To give our invocation this morning, the Chair welcomes Rabbi Andrew Sklarz of Temple Beth Torah. He is here today as the guest of Councilman O'Neill. Members and guests will please rise.
It is in the written, the world is attained by three things, by truth, by justice, and by peace. President Verna, Councilman O'Neill, cherished members of the City Council, yes, it is a great honor to be here with you this morning. As a resident of Greater Philadelphia for the past seven years and as Rabbi of Temple Beth Torah in Northeast Philadelphia, I have the privilege of being in the city of brotherly love both on the professional and on the personal levels, and I am proud to both work and raise my family Philadelphia, as one reads the signs, "Enjoy our past, experience our future," one is struck by all that our great City has to offer. We are blessed to have a rich cultural life, magnificent centers for the arts and the latest in sports facilities. Our parks and outdoor settings are amongst the most beautiful in the land. Our medical and health facilities are world renown, and on both the public and private sector, we are home to some of the finest of educational institutions. Yet as with every City in our country, Philadelphia faces some major challenges, issues which must be confronted along with some very difficult decisions to be made. These are indeed complicated for our world and its leaders and, without question, challenging days for our City. We, your constituency, look to you, our leaders, to maintain Philadelphia's magnificent historic legacy while raising the bar to solutions to today's problems. This is But you indeed have the confidence and support of those behind you. We thank you for your commitment to our City, may it ever grow stronger. May truth, justice, and peace ever serve as a foundation of ever thriving Philadelphia. God bless you all. Amen.

On behalf of all Members of City Council, I welcome you to our Council Session. We appreciate your taking the time to join us as we attend to the legislative affairs of our City. We certainly invite you to come begin. At this time, the Chair recognizes Councilwoman Blackwell who will present a Rodin. Will Dr. Rodin and those accompanying her please join the Councilwoman at the podium. I believe that Councilwoman Blondell Reynolds Brown and Councilman Rizzo will also be joining Councilwoman Blackwell, Councilman Mariano and Councilman Ramos.
Thank you, Madam President. We note that in addition to my wonderful friend and a great leader in our City, Dr. Rodin, her son Alex who I met when he was just not even up to her shoulder. Look at him now, a graduate of Duke and soon to join the graduate school law school at Penn, and his name Alex Negillo (ph). And certainly to my left is my good friend of Carol Sheman, Vice President of the University, assistant to the President. Next to her is Dawn Miglio who you see here all the time. And to her left is Glen Bryant who certainly is one of the folks at Penn you see here all the time, and he also plays jazz. He usually starts us off at certainly Malcolm X Park when we start our is the first year he won't. And he closes us out. And when you want to see him, he's at Zanzibar Blue every Sunday. So that the Penn family we are happy to present to you today. Thank you, Madam President. This is a resolution honoring and recognizing the contributions and accomplishments of Dr. Judith Rodin, who will complete her term as President of the University of Pennsylvania this month, June 2004. Whereas, Dr. Rodin became the first woman to be named to the presidency of an Ivy League institution and the first Penn alumna to be named President of the University when she began her duties on July 1, 1994, after serving 22 years on the faculty of Yale University, where she served as Provost from 1992 through 1994. She graduated in 1966 with a B.A. in Psychology and holds faculty appointments as a professor of psychology in the School of Arts and Sciences and as a professor of medicine and psychiatry in the before I called my colleague, let me say it also gives me great pleasure because Dr. Rodin attended Shaw School in the 3rd District before going on to Girls High. So we have a Philadelphia native through and through.
Whereas, Dr. Rodin guided the University through a period of unprecedented growth and development that transformed Penn's academic core and enhanced the quality of life on campus and in the surrounding community. Under her leadership, Penn doubled its research funding and tripled both its annual fundraising and the size of endowment, attracted record numbers of undergraduate applicants, and rose in the US News & World Report rankings of top national research universities to No. 5 in 2003. Congratulations. In addition, Dr. Rodin's presidency has also marked the largest capital construction period in Penn's history with more than $1 billion invested in new buildings, renovations and restorations; and
Whereas, Dr. Rodin launched a comprehensive and widely acclaimed neighborhood revitalization program, creating a dynamic new model for urban neighborhood renewal. She shaped the vision, upheld a commitment, and delivered the hard work necessary to rebuild West Philadelphia's social and economic capacity by simultaneously and aggressively advancing initiatives on five fronts: Creating Clean and Safe Streets. Dr. Rodin, by working in collaboration with neighbors, the City and institutional partners, help provide new lighting, tree planting, street cleaning, a special services district, and increased police presence to campus and community;
Increasing Housing and Home Ownership. Dr. Rodin, by investing resources, provided guaranteed and enhanced mortgages for nearly 400 Penn faculty and staff families, and raised money to upgrade and maintain moderate cost existing housing, and she attracted private sector investments to build and renovate new rental housing, such as The Left Bank; Promoting Commercial Development. Dr. Rodin, by making the largest commercial investment in West Philadelphia history, has sparked development that now features top-rated restaurants, a full-service hotel, high-quality supermarket, multi-screen movie theater and a vibrant mix of retail stores;
Fostering Economic Inclusion. Dr. Rodin, by enriching Penn's role as the largest private employer in the City, has leveraged assets to provide new economic opportunities for minority- and women-owned businesses and stimulated job growth for local residents; and finally Fostering Public Education. Dr. Rodin was instrumental in building a new model for innovation in public education with the creation of the Sadie Tanner Mossell Alexander University of Pennsylvania Partnership School; she also strengthened partnerships with Lea, Wilson and Bryant Elementary Schools, which commitment to academically based community service initiatives across the University; now therefore
Resolved by the Council of the City of Philadelphia, that we hereby honor and recognize the countless contributions and accomplishments that Dr. Judith Rodin, Philadelphia native and Girls High graduate, has achieved in dedication and service to our City; and Further resolved that an engrossed copy of this resolution be presented to Judith Rodin, Ph.D., as evidence high esteem and sincere gratitude of this legislative body. Thank you. President Verna, wonderful Members of City Council and so many friends who are here, I first visited City Hall as a public school child many more years ago than I am going to admit here, and I vivid remember feeling absolutely awestruck historic and majestic building. I certainly never dreamed then that one day I'd have the privilege of returning and working with so many of you to transform this City that we love. And I certainly never dreamed that I would be standing here in this great chamber to be honored for what has been who has historic partnership between the University of Pennsylvania and the City of Philadelphia. I guess growing up, many of us were taught that politics is the art of the possible. But a more cynical view is captured by the economist John Kenneth Galbright's (ph) comment that the politics really isn't the art of the possible. It consists of choosing between the disastrous and the unpalatable. Well, I think you've had that experience, but you've also recognized over and over again the art of the possible. And over the past 10 years, I have found that not only was it possible for Penn and City Council to work to together on important and daunting projects sometimes, but it was also necessary, us to reach mutual understanding on shared goals. With your help, we transformed University City. Together we built a public school and we brought the neighborhood economy back to life. Through Penn's Buy West Philadelphia Purchasing Program, we redirected a large portion of Penn business, almost $600 million now over 10 years towards local West Philadelphia businesses and vendors which led to the creation of so many new jobs, including many notable successes in Welfare to Work. We are especially proud of what we have accomplished through our economic inclusion program. With the help of our partners at the Greater Philadelphia Urban Affairs Coalition, we set very ambitious economic inclusion goals and we stuck to them. We have made much history together. We hope we've overcome decades of hostile relations to form new partnerships that have achieved remarkable progress in West Philadelphia. Together, we made important strides towards transforming an our economy through building our knowledge plan conversation projects for the Civic Center and the postal lands, this City is on track to becoming a knowledge industry powerhouse. But none of this could have happened without the support of our friends in City Council, especially first and foremost my partner, our outstanding Councilwoman, another West Philadelphia girl made good, Jannie Blackwell. Thanks to all of you, all of you here with in the dais and all of you on Council for being such fantastic partners and for being such great advocates for change. We've had our tough negotiations. Some of you have been vocal critics of Penn during your time, but partnership isn't about agreeing all the time, it's about getting things done; and that we have. So thanks to you, the undaunted elected officials who always refuse to give up and thanks to so many business and civic and community leaders like many of our friends in the gallery who contributed their ideas and their passion to our first Thursday meetings, Cedar Park, Court, Walnut Hill, Spruce Hill, UCD, many of you in this audience, thanks to you, Philadelphia is on the right track. I'd like to leave you with just one thought. A month or so ago, historian David McCollough gave a lecture at Penn. He spoke in that lecture about Benjamin Franklin and Benjamin Rush and others who were part of that exception generation of Philadelphians who helped fight for America's independence and who later crafted our Constitution. I was struck by something McCollough said in that lecture about this City. " In the world.
Now, I happen to believe that that still is the case, and I know that many of you feel the same way. So let's continue working together. It's been a privilege for me to work with you to keep this City moving in the right direction, working with Penn as partners. I thank you so much honoring me with this resolution which I view as a celebration of our enduring friendship. Thank )
The Chair now recognizes Councilman Kenney who will present a resolution honoring the Tuskegee Airman. Will Mr. Levy and Mr. Pitts and those accompanying him please join the Councilman at the podium. And Councilman Nutter will be joining Councilman Kenney. The Chair recognizes Councilman Kenney.
Thank you, Madam President. This is a resolution honoring the Tuskegee Airmen in commemoration of the 60th anniversary of flying 200 missions without losing an escorted bomber to enemy aircraft in World War II. Whereas, the Tuskegee Airmen are the 332nd Fighter Group which was assigned in June of 1944 to the 15th Strategic Air Force in Italy to escort long range heavy bombers on missions to targets throughout Europe during the waning days of World War II; and Whereas, the Tuskegee Airman accompanied the 15th Air Force bombers 200 times without the loss of a single bomber to enemy aircraft until the end of the war in May 1945, a record which was unmatched throughout all of World War II; and Whereas, the Tuskegee Airmen compiled quite a record during their years of service, destroying 251 enemy aircraft and earning more than 850 medals, but also had 66 men killed in action; and Whereas, the unprecedented track record of planes escorted by the Tuskegee Airmen, which were rarely shot at and never shot down, became such a morale booster that the bomber crews began to request the Tuskegee Airmen as permanent escorts; and Whereas, this gesture of confidence in the abilities of the black airmen allowed both parties to look at each other as equals, and was one of the first examples in American military history in which equality occurred; and
Whereas, as a result of the positive interaction of the Tuskegee Airmen within the predominantly white Air Force and Army Air Corps, President Harry S. Truman signed Executive Order No. 9981 shortly after the end of World War II to end racial segregation in the U.S. armed forces; and Whereas, the Tuskegee Airmen's demand to serve and fight for their country during this trying time in the world's history led to unprecedented aerial achievement, and began the quest for true racial equality in the United States; Whereas, this June 1st through June 6th, members, family members and admirers of the Tuskegee Airmen will gather in Philadelphia at the Marriott Hotel to commemorate the 60th anniversary of the flying 200 escorted missions without losing a bomber to enemy aircraft; now therefore Resolved, by the Council of the City of Philadelphia, that we as a body honor the Tuskegee Airmen, and their contributions to the United States, not only as defenders of our freedoms abroad, but here at home as well. Resolved, that an engrossed copy of this resolution be presented to members of the Philadelphia Chapter of the Tuskegee Airmen, further evidencing the sincere sentiments of this legislative body. Introduced by Councilman James F. Kenney, Councilman-at-Large, and co-sponsored by all Members of City Council (Applause.)
Madam President, Members of Council and these two distinguished gentlemen, Councilman Kenney and Nutter. Relax, folks, I did not bring a speech. I wouldn't dare try to follow the brilliant and beautiful Dr. Rodin with a to say that I accept this resolution on behalf of all the members of our chapter, together with our brothers in chapters throughout the country. I would like to add that in addition to the Red Tails, the fighter group, our community, the African-Americans had a bomber group, the 477 Bomb Group which flew Billie Mitchel B25s. But after theater commanders in Europe finally took a chance on letting the fighter group come over there, they were not about to have us flying around over Europe with bombs in the bay. Our first battle was the one that we really appreciated because it had such lasting and ongoing effects, such as was mentioned when we feel almost directly responsible for the fact that the armed services became integrated as a result of our efforts. The armed forces having at that time encompassed 16 million persons, that was a microcosm of the larger society. And once they found out we didn't bite and bought the news home, we began as a people to be more widely accepted breadth of our great land. My adventure with that is similar to many others except for one thing. I left Philadelphia to begin my adventure there. And, Madam President, the part of the Philadelphia I left was South Philadelphia.
And after having had a chance to fight Jim Crow so that we could then go fight the enemy -(Applause.)
We fought him so that we then could go fight the enemy to protect his family. We never expected anything more than to be some young men who were going through what we considered to be their rights of passage doing what brave, young men are supposed to do. However, the bonus is it's wonderfully warming and thrilling to be received and to be hugged by your home community. Thank you very much. (Applause.)

Thank you very much. I just want to say a few words about how much of a pleasure it is for me to be associated with these gentlemen. My association with them is as a club member, as a chapter member of the Philadelphia Chapter of Tuskegee Airmen, Incorporated. And I feel that it's my responsibility do what I can to perpetuate their story as far into the future as I can so that we can tell other young people about their heroic deeds, their courage, their bravery and as well their patriotism. So I am here to represent all of the younger generation who followed this greatest generation -(Applause.)
-- in an effort to make sure their story continues to be told throughout the rest of history. Thank you.

While the children and students are assembling, Councilmembers, I would like to call your attention to the Picasso Project brochure on your desk. We have with us young people, students from the Austin Meehan School that sits in the Councilmanic District of Councilwoman Joan Krajewski, and the Cramp School which sits in the district of Councilman Rick Mariano. So we're going to pause from the complex issues of the day and now push the pause button and focus on what I and promise of our young people and the wonderful potential they offer this City when it comes to arts and culture. Declaring June 3, 2004, as Arts in Education Day. Whereas, published reports state that the arts can solidify student problem solving and critical thinking skills which often will lead higher grades and learning for young people; and Whereas, evidence shows that students who are actively involved in the arts earn better grades and test scores, are less likely to become board in school, and are more involved in community service and have higher self-concepts than students who are not involved in the arts;
Whereas there are scientific data that also indicates the value of arts in the schools. In the college board profile of SAT and achievement test takers, it states that students who take four years of art classes in high school score better than students who took one year or 1996, scores were 34 points higher in math and 48 higher in verbal for those with course work in the arts versus those with no course work; and Whereas, despite current efforts, there is a sense by many in the arts, youth and education communities that awareness of the value of the arts program needs to be expended and access to the arts program needs to be widened; and
Whereas, one organization that has stepped into the void has been Philadelphia Citizens for Children and Youth who in conjunction with the Family Foundation and other generous contributors have established the Picasso Project which aims to fund projects in school that have little or no arts programming; and Whereas, in just two years, this program has served close to 6,000 students who otherwise would not have had this important exposure to the arts; and Whereas, it is important to bring further awareness to the value of the arts in the need to expand in Philadelphia, and also to celebrate a success story in this effort; now therefore
Resolved by the City Council of Philadelphia that this day, June 3, 2004, be declared Arts in Education Day. Further resolved that PCCY, Shelly Yanoff receive an engrossed copy of this resolution to reflect the sincere admiration of this legislative body for their tremendous efforts to increase arts education through the Picasso project. Let's salute our young people and Shelly Yanoff. (Applause.)

Thank you, Madam President. Madam President, first, I want to recognize with us today Nancy Cobb, the President of the Please Touch Museum, and her able counsel Linda Galante who are with us for what I'd say -

-- is pretty historic occasion for us and I think a great and happy time for the children if we can move this project along. There are a couple of kids who have grown up while we were negotiating the lease. They're now not eligible to go to the Please Touch Museum. In addition, these projects obviously don't happen without a tremendous amount of cooperation and support from a whole host of people. Certainly, our City Administration and Mayor Street and his office and Phil Goldsmith, Managing Director, and his office, as well as directly the Fairmount Park Commission and its many commissioners, one of whom who literally watches over us and sits almost literally and figuratively on my head, right above of us Mary Mason who's involved in that process and represents this Council's interest well at the Park Commission. The variety of other people and parties and Public Property and the Commission's Executive Director Karen Borski 05/31/04 - STATED - 2ND READING and many, many others have labored for a long time to make this happen. I just want to acknowledge all those efforts. Thank my colleagues for their support and their patience through this process. But we are very, very enthusiastic about the soon-to-be arrival of the Please Touch Museum out in West Park in that incredible building Memorial Hall, one of the finest buildings in the City of Philadelphia. So I'm enthusiastically encouraging support for this bill this morning. Thank you, Madam President. Plus.

As we go through our times here in trying to do the best for the City of Philadelphia in passing a budget and as we go through our anxieties of war in Iraq, as we pass these bills, it is very good to know that at times just human nature works in a very strange ways, and this weekend we're going to have the Wachovia Classic, the run up the Manayunk wall, but also Smarty Jones, a Philadelphia horse, is making his run into the history book. And my wife and I and other Philadelphians will be going to the Belmont to cheer on Smarty Jones. As you all know, I presented a resolution that we hold a parade for this great athlete, and I sure hope that the City goes on ahead and plans a parade because I'm very confident he's going to win. So I'm here to say, Go Smarty Jones, and let us enjoy the good things in life that this great City has to offer. Thank you, Madam President.
