Members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Brother Kip Ledger from St. John's Hospice. BROTHER LEDGER: Almighty and Eternal God, as this Council of our great city, Philadelphia, the City of Sisterly and Brotherly Love, gathers in its final deliberation of the year 2009, bestow your grace and blessings upon them. that all are able to see without a doubt the love and deep concern they have for this city and for their true diverse family of Philadelphians who live here, especially the poor and the homeless, whom you love so much. Omnipotent God, help us to end the war in our streets, especially the chemical warfare, those chemicals that destroy the lives and families of our beautiful city. Help protect the law officials, those brave women and men who put their lives on the line every day to protect us. Help us to calm the racial tensions that have crept into our city boundaries. Bless this Council, Heavenly God, that they may develop laws that are fair and just in our contemporary society, laws that will help our city develop in this upcoming decade in which this great City of Philadelphia, the city which gave birth to a great nation, a still pledges its allegiance under you, God of all people's, God above our nation, that as our city was the impetus of freedom and example for the rest of the nation to follow, allow us again in this next decade to be the impetus and example of your love, of your peace, of your justice and of your freedom on which this country was founded. Let us have a moment of silence for the officers and men and women and children who died in our streets this past year, those whose names were known, those whose names were unknown. On behalf of all members of City Council, I welcome you to our Council session. We appreciate your taking the time to join to the legislative affairs of our city. We certainly invite you to come again. The Chair now recognizes Councilwoman Brown, who will present a resolution congratulating Harrisburg Mayor-Elect, Linda Thompson, and also York Mayor-Elect, Kim Bracey. Will Mayor-Elect Thompson and those accompanying her please join the Councilwoman at the podium. I see that Councilwoman Brown is being accompanied by Councilman Jones and Councilwoman Tasco.

Thank you, Madam President. For those of us who knew State Representative David Richardson, standing before us is one of his former mentors who went to serve on his staff and now has elevated and earned her way to represent the City of Harrisburg. This morning we will be congratulating Harrisburg Mayor-Elect historic election as the first African American Mayor of Harrisburg.

In the recent election of Barack Obama, we heard glass ceilings breaking, but in small municipalities like Harrisburg, glass window panes are breaking every day, and today we honor one of those breakings and one of those window panes cracking. Resolution congratulating Harrisburg Mayor-Elect Linda Thompson and York Mayor-Elect Kim Bracey on their historic elections as the first African American mayors in those cities.

Whereas, on Tuesday, November 4th, 2009, Pennsylvania became a more diverse Commonwealth with the election of two African American women as mayors of the cities of Harrisburg and York; and

Whereas, the Honorable Linda Thompson, a Harrisburg native, who has been serving Harrisburg City Council, will become the first new mayor in 27 years as well as the first female mayor in Harrisburg's history; and Whereas, Kim Bracey brings a wealth of public service to her new position as the Mayor of York, including serving as that city's Director of Community Development as well as being an Air Force veteran; and

Whereas, in addition to her experience as an elected City Councilwoman, a very fiery City Councilwoman, Linda Thompson will bring considerable government experience to her new position as Harrisburg's Chief Executive, including work with the United States Department of Justice and Philadelphia State Representative Frank T. Oliver and the late David P. Richardson; and

Whereas, by breaking gender and racial barriers, these elections represent important steps highest ideals of equality and will serve as an inspiration to the many women and minorities throughout our Commonwealth.

Be it resolved by the Council of the City of Philadelphia, that it hereby congratulates Linda Thompson of Harrisburg and Kim Bracey of York on their historic elections as the cities' first African American mayors. Further resolved, that an engrossed copy of this resolution be presented to Mayors-Elect Linda Thompson and Kim Bracey as evidence of our deep admiration, sincere sentiments of this legislative body. Let the glasses and the windows and the ceilings continue to break. (Applause.)

The Chair recognizes Mayor-Elect Thompson for remarks. MAYOR-ELECT THOMPSON: Good (Good morning.) MAYOR-ELECT THOMPSON: To God be the glory. I am honored to be in the present of this august body, bright men and women who just have a heart for the City of Philadelphia. I have traveled your streets and certainly enjoy when I do come, and I want to commend you on the way that you execute business and keep tourists coming to your city, like me. I won't be a stranger to your city when I become the mayor, and I am so honored and thankful for the men and women who I look up to on this City Council body as the great men and women who stand behind me. The Bible says that he gives you gifts and he makes room at the table for you and puts you before great men and women, and I can stand here today to say that I'm before great men and women. So I encourage you to move on, move upward people's will at your heart and keep God first in all that you do. Be honorable and you shall do great things for the City of Philadelphia. I know you have some challenges ahead of you. So do I in Harrisburg, and I will look to you as a way of getting through the tough days. But, again, let's stand together in unity, because people are important, more important than politics, policies and procedures. May God continue to bestow his power, anointing and blessings upon all of you. Thank you. (Applause.)

Council will be at ease. (Council at ease.) MAYOR-ELECT THOMPSON: To this great woman of honor who presides over this august body, it always takes a good President to lead. From one President to another, I present this commemorative know, Harrisburg came into existence in 1860, and we are going to be celebrating in 2010, which is such an historic moment, not only that I am the first African American woman and the first woman, I stand beside and stand on the shoulders of some of the greatest mayors that have come before me. And I give you this because I'm proud of it, because we'll be celebrating our sesquicentennial next year for 2010, and we have our commemorative calendar, and I brought each and every one of you Councilmembers a calendar, and I am the brightest spot on the calendar at the very last. So I'm expecting great things out of myself. Again, thank you very much for having me today. (Applause.)

Thank you, Madam President. This is a resolution congratulating Major General Wesley E. Craig for his immeasurable contributions and lifelong service to his country, community and the USO of Pennsylvania and Southern New Jersey. Whereas, Major General Wesley E. Craig was born on September 13th in Germantown, Pennsylvania and grew up in Cheltenham Township; and Whereas, in 1968, Major General Craig graduated from Temple University with a Bachelor's in Business Administration and was commissioned as a distinguished military graduate from Temple University's Army Reserve Officer Training Corps; and Whereas, Major General Craig served the Pennsylvania Army National Guard from January 1971 to 2006; and Whereas, during that time, Major Craig oversaw the selection, organization, mobilization, deployment and redeployment of over 6,000 soldiers to Iraq, Afghanistan, Kosovo, Kuwait and Saudi Arabia on multiple rotations; and Whereas, Major Craig was the Commanding General, 28th Infantry Division, Pennsylvania Army National Guard. He assumed this position in 2003 and commanded 14,000 soldiers located in 85 communities and three states; and Whereas, while under his command, the 56th Brigade was awarded the Governor's Meritorious Unit Citation for Excellence in training, strength management and emergency response to natural disasters; and Whereas, for his exemplary service in the United States Army National Guard, Major Craig was recognized with the following awards: Legion of Merit; Meritorious Service Medal with three oak leaf clusters; Army Commendation Medal with oak leaf cluster; Army Achievement Medal; Army Reserve Components Achievement Medal with eight oak leaf clusters; National Defense Service Medal with two bronze service stars; Global War on Terror Service Medal; Armed Forces Reserve Medal with gold hourglass; Army Service Ribbon and Army Reserve Components Overseas Training three; and Whereas, in his civilian role, Major General Craig worked for Strawbridge and Clothier Department Store in Philadelphia in various positions for 31 years before retiring in 2002; and Whereas, Major Craig presently serves as Vice-Chairman of the Board of Directors of the USO of Pennsylvania and Southern New Jersey, member of the Board of Directors of the US Army War College Alumni Association, State Chairman of Employer Support of Guard and Reserve, Vice-Chairman of the Union League of Philadelphia's Armed Services Committee, Chairman of the Combat Vehicle Task Force with the National Guard Association of the United States, and is involved in the Associate of US Army, 28th Infantry Division Association and Military Officers Association of America; and Whereas, twice, at the request of the Liberty USO Board of Directors, Major Craig has served as Interim leading spokesperson for the organization; and Whereas, appointed the liaison for the Liberty USO's unplanned and unexpected relocation from Terminal D to Terminal A, Major General Craig served a vital role in coordinating requirements and logistics to support the build-out of the new Liberty USO Service Center and served a vital role in its capital campaign to raise the funds necessary to complete the transition; and Whereas, Major Craig is a member of Christ's Lutheran Church in Oreland, Pennsylvania and serves on the Church Council as Chairman of the Property Committee and sings in the choir; and Whereas -- very talented. Whereas, along with his wife of 37 years, Marda, Major General Craig resides in Oreland, Pennsylvania. Major General Craig and Marda have a son, Matt, and a daughter, Joy, who is married to Now, therefore, be it resolved by the Council of the City of Philadelphia, that City Council does hereby congratulate Major General Wesley E.

Craig for his immeasurable contributions and lifelong service to his country, community and the USO of Pennsylvania and Southern New Jersey. Thank you and congratulations. )

The Chair recognizes Major General Craig for remarks. MAJOR GENERAL CRAIG: Well, I'm not normally at a loss for words, but I thank the Council, my friends at the USO that are here, Employer Support of the Guard and Reserve, and the veterans that I've served with in the military. You caught me completely by surprise. My family, thank you for coming, and I'll get you later for not telling me. But what drives my passion is had the privilege to serve with. Thirty-eight years in uniform, many times away from home, in dangerous places, these young men and women who are in the 28th Division, who I know so well, mean a heck of a lot to me. And so as I retired, it became natural that I would have joined Employer Support of the Guard and Reserve and the USO here in Philadelphia and Southern New Jersey, because they are the epitome, the best of what our country has to offer. We who may have been in uniform or may not have been in uniform reach out to those in uniform through these two fine organizations, and I am indeed humbled, as well as surprised, to receive this award from the City Council and this recognition, and I thank you all for your support of these two fine organizations. Thank you very much. (Applause.)

At this time, the Chair recognizes Councilman DiCicco, who will present a resolution honoring a dear friend and an outstanding public servant for many years, the Honorable Lynne Abraham. (Applause.)

Will Ms. Abraham and those accompanying her please join the Councilmembers at the podium. I would also ask that Judge Dembe, who will also be making a presentation, also join the District Attorney. I would request those who are leaving, please do so quietly. Thank you. The Chair recognizes Councilman DiCicco. COUNCILMAN DiCICCO: Thank you, Madam President. This morning I'm pleased and proud to be part of the resolution Honorable Lynne Abraham for her years of dedicated public service. Whereas, Lynne Abraham was elected in 1991 as Philadelphia's District Attorney. She was the first woman to serve as the City's top law enforcement official, and she successfully won reelection in 1993, 1997, 2001 and 2005. As District Attorney, Ms. Abraham oversees the largest district attorney's office in Pennsylvania, prosecuting approximately 75,000 cases every year. The office has a professional staff of 300 attorneys and 275 support staff. As District Attorney, Lynne has always been a strong voice for victims of crime and has worked to improve her office and the criminal justice system in our city and state through innovative programs and legislation to help crime victims and law enforcement; and

Whereas, combatted violent crime through aggressive and effective prosecutions of the most dangerous criminals and by reorganizing the District Attorney's Office for maximum effectiveness. She formed the Repeat Offender Unit to target the most dangerous serial felons and she created the FAST, Federal Alternative to State Trials, Unit to punish firearms offenders in the federal court system, where gun offenders receive stiffer sentences under federal guidelines. She also partnered with legislators and community groups to draft and implement the Blueprint for a Safer Philadelphia, a comprehensive response to violent crime; and

Whereas, Lynne created the Family Violence and Sexual Assault Unit to take advantage of the high level of specialization necessary to fight child abuse, sexual assault and domestic violence. Lynne's Latina Domestic Violence Project has with Women Organized Against Rape, Lutheran Settlement House and Women in Transition to deal with the unique challenges posed by intra-family violence in the Latina community. Lynne promotes collaboration with victim advocacy groups as a participant in Philadelphia's Domestic Violence Task Force, Sexual Assault Advisory Council and Law Enforcement Child Abuse Project. Lynne set aside a user-friendly waiting room in the Criminal Justice Center for victims and their families and included a child-friendly play room for children who are required to go to court; and

Whereas, by creating the Elder Justice Project, she made sure that our seniors get extra attention and assistance if they become victims of crimes. For children who are victims of or witnesses to crime, Lynne created Court School, which is an education program to help prepare task of testifying in the adult world of the criminal justice system. Lynne's Economic and Cyber Crime Unit tackles cases in which savvy criminals use technology to prey upon their victims; and Whereas, the Public Nuisance Task Force is another unit that Lynne created to help improve the quality of life for Philadelphians by closing hundreds of nuisance bars and drug houses throughout our city. Lynne was also the driving force behind the creation of Philadelphia's Drug Treatment Court, which helps drug-addicted offenders beat their addiction and change their behavior. She created a specialized Gun Court to help stem the tide of deadly handgun violence in our city, and she is currently working for the establishment of a specialized DUI Court, to repeat the success of Drug Treatment Court in the area of drunk driving;

Whereas, Lynne pioneered and expanded several important programs to help at-risk youth, such as the Youth Aid Panels for first-time offenders. Her Youth Violence Reduction Partnership is a program involving a number of criminal justice, City and non-profit agencies designed to lower homicide rates in the most violent parts of Philadelphia by focusing on those young people under the age of 25 who are most at risk of killing or being killed. Lynne also developed and implemented a juvenile justice educational curriculum for school students and a truancy reduction program; and

Whereas, to ensure the District Attorney's Office reflects the diversity of our community, Lynne formed the office's Minority Recruitment Committee, which works with the hiring committee to find the best-qualified applicants. Lynne also Hate Crimes Coordinator to work collaboratively with organizations and agencies to combat hate crimes. She also appointed a liaison to the gay, lesbian, bisexual and transgender community to address unique needs of these groups. With the formation of Urban Genesis, Incorporated, Lynne became the first District Attorney in the country to form a 501(c)(3) non-profit foundation that operates in a district attorney's office to promote leadership, provide grants to fund projects to improve our neighborhoods and help the needy; and Whereas, Lynne's legislative accomplishments are substantial. Since her election, she has served as the Legislative Chair on the Executive Committee of the Pennsylvania District Attorneys Association and she is a member of the Legislative Subcommittee of the National District Attorneys Association. Lynne has built strong relationships in Assembly, has drafted, lobbied and promoted hundreds of bills for the benefit of crime victims and the law enforcement community; and

Whereas, in addition to serving as the City's chief law enforcement officer since 1991, Lynne has committed her entire career to serving our community. Lynne was born and raised in Philadelphia -- West Philadelphia, I note -- and educated in its public schools. After graduating from Temple University Law School in 1965, she worked as an attorney in the Regional Counsel's Office of the United States Department of Housing and Urban Development, where she prepared federal loans, grants and contracts for urban renewal projects. She received an appointment as a Philadelphia Assistant District Attorney in 1967 and was assigned principally to Major Trial and Homicide units until she left the office in 1972. She next became the Philadelphia Redevelopment Authority, where she was responsible for over $100 million of urban renewal projects in Philadelphia including planning and condemnation work, managed a staff of 400, and testified before City Council of Philadelphia for the Authority's budget and programs; and Honoring and thanking the Honorable Lynne Abraham for her years of dedicated public service -- this is you. COUNCILMAN DiCICCO: Thank you. Whereas, Lynne Abraham was elected -- no. That's the first one. Whereas, Lynne Abraham served as the legislative consultant for the City Council of Philadelphia, where she assisted Council in conducting investigations, drafted legislation, testified at public hearings, met with citizens groups and revised portions of the Philadelphia Home Rule Charter. After that, she worked as a research Pleas Court Judge Alexander F. Barbieri. Lynne was elected Judge of Philadelphia Municipal Court in 1977 and she was elected to the Court of Common Pleas in 1980, where she presided over criminal trials until she became District Attorney in 1991. Lynne was happily married for many years to the late broadcast pioneer Edward Felbin. Now, therefore, be it resolved, that the Council of the City of Philadelphia honors and thanking the Honorable Lynne Abraham for her years of dedicated public service. Further resolved, that an engrossed copy of this resolution be presented to Lynne Abraham as evidence of the sincere sentiments of this legislative body. This was introduced by myself, Council President Anna C. Verna, Councilman Bill Green and co-sponsored by all members of City Council. (Applause.)

At this time, I would like to recognize Judge Pamela Dembe, who will also make a presentation. JUDGE DEMBE: I don't have 15 friends to share the reading with, so this will be a lot shorter. In her spare time in between all the many things that you just heard about, Lynne chose to become an active participant in the Criminal Justice Advisory Board, which really got rocking and rolling about a year and a half ago. And she knew she was coming toward the end of her tenure as District Attorney and she really could have either let it slide by or been a figure head member, but she approached it the same way she's approached everything in her illustrious career. She jumped in with both feet. She has always been a tremendous person for new ideas and for problems solved rather than standing around and complaining. And, of course, she's great at calling other people when they stand around and complain as opposed to getting things moving. And as a result, the Criminal Justice Advisory Board has made tremendous steps in many of the programs that you've heard about and in reducing the local jail population both by sending people to state prison if they need to go there or getting them out of prison -out of the county jail if that's what needs to be done and a whole range of other things that are providing better, faster justice and saving the taxpayers a significant amount of money. So the CJAB will also be presenting an award to Lynne so that she'll have more things to dust on her furniture when she leaves us, but we just wanted to join with everyone in saying how much we will miss what she has traditionally done. (Applause.)

Thank you, Council President Verna and all of the members of City Council and ladies and gentlemen in the audience, guests, all. This is a great honor and a singular moment in my career. Having been a public servant for 44 years is no small feat, and I want to welcome to their extended capacity as public servants two new Mayor-Elects, Mayor-Elect Bracey and my friend, Linda Thompson, over there, who is waving at me. I congratulated her previously, but it was such a joy seeing you come to this wonderful Chamber to be welcomed by fellow Councilmembers, some of whom have also aspired to and become mayors of Philadelphia. So this is a good day for the other award recipients this morning. You know, when I was a young kid, I always was fascinated by the stars. My father bought me charts, and I used to go out on the front lawn and watch the stars in the middle of the night. And then he bought me a small telescope, and I used to watch the constellations and the movements of the stars, and every once in a while you'd see a shooting star, and it was a great excitement to see one of those things. I never knew in my entire life that one of those great shooting stars would literally come out of the sky and land right in my two hands and become the greatest gift that I have ever received from anyone, short of the life that my mother and father gave me, and, that is, the star, the bright star, of public service. I can't think of anything more important that we do, members of this else who is serving in a public capacity, than to give true public service to the citizens of Philadelphia and to the citizens of the state or the nation or wherever true good public servants are working. To work for the public good, to see things accomplished, through the tussles, through the fights, through the pain of legislation, and just moving the ball forward is an extraordinary pleasure. I have had the great pleasure, Madam President and members of Council, to come before this body many, many times, and you have sought my advice and counsel. I have given you the best advice and counsel I could give you based on the law and the facts that I knew them. Sometimes we agreed. Sometimes we disagreed, but at least every time I left this Chamber, I felt that we had a frank and open discussion of the problems that beset the City, and they are aplenty. It is a very difficult job that you, members of City Council, do every day in serving the public, and I have had the joy of working with you, moving the agenda of a great city forward. This is a great city, and the people in it are fantastic, and I salute all of them for giving me the wonderful opportunity to serve them. If I have one more moment, I do want to say one thing about the District Attorney's Office. I have headed the Redevelopment Authority with over 450 people in it, moving this city's urban renewal projects on a tremendously fast track. The one thing that I really, really, really have treasured is being the head of the largest law firm in the City of Philadelphia and to have had the opportunity to work with the greatest group of advocates that this city has ever seen. These people are unsung. Probably you don't even know any of their names. Even if you took them to court and you watched them work and you had case, the name of the assistant district attorney is almost always forgotten. However, the way they fight for our victims and our citizens, the way that they stand up to all of the forces that are raid against us, the way that they do their job is magnificent.

It is a shame really that the true record and the true facts of the District Attorney's Office have yet to be revealed, but they will, because the men and women of the office know the truth and I know the truth and you, ladies and gentlemen of this body, who have called upon me so many times, really know the truth of what the district attorney is. And, finally, let me observe that because I have the privilege of serving all of the citizens all of the time, one thing gives me strength. Obviously when I come to this body and they have helped me in innumerable ways with budgets when budgets were tough, with projects which we worked through together, this has been a great source of pride and a great source of satisfaction to all of us, but if I have one thing that keeps me fixed on the polestar of true public service, it's something that has made me a better human being and a better person, and it's something that I didn't say but something that Winston Churchill said.
