So there are a couple points here that I want to make.

And I say this with, I believe in this with all my heart and soul,

and I've done this work for 30 years and I love my job and I love our city. And so I think that

this is a very unusual circumstance because we have an iconic institution, the Painted Bride,

an iconic person, we have Isaiah Zagar. And we have a proposal with the Atrium Design Group that

brings people together. And there seems to be a solution here that would allow, really, it seems

like a very interesting development to occur, and it would allow this iconic work of art to be

Similar wording

preserved. And so I just want us to think for a minute about what Philadelphia would be without

Similar wording

public art. There are, I know Mural Arts has created over 4 ,300 works of art since 1984.

Isaiah Zagar has contributed mightily to this city. I think they're just, there's public art

Similar wording

everywhere. And it's truly the autobiography of our city. And we have to protect that because it

can go away. It's precarious. I got my start in the city of LA. And when I moved back here and

started doing murals, I remember getting calls from the LA Times. And people were saying that

Similar wording

the collection was disappearing. Murals were getting defaced. No one was taking care of it.

Murals were deteriorating. People didn't seem to care. And generations of beautiful works of public

Similar wording

art. We're just gone. So what does that mean to a city? Well, you have to question, what does art

Similar wording

mean to the life of the city, to our humanity, to who we are, to our identity? The fact that we're

known internationally as the city of murals, the fact that countless tourists come here to see our

Similar wording

works of art, the fact that incredible artists come here to work on murals. I mean, this is a

Similar wording

lot about the very fabric of our city. So when a mural goes away, it's not insignificant. This is

Similar wording

worth fighting for. And the fact that we have a solution is really, I think, quite remarkable

that we're all parties feel okay about this, of the Painted Bride and the artist. And I understand

Similar wording

there's sentient from the neighborhood. I'm very sensitive to neighborhood issues, having been to

a million community meetings in my life. But I just felt like, oh my goodness, after all this

Similar wording

struggle, there seems to be something present here that's a win. And I want to quote Inga Safran.

She said, if the city misses this chance to do this with this development, it will have lost a piece of its soul.

And I always feel that when murals go away, that we as a city lose a piece of our soul.

And I know I'm biased, but I have been a witness to seeing the power of art firsthand for 30 years.

And it's the honor and privilege of doing this work.

And so I'm here today to urge everyone to think about the atrium group's design and the fact that there is something before us that could bring parties together and allow this work of art to continue living, breathing, inspiring people.

We're proposing 74 units in one building that is designed to basically float in some ways above the painted bride, not to touch the building.

And that is basically created by a way of adding a connector piece, as you can see in this diagram, and build a mass thing on top as a mass that is basically not touching any of the walls of the existing building.

and by eating or scooping into it,

creating an area for light and air

and for a garden to exist on top of the second floor connector piece.

Above that there is a linear garden that is created by a setback of the second floor

and above that we have 64 units on a multifamily building that has two wings.

the southern wing and the northern wing with a connector piece that occupy the elevators,

the stairs, and that also has the garden that you can see here that is created above the second floor

short -term lease or visitor accommodation 10 units section. Up above on top of the building

there is a very limited section of the roof deck for both sides of the building.

This shows the first floor section and how those functions coming all together. So we're talking

about the plaza, the gallery, and then into the private section of the building, which is the

lobby and other amenities. Commercial space is designed along Vine Street with its own

utilities and amenities parking garage access through the existing opening and that is a time

to also say that all the openings of the building are repurposed so we are working within what

exists and we do not propose to block off or cut out new openings that will be disturbing or

or basically removing significant pieces

And of course, for the lack of open spaces, we are keeping the existing building, but yet we see this site as a corner site, even though this street, Bordang Street, is not what we call open street, and it's not part of the city street map.

Otherwise, we were at 20 % as allowed in CMX3 for open space.

We are proposing to install single tiles that will be drilled into the ground,

a podium between the first floor and the second floor that will be made of steel and concrete

and you can see that the shadow is that the building we proposed versus the by right building

and definitely September and December there is no any huge significant difference between

one and another, especially to those buildings that are located on North 3rd Street and stretches

all the way to Gordon Street, all the way around. The fact that we propose an opening here along

Gordon Street gives a lot of breather, if I'm allowed, a breather to in the alley instead of

having a long continuous wall of 65 foot along the building, along the alley.

There was a discussion about the section and there were questions asked by the board and

by the attorneys of the floor to ceiling details and we took the floor to ceiling measurements.

We took a stab and we developed an architectural and structural section that is much more developed

than what normally you see in zoning meetings,

only so we can very clearly explain the challenges

that we are facing here.

and the size of the structure that we will need to use in order to make this ambitious

project happen are such that shows such a significant cavity or or a floor thickness

that will, that also plays an important role.

So looking at the second floor structure,

the beam itself is a three foot high beam.

And that's before we account for the fire spray

for any utilities and duct work

that we will need to drop beneath.

Same for the commercial space.

So by the time we start the stick framing addition on a typical floor plan, you will see that the highest point in any given apartment is eight foot nine and five eights, below nine foot.

And 50 % of any floor plan of every unit between the air condition system, the ductwork, any sprinklers, and any pipes and drains will give us 7 foot 5 inches finished, I'm sorry, 7 foot 9 and 5 8 finished floor to finish ceiling.

And that's at minimum 50 % of any unit between the bathrooms, between the hallways, any suffix that we may need.

So in my opinion, it's below what we call market standard.

You would expect to see 10 foot ceilings or 9 foot 6 ceilings in a building in this level, but we are not seeking for any of that.

So a typical floor plan is represented here, and you'll see that on the roof itself, there is even more of a component that makes the roof structure even thicker than a typical floor plan.

So even those, what we call penthouse units or top units, they still have the same exact floor to ceiling detail.

So in many ways, this is not really any 10 foot ceilings trying to create a super high ceilings for these proposed units.

neighborhood? And to this, I can absolutely guarantee you the answer is yes. A request 30 %

on the 200 block of Vine Street and within 150 yard radius, there are five projects already

permitted, some of which are already going up by right. None exceed 65 feet. And you'll also hear

testimony as to the effects of going up not 85, but close to 100 feet on these two historic

buildings on Vine Street. And think about our heritage. Think about buildings that go back to

the Declaration of Independence. That's our heritage. That's why we're a heritage city.

the morning when traffic is coming off Callahill exit of the I -95 off -ramp, will create gridlock
