That might bring undesirables to believe that there's opioids or some type of drugs in that place and causes danger to all the neighbors in the community.
So we're all against it.
They can just take it to another neighborhood.

I am in favor of this project. Well, for one, I have a family member who has autistic,
who is autistic, and I feel like they should be able to live in the community just like everyone
else and there should be again like someone like Maricela Torres who has the proper um you know
certifications where she can again provide her employees with the proper certification which
will allow and you know make a better community for everyone and just because someone has a
disability that doesn't mean that they cannot function in the community with other neighbors
Like, so I am in favor of it.
All right.
And I thank you for taking the time to call.
So we appreciate it.

No, I'm not.
Are you in favor of this project or against?
I'm in favor.
I just wanted to say one thing that, you know, as the young lady just stated before, it's really not fair to, you know, assume that people that have disabilities, intellectual disabilities or autism are bad people.
They're people that were born different.
They need help.
And it's not fair to people that may not have the family.
Thank you very much.
We appreciate you taking the time to call.
Next hand, please.

Are you a neighbor?
Are you in favor of this project or against?
I am against this project.
We have several other people, but we do appreciate you taking the time to call.
Yes, and if I could offer just a little bit more perspective,
on the same 6700 block of North 8th Street,
there was a facility that tried this and absolutely failed in the community
about seven years ago.
And there were so many complaints in terms of quality of life, double parking for the attendants.
And it was the, God bless, autistic, intellectually disabled community.
But there were so many mental health issues.
They did have to be, sometimes they walked alone.
And usually they really did need to be, have an escort.
The neighbors had to get to know everybody's name because there were so many issues that occurred.
It affected the local businesses in terms of disruptions there.
Ultimately, it was failed.
There were so many complaints to the landlord of that property that they ultimately discontinued their contract with them.
I also would like to say, as a realtor, there is no hardship.
This family bought this property for $300,000 on 6602 North 12th Street.
Folks are investing a lot of money in very rare single-family homes in this city.
Folks are investing a lot of money in very rare single-family homes.
It is a tiny, tiny community that really values the single-family home and needs homeownership and needs families to invest in these properties.
They are trying to do that.
So 6602 North 12th Street, they went through a restoration renovation.
It sold for $680,000.
Thank you, Rick.
$67,000, $12,000.
I know.
I appreciate that.

truth and nothing but the truth yes i do mr mr anchor are you a neighbor
Are you in favor of this project or against?
I am opposed.
And if I can just briefly comment, I was at the community meeting.
And I think a key thing that hasn't been raised is that, you know, at that meeting, the number of employees was described as three.
And this meeting, I've only heard two described.
Additionally, the property owner and developer, which described having three persons, three residents in the home.
And now I'm hearing about a maximum of five.
I think a number of key facts have kept shifting and drifting throughout this conversation.
And Mr. Anker, we've run this type of business before, and she's unsure what to do.
But I think that's important.
All right.
Thank you very much, Anker, Mr. Anker, for taking the time to close.
We appreciate it.

briefly respond if you yes briefly uh first i would like to admit uh my exhibits into evidence
So I move those evidence. Second, there was some discussion about we haven't proven undue hardship. As we know, that's not the standard. This is a special exception we're seeking. This use is conditionally approved under the Philadelphia Zoning Code.
We respectfully believe we've met our burden for specific conditions of use and specific
detrimental impacts on the neighborhood. Unfortunately, the community has not met their
Unfortunately, the community has not met their burden or the objectors haven't met their burden because they're talking about generally they're against personal care facilities in their neighborhood.
burden or the objectors.
They didn't address specifically what's wrong with this personal care facility.
It's, again, conditionally approved and assumed that this use is allowed.
And it's their burden to prove that there's something specific to the use that we're proposing that makes it unfit for this board to grant that special exception.
And just as a side note, the state oversees these type of facilities.
So, again, if there's any issues regarding the sidewalks, the landscaping, or anything in that respect, there's consistent oversight, even past the CO stage, that Ms. Torres has to meet those burdens. Thank you.
Thank you.
Planning Commission.
Okay. This is Ron Bednar, City Planning. The applicant has demonstrated proposed use will have no more of an impact than would be normally expected. We recommend the proposed personal care home be granted a special exception.
Mr. Nakamason, obviously, we've had a lot of testimony, and I really would like to take about five minutes next week to talk to the board members to make sure that everybody is real clear where we want to be with this, okay?
So we will vote on this next Wednesday at 2 p.m., sir.
Thank you. Thank you for your time.
Thank you. Thank you.
Thank you.
Okay. Number 11, MI 2024-004-454-6000, Willett & Avenue. Leonard Altieri is the attorney. Letter of support from the Southwest Philadelphia Consortium of RCOs.
They're coming back in as a panelist, sir.
Good evening, Mr. Chairman, or good afternoon, Mr. Chairman, how are you?
House, how are you? Could you please state your name and spell for the court sonographer?
Yes, my name is Leonard Alteri, L-E-O-N-A-R-D, Alteri, A-L-T-I-E-R-I, with the law firm of Claire Harrison.
Where or firm to tell the truth, the whole truth, and nothing but the truth?
Could you identify your client and relationship to this property?
Yes, my client is Jayco Enterprises, LLC, doing business with Snipes. It is a tenant of the subject property at 6,000 Woodland.
Our vice chair has a few questions.
Good afternoon, counsel. Do you agree to read another refusal or stipulate to its accuracy?
Have you emailed them all the required documents and exhibits as needed to perceive it as case five days in advance of this hearing?
I did submit the required exhibits five days in advance and supplemented the exhibit packet
either yesterday or Tuesday with a letter of support.
Thank you, counsel. Please proceed and share your screen.
Thank you very much.
Can everybody see my screen?
All right, perfect.
So again, Leonard Altieri, the law firm of Claire Harrison, representing the applicant Jayco Enterprises LLC, doing business as Snipes for the property located at 6000 Woodland Avenue in the Woodland Village Plaza.
Snipes is a German-based streetwear retailer with 450 stores across Europe and 400 stores across the eastern United States.
Their headquarters is located here in Bensalem, Pennsylvania. Snipes is one of Europe's largest providers of sneakers and urban apparel. Brand partners are similar names such as DJ Khaled, 21 Savage, and Philadelphia's very own Meek Mill. The property is located in the ICMX Industrial Commercial Mixed Use District. It is also subject to the Airport Hazard Control Overlay District and their Narcotics Injection Site Overlay District.
This is the view of the location.
Our tenant space is essentially located right here.
As you can see, it is set back pretty far from the street,
and it also has a Dunkin' Donuts, which is essentially obstructing its view.
Here's a better idea of it currently.
Again, this is our tenant space right here.
And what we are seeking this evening, Mr. Chairman,
is signage to be placed above the second floor windowsill.
so uh the applicant is proposing a static internally illuminated accessory wall sign
above the second floor windowsill of this existing shopping center
the sign that we're proposing is around 56 square feet the signage is
The sign that we're proposing is around 56 square feet.
