Hello, everyone. I'm not -- I'm not good at public speaking, so please forgive me for this. But I actually work directly with Raza. Stated Meeting April 20, 2017 I'm his realtor. And with the rezoning, what's going to happen is they're not going to be able, like he was saying, to develop in the neighborhood the way they want to. I work with a lot of young professionals. As a real estate agent, there's not enough inventory, and what happens is when these young professionals graduate school, they don't really have nice neighborhoods to move into, and Mr. Raza has given me the opportunity to go out and be able to help these young professionals find a place to be able to move into. So I just hope that this bill doesn't get passed and he's able to still finish developing. Thank you.
Rosanne Loesch, commenting on 160718. (Witness approached podium.) Stated Meeting April 20, 2017
Good afternoon. My name is Rosanne Loesch and I'm President of the Society Hill Civic Association, which is the neighborhood group representing over 5,000 residents in Philadelphia's historic district. I am here to testify in support of Bill 160718. Thank you, Council President Clarke, members of Council, and especially District Councilman Mark Squilla for this opportunity to testify. Our neighborhood has worked hard to support this bill, and we thank Councilman Squilla, who has shepherded this bill through the legislative process and worked with the community and the Planning Commission to make this bill happen. We respectfully ask Council to vote in favor of Bill No. 160718. Thank you.
Monique Howard, Stated Meeting April 20, 2017 commenting on Councilwoman Gym's resolution introduced today honoring Hands Around City Hall. (Witness approached podium.)
Good afternoon. Thank you very much, everyone. My name is Monique Howard. I'm the Executive Director of Women Organized Against Rape, and I wanted to acknowledge Council's potential support of a resolution that provides support to Hands Around City Hall, which is the first time that we as an organization and our constituency are joining hands -- originally it was around City Hall until the NFL Draft -- within the corridor of City Hall to show support to survivors of sexual assault and sexual violence here in the City of Philadelphia. We're the only rape crisis center in this city. In the City of Philadelphia, there were 1,199 reported rapes last year Stated Meeting April 20, 2017 still continues to be the lowest reported crime here in the City and nationally. So I just wanted to extend support and thanks for the resolution, and hopefully next year when we plan a Teal Day, that Council will also participate and wear teal on that day. So thank you very much.
There are no other speakers on the public comment list, Mr. President.
Thank you very much, Mr. Decker. We will now consider today's Bill Consent Agenda. I'd ask the Clerk to read the titles of all bills on the Consent Agenda. After each title is read, any member may object to the inclusion -- before I do that, the Chair recognizes Councilman O'Neill.
Yes, Mr. Stated Meeting April 20, 2017 I mentioned earlier to you privately, I have to leave the Chamber. I would ask to be excused for the rest of this session, voting aye on all bills and resolutions.
Okay. Thank you. The record shall reflect that, Councilman. Leave shall be granted. I will ask the Clerk to read the titles of all the bills on the Consent Agenda. After each title is read, any member may object to the inclusion of the bill on the Consent Agenda. Upon such an objection and without debate, the bill will be immediately removed from the Consent Agenda and placed on the regular Final Passage Calendar. Mr. Decker, will you please read now the titles of the bills on the Consent Agenda.

And a resolution acknowledging and commending the University of Pennsylvania, LF Driscoll, the School District of Philadelphia and the Philadelphia Building Trades Council for their establishment of the PennAssist Program - Bridging the Gap from High School to Building Trades, an unprecedented effort to promote and support City youth in their pursuit of careers in the building trades, introduced by Councilwoman Blackwell.
Before I call on the Councilwoman for a motion, the Chair recognizes Councilman Johnson.
Yeah, Council President. I just want to acknowledge the hard work of my colleague Councilwoman Jannie Blackwell. This is a commendable piece of legislation that should serve as a model for all the various areas and industries in the City Stated Meeting April 20, 2017 4/20/17 - STATED - 2ND READING of Philadelphia providing a pathway to what my colleague Councilwoman Parker always says, a career in the building trades. So she has shown an example that the relationship doesn't have to be adversarial; it could be a relationship based upon a collaboration and bringing everybody to the table. And so I just wanted to acknowledge her for her hard work and her dedication. Thank you.
Thank you, Councilman. The Chair recognizes Councilman Henon.
Thank you, Council President. And like Councilman Johnson, I'm sure as many members of this legislative body worked real hard to witness and see some things that hard work and persistency can produce, and I want to thank Councilwoman Blackwell for her hard work. Stated Meeting April 20, 2017 4/20/17 - STATED - 2ND READING You know, change is -- somebody indicated earlier, change is not easy. Change is hard. We've heard it through the budget process, the incremental change, but sometimes you need drastic kind of public attention to issues that are going to benefit not just the businesses in the City of Philadelphia but the people and the children with their futures for a career. And I want to commend not just the Councilwoman but the institutions and the businesses that are a part of this historic, and I'm going to say, this historic agreement that will be in action as we create job opportunities for Philadelphians as we move forward. I mean, the partners with the Philadelphia Building Trades have been outstanding throughout this process, along with the contractors, along with the institutions, as well as the School District. I mean, let's not forget the School District is a part of this. These are our kids being taught in our public Stated Meeting April 20, 2017 4/20/17 - STATED - 2ND READING schools, who have a pathway for a successful career if they choose so and, through Councilwoman's efforts with the Building Trades, are providing a life skills opportunity to make sure that they gain access and they have an opportunity to raise their families. So I want to congratulate her and every partner a part of this to make this happen.
Thank you, Councilman. I've always said when I grow up, I want to be just like Councilwoman Blackwell. The Chair recognizes Councilwoman Blackwell for a motion.
Thank you, Mr. President. Let me especially thank John Christmas, who wrote everything for me. We couldn't have done it without him. We thank you, John. And I thank -- yes. (Applause.)
And I Stated Meeting April 20, 2017 4/20/17 - STATED - 2ND READING think Lucien Blackwell is looking down, because this is a labor town. We have to work together in addition to meeting with, as I said, Dr. Hite yesterday and thanking Penn, who is here. Compromise makes all the difference, and when we try to have a positive attitude and try to work together, all things are possible. Ultimately, as I said, I give God the glory and thank him for this day and this opportunity, and move for the adoption of the resolution. (Duly seconded.)

Thank you very much. I'm honored to have Monique Howard and her team here from Women Organized Against Rape. I think as she pointed out very clearly, the statistics on rape continue to be staggering for women who both experience it, who have friends and allies who help them through it. And nothing could be more important to our city than the ability to be able to express what is so often considered something to be silenced. We've been proud to work with WOAR and with their allies and other supporters across the City to raise up the issue of sexual assault, to not have it be a place of shame, to raise it up to speak out against it. And this event, which I will certainly invite all my Stated Meeting April 20, 2017 4/20/17 - STATED - 2ND READING Council colleagues to attend to, will be one of those moments. So with that, I ask for the adoption of the resolution. (Duly seconded.)

Thank you very much, Mr. Decker. Are there any speeches on the part of the minority? The Chair recognizes Councilman Oh.
Thank you very Stated Meeting April 20, 2017 much, Council President. I wanted to thank Mayor Jim Kenney for his great interest in improving our city's EV infrastructure and also for his letter, in which he states that it's important that Philadelphia's EV policy matures and that hitting the pause button on the issuance of permits for what he hopes will be a relatively brief period is appropriate. Based on the rapidly changing technology, disparity of approaches in peer cities, and the unique characteristics of Philadelphia, that we need to establish the most appropriate approach. He does lay out his concerns, and I wanted to say on behalf of Councilman Mark Squilla and myself that we have been working on this. We have had meetings, and there will be a public hearing on May 15th at 1 o'clock to look at best practice in EV infrastructure, which is ultimately the issue that we all Stated Meeting April 20, 2017 share, how people can get electric vehicles and charge them publicly. Confirmed witnesses are PECO, which has been very involved and has successfully applied for a portion of the $2 billion available for a Volkswagen to fund EV infrastructure. So we are one of 11 cities that will divide up $300 million, thanks to PECO. ChargePoint, one of the leading companies in electric vehicle infrastructure, is confirmed. They will testify, as well as the Delaware Valley Regional Planning Commission that created a regional EV infrastructure plan back in 2013. We have also invited the Mayor's Administration, Tesla, Electric Drive Transportation Association, Enterprise CarShare, Shared Use Mobility Center, Eastern Pennsylvania Alliance of Clean Transportation, and we will be inviting, as we have done research and made our contact points, Electrify America, EV Connect, Karma, representatives of the Stated Meeting April 20, 2017 Portland, Oregon, San Francisco, California, Houston, Texas, and Amsterdam, Netherlands. So I think we have a very robust and high-quality hearing. Of course we expect some testimony to be by written testimony, but this is just a first of what will be many hearings for best practices. Thank you very much.
Thank you, Councilman. Speeches on behalf of the majority? The Chair recognizes Councilman Henon.
Thank you, Council President. This is a bitter but sweet moment for me to acknowledge the services of one of my staffers who are leaving, going on to better passages and a better opportunity. I'm going to do it in absentia, because he doesn't like the spotlight. So this is one of the Stated Meeting April 20, 2017 Council sessions taped, right, and videod. So he can watch it remotely or he can be here and join us, but I guess it ensures a little bit of embarrassing sometimes to be acknowledged. And I would want to take the moment to acknowledge the service of Chris Creelman, who will be leaving my office to join the Capital Office over Parks and Recreation. And most people as you see come and go in this building. People leave offices maybe on a weekly basis. Sometimes they get acknowledged here in City Council. But most stay for a term or two. Chris stayed for 18 years. I don't know how he did it, but he stayed for 18 years, but in that time he has become an expert on parks and recreation in the capital budget from the Appropriations Committee, managing a lot of the projects over the years for the Sixth Councilmanic District. And it's always been a priority for me to position Stated Meeting April 20, 2017 their careers and use their experience that they have had here to achieve great things. So I'm proud. I really am proud to announce that we are not just -that we're losing him but for other opportunities, but that we'll be able to work together in his career to give him the opportunity to focus on the parks and recs over there on making our rec centers stronger and better, especially in light of Rebuild. So there's a vision that the Administration has. There's a vision that this Council has, and he's going to be a part of that. So I can speak for us all, and I know I can, but there are some stooges who are behind me, because he has a pretty wise sense of humor, that sit back here, I'm going to call Comedy Row. They're going to miss, as I'm going to miss, his wise sense of humor, his ugly holiday sweaters, his pins that light up around the holidays, and his short socks. Stated Meeting April 20, 2017 short socks today on his behalf. But don't worry, I still have his Yankees hat. So this Yankees hat -I know this is a long diatribe that I'm going on, but this Yankees hat has never been in one location for the past six years. It's been in coats, it's been on the floor, it's been in drawers, it's been in tissue boxes, but I'm going to put it in the trash. I was going to do that in front of him today on behalf of the Philadelphia Phillies. But in any case, his e-mail address will be the same and his demand for our capital investments are going to be real. And as soon he's done with my district demands over there at Parks and Recreations, I can share him with the rest of the other District Councilmembers.
But, Chris, while you're watching this retape here, I Stated Meeting April 20, 2017 you for all your years of service and thank you for making the City proud of my office.
Thank you, Councilman. And by the way, give us that cell number too. The Chair recognizes Councilman Johnson.
Thank you, Council President. I just have two brief announcements. On Saturday at 7:30 a.m. we will be starting registrations for our Third Annual 5K Run and Walk in Point Breeze South Philadelphia to raise awareness for those who suffer from pancreatic cancer, those who are survivors, as well as those who have passed on. And so, again, I challenge all of my colleagues if you haven't signed up, if you haven't organized a team, if you would like to come out and participate and run against Team Johnson for bragging rights, again, that Stated Meeting April 20, 2017 if you are up to it. Also -- and that's in partnership with Councilman Derek Green. Also on Saturday as well we will be giving away free prom dresses to deserving young ladies throughout the Second Councilmanic District or anyone's district who wants to receive a free prom dress, and also we'll be helping young ladies getting their hair done as well as their makeup done, and that's going to be at the Dixon House located at 1920 South 20th Street beginning at 1:00 p.m., and that's going to also be in partnership with Radio One, Boom. And so for all those who hear the sound of my voice, send a young lady out to get a free prom dress so they can have a magical fairy tale evening on their prom evening. And I just want to thank you very much, Council President.
Thank you, Councilman. Stated Meeting April 20, 2017 Jones.
Thank you, Mr. President. We do a lot of work in these Chambers, and we're in the midst of the budget process. The other day we were working with the Fire Commissioner on his budget. And sometimes it's not the big picture headline stuff that you get to do that matters the most; it's some of the small ball stuff that people really don't read about. And one of those things was the ten-year lithium battery legislation we did. And I asked the Fire Commissioner had it made a difference, had it saved lives, has it caused a movement of the needle in the right direction towards fire safety, and I held my breath, because if he'd have said no, I'd have been grossly disappointed. But when he said yes and when he could quantify it with the numbers, it's the stuff -- the reason why we sit here. Stated Meeting April 20, 2017 Similarly, I have to ask if a tree falls in the woods and no one hears, was there a sound? If we pass a bill into law and it doesn't get enacted upon, is it really a law? We had a tragic death on the 2200 block of Saint James Street in Rittenhouse Square, fire escape collapsed killing a young 22-year-old Albert Suh, a graduate from Penn State University who worked at JPMorgan Chase, the kind of millennial that you want to move in and take root in Philadelphia. Two years later in these Chambers, 2016, 26-year-old Ms. O'Brien, a kindergarten teacher that was with him that was a friend of his, testified about the horrific nature of that collapse, his death, and her injury as well. We then got together, worked through, passed Bill No. 160462. It was passed and the law signed 6/28/16. I raise this now to let folk in the older parts of the City of Stated Meeting April 20, 2017 that are over 50, 60, 70 years old that have done wonders in interior work, looks beautiful inside, but we have to make sure that they're safe outside. And these fire escapes weren't built to have millennial parties on. They weren't built for that, but unfortunately, you know, young people take advantage, a little more risque, more risque than I would be, but it is time to ante up. All those fire escapes built before 2017 have until July 1st to get their first inspection. All those that are built after 2008 have over the next ten years, because they're newer and probably a bit more secure. A fire escape built in the 1900s is probably rusty, is probably in need of maintenance, and we need to have those maintenance checks so that we safeguard people who live there. Thank you, Mr. President.
Stated Meeting April 20, 2017 you, Councilman. The Chair recognizes Councilwoman Gym.
Thank you very much, Council President. First of all, I wanted to also acknowledge Councilwoman Jannie Blackwell for the tremendous work that she did, not only on the current resolution that she shared with us but, most importantly, that she just finished a spring break where her office helped pilot for the first time free lunches and breakfast for schoolchildren who would not normally be fed during the spring break holiday. So I just want to thank Councilwoman Blackwell for being a wonderful mentor and advisor, not just in the kind of person that she is but in particular the way she shows us how to get it done. The other thing I wanted to add very briefly was that this week the Washington Post reported about the staggering number of increases in Stated Meeting April 20, 2017 detained, arrested, and deported by ICE, and they specifically included Philadelphia in it as, one, the third highest jurisdiction that's seen the largest increase. Our increase was six times higher here in the City in the first three months of this year than it was last year at the same time. So the people who are being targeted are not criminals. They are DACA recipients, children, adoptees, parolees reporting in for probation. The arrests have sent shock waves through a lot of our communities, because they have switched up the kind of people who would have normally been and have previously been explicitly protected, including by the current President of the United States, and that those rules are changing every single day. This week also Councilwoman Quinones-Sanchez and myself met with the Field Director of ICE, Jennifer Ritchey, and her team over at 1600 Callowhill Stated Meeting April 20, 2017 important sit-down to discuss some of the concerns that we had, requests for information, understandings of procedures. And it's clear that we're not on the same side of issues, but at the same time, we do not have to see within our city's borders the kinds of terrorizing tactics that we're seeing across the country. We don't want to be the kind of city like Los Angeles that reported declining numbers of domestic violence and sexual assault as we have in other places where we have also seen retaliatory raids and other types of things that have rounded up people who don't come anywhere near the criminal pipeline. And so I thought it was an important dialogue. It's important for us right now to be as vigilant as possible, to pay attention, to let our federal authorities who operate within our borders to know that we're paying attention, and that we're going to fight Stated Meeting April 20, 2017 going to recognize and respect the boundaries between federal, state, and local authorities, of course. We're abiding by the law, but we are concerned and we need to keep our city safe. It doesn't keep us safe if people are afraid to report. It doesn't keep us safe if parolees do not want to report into probation. It doesn't keep us safe if kids are afraid to get dropped off at school if their parents aren't -each one of them have their paperwork right in order. So I want to thank Councilwoman Quinones-Sanchez. I want to thank this Council for standing strong on this issue, and we'll keep vigilant.
Thank you, Councilwoman. The Chair recognizes Councilman Green.
Thank you, Council President. I just want to remind Stated Meeting April 20, 2017 having a reception in the Caucus Room with Philadelphia CeaseFire. There's some information presented about the work they have done that was the basis of the resolution that was presented today. In addition, lunch will be provided. So thank you.
Thank you, Councilman. The Chair recognizes Councilwoman Blackwell.
Thank you, Mr. President. Let me thank all my colleagues for the kind remarks. Let me say that I'm glad, Councilwoman Gym, that you and Maria went to see the ICE folks, because we sure enough passed a resolution in here criticizing them. As you know, we represent 35 African countries, and they've been pretty rough on people who don't need that. But I really rose to say that we all know Mike Piper. His parents were Stated Meeting April 20, 2017 51st Ward of my district. That's how I met him. But his wife passed on Monday, and they will have a funeral and memorial service for her on Monday at 10:00 at the Unitarian Society of Germantown, 6511 Lincoln Drive. Thank you.
Thank you, Councilwoman. There are no other speeches. The Chair recognizes Councilwoman Reynolds Brown for a motion to adjourn.
Thank you, Mr. President. I move that Council stand adjourned until Thursday, April 27th at 10:00 a.m. (Duly seconded.)
Thank you. It has been moved and properly seconded that the Council stand adjourned until Thursday, April 27, 2017, 10:00 a.m. All those in favor say aye. (Aye.) Stated Meeting April 20, 2017
