Thank you. Good morning, everyone. I note that the hour has come and that a quorum of the Council is present. Council will come to order, Members will take their seats, and visitors will retire to the seats outside the rail. To give our invocation this morning, the Chair welcomes The Reverend Joonsuk Hwang, Pastor of the First Korean Baptist Church of Philadelphia. He is here today at the invitation of Councilwoman Tasco. All members and guests will please rise.
I've been introduced as Joonsuk Hwang, but I changed my name when I became a citizen of the United States. Everybody, they know me as Peter -- Reverend Peter Hwang. And I am presenting the Korean Church Council in here. We have around 150 churches scattered around the Philadelphia area. And also my major work in the City is to make a breach of Korean community to the African-American and other GREETING/INVOCATION communities, making racial reconciliation with justice. I'm happy to be here to offer the prayer for the Council. Let us join to pray. Father, You are God, the creator of this world and the sustainer of all life. To You, we come with the humbleness of the heart that You so deserve. We thank you, Lord, for all the blessings that you have graciously bestowed upon us, and I believe that every single person here is living testimony of Your love and grace. Father, it is wonderful to see how different people really are and even more a wonder to recognize the beauty in the diversity that you have created. But at the same time, Lord, You made us all the same in your image, so we cry out together from the very foundation that unifies us together as true human beings. Almighty God, as we gather in these chambers this morning, we lift before you the men and women who serve this city as the elected representatives on the City Council. We know that you have placed then in this office and praise You for raising up this leadership. We pray for Your GREETING/INVOCATION guidance on the affairs of this Council and grant the wisdom in its decisions. We pray that the decisions rendered here would be the best for the citizens of this great city and that those decisions would be honoring to You and meet with Your blessing. Also we pray for our City of Philadelphia, that we would be a mother as the rest of the nation and the world looks up on us during the presidential convention this year, that our city will truly be a city living up to its name as "The City of Brotherly Love." Thank you, Madam VISITOR RECOGNITION/PRESENTATIONS President. I would like to introduce to City Council this morning Brian Wise. Brian is an 8th-grade student at Houston School. And at Houston School, it's the only school in Philadelphia that releases their students and requires them to do a work week at an office location. Brian has been with us all week. He's very delightful. He's also been voted the most likely to succeed in our office for this week, and we understand why. It's been a delight, he has lots of skills. Yesterday, he testified in City Council on the gambling bill, and I just want to welcome him and introduce him to City Council this morning.

We in Council are always pleased to honor athletic teams from our schools. Today, we welcome the Varsity Wrestling Team from St. Joseph's Prep School. Councilman Kenney will make the presentation, and I invite Reverend David Sauder, the principal of St. Joe's Prep, and those who are accompanying him to please join Councilman Kenney at the podium. If the Chair permits, I'd like to ask Councilman Nutter, who is also an alumnus of St. Joseph's, to accompany me. Councilman Nutter and I were both wrestlers at the Prep: we wrestled with physics. (Laughter.)
This is a resolution congratulating the Varsity Wrestling Team of St. Joseph Preparatory School for winning VISITOR RECOGNITION/PRESENTATIONS the 1999-2000 Philadelphia Catholic League Championship. Whereas, in a thrilling finale to a great season, St. Joe's Prep Varsity Wrestling Team defeated a gritty group of LaSalle Explorers 27-25 in a classic confrontation before an energized, overflowing throng at the Prep; and Whereas, this dramatic victory was particularly gratifying since the Prep was defeated in the championship round in 1998 and 1999; and Whereas, this championship is the third title in school history. The Prep also earned top honors in 1989 and 1993; and Whereas, Prep varsity wrestlers were undefeated in the Catholic League and compiled an overall record of 15 and 2 under the leadership and guidance of Head Coach Adam Yaller and his able assistants, Dr. John Saia, Tom Dinkins, and Ricky Rey;
And whereas, the individual wrestlers who were all instrumental in bringing the championship back to the Prep are: Steve Cobb in the 103-pound class, Andrew Goldner VISITOR RECOGNITION/PRESENTATIONS and Mike Curry in the 112-pound class, Ed Quinn in the 119-pound class, Chris Curtis in the 125-pound class, Adam Jansen in the 130-pound class, Dan Dinneen in the 135-pound class, Jessie Proctor in the 140- and 145-pound classes, Brian Coyle in the 145-pound class, Tom Grant in the 152-pound class, Jerry Abbey in the 160-pound class, Greg Cobb in the 171-pound class, and Matthias Kuhn in the 189-pound class, and Joe Cice in the heavyweight division; and Whereas, in the individual Catholic League Championship held shortly after the team championship, Steve Cobb, Ed Quinn, and Dan Dinneen placed first; Jessie Proctor, Andrew Goldner, Greg Cobb and Matthias Kuhn placed second; and Tom Grant, position third. Tom Grant also placed eighth at the Prep Nationals and received all-American recognition; therefore. . .

Our second presentation this morning is commemorating Equal Pay Day. Councilwoman Reynolds Brown will make this presentation. Thank you, Madam President. I'm asking my colleague Councilwoman Marian Tasco to join me as we celebrate Equal Pay Day. I want to invite you all up Kathy Black and others. (Honorees et al. come forward.)
I should mention as well that joining us today is State representative Babette Josephs. Just recently this week, Tuesday, May 9th, the Philadelphia Daily News reported in a column, and I quote: "Women must work 17 months to match the salary earned by men in just 12 months." And although women have made great strides in every facet of the workplace, still, we have not yet reached our pinnacle of success -with the exception, of course, being Philadelphia City Council, that we have women in leadership posts. We still earn only 73 cents for every 1 dollar earned by our male counterparts. And so, although women and minorities have traditionally supported the Democrat party, this is an issue that crosses all party lines. There's a wide VISITOR RECOGNITION/PRESENTATIONS gender gap, no matter what team we're on -- the red team, blue team, the R team or the D team. And to that end, we want to celebrate Equal Pay Day. Whereas, more than 35 years after the passage of the Equal Pay Act and Title 7 of the Civil Rights Act, women continue to suffer the consequences of inequitable wage differentials; and Whereas, wage discrimination laws are not often enforced and are extremely difficult to prove and win; and Whereas, although women's earnings have been slowly catching up to men's over time, the National Committee on Pay Equity tells us that this reduction in the wage gap has more to do with a fall in men's earnings than with an increase in men's earnings; and Whereas, a vast majority of households depend on wages of a working mother, and working families are often just one paycheck away from hardship;
And, whereas, fair equity policies can be implemented simply and VISITOR RECOGNITION/PRESENTATIONS without undue cost; and Whereas, fair pay strengthens the security of families today and eases future retirement costs while enhancing the American economy; and Whereas, May 11, 2000 symbolizes the day on which the wages paid to American women so far in 2000, when added to women's earnings for all of 1999, finally equal the 1999 earnings of American men; Now, therefore, be resolved that May 11, 2000 be designated as "Equal Pay Day" in the City of Philadelphia. (Applause.)
Further resolved that an engrossed copy of this resolution is presented to the Philadelphia Coalition of Labor Union Women to further express the sincere sentiments of this legislative body. It is signed by the leadership of the Philadelphia City Council, President Anna Verna, and every member of the Philadelphia City Council. (Applause.)

On behalf of the Coalition of Labor Union Women and all the other organizations represented here today, I want to thank very much Councilwoman Blondell Reynolds Brown and Marian Tasco for cosponsoring this resolution and for arranging for its presentation this morning, and I want to thank all of the Councilmembers for voting for it as well. I'd like to quickly introduce the other members of the Equal Pay Coalition who are here today: Kathy Miller, from Philadelphia NOW, raise your hand. Phoebe Schillenberg, from Wages For Housework Campaign. Sue Fritsche and David Cohen, from the Women's Law Project. Cheryl Rose from Women's Way. Babette Josephs, our State Representative. I hope I didn't forget anybody. All over the country today, events like this are taking place in city halls, union halls, community centers, on street corners, and in state legislatures, under the auspices of the National Committee on Pay Equity and the Working Women's Department of the AFL-CIO. They are happening in order to bring attention to and promote remedies for the persistent wage gap between men and women workers. If you notice, we're all wearing buttons. The buttons signify the amount of the pay gap. The 27 cents represents the gap for white women, 37 cents for African-American, and 47 cents differential between Latino women and all men. Critics of our movement point out that women spend less time in the workforce due to childbearing and child-rearing responsibilities, and they attribute the wage gap to this experience differential. And, of course, it's true that some of that gap can be explained by differences in education and experience. VISITOR RECOGNITION/PRESENTATIONS But even when those factors are controlled for, study after study year after year shows that a significant portion of the wage gap cannot be explained by any or all of these factors. It is attributable solely to discrimination. In other words, certain jobs just pay less because they are held by women, and even less when they are held disproportionately by women of color. The current equal-pay laws are poorly enforced, cases are very difficult to win, and they only cover gender differences in pay for identical jobs. We need stronger legislation that will ease the burden of filing claims and will clarify the need and the right to pay equity. We need the Fair Pay Act, House Resolution 1312, which is pending -- frankly languishing -- in the Pennsylvania legislature, and that would require that wages be determined by the skills, effort, responsibility, and working conditions of the job -- not by gender or race of the person who holds that job. Therefore, we're asking members of Council today to sign on to the letter that VISITOR RECOGNITION/PRESENTATIONS Councilwoman Reynolds Brown is circulating, calling on the Pennsylvania House Labor Relations Committee to hold hearings on this bill and to pass it out of committee with a favorable recommendation. Legislation like this has been introduced in many states in the past year. Wouldn't it be nice if Pennsylvania became a leader and not a bystander in this just cause. Also, since gender discrimination is a worldwide injustice, we're asking that you sign the petitions that were placed on your desks this morning and that are addressed to our federal government calling on the administration to support pay equity in international treaties and conventions. The disparities women suffer here on our country pale in comparison to the suffering of third-world women, and it is a national disgrace that one administration after another stands up and calls for pay equity in our country but has refused to make that call internationally. While we very much appreciate the attention you're giving this issue this morning, we'd like to look forward to the day when we no longer need to mark Equal Pay Day. We ask, VISITOR RECOGNITION/PRESENTATIONS therefore, that you take these next few steps toward eradicating the injustice of unequal pay. The working women of Philadelphia across the U.S. and around the world deserve no less. Thank you very much. (Applause.)

Thank you. Whereas the Council of the City of Philadelphia is pleased to join all of the citizens of this city in tribute to Miss Lisa Cromwell, whose quick action saved a child from a molester and resulted in his capture; and Whereas, November 15, 1999 started out like any other Monday for Miss Cromwell, but by 5:15 in the evening, Lisa knew something was amiss. Her friend's daughter, Wydia Bronson, just 6 years old, was being lured into a man's car at 42nd and Reno Streets in Mantua. And I also note that this is the same neighborhood that we introduced legislation about last year with all the abandoned homes and the drug areas in that area. VISITOR RECOGNITION/PRESENTATIONS Whereas, Lisa saw the little girl shaking her head "no," literally ran to the car and grabbed Wydia and got her safely home to her mom, Eleanor Bracy. When the man made a U-turn in the street and drove by the house, the two women got his license plate number, gave it to the police, and the suspect was arrested on November 18, 1999; and. . .
Whereas, it is clear that without Miss Cromwell's quick action, her concern for the welfare of a young girl, her composure in securing the suspect's license number, and her total disregard for her own safety, Wydia Bronson could have been in very serious trouble. Further, untold numbers of other children might have been at the mercy of the molester. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby honor and commend Miss Lisa Cromwell. We thank her for her act of unselfish courage and extend to her the admiration, deep respect, and sincere gratitude of the citizens throughout the City. Resolved further that an engrossed copy VISITOR RECOGNITION/PRESENTATIONS of this resolution be presented to Miss Lisa Cromwell as evidence of the sincere sentiments of this legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 3rd day of February, 2000, signed by Anna C. A resolution calling upon the Law and Government Committee to hold hearings on the question of public financing of new stadiums.
Thank you, Madam President. I'd like to speak on the resolution. Councilman Cohen and I have been discussing a conversation we had earlier this morning about my offering an amendment to the resolution. The issue of stadiums, as we all know, is a very big issue for this city. Probably -- from what I'm told, it's probably the largest public investment that the City will have made in probably the last 100 years or so. INTRODUCTION OF BILLS, RESOLUTIONS And understanding that one of the sites that has been recommended is in my district, and obviously one in our district, and the impact and significance of the stadium and the public contribution that will have to be made, assuming we go forward with the stadium, will involve every member of Council in some way, shape, or form. I would offer a friendly amendment to the resolution: that the resolution be referred to the Committee of the Whole. (Duly seconded.)

I don't know what the purpose of the amendment is. I would like to oppose the amendment. The matter of the stadiums is going to come up finally before the whole Council before the Committee of the Whole.
Just a moment, Councilman. We can't hear the Councilman. (Councilman's microphone is adjusted.)
Every question about the stadium is going to come up before City Council at some point. Before it comes before us for a final vote, it will have a full total hearing before the Committee of the Whole. The debates between Councilmembers on the stadium issue will be very lengthy and will be very broad. What this resolution seeks to do is to give the people of Philadelphia an opportunity to be heard. They have been heard through the courtesy of the Mayor's transition teams with respect to site. They may have not had very much influence but, in any event, the citizens had an opportunity to be heard. This resolution asks that the people of Philadelphia be able to be INTRODUCTION OF BILLS, RESOLUTIONS heard on the question of finances. When a matter goes before a committee, it often requires very extensive preparation. It seems to me that this study of the finances requires a great deal of study. It may require expert testimony. Certainly, it requires the full participation of all of the people of Philadelphia. I don't understand how the Committee of the Whole is going to, at this very preliminary stage, months before final decisions are to be made, I don't know how the Committee of the Whole is going to be capable of spending all of the time necessary whenever a committee fully prepares for a hearing. And that's the reason I oppose this amendment. I think there's got to be very extensive study. I think we've got to learn what it means when we talk about economic returns from an investment by the City. We've got to understand what is an investment by the City. It seems to me there has to be extensive debate on the question of public financing. The people on this issue have not been heard. Tonight, perhaps, INTRODUCTION OF BILLS, RESOLUTIONS at the Trinity Church downtown, at 22nd and Spruce, I believe it is, there is the beginning of a kind of public debate, when Councilman Nutter, City Controller Jonathon Saidel, and a third participant will be in a panel talking about public financing. That's a debate long overdue. We toss around money as if it means nothing. We talk about stadiums -- let's invest a billion dollars, there will be good economic returns, says the Mayor. We've got to know what that means. Where does that money come from? That's the reason I think it needs extensive work, and I believe it needs the kind of work that our committees can do. For example, take the newsstand bill. Councilman DiCicco has been working for months on the newsstand bill, maybe for a year or two. You need that kind of intensive work. And I submit, the Chair of the Committee of the Whole, who is the President of City Council has many, many duties that need her attention. She does it beautifully, and I don't see how she can afford to be tied down in the way INTRODUCTION OF BILLS, RESOLUTIONS committee chairmen are whenever they go intensively into a subject. The Committee of the Whole is not being excluded. In conformity with the general practice of City Council, the Committee of Law and Government has always invited every Councilmember who is interested at all in any subject matter before it, and this is common practice in City Council. We invite every Councilmember who's not a committee member to sit as a member of the committee and to participate fully in the preparation and in the discussions of the hearing. For this reason, I think that the Committee of the Whole is not at this time the appropriate committee to conduct that kind of an investigation and study. The Committee of the Whole will be involved in every phase, as I mentioned earlier, at a much more appropriate and a much later point in time. Thank you, Madam President.

Thank you, Madam President. I just have a brief comment. I agree 100 percent with the comments that were made by my colleague Councilmember Cohen. And when he speaks to the -- that the citizens of this city need to be heard, I think their voices are heard through us. There will be a meeting at someplace he referred to, at 22nd I'm not sure what street tonight. I won't be there tonight and I don't know how many other members of Council will be there, but each of us in our respective Councilmatic districts and for the Councilmembersat-large from time to time will be at public meetings for a number of other issues, and I know that the stadium issue will come up. So I think that the Chair is very capable of conducting the hearings, as we did with domestic partners and as we did with the sidewalk behavior bill. I respect Councilman Cohen. I know he's a very hard worker, especially if it's an issue that he hasn't implemented on his own. He's going to spend a lot of time on this matter, and I will welcome that opportunity to work along with INTRODUCTION OF BILLS, RESOLUTIONS him, but just feel in my heart that the Committee of the Whole should be involved in this process every step of the way. Whether it's financing, whether it's site, what have you, we all need to be part of this process. It's just too big of an issue for us all not to be included in from day one. I would have to respectfully disagree with my esteemed colleague Councilman Cohen and agree with Councilman DiCicco, 'cause I'm a member of both of these committees -- Law and Government and the Whole, and I think the President is very capable of running the kind of meetings and the kind of hearings that we need at this point. But at this point -- we're getting in May now -- it's a scheduling question in my world. It becomes scheduling and it's easier to get the Committee of the Whole hearings than all of these individual subcommittee hearings or, you know, INTRODUCTION OF BILLS, RESOLUTIONS individual committees. So I would have to ask for the previous question on this amendment, Madam President.

It is not my desire whatever to prevent any member of this Council from participating fully. I would welcome it fully, and if the Council decides at this moment to undertake the question of public financing, I will welcome it. But I am going to be asking -- I will accept this amendment in the terms that Councilman DiCicco presents it, as a friendly amendment, but I will be very insistent that there be the kind of full and open and total study of the issue of public financing so that all of the citizens of Philadelphia not only have an opportunity to be heard but also have an opportunity to understand every aspect of it. And if the City Council is INTRODUCTION OF BILLS, RESOLUTIONS prepared at this time to undertake that kind of a serious study, I am all for that notion. I did not think Council was prepared at this time to undertake that kind of a study, but upon the statement of Councilman DiCicco that he believes every Councilman wants to be part of it from the very beginning, I am delighted for that and will accept that amendment.

As a former City Commissioner of Elections and a person who is concerned about the rights of individuals, I'm introducing this resolution this morning for the repeal of the state laws that deny the vote to citizens who are all ex-offenders and who have served their sentences. In Pennsylvania, an ex-offender may not vote for five years after being released. There is a draft of the bill to reverse this law in Harrisburg, and I would ask and thank my Council colleagues for their support and want INTRODUCTION OF BILLS, RESOLUTIONS them to go on record as supporting the repeal of Pennsylvania laws denying the vote to ex-offenders who have been convicted of a felony. Nearly 13 percent of all African-Americans are deprived of their vote right now. So I ask my colleagues to vote for this bill and thank them for their support. Thank you.

Madam Chair, if anything made a reason for this bill so clear to us here in City Council and on the committee when we held the hearings, it was the sale of the Lafayette Building, at Fifth and Chestnut. On the day that that building was transferred to new owners, a Mr. Jim Fenmore (ph.), who had worked in that building for over 15 years, was told, "You have one hour to get your belongs and get out." That's all. All of the individuals on the janitorial staff were told that message. Now, we're not asking anyone who begins SECOND READING - BILL 000108 and becomes a new contractor to maintain the workforce or to hire those individuals. What we're saying is that they just be fair, that they give a transition period of 90 days. That's all. We want to prevent the Jim Fenmores and those individuals at Lafayette from ever happening again in the City of Philadelphia. Workers have dignity, workers have their self-respect they. They contribute to the City, they live in the City. They're the lowestpaid but they should not be treated in that ugly manner. And that's why this bill is necessary. Thank you.

Okay. I also SPEECHES wanted to just make some comments on the issue of the D.A. taking the -- going to the high court in regards to the Donta Dawson and Griffin cases. Last month, the Honorable Gwen Bright ordered the District Attorney to prosecute former Philadelphia Police Officer Christie Pasquale on charges of the third-degree murder of Donta Dawson. The District Attorney decided not to arrest former Officer DePasquale, despite the fact of this open murder charge against him. This decision not to rearrest has had an enormous negatively impact on the public perception of police activity and violence in the City. I don't believe the D.A. should be allowed to pick and choose which court order she wishes to obey. Her office has an obligation to the people in this city to rearrest this man against whom the court found committing this third-degree murder. She is free to pursue appeal, but the justice system must be allowed to continue to arrest individuals who fire guns at private citizens. In order to pursue justice, it is respectfully requested that the District Attorney follow the court order, rearrest Christie Pasquale SPEECHES on these very appropriate third-degree murder charges. I am one of the collective officials that filed a private criminal complaint. And I know that there is a issue too of whether we have standing or whether we don't, and that will be decided in the courts. But in reading the article about the involvement of Richard Sprague, I thought it was important that I make these comments this morning. Thank you.

Thank you, Madam President. I'd also like to speak on the issue. First, I'd like to make it very clear that the headline states that the lawyer will represent the City of Philadelphia. What I want to make clear is that he will represent District Attorney's office. This Council and the City is represented by the City Solicitor's Office, and it's not the City that's asking for this appeal. I also would like to say that this is ultimately another attack by the District Attorney SPEECHES on our judiciary and judicial independence. Her activities are confrontational and excessive, and her willingness to follow a judicial ruling to bring charges is unconscionable. On a similar note, in a article this morning, there's the zeal of the District Attorney to rearrest defendants whose cases have been dismissed. Proceeding without judicial approval, the District Attorney is becoming a law unto herself. She should bring a case that can survive the dismissal of court. Under the new law, she has the right to go back and rearrest someone if she doesn't like what happens when the courts rule, and she can't have it both ways -- that's double jeopardy. So I call to your attention the incongruity of the D.A.'s position. One, she won't bring charges when the judges instruct her to do so; and, two, she will bring charges and rearrest where the judges have dismissed cases against individuals. And I think she needs to stop trying to be a judge and be a D.A. -- or go back to being a judge. Thank you, Madam President. SPEECHES (Applause.)
Thank you, Madam Chair. As the mother of a four-year-old, I can only imagine the anguish -
I think you deserve better respect than you were getting. Could we please have silence. Thank you. Councilwoman?
I want to speak briefly on an issue that I care very much about -again relating to children. As the mother of a 4-year-old, I can only imagine the anguish that parents endure when their son or daughter has been struck by guns. And I'm sure I'm among many of this body here who is always deeply saddened when we read the horror stories in the papers. The fact of the matter is that here in Philadelphia, SPEECHES the murder rate for young people -- murder by guns -- is five times higher than that in the United States. And then the downside, the continuing downside of this saga is, I learned in my first 100 days -- namely through Councilman Angel Ortiz -- that there's little or nothing this body can do in terms of raising our pens to craft legislation around common-sense gun laws, but we can raise our voices. And so I'm inviting all members of Council to join me and other members of Council within a pep rally at 12 o'clock today on City Hall's courtyard, where we get one opportunity to raise our voices and encourage those who will actively participate in the Million Mom March this Sunday, on Mother's Day. That's the invitation.

I concur with the Councilwoman on that issue. Madam Chair, on Friday, I got arrested for -SPEECHES (Laughter.)
-- for obstructing the highway -- for a good cause. The Navy had invaded the Island of Vieques once again and removed over 200 individuals who are on the beaches trying to protect those beaches from the bombs that the Navy has been habitually throwing on that island for over 60 years. Across the United States, Puerto Ricans and other individuals, in solidarity with the Puerto Rican community, joined in protest across the nation. Here in Philadelphia, over 300 individuals protested in front of the Naval Recruiting Office at Broad and Cherry, stopping traffic for over 2 hours, and 15 of us getting arrested. My son asked me, Why did you get arrested for? And I told my son that there are certain times when civil disobedience is the right thing to do, and it's the time in which you're trying to make a point and bring forward a principle. I think the individuals who protested on Friday did it in a very honorable way and a SPEECHES very good way. The individuals who arrested us from the Civil Affairs Division, the men and women who did that, were all incredible individuals. But they do deserve better. The wagons that they took us in are antiquated and hot and really very rough treatment -- not by them, but by just being in that wagon. They handcuffed us in a very nice manner, but once down at the precinct, it takes a long time because they don't have equipment. They brought out these typewriters that were incredibly antiquated. I would imagine that if they go on Channel 12 Antique Road Show, they might be able to sell those typewriters and that other equipment for some value. (Laughter.)
They then took snapshots of us with a Polaroid that must have come from the time they invented the Polaroid camera. (Laughter.)
The film, I don't think, for that camera is still being made. I think they just had the last two rolls and they did that with us. SPEECHES But they did behave. They treated us very well, and they let us keep our cell phones. So I think that was very nice. (Laughter.)
I also want to thank my colleague Michael Nutter for offering -- since we were arrested right at the Ninth Precinct, next to Fresh Fields, my colleague called me on my cell phone and offered to go to Fresh Fields and bring the 15 of us some food so that we could be sustained during our travail. (Laughter.)
So I thank my colleague for being in solidarity with us and trying to be helpful. But I also thank the people in Civil Affairs for a great job at the demonstration. Thank you.
