, you are never in a hurry and are always ready to listen to our pleas. We humbly ask you to bestow upon us a willing spirit. May we never turn away from those who are in need, and may our life reflect your love, your kind and your peace. We pray this in the name of our Lord, Jesus, our savior. Amen.

We're here to present our annual resolution to the on the Save Your Vision Month. And joining them this year as their media partner is WDAS, and Lorraine Ballard Morrell is here to represent WDAS. Resolution declaring March as Save Your Vision Month. Whereas, Save Your Vision Month is a national event sponsored every March by the American Optometric Association; and Whereas, the Pennsylvania College of Optometry is recognizing Save Your Vision Month with a vision health public awareness campaign entitled An Eye Towards Prevention, a campaign that encourages the public to protect their eyes by committing to wise preventive measures; and Whereas, the number of blind individuals in the United States exceeds one million; and Whereas, the causes of blindness are numerous, but individuals to reduce the risk of vision loss; and Whereas, cataracts, diabetes, eye disease, glaucoma, trauma and other conditions do not have to result in loss of vision; and Whereas, the public practice An Eye Toward Prevention, the chances of identifying debilitating vision conditions early on and preventing eye injury are increased; and Whereas, the official 2006 An Eye Toward Prevention campaign kick-off in City Council will launch a series of free screenings at senior citizen centers, community centers and educational institutions; and Whereas, the Pennsylvania College of Optometry hopes that these free vision screening events will encourage members of the community, especially those who fall into high-risk groups, to take a proactive approach to caring for their eyes. Now, therefore, be it resolved, that the Council of the City of Philadelphia declares and recognizes March as Save Your Vision Month and encourages members of the community to maintain an eye toward prevention. Further resolved, that an engrossed copy of this resolution be presented to representatives of the Pennsylvania College of Optometry as a sincere expression of the Council's gratitude, appreciation and commendation for sponsoring and organizing free vision screenings throughout Philadelphia during Save Your Vision Month, 2006. Introduced by Councilwoman Tasco and presided over by our President and supported by all members of City Council. And, again, we thank you so much for this public service, and we thank WDAS for being the media partner. Thank you. (Applause.)

Let me thank Council for offering their voice to this important community initiative, this important community health initiative. There are many thousands of Philadelphians who, if they were to take the time to attend to their vision, taking preventative measures, would probably save their vision moving forward. What's also very important is that the community partner, WDAS, in helping us to get the word out by co-sponsoring through their media initiatives the access to these -- or the locations and access to these free screenings. We are grateful for their partnership. And, again, thank you for your voice as well. (Applause.)

On behalf of WDAS, I just want to say that we're very, very proud to be a part of this, and I can also add a personal note. My very good friend, Joe "Butterball" Tamburro, who is the Program Director of WDAS, is someone who is living with diabetes, and he did what so many people do, he did not get his eyes checked on a regular basis the way that he should have. Four years had gone by and he had not had it checked. He noticed that something was going on with his eyes, but he decided -well, he finally did decide to go to his doctor. When he went to his doctor, his doctor practically yelled his head off at Butter and said, Why haven't you come here before now. He said, If you'd waited another 30 days, you would be completely blind. It turned out that he was having hemorrhaging behind his retina, and had he not done that, not gone to the doctor to have that checkup, he would not be seeing. And we know how of sight is. So I can say from a personal standpoint, I truly believe that it's very important for us not only to support this, but for all of you to encourage everyone that you know to get checkups at these screenings. They're free, and they're for you, and please keep listening. We'll tell you where they are. And so, again, this is very personal for us here at WDAS. We want to thank you very much for supporting us and for supporting the Pennsylvania College of Optometry, because March is Save Your Vision Month. Thank you very much. (Applause.)

Those of you who have not had a screening, you can begin today. There will be free screenings right across the hall in the Caucus Room until 12 o'clock today. So please feel free. The screenings are can't do it today -- we would encourage you to do it today -please listen to WDAS so that you can find out where you can get a free screening in your neighborhood. The Chair now recognizes Councilwoman Miller, who will present a resolution recognizing Mrs. Ella Brown, owner of Ella's House of Beauty. Will Mrs. Brown and those accompanying her please join the Councilwoman at the podium. Councilman Clarke is also accompanying Councilwoman Miller. Ladies, please come up to the podium. Thank you. Thank you. Thank you, Madam President. It is my pleasure to recognize Ms. Ella Brown as proprietor and owner of Ella's House of Beauty for her outstanding years of business operation and ownership. Whereas, Ella's House of Beauty, owned and operated by Ella Brown, opened its doors in 1951 in the Northwest section of the City at 1800 North 22nd Street; and Whereas, in 1951 at the age of 21, Ella rented the storefront at 2211 Montgomery Avenue and began performing hair care. She named the shop Ella's House of Beauty; and

Whereas, during the 50 years Ms. Brown has operated her business, she has always done her best to support the residents of her community; and Whereas, Ms. Ella Brown was so concerned for those in her community that circumstances, she often gave food and monetary donations; and Whereas, because of Ms. Brown's passion for the community and its residents, she was never once robbed. Whereas, her store survived throughout the turbulent times of the race riots after Dr. Martin Luther King's assassination, the '60s and its drug addiction impact on the community, the economic downturn of the '70s, and the crack epidemics of the '80s and '90s that also greatly affected businesses; and

Whereas, despite the numerous tragedies and events that have plagued her immediate family, Mrs. Brown can be found operating Ella's House of Beauty. Now, therefore, be it resolved, by the Council of the City of Philadelphia, recognizing Ms. Ella Brown as an outstanding business owner in the City of Philadelphia for 54 years and counting. And be it resolved further of this resolution be presented to Ella Brown as evidence of the sincere sentiments of this legislative body. Certified that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 16th day of February 2006, signed by Anna C. Verna, President of City Council, introduced by Donna Reed Miller and co-sponsored by all Councilmembers. (Applause.)

I would like to thank the entire City Council my aunt and, of course, Councilwoman Donna Reed Miller and Councilman Darrell Clarke. Thank you. We're all here today. My Aunt Ella has been working so hard through the years, but I also want to say that the woman next to her on her left is Ms. Cherry Savage, and Ms. Savage is the one who taught my aunt the business of hairdressing, and she's here today and I want to say that I just found out she is also still in business. So these two women, my Aunt Ella and Ms. Cherry Savage, are two pillars of strength in the City of Philadelphia, servicing the community and doing business and continuing to do business today and moving forward as the City Council moves forward. My family is here, my sisters, my aunts, cousins, and we're all here, family and friends of my aunt's from her neighborhood on 17th Street, we're all to be thankful for her life and what she's accomplished, and I'm just honored that we can be here today in front of City Council receiving this honor. It's a pleasure. Thank you, and thank you, Councilwoman. (Applause.)

To the President and members of the Council of the City of Philadelphia, I am transmitting for the consideration of your honorable body a authorizing the Redevelopment Authority of the City of Philadelphia to use NTI bond proceeds for the acquisition of 3010, 12 and 16 Percy Street and 3044 Hutchinson Street located in the West Fairhill/East Tioga/Hunting Park Urban Renewal Area; and A resolution approving the redevelopment contract and disposition supplement for the redevelopment and urban renewal of a portion of the East Germantown area; and An ordinance for the purpose of creating a citywide wireless broadband Internet access system, to bridge the digital divide, to increase the efficiency and reduce costs of government, all under certain terms and conditions; and An ordinance authorizing the creation of loan or loans to provide funds for and toward various capital municipal purposes.

An ordinance amending Section 9-1004 of The Philadelphia Code, entitled "Contractors," by requiring home improvement contractors to enter into written contracts before performing any job for which they are paid more than a specified amount, and prohibiting certain conduct by home improvement contractors in the procurement of such contracts and in the performance of services under such contracts.

The bill will be referred to the appropriate committee.

And an ordinance amending Section 12-1120 of The Philadelphia Code, entitled "Abandoned vehicles," by increasing the towing and storage fees that an authorized salvor may charge for towing and storing abandoned vehicles, under certain terms and conditions.

This bill will be referred to the appropriate committee.

And a resolution memorializing the Council's opposition to the treatment of Zhenxing Jiang, a pregnant Chinese woman living in Philadelphia, by U.S. Immigration and Customs Enforcement officers while forcibly trying to deport her from Philadelphia.

Thank you, Madam President. On February 7th at 9:00 a.m., Zhenxing Jiang reported to a Philadelphia immigration office for a routine check-in. This time, however, was different. Once in the appointment, her immigration agent told her that she was in the United States illegally and would be deported immediately. Outside the immigration office, a van was waiting to drive Mrs. Jiang to New York's JFK Airport. It was here that Mrs. Jiang was allegedly pushed into a van, causing bruising to her abdomen. This is while her husband and two American-born children waited in the immigration office, without any knowledge of where she was going or who was taking her there. Eventually, after three hours, the husband went home, without knowing where his wife was. On the way to New York, Mrs. Jiang repeatedly told the agents that she felt pain in her stomach and needed medical attention. Her pleas were ignored for hours, until they drew too much attention inside the airport. Believe it or not, there, passengers had to intervene and demand appropriate medical attention. Finally, at around 5:00 p.m., an ambulance took Mrs. Jiang from Kennedy Airport to Jamaica Hospital in Queens. It was here where doctors found that Mrs. Jiang had miscarried 13 weeks in her pregnancy and she was carrying twins. After two nights in the hospital, Mrs. Jiang returned to her husband and two sons in Philadelphia. They own and operate a restaurant and live in South Philadelphia. However, U.S. Immigration and Customs Enforcement officials have said that efforts to deport Mrs. Jiang will resume once she is cleared by medical officials. Now, I do not dispute that under current immigration law Mrs. Jiang could have been deported at any time after 2002 when she exhausted her appeals for asylum. Her appeals were exhausted because they missed the filing deadline for paperwork, and their English is limited. However, I do think that it is inhuman to send a woman, pregnant with twins, back to the country where she is seeking political asylum from on the grounds of China's one-child policy. Furthermore, I am appalled by the alleged mistreatment of Mrs. Jiang by U.S. Immigration and Customs Enforcement officers while forcibly trying to deport her from Philadelphia. For these reasons, I have introduced this resolution to memorialize Council's opposition to this cruel and unusual treatment, both in terms of what transpired while trying to deport Mrs. Jiang and also in regards to the timing of the deportation effort, given the fact that Mrs. Jiang would have been sent back to a nation with a one-child policy while pregnant with twins. Mrs. Jiang is not a terrorist. She's a hard-working immigrant who fled China because of a political policy outlawing more than one child per couple. So what so-called family values is our national government promoting with this type of outrageous behavior? In the post 9/11 environment, there has been an unfortunate linkage made between terrorists and undocumented immigrants. Ironically, I believe all of the 9/11 hijackers and terrorists were actually documented and here in this country legally. I believe one of them, after his death, had his visa restored or restored after he had already been killed or died in the crash. Immigrants are documented for many reasons, but they are not terrorists. And there is a group of people here today to support Mrs. Jiang and her family, and I would like to ask the one person in the front row with the picture of the family to please stand. I believe that this is what this country is about, and her treatment is appalling and I think that we, as a city and as a state, as a nation, should be outraged by it and clamor and scream for changes in these policies. Thank you, Madam President. (Applause.)
