Good morning, everyone. I note that the hour has come and that a quorum of this Council is present. Council will please come to order. To give our invocation this morning, the Chair welcomes Reverend Dr. Wilda Gafney, Associate Professor at the Lutheran Theological Seminary of Philadelphia. She is here today as the guest of Councilman Rizzo. I would ask all members and guests to please rise. (Everyone rises.)

Let us pray. Eternal God, our creator and sustainer, teach us to serve you by serving each other. May we see in the faces of neighbors and strangers that which is good, beautiful and holy. May we work to provide safety and well-being this city and nation, that they may have sufficient food, clothing, shelter and safety from all forms of violence and oppression, and may we remember to be good stewards of this good earth that you have given us, along with all of her creatures. On behalf of all members of City Council, I welcome you to our Council session. We appreciate your taking the time to join us as we attend to the legislative affairs of our city. We certainly invite you to come again. At this time, the Chair recognizes Councilwoman Brown honoring local businesses for helping to silence violence. Will Ms. Mary Stom and Ms. Ruthanne Madway and those accompanying them please join the I see that Councilwoman Brown is being joined by Councilwoman Miller.

Thank you, Madam President. Let me start off by first commending and saluting the work of Councilman Darrell Clarke and Councilwoman Donna Reed Miller this morning on stepping up the effort where we now -- "we" meaning the City of Philadelphia -- have to move more aggressively towards getting the attention of our colleagues in the state Legislature. I'm of the view that all of us have a role to play, including the business community, and I was absolutely struck by the leadership of Health Partners, who has, in a very formidable way, said, yes, we too have a role and responsibility. Joining me here this morning are Dr. Mary K. Stom, who is the Chief Medical Officer of Health Partners; Judy Harrington, Senior Vice-President of Health Partners; Barbara Montgomery, President, A Million Mom March; Bilal Qayyum, Men United for a Better Philadelphia; Dorothy Johnson Speight, we know of her important work with Mothers in Charge; the Institute for Safe Families; and representatives of K-Mart and the East of Broad Business Association. Honoring local businesses for helping to silence violence in Philadelphia. Whereas, the East of Broad Improvement Association, Health Partners, the Institute for Safe Families, K-Mart, Men United for a Better Philadelphia and Mothers in Charge, in response to the escalating violence that has been plaguing the City of Philadelphia, have partnered with each other to silence the violence in Philadelphia; and

Whereas, the heightened violence in the City has on our community, leading not only to an increase in the number of senseless murders in Philadelphia, but also a decrease in the number of local businesses and job opportunities in the City, thereby creating a vicious cycle of continued unemployment and violence; and Whereas, the goal of the Silence Violence initiative is to urge everyone, local residents and Philadelphia's business community in particular, to get as involved as they can in efforts to reduce violence in Philadelphia; and Whereas, the Silence Violence initiative also seeks to promote the need to develop and implement multiple approaches to dealing with the City's violence epidemic: more jobs, after-school programs, education, mentoring, mental health programs, et cetera; and Whereas, Silence Violence has residents and other business leaders who demonstrated their commitment to take a stand against violence by signing a pledge to be a peacemaker; and

Whereas, the participating Silence Violence organizations, with the help of the City Council of Philadelphia and the Mayor's Office, will present the peace pledge, with over 400 signatures, as a challenge to other local businesses to acknowledge the devastating impact that violence has on the health and well-being of City residents and our local economy, and to commit their leaders to join these efforts to stem the tidal wave of violence in Philadelphia. Now therefore, be it resolved, by the City of Philadelphia, that we hereby honor this first group of Silence Violence organizations and urge others to work with them to silence violence and advocate for a safer Philadelphia for everyone, most importantly our children. Resolved, therefore, that an engrossed copy of this resolution be presented to Mary K. Stom, Senior Vice-President and Chief Medical Officer for Health Partners, on behalf of Silence Violence, as evidence of the sincere sentiments of this legislative body. I'm here on behalf of Mary K. Stom. My name is Terri Heavens, and I see many friends in the audience, and especially you, Madam President.

Thank you.

In my past, I as the Chief Information Officer, at St. Agnes Medical Center, at St. Christopher's Hospital for Children, to name a few. I'm currently now representing Health Partners with my colleagues here as Silence Violence partners, the East of Broad Business Association, K-Mart, the Institute for Safe Families, Men United, Mothers in Charge. We desperately need your help to find a prescription for the violence epidemic plaguing our city. I speak on behalf of Dr. Stom, who says she as a specialist compares this to seeing severely ill patients for the first time. We collaborate in a health plan with specialists, nurses, doctors, family members to find underlying causes to develop the most aggressive treatment plan that covers all the bases to take care of the patient in the most urgent need. All of us in the business community serving these people in one way enhance the quality of life here. Philadelphia is a nationally recognized healthcare and medical institution, a region in the forefront of research, but we also -- and we also have two internationally known children's hospitals. Does it make sense that our pediatric trauma specialists almost routinely race to save toddlers with random bullet wounds? These children are sitting on their front porch one day and the next minute they're dying. We've come together as partners in Silence Violence. Please accept this peace pledge and its 400-plus signatures as a sign of the business community's commitment and our need for you to do what's best to lead us. Help us write the prescriptions that will address the many facets of this problem. Work with us in developing a viable preventive treatment plan. Encourage other businesses, other organizations and intervention. Please, Council, be a piece -- and I underscore piece -- of the puzzle. All of our lives and our children's lives depend on it. Now I'd like Ruthanne Madway to join me.

Councilwoman Blondell Reynolds Brown and members of City Council, thank you for inviting us here today and honoring Health Partners' Silence the Violence initiative. My name is Ruthanne Madway and I am the Executive Director of the East of Broad Improvement Association. We are proud to be a partner in the Silence the Violence initiative. East of Broad Improvement Association is a non-profit organization that has been working hard for nearly a decade to make Center City east of Broad strong, safe and economically viable. major hotels, restaurants, entertainment venues and non-profit institutions, religious institutions and real estate development firms east of Broad. Our members are vitally concerned about the economic health and vitality of Center City, but they are also mothers and fathers, colleagues, co-workers and friends. They also care passionately about lives, lives lost, opportunities lost and the loss of hope that is so much a part of the violence, especially the gun violence that has overtaken our city. I am here today standing proudly in partnership with the other organizations joining together as part of the Silence the Violence initiative, but I am here also on behalf of the over 50 businesses and organizations that East of Broad Improvement Association represents. As Dr. Stom stated in her statement submission, violence is Philadelphia, destroying our neighborhoods and killing our loved ones. Our members, including the Philadelphia Marriott Hotel, the Holiday Inn Express Midtown, Citizens Bank, Beneficial Savings Bank, Goldman Properties, Pearl Properties, the Forrest Theatre, Lucky Strike Lanes and many others throughout east of Broad, are proud to be joining in this effort. The people who work in these organizations work in Center City, but they live in neighborhoods across the City and throughout the region. We are one city. Attracting and retaining local businesses is one of the most important things that you as members of City Council do. It is what gives our city its life, its strength, and it is what will bring jobs and prosperity to all our citizens. The business community in Center City is deeply concerned about the deadly cycle of violence that has city, taking lives and destroying hope. Just as it is a public health emergency, it is also an economic crisis. Our future greatness as a city depends on our coming to terms with this spiraling situation and to solve the problem. East of Broad Improvement Association and our member organizations understand the vicious negative cycle that results from violence, and most of all, I am here to say that we are committed to becoming a piece of the puzzle, to help silence the violence and to encourage other businesses to work together to restore peace in Philadelphia. We are one city. With help from City Council and other City and business leaders, we can end violence and provide employers, employees and residents with a safe place to live and to work. Thank you.

The Chair now recognizes Councilman Savage. He will present a resolution honoring George Edward "Butch" Ballard for his contributions to jazz music. Will Mr. Ballard and those accompanying him please join the Councilman at the podium. I see that Councilman Savage is also being accompanied by Councilman Kenney. Thank you, Madam President. Today we're here to honor a great man for his contributions to the world of jazz. Before we get into that, I also want to recognize his many years as a public servant. And, Madam President, you'll this, Councilwoman Krajewski, Councilman Greenlee, Councilwoman Donna Reed Miller and all the Councilpeople that are ward leaders, Councilwoman Campbell. He's been a committee person for 40-plus years and he's the Ward Chairman of the 23rd Ward, and I think that deserves applause in itself. (Applause.)

Recognizing, honoring, celebrating and thanking George Edward "Butch" Ballard for his outstanding contributions to jazz music both in Philadelphia and nationally. Whereas, George "Butch" Ballard was born on December 26, 1917 into an African-American working-class family in Camden, New Jersey and started playing drums on pots and pans as a young child; and Whereas, Butch has lived in the Frankford section of Philadelphia since child; and Whereas, Butch was driven by his passion for music and the drums to rise to the top of his profession; and Whereas, Butch has played with such jazz greats as Louis Armstrong, Cootie Williams, Duke Ellington, Count Basie, Sarah Vaughn and Ella Fitzgerald; and Whereas, in 2006, in recognition of his contributions to jazz music and education in Philadelphia, he was awarded the prestigious Mellon Jazz Community Award; and

Whereas, he was also awarded a Tony Williams Scholarship Award and has been called "The Last of the Legends"; and Whereas, at the age of 89, he continues to teach and play exceptional jazz music on the drums here in Philadelphia in the Philadelphia Legends of Jazz Orchestra and the Butch Ballard Trio and can be seen at Mozaic on Frankford section of the City and continues to be an institution in his Frankford neighborhood; and Now therefore, be it resolved, by the Council of the City of Philadelphia, that we hereby recognize, honor, celebrate and thank George Edward "Butch" Ballard for his outstanding contributions to jazz music both in Philadelphia and nationally. Further resolved, that an engrossed copy of this resolution be presented to George Edward Ballard as evidence of the sincere appreciation of this legislative body. Congratulations and thank you. (Applause.)

I don't mind saying I'm scared to death. Madam Chairman, Ms. Ann Verna, and visiting clergy -- thank you for prayers; I need them -- and members of City Council, Danny and all the members of City Council, God bless all of you here and thank you for honoring me, for having me here. I'd just like to say that my family said to me, Uncle Butch, don't talk too much. Have a beginning, a middle, an ending and go sit down, because you've got a habit of talking too much. And being a professional musician all my life, since I was a kid going to junior high school and high school, when I get up at the podium and start talking, I just get carried away. And, Danny, you tell me, Don't talk too much, make it very brief and get to the point. And my family says, Please don't talk too much. But now I want to make my remarks very brief, but I want to say that since I was a child, I always aspired and wanted to play the drums. And American Legion Band, Post 211 in Frankford, used to pass by my house all the time every week, especially around the holidays, and they'd parade up and down Orthodox Street and up Margaret Street to Frankford Avenue, and I'd follow the drummer, being obsessed with being a drummer since I was a child. And now at Christmas, I'll be celebrating my 89th birthday, and I'm sitting -(Applause.)

And I've been playing drums all over the whole world, with the Duke Ellington Band and Count Basie Band. Not only in America, all the provinces of Canada, every one of them, from Edmonton where Wayne Gretsky came from, all over to Montreal, Quebec and Montreal and Toronto and all that and back into New York City and all of Italy, Germany, France -- Italy, Germany, France -- or I should say Italy, France, Germany, Sweden, Switzerland. But of the most memorable things I'd like to talk to you about a my notes very brief is when I went to Rome and we went -- the band was -- Duke Ellington's band, he was honored by the Pope, and the band, we were standing out in front of the Vatican City and the piazza out there, and the Pope came out on the piazza to bless everybody. It was Holy Week. It was 1950. And I just have to say this to you, because after the Pope came out and blessed everybody, it was thousands of people out there. It was Holy Week all over America and over Italy, too. And after everything was over, I had the opportunity to walk into St. Peter's Cathedral, and the most awesome thing -one of the greatest things I've seen in my life. I was walking in St. Peter's Cathedral and looking up at the top of St. Peter's Cathedral and I'm wondering, How the heck did what's his name, Michelangelo, how did he get up there to paint that thing? It looked like it was taller than that new building that here across from City Hall down here. And I says, My God, how did he get up there? But anyhow, that was an awesome feeling to sit up there and look at that. That was one of the things, and then coming out and fraternizing with all the people in St. Peter's Cathedral as they talked to me and some of the past Popes were embalmed in there and the tombs were all down underneath the Cathedral. And I was so taken aback by seeing all that. My first time in Europe, it was in 1950, but since that time, I've been over here with the Duke Ellington Band and Clark Terry's big band and little band. I've been over there about -- you know when you have a passport, your passport is only good for ten years. At the end of ten years, you have to get another one. You have to get it renewed. Well, I don't mind telling all the members of City Council I have three or four of them at home right now, and my now, it will expire at the end of 1999 -- or 2009 rather. That's when I have to get another one. But I don't think I'll be going back to Europe too much anymore now, because at the age I am now, they don't want to hear jazz. They want to hear rap and knock your father down and cuss your momma out and all that kind of stuff, and I don't play that kind of music. I'm with a band now that's playing up at -(Applause.)

I'd like to take this opportunity before I close to say -I'd like to welcome all the members of City Council, all the beautiful ladies and handsome gentlemen, if you want to come up and hear some nice jazz now, no rock and roll music, no rap, come up to Mozaic Club on 4500 Frankford Avenue. This lady right behind me, she owns the joint. It's a beautiful club. (Applause.)

Let me say this you: The food is delicious. I'm going to have catfish on Saturday night when I go back -- or Friday night. I like catfish. But anyhow -- you're talking about one of them southern boys. Anyhow, I want to thank all of you for having me down here. And, Danny and all the members of City Council, God bless all of you.
