Good morning. I note that the hour has come and that a quorum of this Council is present. Council will please come to order, members will take their seats, and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Reverend Cleveland M. Edwards, Pastor of St. Jude Baptist Church. He here today as a guest of Councilwoman Blackwell. I would ask all members and guests to please rise. And, Reverend, we apologize for being late. I'm sorry.

Let us prey. Our Father and our God Lord, we come today to bow ours heads and humble hearts, realizing that Thou art God, and there is no God before Thee. We come this morning, with thanking you for allowing us to see the dawning of a brand-new day. We come to 12/7/06 STATED - GREETING/INVOCATION say thank you. We come now, Lord, and ask you to bless this City Council of Philadelphia. Bless the President, the Majority and Minority leaders, bless the Chairpersons of every committee. Bless them and keep them in the hollow of Your hand. Bless this Council, Lord, as they come to do good for the people that they were elected to represent in this chamber of government. Let them deliberate with courage, not in fear, nor for selfish reason or party affiliations, but to help the people of this great city. Let this City Council be those who are abiding laws to this city, trumpet over all personal and political considerations, who will show the meaning of courage and real faith in their democracy. Let me them be mindful of the less fortunate as well as the fortunate. 12/7/06 STATED - GREETING/INVOCATION On this day, as we remember Pearl Harbor, on this day as our children are dying on foreign shores, on this day when our young people are being killed in the streets of Philadelphia, give this Council the strength, the power, and the wisdom to find a solution to stop this senseless killing of our children, that there may be peace in our city at this season of peace, this advent season. Again, Lord, I ask you to bless this Council today as they come together with one thought in mind: To better the lives of the people of the City of Philadelphia. All these blessings we do ask in your darling son Jesus' precious name. Amen.

Thank you madam President. On this occasion in this room, we often honor many famous people, movie stars, athletes, entertainers, and normal people from the community, but today is one of those rare occasions that we have to really honor somebody that all of us, including our kids, need to look up to, 'cause this is one of the real heroes of our city, and I thought it was appropriate to recognize him in this way. This is a resolution recognizing Professor John Rich, MD, MPH, Chair of Health Management and Policy at Drexel University for being named a 2006 MacArthur Fellow and 12/7/06 STATED - PRESENTATIONS receiving the $500,000 Genius Grant. Whereas, on September 19, 2006, the John D. and Catherine T. MacArthur Foundation named 25 new MacArthur Fellows for 2006; and Whereas, Dr. John Rich was named one of those fellows based on exceptional creativity, promise for important future advances, based on a track record of significant accomplishments, and potential for the fellowship to facilitate subsequent creative work; and Whereas, the John D. and Catherine T. MacArthur Foundation Fellows Program's purpose is to encourage recipients to pursue their own creative, intellectual, and professional inclinations. With the grant money the fellows are encouraged to accelerate their current activities or take their work in new directions; and Whereas, Dr. John Rich had dedicated his life to researching and 12/7/06 STATED - PRESENTATIONS improving inner-city health-care needs. In 1993, he began the Young Men's Health Clinic at Boston City Hospital a, primary care clinic designed to meet the needs of young men in the inner-city. In 1995, he developed the Boston Health Crew Training Program to train young men of color as community-outreach educators; and Whereas in 2005, Dr. Rich joined Drexel University School of Public Health. Currently, he is Chair of Health Management and Policy and Director of the Center for Academic public Health Practice, and works closely with the Center for Health Equality; and Whereas, the MacArthur Foundation President, Jonathon Stanton, stated, "The annual announcement of the MacArthur Fellows is a special opportunity to celebrate the creative individuals in your our midst." Now, therefore, be it resolved 12/7/06 STATED - PRESENTATIONS that the Council of Philadelphia does hereby recognize Professor John Rich, MD, MPH, Chair of Health Management and Policy at Drexel University for being named the 2006 MacArthur Fellow and receiving the $500,000 grant award. And this guy lives in our City of Philadelphia, and we're very proud to have him here. Thank you. (Applause.)

Thank you very much, Councilman Kenney, Councilmembers. It's a distinct honor and privilege to stand before you and to be a part of this proud city. The issues that the MacArthur Foundation acknowledged, or cited, when I received this award really related to the fact that much of my work has focused on the inner-city young men of 12/7/06 STATED - PRESENTATIONS color. And we heard mention earlier of all across the country how we're losing young people to violence. I simply want to say that I, as a member of this city, I hope to dedicate my work and time to this issue and would offer myself to you in any way that I and also the Drexel University School of Public Health can assist you in your efforts as you represent the citizens of this city in really looking at how do we make sure that we reclaim all of the lost potential that's currently being lost to violence. Thank you so much for the honor of being with you today. (Applause.)

Thank you very much. This is an honor and a privilege. This is a resolution honoring and congratulating Charles L. Bloxon on his career as an educator in African-American Studies, collector of African and African-American artifacts, and wishing him well on his upcoming retirement. 12/7/06 STATED - PRESENTATIONS Whereas, Charles L. Bloxon was born on December 16, 1933, in Norristown Pennsylvania and Whereas, he graduated from Pennsylvania State University in 1956 and during his was early career, taught local and multicultural history while serving as a human relations advisor for Norristown Area School District; and Whereas, Mr. Bloxon has traveled around the world, collecting African, African-American and African-Carribean publications, some dating back to the 16th century; and Whereas, in 1982, Mr. Bloxon donated his collection to Temple University, which he preferred over other prestigious repositories, including the Library of Congress, because Temple University is located in the heart of an African-American community; and Whereas, the collection includes first-edition works by Phyllis 12/7/06 STATED - PRESENTATIONS Wheatley and W.B. DuBois, Paul Robeson's sheet music, narratives by Sojourner Truth, Fredrick Douglas, thousands of photographs and more than 500,000 items including rare books, manuscripts, print letters, and archived issues of the Philadelphia Tribune; and...

Whereas, he now lectures internationally and organizes exhibitions in Black Studies programs around the country; and Whereas, he served as the Director of the Pennsylvania Black History Committee, Director of the African-American History Board, and the Governor's Commissioner for the Governor's Heritage Program; and Whereas, he's been a member of the Historical Society of Pennsylvania, the NAACP, the State University Alumni Council, the Urban League, and the American Antiquarian Society; and Whereas, he received a Lifetime Achievement Award from the Before 12/7/06 STATED - PRESENTATIONS Columbus Foundations, and holds multiple honorary documents; and...

Whereas, he is considered one of the country's leading experts of the Underground Railroad; and Whereas, Charles L. Bloxon scheduled to retire in December of 2006; Now, therefore, be it resolved that Philadelphia City Council honors and congratulates Charles L. Bloxon on his career as an educator in African-American Studies, collector of African and African-American artifacts and wishes him well on his upcoming retirement. And be it further resolved that an engrossed copy of this resolution be prepared as an expression of this body's sincere appreciation of Mr. Bloxon's contributions to the City and the nation. Certification that this is a true and correct copy of the original 12/7/06 STATED - PRESENTATIONS resolution adopted by the Council of the City of Philadelphia on the 2nd day of November, 2006, signed by Anna C. A heartfelt thank-you for this prestigious award and 12/7/06 STATED - PRESENTATIONS to all of the Councilmembers and all of the supporters over the years who came out and supported me from my days at Penn State. I grew up in Norristown helping my family, which goes back to the days of the Underground Railroad in Philadelphia. My ancestors escaped from southern Delaware with Harriet Tubman and went up to Canada. Some of them came back. One of my relatives fought in the Civil War and some my other relatives were in the (indiscernible) war where Dr. W.E. DuBois, in 1899, published his famous "Philadelphia Negro," so I have a long history with Philadelphia, although I was born in Norristown. African people have a long tradition going back to 1539 when they came to the city aboard ships docked at what is now Penn's Landing with the Dutch, the Swedes, and later with the 12/7/06 STATED - PRESENTATIONS Quakers and William Penn, who, himself, and other merchants, Quaker merchants, and others were slaveholders. Strange as it may seem in this city today, one of the reasons I kept collecting to preserve the history was coming here from Norristown to visit the Liberty Bell and so forth, I never knew that they sold enslaved people right here in the City of Brotherly Love at Front and High Street and also among the coffee houses at 2nd and Market. So what I'm saying to you is that it was important for me to come to the City to visit the old (indiscernible) bookstore at Ninth and Market Street from Norristown. When I was participating in Penn relays, I would always go to bookstores. And, (indiscernible), as you know, is a historical landmark. The reason why I donated my collection at Temple University back in 1984 was the fact that it was located in 12/7/06 STATED - PRESENTATIONS the heart of the African-American community. And I felt that of all the places -- Penn State, Lincoln University, University of Pennsylvania, University of Nigeria -- I thought that Temple was a very good place because at that time, they were aggressively trying to bring in more African-Americans. So I went there, and while I was there, it placed in Sullivan Hall by my good friend, the President Peter Licouras, who said he wanted the collection near him, where people, children, and others could be accessible to see their history. And I was in tears when Rosa Parks came, the Mother of the Civil Rights movement, among the many people internationally who came. I will never forget what she told me she said it was an inspiration to be in the room with all of these great books, and I looked at her and said to myself, What she went through for us, so it goes on, it's a 12/7/06 STATED - PRESENTATIONS legacy. The last couple weeks, maybe two months or, more you've been reading the paper -- and I'll be finished a second -- that there was possibility of moving the collection from Sullivan Hall. That has been resolved as promised by President Ann Hart Weaver and her administration that the collection will remain there in Sullivan Hall. It will remain there. (Applause.)

Thanks to you. Support came from all over the world. It's important. I will be retired December 31st. However, I will be given the title of Curator Emeritus. I will still be collecting and will be on the search committee for a new curator, and I'm also going to be involved with the endowment committee. I started my collections in 1968 -- excuse me, in 1948, but now I'm 12/7/06 STATED - PRESENTATIONS here and retired, and this is a great city. Temple University is a great university and thank you very much. (Applause.)

Thank you, 12/7/06 STATED - PRESENTATIONS Madam President. Today it gives me great pleasure to present this resolution to my friend and for all of the wonderful work she's done with young women across this country. For 20 years, she has given of her time, self, and money to help young people, and she is someone who doesn't get a lot of recognition for this, and she has not sought recognition, but I thought it was important because we're dealing with so much with violence and in our community, and I wanted to show that there are some positive programs out there in this community that are local and highlight and congratulate local leadership for their work with you know people. So today, this resolution honoring Teenshop, Inc. and founder Eleanor Jean Hendley. Whereas, the Council of the City of Philadelphia is pleased and 12/7/06 STATED - PRESENTATIONS proud to honor Miss Eleanor Jean Hendley and the tremendous contribution of her Teenshop, Inc. Program to the empowerment and achievement of generations of teenage girls from Philadelphia to Los Angeles, building a legacy of more than 20 years of success; and...

Whereas in 1985, Eleanor Joan Hendley founded Teenshop, Inc., now one of the nation's longest-running volunteer-driven youth-development nonprofit agency dedicated exclusively to nurturing the growth and achievements of teenage girls with goals. The organization currently has branches in north, south, west, and northwest Philadelphia as well as a chapter in Los Angeles, California, where successful teens like America's Next Top Model winner, Eva Pickford,had participated in the program. Teenshop encourages academic excellence, promotes abstinence, and enhances girls' self12/7/06 STATED - PRESENTATIONS esteem, using workshops, field trips, community-service opportunities, and college tours; and Whereas, more than 100 girls from Philadelphia to Los Angeles are enrolled in Teenshops groups each year, and the program has earned increasing accolades, receiving write-ups in publications like the Philadelphia Tribune and Ebony Magazine. Eleanor Jean Hendley was also recognized for her work this year by the Girl Scouts of Southeastern Pennsylvania, receiving the organization's "Take the Lead Award." In all, more than 2,000 young women have benefitted from Teenshop, Inc., moving on to become doors, lawyers, teachers, and business owners; and...

Whereas, Eleanor Jean Hendley's success with Teenshop comes as no surprise considering her background as an 12/7/06 STATED - PRESENTATIONS educator in New Jersey, where she created an award-winning after-school dance program for young girls. Miss Hendley also served for many years as the education reporter for CBS-3 Eyewitness news here in Philadelphia, and is the founder CEO of E.J. Hendley Consultants, LLC, Education & Development Company. Miss Hendley is also a founding member of the Pennsylvania Coalition of 100 Black Women, a member of the Forum of Executive Women, and a member of the Alpha Kappa Alpha Sorority, Inc. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby recognize and congratulate Miss Eleanor Jean Hendley and the tremendous contributions of the Teenshop, Inc. Program to the empowerment and achievement of teenage girls from Philadelphia to Los Angeles, spanning a record of more than 20 years of success. 12/7/06 STATED - PRESENTATIONS I further resolve that an engrossed copy of this resolution be presented to Miss Eleanor Jean Hendley as evidence of the sincere sentiments of this legislative body. Thank you very much. It is a pleasure and an honor to be here to receive this very prestigious recognition. And thank you, Councilwoman 12/7/06 STATED - PRESENTATIONS Tasco, and also thank you Councilwoman Miller. Now, Councilwoman Tasco is a longtime supporter of Teenshop, and we really value her for her leadership, her community service and setting such a positive example for our young ladies to follow. And it's because of supporter like her that Teenshop has been able to survive and thrive for the past 21 years, but we are a volunteer organization, and it really takes the work of a group of women who are extraordinarily committed to the mission of, as we say, helping other mothers raise their daughters. We have four chapters in Philadelphia, as you heard, and the executive directors of all of our Philadelphia chapters are here today, and I would certainly like to recognize them. Brendan Norman, Executive 12/7/06 STATED - PRESENTATIONS Director of Grace Teenshop in Germantown. Also, althea Fogle, the Executive Director of Mt. Carmel Teenshop in West Philadelphia. Donna Ruley, the Executive Director of Zion Teenshop in North Philadelphia, which was the founding chapter. And Lorraine Williams, the Executive Director of World Teenshop in South Philadelphia. Also, Teenshop, we're an abstinence-based program, and we are very proud that we do not lose girls to teenage pregnancy. (Applause.)

And we do that by keeping them focused, by setting goals for education and career success, so they realize that becoming a mother too soon is not an option. We're also proud that more than 2,000 girls have been enrolled and that 12/7/06 STATED - PRESENTATIONS all of our graduates, all of our graduates, attend college or pursue other education goals. (Applause.)

I have three young ladies who are here with us today. They were able to get a half day off from school I guess. I'm sure that City Council has been a wonderful lesson today, and I'd like for them to step forward. Alicia Holmes is 16 and a student at Central High School for Girls. (Applause.)

Troy Tasco, this is Marion Tasco's granddaughter. (Applause.)

And she's enrolled in the Grace Teenshop chapter this year. And also Jessica Johnson. Jessica is 17 years old, a student at Philadelphia High School for Girls, and 12/7/06 STATED - PRESENTATIONS is first in her class. (Applause.)

So very, very briefly, Alicia is just going to tell you a little bit about her Teenshop experience very briefly. MISS HOLMES: Good afternoon. Everyone. As Miss Hendley said, my name is Alicia Holmes. Teenshop for me has been an experience unlike any other. It's -everyone is so warm, and they support our future, and it's really nice to know that there are adults around that haven't given up on the youth. Excuse me. I'm a little nervous. At first, I was kind of skeptical about Teenshop. My mom signed me up for it, and I thought it was something I was going to hate and not enjoy at all. But as time passed, I came to love my fellow members as well as the 12/7/06 STATED - PRESENTATIONS officers and Teenshop as a whole. Thank you. (Applause.)

All right. And just very briefly, let me mention all of the other volunteers here by name. Inez Davis, who is also my godmother. And (indiscernible) Von Lee, who is with the World Teenshop Chapter. Thank you, Madam President. Madam President, there are many who would agree that the Commonwealth and certainly our city still has a long way to go when it comes to providing both affordable and quality child care 12/7/06 STATED - RECONSIDERATION OF 060582-A for constituency quite frankly that cannot vote -- children. And this bill, in essence, is designed to eliminate additional barriers and thereby create more opportunities for children in our city, but more specifically, for providers who want to have affordable child care for little people in our city. The proposed ordinance amends the Philadelphia Zoning Code to permit day care in commercial districts where it is not currently permitted. So in essence, the bill is designed to broaden the options of locations that providers have when they want to think about where they want to have child care. Under the ordinance, day care for 12 children or less will be permitted in C-1 commercial districts. And day care centers will be permitted in the office/commercial district and in the neighborhood shopping center districts, which currently they cannot 12/7/06 STATED - RECONSIDERATION OF 060582-A do. As a result, day care in some form will be permitted in all commercial districts except for the 10th and the 6th Councilmatic districts. In the C-1 district, the number of children is limited to 12. Frequently, this zoning classification exists in buildings at the end of a row of residences. The limitation accommodates the needs of parents in those communities for child care and avoids overly intensive uses of these properties. It should be noted further that in a C-1 classification day care, like commercial uses, only the first floor of the building is permitted. There are also two non-substantive changes to the ordinance -- a definition of day care; and, secondly, a clarification that day care is permitted as an accessory use to churches and places of worship. 12/7/06 STATED - RECONSIDERATION OF 060582-A Day care's currently allowed as accessory to churches and places of worship. The proposed ordinance would only state this so specifically. I might add that you can go to Harriet Dicter at the State or to Allison Acevedo or the Christine (indiscernible) at PCCY or any of the professionals at the (indiscernible), which is a professional organization in the business of being a voice for child care providers. And all of them will tell that you this is another small incremental step to making a difference to those who want to provide child care to little people. And, finally, I should note that this bill in every way mirrors a bill that was passed unanimously in 2001 where, again, District 6 and District 10 were exempted for reasons that I can't understand and accept. Those are my remarks for asking for support, Madam President, and I now 12/7/06 STATED - RECONSIDERATION OF 060582-A move that Council reconsider Bill No. 060582-A, which was approved by Council City Council on November 16, 2006.
