God, Creator apparent, we stand at once in awe and intimacy in Your presence as we ask You to be among us in our deliberations and work this day. We thank You for the gift of this day and the opportunities that are ours to make a difference in the lives of the people of the City of Philadelphia. We ask You, Lord, to fill this sacred chamber made sacred by the awesome responsibility which is placed upon the members of this assembly, our City Council. May the Members here assembled GREETING/INVOCATION be filled with Your grace, allowing them to listen respectfully to all who come before them today -the powerful and the weak, those who wield influence and those who feel disenfranchised. What a blessing would be ours if at the end of the day, all would leave here with the realization that their efforts have made a difference. You Lord can help to make this happen. Be here. May those who deliberate here today hear the refrain of the old hymn: "We're marching to Zion, beautiful, beautiful Zion. We're marching upward to Zion, the beautiful city of God." May the words of Leviticus, which speaks so nobly of the quality of mercy and compassion in the Levitical cities of the old law, especially in the year of jubilee, be our guide. This is a year of jubilee. May all who live in our city be seen not as alien or tenant, but as those who are rightfully among us. May resident, business person, and visitor alike find in William Penn's town a sense of value, which flows from the deliberations of this noble assembly. She is this year's Miss Philadelphia, crowned as of last weekend, and she is accompanied by Mr. Kevin McLees. Thank you, Madam President. It is my pleasure to introduce today a group of 4th- through 8th-grade students from the Project Learn School, located in the Mt. Airy section of the 8th Council District. They are here with their teachers: Lisa Pack, Joan Fox, Paul Ricker, and Lisa Ben -- I'll just call her "Ben" 'cause she has a real hard last name. Included in this group is Brian Schultz, son of our technical staff attorney, Shoshana Bricklin. VISITOR RECOGNITION AND PRESENTATIONS Would they please stand and be recognized. (Students stand.)
Thank you, Madam President. I'm pleased to have visiting with us today some students from the Cook Junior High School, which is located in the Logan area part of my district. They are a part of a youth voter revitalization project, and the objectives are to provide youth development and participation in the community. They attended the Summit Mayor's Town Meeting at Girls' High and testified before the Mayor and made a presentation about their community and presented photographs of their community and asked him to take some action in the Logan area.
So we're pleased VISITOR RECOGNITION AND PRESENTATIONS to have them here today.

Thank you. This morning, Council is honoring Doris "Granny D" Haddock. I invite Councilman Ortiz to come forward to make this presentation. Will Miss Haddock and those accompanying her please join Councilman Ortiz at the podium. (Councilmembers Ortiz, Cohen, Brown and Kenney, and Ms. Haddock and others come forward.)
Finally there is somebody up here that is older than David Cohen. (Laughter.)
Money, money, the VISITOR RECOGNITION AND PRESENTATIONS corrosive power of money, the influence, and what it's done to our political system has become national news, but it's been very big news in Philadelphia throughout our history, and there are few people that are really struggling to get it out and turn back democracy back to the people, and I think that we're honoring one of those very special individuals here today. Doris "Granny D" Haddock, a 90-year-old great-grandmother of 12, upon the completion of her -- now listen to this -- at 90, 3200-mile cross-country walk in support of campaign finance reform. If John McCain had done that, he would have won. (Laughter.)
Whereas in 1997, at the age, the young age -- David Cohen is not there even yet -- of 87, Doris "Granny D" Haddock announced in Concord, New Hampshire, her intention to walk across the country for campaign finance reform. Haddock then implemented a training regiment that included walking until she could comfortably cover 10 miles a day, with a 25-pound pack on her back, intending to travel as a VISITOR RECOGNITION AND PRESENTATIONS pilgrim. Haddock even slept on her front lawn in preparation for the nights when she might not be able to secure lodging. David?
Whereas, on January 1, 1999, Miss Haddock, young in age and in spirit, set off from Pasadena, California, on her crosscountry trek to call attention to the urgent need for campaign finance reform; and Whereas, supported by volunteers and a donated van, she walked an average of 10 miles a day, 6 days a week, in spite of her arthritis and emphysema, and other than a 4-day hospital stay for a dehydration from crossing the Mojave Desert, Haddock's health was fine; and. . .
On Tuesday February 29, 2000, shortly after her 90th birthday, she arrived in Washington D.C. after walking 3200 miles in a 14-month period, spanning 12 states: California, Arizona, New Mexico, Texas, Arkansas, Tennessee, Kentucky, Ohio, West Virginia, Pennsylvania, Maryland, Virginia, and the District of Columbia; and. . .
Whereas, Haddock VISITOR RECOGNITION AND PRESENTATIONS has found that the people throughout this country do care about our democracy and want leaders who will support meaningful campaign finance reform at all levels of government; and Whereas, Haddock believes that campaign finance reform is an over-arching issue and that public policy issues of great importance cannot be adequately addressed until the corrosive influence of big money in politics is resolved; and Whereas, Haddock has committed to continue her crusade for campaign finance reform by working with the League of Women Voters, Common Cause, Public Campaign, Public Citizen, the National Civic League, and grass-roots organizations to help communities improve their civic life and democratic processes; Now, therefore. . .
Be it resolved by the City Council of Philadelphia -- and the one way we can honor Granny D, by the way, is by passing in this Council campaign finance reform -that we hereby Doris "Granny D" Haddock for her courage and dedication to this most critical national and local issue, and hereby applaud her VISITOR RECOGNITION AND PRESENTATIONS upon the completion of her 3200-mile cross-country walk in support of campaign finance report; And be it further resolved that an engrossed copy of this resolution be presented to Doris Haddock as evidence of the sincere sentiments of this legislative body. This is signed by Anna Verna, President of City Council, and sponsored by all Members of this illustrious body. (Applause.)
Thank you very much. The last time I was here in Philadelphia was in 1927, when I came with my high school class to see the Liberty Bell. I'm very happy to have been invited to come again. And the reason that I am here is because I planted a seed -- or tried to -throughout the United States. Here you have a group, a -- not one group but a group, many groups, and they have joined together as a coalition, and they are going to plant a seed. VISITOR RECOGNITION AND PRESENTATIONS They are going to try to get the government in this city back to a man who doesn't have to spend a million dollars to become mayor. And so that is why I came to say, "It can be done, boys and girls. It can be done." (Laughter.) (Applause.)
It's a very, very, very long road that you must travel, but if you go step by step, as I did, you'll get there. And I want to tell you a secret: Every single city in this country are going to be watching you. You're going to be the (unintelligible) of all eyes, because you are going to be a model for other cities. And when you succeed -- because I know you will -- they will follow suit. A democracy is only as strong as the people who are in it, and this group will need your help. They will need to get thousands and thousands of signatures on a petition. And if you have friends in your church, where you work, in your neighborhood, volunteer. If you have great grandchildren, as I have, and you want them to VISITOR RECOGNITION AND PRESENTATIONS have a legacy of democracy -- not oligarchy -- in your city, come, volunteer, and get the help that they need. Good morning. I'm Barbara Dietrich, President of the League of Voters of Philadelphia, and the League is a member of this coalition of "Clean Elections, Clean Money" campaign. This morning, on City Councilmembers' desks was a letter and a booklet that tells you about the Brennan Center's work at the New York NYU School of Law, and we hope that all of the Councilmembers will be able to look this over, and we will be in touch with them, we would like to discuss this with them. Barry Kauffman and Kevin Williams are here today representing Common Cause -- if they would raise their hands. VISITOR RECOGNITION AND PRESENTATIONS Kathy Black of AFSCME District Council 47; Alec Meltzer, the Philadelphia Consumer Action Network; Members of the League of Women Voters; Rabbi Levy Ellwell, Federation of Reformed Synagogues of Greater Philadelphia; Lauren Townsend, the Citizens for Consumer Justice; A staff member of the National Civic League; All of whom are supporters of ours. This is a resolution honoring the William Penn High School Girls Track Team on winning the State Indoor Track Championship in outstanding excellence in track and field.
Whereas, the William Penn High School Girls Track Team has been nationally ranked since 1981; and Whereas, for 14 consecutive years, William Penn High School's Girls Track Team has won the State Indoor Track Championship; and Whereas, the last two years, William Penn High School placed fourth and second to their North Philadelphia rival, Simon Gratz High School. And this year, William Penn won the State Indoor Track Championships, with outstanding individual and team accomplishment; and Whereas, the members of the team consist of: Laquisha Anthony, Juanita Broaddus, Jetta Frisby, Jessica Fulton, Gorgeous Harper, Ashley Holiday, Mary McAliley, Madonna Patterson, VISITOR RECOGNITION AND PRESENTATIONS Tiffany Poole, Dionne Showell, Christina Smith, Tiffany Smith, Tasha Staten, Tyeshia Thomas, and Jasmine Tucker; and Whereas, Miss Tasha Staten was named "The Most Valuable Athlete" and ran a state meet record in the 200-meter dash, with a time of 24 seconds and 4/10ths of a second, and tied a meet record in the 400-meter dash with a time of 54 and 4/10th's seconds, and anchored the 4X200 meter relay team that set a new state meet record of 1 minute and 41 seconds; and. . .
Whereas, the William Penn High School Girls Track Team set a new state record of 3 minutes and 51 seconds in a mile relay 4X400, with team members Gorgeous Harper, Madonna Patterson, Christina Smith, Tyeshia Thomas; and Whereas, team member Ashley Holiday won the Princeton Relays in the long-jump competition, with a winning jump of 18 feet, 2-1/4 inches; and Whereas, team members Laquisha Anthony, Madonna Patterson, Tiffany Smith, and Tyeshia Thomas won the 4X800 meter relay at the Meet of Champions, held at Lehigh University; and VISITOR RECOGNITION AND PRESENTATIONS Whereas, team member Tyeshia Thomas won the 60-meter hurdles at the same meet; Now, therefore, resolved by the Council of the City of Philadelphia that we extend our heartfelt congratulations to William Penn High School's Girls' Track Team in winning the Indoor State Championship and years of outstanding excellence in track and field; Resolved further that an engrossed copy of this resolution be presented to Coach Tim Hickey and these wonderful, talented ladies as evidence of the sincere sentiments of this legislative body. To the President and Members of the Council of City of Philadelphia, the Committee on Fiscal Stability and Intergovernmental Cooperation, to which was referred a resolution providing for the approval COMMITTEE REPORTS by the Council of the City of Philadelphia of a revised Five-Year Financial Plan for the City of Philadelphia, covering fiscal years 2001 through 2005, and incorporating proposed changes with respect to Fiscal Year 2000, which is to be submitted by the Mayor to the Pennsylvania Intergovernmental Cooperation Authority ("the Authority") pursuant to the Intergovernmental Cooperation agreement authorized by an ordinance of this Council, approved by the Mayor on January 3, 1992, Bill No. 1563-A, by and between the City and the Authority, respectfully reports it has considered the same and returns the attached resolution to Council with a favorable recommendation.
This resolution will be considered at our next stated meeting.
