Good morning, everyone. We've established a quorum. The Council will come to order. To give our invocation this morning, the Chair recognizes Rabbi Eli Freedman of Rodeph Shalom. Thank you, Council President Clarke, the rest of City Council. Thank you so much. Thank you to Councilman Green for inviting me this morning. Rabbi Leo Baeck, who is the Chief Rabbi of Germany at the time of the Holocaust, once wrote that the blessing of being in the minority is that minority is always compelled to think. This morning I represent not only Congregation Rodeph Shalom, but also power, Philadelphians organized to witness, empower and rebuild a community group, multi-faith group, here in the City with over 40 congregations that truly crosses all socioeconomic, geographic, racial and religious lines. Power truly represents minority on so many levels. Each of us is a minority. Over the past two years, we've been conducting one-on-one interviews and research and hearing the pain from the citizens of Philadelphia and hearing how many of us feel the minority in different ways. Specifically, however, we've been lifting up the voices of those in poverty and those who face economic hardship. We are currently working on a platform around economic justice in the City, specifically looking at the upcoming Airport campaign, and we've been holding a series of economic forums, hoping to get support from City Council and other members of our community around instituting local hire bills as well as living wage bills for those most affected in our city. thank Councilmembers Jones and Johnson who attended a recent economic justice forum, and encourage all the rest of the Council to come to our upcoming forums, which you've all been invited to. In Judaism we have a term called tikkun olam. Tikkun olam literally means repair of the world, and it's the idea that we cannot ask God to repair the world, because God created the world incomplete and has really asked humanity to partner with God in that repair of the world. And, therefore, this morning, the blessing that I would like to offer you first traditionally in Hebrew and then in English is a blessing thanking God for giving us this opportunity to do these works of justice of tikkun olam. Blessed are you, eternal, our God, ruler of the universe, who has given us the opportunity to engage in deeds of social justice and repair of this world. Amen. (Amen.)

I think we only have around two or three more sessions before we take a short break, so I want you to really enjoy what you see here today, and we promise, as always, to be on our best behavior and to ensure that your tax dollars are well spent. So, again, thank you for being here today. At this time, the Chair recognizes Councilman Oh, who will present a resolution recognizing Sharon Pinkenson. Would Ms. Pinkenson and those accompanying her please come to the podium. And we also have Councilman Goode joining us and Councilman Johnson and Councilman Squilla and Councilwoman Brown and Councilman Henon.
Thank you very much. Well, I'm very delighted to take this time with all these issues and difficulties we face for something positive, and, that is, to recognize a very deservedly so Sharon Pinkenson, whose name has become synonymous with film, filmmaking and the creative economy here in Philadelphia. This is celebrating her 20 years as the Executive Director of the Greater Philadelphia Film Office. And just before she began in the year 1991, Philadelphia did about $2.1 million in films and television commercials. The year she was appointed, our city did $22 million that year, and benchmarking 2009, our city in around Philadelphia, we did $270 million, with the state doing $500 million, with an estimated 2,000 jobs that were created during that year. And this year, I later notice that we are coming behind people like M. Knight Shyamalan, Will Smith, Governor Corbett, Kim Delaney and Senator Vincent Hughes that's celebrated her and recognized her 20 years earlier in March. And so we would like to very much recognize and honor and celebrate Sharon Pinkenson on the occasion of her 20th Anniversary as Executive Director of the Greater Philadelphia Film Office.
Whereas, in 1992, Sharon Pinkenson became the Executive Director of the Greater Philadelphia Film Office, where she markets Philadelphia and its surrounding area to the film, video, and television industry; coordinates day-to-day production and location details; ensures the hiring of local cast and crew while directing local goods and services to productions; develops financial incentives; enhances the region's reputation internationally; publishes the "Greater Philadelphia Film and Video Guide"; produces the popular website www.film.org; and advocates for the growth of Philadelphia's indigenous film community through the Greater Philadelphia Filmmakers Program; and
Whereas, Sharon Pinkenson's efforts have been extremely successful, resulting in thousands of new jobs and bringing over 3.5 billion dollars of economic impact to the Philadelphia area during the past 20 years; and
Whereas, highlights of Sharon Pinkenson's career have included the film "Philadelphia," "12 Monkeys," "Beloved," "The Sixth Sense," "The Village," "The Happening," "The Age of Innocence," "Fallen," "Se7en," "Signs," "Invincible," "Rocky Balboa," "Live Free Or Die," "Independence Day," "Shooter," "Transformer: Revenge of the Fallen," "Marley and Me," "The Last Airbender," "Law Abiding Citizen," and "The Lovely Bones," as well as the television series "Cold Case," "Fringe," "American Idol" "Hack," and "It's Always Sunny in Philadelphia"; and
Whereas, it is my absolute pleasure to recognize the fact that Sharon Pinkenson is a Girl's High girl and Temple University graduate. Sharon Pinkenson is our celebrity who has herself brought a bit of Hollywood to Philadelphia through her iconic presence in our city; is nicknamed "Pinky"; and is easily recognizable by her ebullient and I would say effervescent personality and trademark mane of blond curls; serves on numerous cultural boards and commissions around the City and the region; and was identified by Philadelphia Magazine as one of the "50 Most Powerful Philadelphians"; and
Whereas, our city is forever, forever indebted to remarkable leadership of the Greater Philadelphia Film Office, creating one of the most well-respected film commissions in the industry, and establishing Philadelphia's reputation as one of the best media production centers in the country;
Now therefore be it resolved, by the Council of the City of Philadelphia, that it hereby recognizes, honors and celebrates Sharon Pinkenson on the occasion of her 20th Anniversary as Executive Director of the Greater Philadelphia Film Office. Further resolved, that an engrossed copy of this resolution be presented to Sharon Pinkenson further evidencing the sincere admiration and gratitude of this legislative body. (Applause.)

Thank you, President, and thank you to Councilman Oh and all of the Councilpeople. It takes so many of them to read my history. It's been a wonderful 20 years. I'm here to say I am not retiring. (Applause.)
Thank you, Councilman Kenney. And we have a lot more to do in this -- at the end of this calendar year. I hope to be able to tell you that our economic impact to the Philadelphia region has reached $4 billion. It's going to be -- if you're excited about all the traffic that we've been creating recently, get ready, because we're going to do a lot more. It's going to be a very busy summer and fall season. We're working very closely with the Commonwealth, both the House and the Senate, and the Governor's Office to yet improving our incentive program. What we're all about is creating jobs. We are office, and we get really happy when we also make art. So we are very -- we love our business. I have behind me here my incredible bevy of wonderful, brilliant women who work with me all the time. Not everybody could be here today. There are some people actually minding the store. But I do want to thank you for this great honor. I could not do it without the help of this wonderful body of Councilpeople, who make sure that when we're filming in your neighborhoods, that we get this tremendous support of the City of Philadelphia. And I want to thank you all very much for this honor, and I'll be back in ten years. Thanks. (Applause.)

That's much better. Today I am privileged and honored to -- first and foremost, proud to be a member of Prince Hall Masons, specifically Sheba Lodge No. 7. A lot of you may drive up and down Broad Street Park and may see a group of young men outside doing town watch. Sometimes when we host charitable events and service events in the community, you may see a group of young men with bow ties and suits on. It's a fraternal organization that focuses on nothing other than serving and helping those most in need. And so I am truly privileged and sincerely humbled today to offer this citation with my brother, Councilman Curtis Jones, to Sheba Lodge No. 7 and, more importantly, as I traveled this road with one of my members, Worshipful Master Charles Colbert, I'm proud to see that we came in our lives together and he have risen to the highest rank within our lives that you can attain, which is Worshipful Master. So I'm proud to continue this travel -- I'm proud to travel on this journey with you and I'm happy that you're here today. And the citation reads: The of Philadelphia is pleased and proud to honor and recognize the Sheba Lodge No. 7 Free and Accepted Masons of Pennsylvania for their loyal and dedicated service to the community. Whereas, the Sheba Lodge No. 7 Free and Accepted Masons originated in 1830 in Pennsylvania, and since its inception, Sheba Lodge has strived to uphold the goals, aspirations and achievements of the Most Worshipful Prince Hall Grand Lodge of Pennsylvania;
Whereas, through the years, the Lodge has continued to preserve through war, economic strife and the struggle of civil rights, while endeavoring to enhance the community at large; Whereas, the Lodge participates in numerous initiatives to exact the basic concepts of free masonry through its support of the United Negroes College Fund, the NAACP, the Philadelphia Urban League and the Philadelphia Fellowship in the Philadelphia area; and
Whereas, the Lodge maintains a charity fund for its widows, orphans and needy brothers, as well as members of the community at large. Furthermore, the Lodge has rallied support and extended an open hand of brotherly love for families who have endured fires, deaths and economic hardships. Therefore, by virtue of this citation, the Council of the City of Philadelphia does hereby honor and recognize the Sheba Lodge No. 7 of Free and Accepted Masons of Pennsylvania for their loyal and dedicated service to the community. With appreciation for all they do, we extend the sincere respect and admiration of this legislative body. At this time, the Chair recognizes Councilman Henon, who will present a resolution recognizing the 10th Anniversary of the Gary Papa Father's Day Prostate Run. Would Ms. Shelley Schwartz and those accompanying her please join the Councilman at the podium. We also have Councilman Greenlee and Councilwoman Blackwell joining the Councilman, and I believe Councilman Johnson is also coming up.
Before I start recognizing the resolution, a little point of personal privilege on my behalf. It's an honor to present this 10th Anniversary of the Prostate Run, which is now the Gary Papa Run here in Philadelphia, which has grown exponentially by the thousands every personal note, one in every six men are diagnosed with prostate cancer at one stage of their life, usually much, much later in their life. Me? I got mine a little early. I'm one of those six. So it's a privilege for me personally to have had a life change and not only just experience in the fight with prostate cancer but to have the support of a lot of people, family and friends, and having a foundation and an organization and the best hospitals in the world here in the City of Philadelphia at our disposal and at our use at a moment's notice. It's a privilege here today, on a personal note. Today, in addition, we're also trying to raise awareness for the run. I handed out -- everybody should have a blue band. If not, I have them in a basket on my desk here. Take it. It raises awareness. It let's everybody know, hey, what's that band for? I'll for. It's for you to go get some blood work. That's what it's for and to get yourself checked out, because early detection can save lives. Recognizing and honoring the 10th Anniversary of the Gary Papa Father's Day Prostate Run. Whereas, each year nearly 200,000 American men will be diagnosed with prostate cancer and an estimated of 27,000 will die from the disease; Whereas, prostate cancer tends to develop in men over 50 and becomes more common with advancing age. Although it is one of the most prevalent types of cancer in men, many never have symptoms, undergo no therapy and eventually die from other causes. Many men never know they have prostate cancer; and
Whereas, in 2005, Gary Papa became the spokesperson for the run and tirelessly worked to establish and promote the Father's Day, quote, "Run 4 Your Life," quote, all the while waging his own courageous battle with prostate cancer; and Whereas, although Gary lost his battle in 2009, the Board of the Foundation for Breast and Prostate Cancer and Prostate Health continues to cherish and honor his memory by renaming the race after him so that his dedication to the cause may never be forgotten; and
Whereas, Prostate Health International hosts the annual Gary Papa's Father's Day Prostate Run to increase awareness and raise funds for the research, prevention and education of prostate cancer and free prostate screenings for men in the Delaware Valley; and Whereas, in addition to PHI, the 10th Annual Gary Papa's Father Day Run will be presented by 6ABC, WPVI-TV and the International Brotherhood of Electrical Workers Local 98;
And whereas, the Co-Chairpersons of this year's event are Jamie Apody, Action News Sports Anchor, and John J. Thank you, Councilman Henon. This is an incredible, incredible honor. I am so proud to be standing before you. I'm so proud to be in front of all these people. It does take a village. And I want to acknowledge all the participants, our friends, our sponsors and all the thousands of people who have helped us spread word about prostate awareness and education to the Delaware Valley. Thank you all for having us. Councilman Henon, thank you so much for everything you're doing to raise awareness to this horrible disease. We're so honored to be here today on behalf of Gary and the run. And I'll tell you that Jim Gardner told me something very eloquent to say here today, and I forgot it all. So I'm going to wing it here. We miss Gary every single day at Channel 6. It's quite obvious in everything that we do that he's missing and his spirit and his energy, and we try to carry that on with each and every on. But Gary gave us one ever-lasting gift in that he passed away two days before Father's Day and before the run in 2009, and that run that year became the ultimate tribute to him and has grown exponentially, to the point now where in Philadelphia, Father's Day is synonymous with the Gary Papa Run and fighting prostate cancer. And I know he'd hate all this recognition and he'd be embarrassed by it all, but what he would want everyone to know is that it isn't about him, it's not about Gary Papa, it's about screening for every man. It's about early detection, because early detection saves lives, and I think we're spreading his mission that way through success of this run. I'd like to invite everyone in this room, please join us on Father's Day, June 17th, Sunday morning out at the Art Museum. We'd love to have you, and you'll see what a wonderful race this has become and all the teamwork and all the And thank you so much for having us. I just want to start by saying thank you so much to our young people who have sat so patiently. If anyone has a young person, then they know how difficult this must have been for them to sit so patiently paying attention. And so can we just give them a round of applause, because they just did such an extraordinary job this morning. (Applause.)
We wanted to offer a citation to Ms. Willner and her third grade class in Room 210 at the Joseph Pennell Elementary School located in the 8th District. They have done some extraordinary work in terms of reaching out and having involvement with random acts of kindness. After we had an unfortunate situation here in Philadelphia, we all know recently we lost two firefighters, and it was after that loss we say, Well, what do we do next? What happens after? And for these young people, what happened after was raising money and reaching out to the families and reaching out to the local ladder company in their neighborhood. So we just wanted to recognize encourage them to continue to do acts like this in the future. So what we want to do is present a citation, which I'm going to start out reading, and it says: The City Council of the City of Philadelphia is pleased and proud to honor Ms. Willner's third grade class, Room 210, at Joseph Pennell Elementary School for the care and concern they displayed to the families of the Ladder 10 firefighters who lost their lives fighting a fire in an abandoned warehouse. Whereas, Mrs. Judy Willner, who teaches third grade at the Joseph Pennell Elementary School located at 1800 Nedro Avenue in Philadelphia, and who works alongside Principal Jason Harris, took the time to teach her class about random acts of kindness to others and urged the children to put this theory into action; and
Whereas, Mrs. Judy Willner's positive message and teaching, along with Principal Harris' support and urging teachers to think outside the box, the students sought to engage in an unselfish act of thoughtfulness and compassion by honoring the memories of Philadelphia Fire Lieutenant Robert P. Neary and Firefighter Daniel Sweeney;
Whereas, the students came up with the idea for a yard sale whereupon they collected items donated from family and friends. The yard sale became an opportunity for the children to learn about the world of employment. The students had to apply for various jobs such as salesperson, security officers and department managers via job application. The students learned about advertising, profits, inventory, sales and customer service. They made signs for the entire school and set up shop. The store ran throughout the day on April 20th, 2012, and Room 210 $881; and (Applause.)
Whereas, on April 27th, 2012, Fire Captain Stanley McMullen of Engine 51 visited the Joseph Pennell Elementary School and spoke to Mrs. Willner's class about fire safety and becoming a firefighter; and Whereas, at the conclusion of Captain McMullen's presentation, Mrs. Willner and her third grade class presented a notebook filled with handwritten condolence letters and a $500 donation for the families of Lieutenant Neary and Firefighter Sweeney, a sum the children collected on their own;
Whereas, Room 210 consists of: Adene Baldwin, Hanif Basley, Khalis Blake, Dwayne Brown, Renaldo Brown, Troy Brown, Renee Davis, Khabir Donovan, Zaire Gladden, Asiah Glover, Jaylynn Grasty, Najae Green, Cyanni Hammond, Shamira Key, Sean King, Dymonds McKnight, Nafi Mink, Drean Palmer, Jaylen Rawlings, Rahiem Salmons, Jilani Schenck and Nathan Smith. Therefore, by virtue of this citation, the Council of the City of Philadelphia hereby honors and commends Mrs. Willner's third grade class at the Pennell Elementary School for the care, concern and random act of kindness they displayed to the families of the Ladder 10 firefighters who lost their lives fighting a fire in an abandoned warehouse. We extend to all the sincere respect and admiration of this legislative body. Congratulations. (Standing ovation.)
Thank you all so much. Guys, do you know that this is for you? Do you get that? You get it, right? Okay. thank Councilwoman Bass. Thank you so much, Council President, for bringing us down and giving my kids this opportunity of a lifetime that hopefully will stay with them forever. And to follow the Rabbi's opening words, he talked about tikkun olam, repairing the world. I taught my kids another Jewish word called mitzvots, helping others, always doing good deeds. In 2010, we spend as much time learning about reading and writing and math as we do about being wonderful, wonderful, caring human beings. (Applause.)
