Good morning. I note that the hour has come and that a quorum of this Council is present. Members will take their seats and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Father Joseph Campellone. He is the President of Father Judge High School and is here today as the guest of Councilwoman Krajewski. I would ask all members and guests to please rise. (Members and guests rise.)

Good morning. (Good morning.)

It's definitely an honor to be here today. I must say that it's an honor because my relationship with Joan Krajewski goes back a long time. And I go to a lot of I see a lot of you folks in events, and we have a good time at those events. And one time I -- every time I go to an event with Joan, I always say, Joan, do you want me to do a prayer? And she says, Oh, Father, God has got enough on his mind right now. He doesn't need you to pray. But I'm honored to pray here today, because I have a prayer that I think epitomizes Joan Krajewski. She's a personal friend of mine, and she's been my Councilwoman my whole adult life, and she's helped me grow as a President. But this prayer also is for each member of Council, and I think this is something -- I also have copies for you -- that we need think about, especially with all the things that you do and all the distractions in your lives. This is a prayer that was hung on Mother Teresa's orphanage in Calcutta, and it's called "Anyway." And after you it, you'll probably understand why I think it epitomizes Councilwoman Joan Krajewski. People are often unreasonable, illogical and self-centered. Forgive them anyway. If you are kind, people may accuse you of selfish, ulterior motives. Be kind anyway. If you are successful, you will win some false friends and some true enemies. Succeed anyway. If you are honest and frank, people may cheat you. Be honest and frank anyway. What you spend years building, someone can destroy it overnight. Build anyway. If you find serenity and happiness, they may be jealous. Be happy anyway. The good you do today, people will often forget tomorrow. Do good anyway. best you have, and it may never be enough. Give the world the best you have anyway. You see, in the final analysis, it's between you and God. It's never between you and them anyway. Now an Easter blessing. The Lord be with you. (And also with you.)

And may Almighty God bless all of you. In the name of the Father, and of the Son, and of the Holy Spirit. (Amen.)

We certainly invite you to come again. At this time, the Chair recognizes Councilwoman Krajewski, who will present a resolution declaring April 2008 as Autism Awareness Month. Will Ms. Monica LaSalle and those accompanying her please join the Councilwoman at the podium. I see that Councilwoman Krajewski is being joined by Councilwoman Miller and Councilman Rizzo. The Chair recognizes Councilwoman Krajewski.

Thank you, Madam President. This is a resolution declaring April 2008 as Autism Awareness Month. Whereas, autism was first identified by Dr. Leo Kanner in 1943; and Whereas, this disease is now estimated to occur in one out of every 500 births, and research further indicates that autism is four times more prevalent in boys than girls and knows no racial, ethnic or social boundaries. Over one half million people in the United States today have autism or some form of pervasive development disorder;

Whereas, the prevalence rate of autism makes the disease one of the most common developmental disabilities, yet most of the public and professionals in the medical, educational and vocational fields are still unaware of how autism affects people and how they can effectively work with individuals with the disability; and Whereas, with appropriate intervention, many of the associated behaviors can be positively changed, even in some cases that the child or adult may appear to the untrained person to no longer have autism. The majority of children and adults will, however, continue to exhibit some degree of the disability throughout their entire lives. Although there are still no medical tests for diagnosing autism and a cure has yet to be found, a better understanding of the disease has led to a host of strategies to deal with the disability;

Whereas, under the Children's Health Act of 2000, the Pediatric Autism Research Act provides an additional $40 million annually to research this disability and hopefully find a cure; and Whereas, founded in 1995, the Cure Autism Now Foundation is an organization of parents, clinicians and leading scientists committed to accelerating the pace of biomedical research in autism through research, education and outreach; and Whereas, since its founding, Cure Autism Now has committed over 12 million in research, the establishment and ongoing support of the Autism Genetic Resource Exchange, and numerous outreach and awareness activities aimed at families, physicians, governmental officials and the general public. Now, therefore

Resolved, by the Council of the City of Philadelphia, that we hereby declare April 2008 as Autism Awareness Month in the City of Philadelphia. Resolved further, that an engrossed copy of this resolution be presented to Monica LaSalle and Effective Communications Solutions for their outstanding efforts in assisting children with autism, as evidence of the respect and appreciation of this legislative body. This is a true and certified copy, signed by the President of City Council, Anna Verna, and co-sponsored by all members of City Council. (Applause.)

The Chair recognizes Ms. LaSalle for remarks. MS. LaSALLE: I would like to thank Councilwoman Joan Krajewski for helping to heighten the awareness of the seriousness of autism. I would also like to thank the rest of the City Council for importantly, most importantly, I would like to recognize some of the parents who have brought their children down here with us today. It is their tireless, tireless 24/7 effort that is helping us as therapists to shape these children's future. So thank you so much. (Applause.)

The Chair now recognizes Councilwoman Blackwell, who will present a resolution recognizing the week of April 20th through April 26th as Philadelphia Donate Life Week. Will Mr. John Green and those accompanying him please join the Councilwoman at the podium. And I see that Councilman Jones is joining Councilwoman Blackwell.

Thank you, Madam President. I usually don't speak before resolutions, but today I feel compelled to say a few things. This is a special pleasure for me. Many of you know that my Marty Cabry, who is back there, that little short Irish fellow, will have -- I will tell you, on Election Day he'll have his second birthday, and that is his birthday because it will be his second year anniversary for receiving a double lung transplant operation. So we are really, really pleased. He's part and always has been our extended family. I met him when I met Lucien Blackwell, so that shows you how far back we go; And also and certainly my colleague in Council, Councilman Jones, will speak for himself, but he has his son. I really think it's his brother, but he has his son with whom he shared a kidney transplant, and we have recipients behind us for kidney and lung a special honor to be here. And before I read the resolution, I want to say a special greeting to Ms. London, who is on the Board for the Gift of Life, but certainly Ms. Ernestine Caines, who is the wife of one of the Assistant Pastors, the main Pastor and Assistant to Keith Reed at Sharon Baptist Church, where I am a member. So just thank you all for being here. This is a special, special gift. Today is a special day to recognize autistic children, and those who have given the gift of life to others is a special pleasure. Resolution recognizing the week of April 20th-26th as Philadelphia Donate Life Week. Whereas, organ and tissue transplantation has been recognized as a life-saving and corrective medical procedure; and Whereas, one ordinary person has the extraordinary power to save or enhance more than 50 lives by saying "yes" to organ and tissue donation on his or her driver's license. Advanced medical technology and drugs to offset rejection of organs has allowed hundreds of Philadelphians each year to receive a second chance at life and lead active, productive lives. Every day lives are changed through kidney, heart, liver, pancreas, lung, cornea, skin, bone and heart valve transplants; and Whereas, organ and tissue donors give the greatest gift possible, the gift of life. Offering to donate organs or tissue is something any one of us can do. You don't have to be young or even completely healthy. You only have to be willing and say "yes" to becoming a donor; and Whereas, nationwide, while more than 98,000 people are waiting for a life-saving organ transplant and hundreds benefit for a life-enhancing tissue transplant, the number of people in need of transplants far exceed the number of organs available. Nationally, 18 people die each day while waiting for a transplant because of this critical shortage; and

Whereas, designating your intention to donate on your driver's license and talking to others about donation are ways in which we can support organ and tissue donation and transplantation. Participating in community-based events such as the 13th annual Dash for Organ Donation Awareness to be held on Sunday, April 20th at the steps of the Philadelphia Art Museum is another way of addressing and alleviating the critical shortage of organ and tissue donation that exists within our city. City Council urges all residents of Philadelphia to consider the importance and life-sustaining value of organ and tissue donation. Now, therefore, be it resolved, that the City Council of Philadelphia declares April 20th through the 26th as Philadelphia Donate Life Week in the City of Philadelphia; and Further resolved, that an engrossed copy of this resolution be presented to the Gift of Life Donor Program as a sincere expression of City Council's appreciation and support for its important organization. I just want to say to some people here who don't know, this is in fact my brother, not my son, and five years ago, six years ago we went through the donation process, and I am thankful, thankful every day that we shared that and that he is here today to share this resolution with all of you. Thank you. (Applause.)

Good morning. Unfortunately, Mr. Green couldn't be here. My name is Tina Evans Caines and I am delighted to be here and thank Councilwoman Blackwell, who is also a member of my church, amen, and also Councilman Jones, who wonderfully donated a kidney to his brother, as he just told you. But we're here today to say thank you to all of the City Council and to the great City of Philadelphia for your support of organ and tissue donation. Ninety-eight thousand people wait throughout the United States today, and in our region more than 5,500 people wait for an organ transplant, and they only wait for the wonderful words of someone to say "yes" to organ and tissue donation. We are delighted to be here. We also encourage Philadelphians. Philadelphia, unfortunately, has one of the lower designation rates on the driver's license. So it is our hope that by today, we also encourage people to go to be an organ donor and to talk to their family about donation. I'm happy to have here with me Cynthia London, who is a donor mom, who just wants to express her appreciation as well.

Thank you. Good morning, everyone. I would like to thank you all for giving us this here prestigious award in recognizing organ donation. I am a donor mom. My son, Sipo Timba, which means gift of hope, is an African name. He was -- he died 11 years ago, but at the time, we stepped forward and donated his organs. He made -- he was my gift, but he gave hope to six other people immediately, and we are very thankful for that -(Applause.)

-- that opportunity, because not only did it help the recipients, but it also helped our donate, because it gave us a second chance, because the story that we had to live with of him dying so suddenly was just too much, and then being able to be a donor, we now have a legacy for him and also it gives us an opportunity to just be thankful that we were able to help someone. And I ask you today, each and every one of you, that live so that you can make a difference in someone's life. Leave your organs here on earth. Don't take them with you to heaven. Thank you. (Applause.)

And very quickly, Council, I'd like to acknowledge kidney recipient Bob Horn and his lovely wife Betsy Horn. Thank you. Caregiver, yes, indeed. Sorry. I also would like to acknowledge Karen Barnett Robbins. Her son is a heart recipient of more than 18 years and doing well, working in to acknowledge Philadelphia resident George O'Royo, who is a kidney recipient. So thank you again. (Applause.)

And let me finally say, if I may, feel free to join us on the Parkway Sunday for the walk, for those of us who walk, for the run, who are those ready to certainly raise awareness and funds for this most important cause. Thank you, Madam President.

Thank you, Madam President. Today it gives me great pleasure to recognize our sorors of Delta Sigma Theta, Incorporated. They chose this day for Delta Day in City Council. And I would remind my Councilmembers that we will be in the Council Caucus Room at the end of the session and they would like to have a question and answer session with you. Recognizing and acknowledging Delta Sigma Theta Sorority on the occasion of its first Delta Day in Philadelphia City Council. Whereas, Delta Sigma Theta Sorority, Incorporated was founded at Howard University on January 13, 1913 by 22 collegiate women with the primary focus of community service and academic excellence de-emphasizing the social side weeks after its inception, these founders participated in their first collective act of public service, marching in the Women's Suffrage March in Washington, DC; and Whereas, the 22 founders envisioned a community service sorority that will use their membership collective efforts to promote academic excellence, provide scholarships, provide assistance to persons in need, educate and stimulate participation in the establishment of positive public policy, and to highlight issues and provide solutions for problems in their communities; and

Whereas, Delta Sigma Theta, Incorporated has been incorporated since 1930 and now boasts a membership of more than 200,000 predominantly African-American college-educated women in over 900 chapters located in the United States, England, Japan, Germany, the Virgin Islands, the Bahamas, Bermuda and the Korea; and Whereas, the major programs of the sorority are based upon the organization's Five Point Programmatic Thrust of economic development, educational development, international awareness and involvement, physical and mental health, and political awareness and involvement; and

Whereas, Delta Sigma Theta Sorority, Incorporated is highly recognized for their commitment to sisterhood, scholarship, community service and the creation and implementation of programs that support the mission of Delta; and Whereas, as a national and international body, Delta Sigma Theta Sorority, Inc. has participated in 19 Delta Days in the nation's capital and in March of 2003 became a non-governmental organization at the United Nations, granting the organization special consultive status to the Economic and United Nations; and

And whereas, chapters from across Pennsylvania participate annually in Delta Days in Harrisburg. We are honored and pleased to be joined by the members of the local chapters, Philadelphia alumni, Quaker City alumni and Valley Forge alumni chapters, who want to continue their civic involvement and to further pledge their commitment to the City. Now, therefore, be it resolved, by the Council of the City of Philadelphia, that we acknowledge and honor Delta Sigma Theta Sorority, Incorporated on this occasion of its first Delta Day in Philadelphia City Council.

Further resolved, that engrossed copies of this resolution be presented to each of the local chapters of Delta Sigma Theta Sorority, Incorporated represented here of the sincere sentiments of this legislative body. Certification, that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia the 27th day of March 2008. McALLISTER: I'm Debra McAllister, President of the Quaker City alumni chapter of Delta Sigma Theta Sorority, Incorporated. To President Verna and to all the members of the Philadelphia City Council, on behalf of the members of the Quaker City alumni chapter, Philadelphia alumni chapter, the Valley Forge alumni chapters of Delta Sigma Theta Sorority, Incorporated, I want to thank you for your appreciation of our beloved sisterhood and recognition of our positive impact on the Philadelphia community. We look forward to continuing to provide high-caliber programs that will have a great effect on the citizens of this great city. My sorors, you are exercising your rights and responsibilities as citizens of a democratic society by taking an active interest in how our local government works. We have a history of expressing this interest at the national level, with our participation in Delta Days at the nation's capital and the state level with our Delta Day in Harrisburg.
