The discussion about the shuttle bus. And we'll come back next meeting, and we can also meet in the middle to make sure that it's acceptable.
To all who are concerned. We can even meet in the middle if we need to, as the discussion progresses. S.E.P.T.A. can get back to me. We can meet informally, and we can come back to a hearing, and then bring it to the full body to see if others 82 5/16/03 - Res. No. 020607 have any suggestions.
Reverend Barnes, please identify yourself for the record. This is Reverend Barnes from Christian Faith, 6014 Market Street.
I just want to say that a shuttle bus system process is definitely going to be vital for that entire corridor, not just for the faith-based community. But getting people in and out is going to be very important. I don't know how long it's going to take. Have to go back and sit and discuss that. But our hope is that that's something that can be done in a relatively short period of time.
Reverend Barnes is saying he hopes we can work out a shuttle system in a short amount of time because it will be vital to transportation on 60th Street. Thank you.
Councilman, if you will allow me two minutes outside, I'll get people 83 5/16/03 - Res. No. 020607 started while we're here.
Thank you. Thank you. So let's delay for a moment. Mrs. Moore is going to try to get this discussion going. So, Councilman Nutter.
Thank you, Madam Chair. I apologize that I have not...
...kept you complete company here at the table, but I have been keeping track.
Mrs. Moore is going to step outside and get some of that discussion going, if you want to wait until she returns.
Okay. I actually had a question with regard to lighting. I know some of the City people are here, so I do have some other questions.
With regard to lighting, Mr. Sabatini dealt with that in 84 5/16/03 - Res. No. 020607 detail. Why don't you ask him a question while she's out.
I'm reading a letter dated May 15th to the Chair. And the response on question two has to do with lighting to be placed throughout all sections of the construction, including but not limited to businesses and residents near 60th and Market Streets. I think the larger issue, with regard to lighting, was pretty much the length of the Market Street El. The response, which is a different response from a couple weeks ago... The response two weeks ago was: All lights are working; it's adequate; and that you weren't doing anything. The new response seems to be: You're having a discussion with the City engineers about it; you're looking at a schedule; and the conditions survey has been completed. 85 5/16/03 - Res. No. 020607 What is the present status of new lighting under the el?
The present status is in conjunction with the City engineer, we need to determine where we need to install the supplemental lighting and how we will implement that, how we will tie in to the existing circuitry along the el.
We already have lights attached to the structure. Wouldn't you just run the power off of those?
That's a possibility. However, that has to be confirmed that it has adequate capacity to do that.
That's a process starting now. And I will be back with a schedule.
When? I guess what I need is, I know you started the process. I'm very happy about that. What I need is a date when you actually make a decision, and then give me another date when you're actually going to start 86 5/16/03 - Res. No. 020607 installation, and then give me another date when they'll actually be working. That's what I'm interested in.
Well, in terms of the plan, I think that by the end of next week we can have a plan in front of you, what we intend to do, bearing in mind that it needs to be worked out in conjunction with the City lighting engineer.
Okay. They're here. Why don't we work it out? I mean, what else needs to be discussed at this point?
I think first of all, as I mentioned before, we have done a condition assessment and we intend to -- Those lighting fixtures, existing lighting fixtures, are not functioning. We intend to repair those. And we can start that work very quickly. The next step --
I mean, I was told a month ago that all the lights work.
Well, apparently there are some light fixtures that are not functioning properly.
All right; fine. 87 5/16/03 - Res. No. 020607 But those are the ones that are exterior.
To the superstructure. You have lights that run on both sides...
...of the outside of the superstructure. The issue here is, directly under the el, it is very dark. That's what we've been talking about. So first you told us that you weren't going to do anything because it was adequate light. We continued to ask questions about it. Now you're having discussions with the City Streets Department and the Lighting Division. You think by the end of next week you'll have a plan. What I'm asking you is, once you have a plan, when will you start to actually install the lights? That's what I want to know.
Well, you know, it would be difficult to make that commitment right 88 5/16/03 - Res. No. 020607 now, but I think we need to determine the plan and then determine the schedule. But I think it would happen very quickly.
I'm sorry. I missed when you first came on, and I did not --
And I will tell my colleague that they did commit to repair that are out. So we have a commitment. And 16 that they're meeting with City engineers to work 17 that out, but they made that commitment earlier. 18
Okay. That's 19 very good. 20 So you'll have a plan at the end of 21 next week. In the meantime you'll continue 22 meeting with the City engineers. 23 And let's, for argument's sake, say 24 that there's adequate capacity out there to make 25 it happen. 89 5/16/03 - Res. No. 020607 And I know it's difficult to prepare. There are so many issues at this kind of hearing. But I'll operate on the premise that you saw the letter dated May 15; is that correct?
Okay. And since you've been working on this, I mean, you must have anticipated that one of us was going to ask you a question about this, right?
Okay. So, schedule by the end of next week. And installation when?
Well, I don't think I'm in a position to give you a specific date at 90 5/16/03 - Res. No. 020607 this point.
Councilman, if the plan dictates that new ballasts are needed, we'd have to coordinate with the City lights -- the light commissioner -- Streets Commissioner. We'd have to then double check with P.E.C.O. So there are a series of meetings and things that we'd have to do, in addition to ordering the ballasts, et cetera. If we have the plan --
Let me make sure I'm understanding something. You said that if it's determined that new ballasts are needed.
Right, in addition to the or so that will either be repaired or 17 existing. 18
Yes. But if it's 20 determined that if you do the additional survey, 21 you determine you need more lights. 22
Then you also have to 24 figure out what type of lighting, is it additional 25 ballasts, can you just immediately insert into the 91 5/16/03 - Res. No. 020607 existing circuits, do you need new circuits. That's why Dominic is having a difficult time trying to give you a date certain because without the plan we don't know whether we are just replacing the 20, that need to be 7 replaced, whether we have to add additional ones, 8 and if we have to add additional ones can we do it 9 on the existing infrastructure. 10
I'm sorry I 11 missed the first part of the discussion. 12 Let me make sure I'm understanding. 13 The 25 that need to be replaced, are these similar 14 to the Cobrahead lights that already exist on the 15 el superstructure? 16
Okay. So let's 18 assume that you fix those or repair those. 19 That will still not solve the 20 darkness problem under the el because these lights 21 are not under the el. They light up the travel 22 lane outside the el. 23 So isn't it pretty much a given that 24 you'd have to put new lighting down the center 25 line of Market Street? Isn't that the only way 92 5/16/03 - Res. No. 020607 you're going to -- Isn't that the only way you're going to light up under the el?
Right. And I think the question is the determination, to what extent. And that's why we're working in conjunction with the City engineer.
I understand your reluctance to give me a specific date. So now I'm going to ask you to give me an estimate or a range, based on your background and experience, and based on your work with the City -- and they're here as well. I mean, you have to understand something: While my own personal plan is to try to be around for a while, other powers and authorities much higher and above may have a different game plan. So I'm trying to get as much done as possible. And we're all here together. In my lucid lifetime, I'd like to get this done, as quickly as possible. 93 5/16/03 - Res. No. 020607 (Applause.)
So if you're here, and my City friends are here, you have to be able to give me an estimate or a range, based on all the knowledge and expertise and background here, of if we have a plan next Friday, it should take us "X" amount of time to figure out why. And after we know why, then we're going to seek to install around and about Z. Give me a time frame that makes some sense and gives me a comfort level about what we're doing here. I don't want to have to keep chasing after you about this. I'm not going away. I'm not going to stop asking about it. You can talk to your two friends on either side of you. They will tell you that. Save yourself the hassle.
I know there's some symbolism to me being in the middle. But in any event...
I hear your impatience to have that resolved. We were discussing what would be a time frame. And I think an order of magnitude time frame would be 90 days, and that would be aggressive on our part. That's what we're discussing at this point in time. The problem is, in particular, first of all, these are --
Yeah, but you're talking -- I'm sorry. I think, if I'm correct, we're talking from 45th out to 63rd Street?
It's a significant area. The type of lighting fixtures you're talking about would be similar to the current street lighting fixtures you have out there now.
I'm not talking about any kind of lighting fixtures. You can go and take and run some extension cords out there, for all I care, with the little -- And I'll get 95 5/16/03 - Res. No. 020607 you some 150 watt bulbs. I don't care. I'm not saying it's got to be the most -- We're not trying to build the Taj Mahal under the el. Eventually, it's all going to go away. I just want some more light.
Let's not make it any more complicated than it needs to be. And I know you've got safety issues you have to deal with. And you can't just go run extension cords. That's slightly facetious. But somewhere between, you know, the most beautiful designed job in the world and something that I might do is the reality of: We have an emergency situation. We need more light up there. Figure out how to string them, run the cord, plug them in, and let's keep moving. I don't -- I can't have it dark out there all summer long. It's too hot. It's too crazy. It's too dark.
So what are you 96 5/16/03 - Res. No. 020607 going to do? (No response.)
Save him, Miss Moore. Save him from himself. (Laughter)
Save him from himself, please. He's drowning out there.
I do understand, just based on conversations we have internally, I understand the need for the additional days. I also understand what you're saying. We'll work immediately after this with the lights commissioners -- Streets Commissioners. And we'll come back. We'll come back with something. We know that between now and next Friday we can give a plan.
That was the initial target of everybody busting it to make sure we could indeed do that. That plan now, if we go with the idea that it does not have to be pretty, it just 97 5/16/03 - Res. No. 020607 has to be functional, maybe that shortens the time frame that we need before we can get lights. We're actually looking at something that was in correlation with what was existing already.
We're not looking for historically correct figures of what was out there in the 1860s. We just want more light. And I think when the engineers sit down and understand that this is more about speed than it is style, make it functional, make it safe, and get it out there as quickly as possible. But no one is going to criticize you and say: Oh, my, God; those are the ugliest lights I've ever seen under the el. No. Be grateful that it's light. * I mean, these are the kinds of issues where -- I mean, we have so many other things we can argue about. We don't need to argue about what type of fixtures we're looking at here. We don't have to go searching through catalogs. Make it functional. Make it safe. Make sure they work. That's all we want. 98 5/16/03 - Res. No. 020607
And if the ultimate goal is to make sure there is lighting underneath the el, it does not have to be lighting under the el, as long as the area under the el is lit? VOICES: Yes.
That's a tricky one. Let me step back for a moment. I think what I'm hearing you say is if you can figure out a way, off of the superstructure, to direct light under the el and light up that area...
You're making a distinction between that and an attachment underneath the el to that. No; it's the light under the el. I don't care how you get it there.
You can bring 500 helicopters out there if you feel like, and have them shoot the light down underneath. As long as it's bright, I don't care how you do it. I really don't. And I think the Councilwoman is in agreement. Light under the el is the issue. 99 5/16/03 - Res. No. 020607 How you figure out how to do it, that's your business.
This is the shuttle issue? We've been through all that?
Okay. I don't want to cover any territory a second time. Thank you. Is that what Miss Moore was going out to deal with?
We'll deal with that as an issue. We have our completion date.
We talked about policing. They agreed to contact the 100 5/16/03 - Res. No. 020607 partnership C.D.C. about cleaning.
We've already met with the Parking Authority about ticketing.
So we tried to do as much as we could. And you all agreed to put somebody who can work in the office and make it real good open, all-day office, right?
Currently we have a staff person in the CIC office, and we're going to make sure that the office is more accessible and the kind of information that's needed around the project.
And they've got to be -- I don't know who's in there so it's not personal. But nobody uses that office. We all communicate with one another. So that person is not viewed as a person who has any information who can communicate, who can call you and say: We got an emergency. 101 5/16/03 - Res. No. 020607 You know, it's viewed as an office that's open sometime and sometime somebody just sits in there. So we really need a working body who can communicate, who will communicate with the MOC office at 58th Street, and so that people can go up there and communicate back with this person if they're closer to 58th Street, and who can call you for emergencies, who can take complaints, a real viable office, so that... We know we have Greg out there. We know we have Mike Tucker and Reverend Baker and that, but an office that functions for the rest of the life of our contract.
Yes. What we're doing now is putting together an aggressive outreach plan with the -- including the office so that there's more activity going there, there's more outreach going there, that we're interacting with the schools with our existing safety program but getting that information out to the schools, as well as working with the existing block captains and the town watch around the construction area. And so there will be better coordination of the 102 5/16/03 - Res. No. 020607 office and better use of the office with the staff person that's there.
And I will say for the benefit of my colleague, all the audit outreach business relocation funds, post construction plans, all of those areas of communication with the departments and with Commerce, I've asked that we be included in all the meetings, all discussions.
There's also a meeting with regard to Reverend Barnes. I understand you have a data base with 75 churches.
Now, we have Reverend Barnes here, who is our main contact person. We have a sample letter --
-- that you have drawn up. Have you seen that, Reverend Barnes?
We'll make 103 5/16/03 - Res. No. 020607 some copies of that.
Councilwoman, I just forwarded him a package of the information.
Which includes a sample letter with the date of the next faith-based round table which we are coordinating.
And so we want Reverend Barnes to be an integral part of that. And in addition, any complaints lodged that are submitted to the offices, please let us know so that we have good communication.
Mr. Hamlin, and to my colleague: Forgive us for doing this so informally, but we're really trying to have a working meeting.
My question has been for over two years, every meeting I've gone to I've asked about the level -- your attempts to fulfill the level playing field requirements for inclusion of doing business with S.E.P.T.A. and the local community.
Mr. Hamlin, 104 5/16/03 - Res. No. 020607 an architect, is asking about minority participation. I would like to ask everyone, if it is acceptable, since we don't have anyone here from the City, from our Council employee whose job it is, that we defer all of the minority participation issues to our next meeting, and then do a whole talk about jobs.
Because we need time to really get into it. And then Mr. Baker, whomever, can bring their statistics, so everybody's prepared to talk about minority participation, who gets jobs, how it happened that we got this far, and what we can do in the future for inclusion. Is that acceptable to everybody?
All right. So we'll do that. That will be an integral part of our next meeting.
In addition, Councilwoman, Exhibit D, a special attachment, is a list of issues or concerns that were not a part of the questions that were submitted from the 105 5/16/03 - Res. No. 020607 Council but a list of issues that Councilman Nutter and Councilman Ortiz had from the last meeting, which includes a list of firms, submitted proposals for MSE professional service, as well as a list of trades work by African American employees as of January 2003, and a written response to why the goals for the number of workers and the number of work hours different.
So that is Exhibit D. And we will be prepared to have a discussion on that at the next meeting.
Exactly. And it will give my colleague time to respond.
And you know, I'm finding that part of our problems in this City -- This is not specifically targeted to S.E.P.T.A. -- but in general we see that the... We hear of goals and we see goals, but people in the community say: I don't see these people out there. I mean, they're already unemployed. So they see them, and they just don't see the 106 5/16/03 - Res. No. 020607 minority inclusion that's listed on paper in real, in flesh. So, I really want to have a real discussion with regard to that so that everybody's clear and understands and we all agree on and/or understand at least what's happening.
Yes. Okay. Councilwoman, for the record, I'd just like to say that we've had, we're having, and will continue to have meetings with Reverend Barnes around developing a marketing plan for the faith-based community in the project area. So that has been a part of an ongoing process, but we've had two meetings since our Council, last Council meeting with Reverend Barnes.
Thank you very much. I guess we've talked about some issues. I'd like to bring up another issue, too, and that is my Angorra Station. That's my station. That's my area. Now, we show you as proof advertisements that give different dates, 107 5/16/03 - Res. No. 020607 different hearing dates. Now, this means that S.E.P.T.A. should not close our station because you didn't even -- You know, whomever was putting your notices out did not update them. You had some on els and buses, and a different set of meetings and dates on another. We have our proof here. And it means that we really need a discussion. And you know, the community... This Angorra Station is across from a library, a shopping mall, a senior citizen home. And it's really vital to that neighborhood. And the community contention is that it may be underutilized. And I know you're saying there's people using it in instead of 50 people 17 within a time log. 18 But the community contends it wasn't 19 marketed for such, that S.E.P.T.A. really did not 20 aggressively let community people know this is a 21 viable station; come use Angorra Terrace; you can 22 get there. 23 And we know the el gets you there in 24 a quicker amount of time. But the community is 25 really, really upset, and in fact told me that 108 5/16/03 - Res. No. 020607 albeit we were in discussion -- I haven't checked this particular one. I've been around looking at lots and many other things, but I have not checked this, I will tell you. But they're saying that somebody was out there taking up parts of the track already, even though we're in discussion. I don't know. I can't verify it. It could just be a rumor. But certainly we would like to have consideration on this. And even if you need the... I know we gave you a petition with hundreds of signatures. But even if you need... Even if we could make some agreement where you try it longer and see if the community can use it or something like that, maybe we can come to some meeting of the minds to give us time to see what is possible.
Councilwoman, since we have started the public hearing process, that process has to conclude. There's nothing that staff can do or any individual board member even, to stop that process. What we will do is make sure that the hearing examiner gets the information that was 109 5/16/03 - Res. No. 020607 forwarded, the signatures, et cetera. We'll make sure that your voice is heard when we get the information to the hearing examiner. But at this stage, the public process has to conclude.
All righty. Well, we will hope that... Reverend Barnes.
Okay. Then, Reverend Barnes, then, take one of the microphones, and we'll ask the gentleman... Come here, even though it's our witness table. We'll do it informally. But would you come around to the table so that you can respond.
Councilwoman Blackwell, do you have time for Miss McGregor?
Yes. Just come forward, and let's do it. Also, while she's coming forward, Miss McGregor also asked for forensic assessment. Are you able to provide this forensic assessment, with regard to summer jobs? Well, the community initiatives part, I think you have. MS. McGREGOR: Councilwoman, Debra 110 5/16/03 - Res. No. 020607 McGregor. The item that I made reference to was collapsed into -- two items were collapsed into one, and so the resultant Item Number is 5 inaccurate. I'm referring to S.E.P.T.A.'s letter 6 to you dated May 15th, , Item 9. 7
Yes. 8 MS. McGREGOR: The forensic 9 assessment in the form of a report from the agency is like a dead person doing their own autopsy. That's not what we're asking for. We would like an independent assessment of the contract, of the scope of services promised by contractors and consultants, and we would also like the change orders. Our sources tells us the change orders are coming in and are very expensive. We would also like to have the budget to date and the dispersal to date. We feel as the community we've been put on the cheap, not enough money coming to the agencies that are designated to provide services. And the level of services are not at the professional level that we would expect from a project at the level of a half a billion dollars. 111 5/16/03 - Res. No. 020607 So, separate out teenage jobs. I mention that as an afterthought. Go back to the front of the half a billion dollars. Tell us who's getting the money, who's putting in change orders, what is the scope of services, and how much has been spent to date. Thank you.
Thank you, Miss McGregor. S.E.P.T.A., what can you do for us? Can you get us this information for our next meeting? And in addition, respond to summer jobs and let us know what we can do for summer jobs, et cetera, issues that aren't technically related. MS. McGREGOR: Councilwoman, apologies. I forgot.
Yes, ma'am. MS. McGREGOR: This is data to be provided to an independent reviewer.
I understand. I heard you. MS. McGREGOR: We do not need the self report card they are providing because they are providing it.
I'm sure 112 5/16/03 - Res. No. 020607 they must have that someplace.
And I assume so. They had to hire independent people to get this far. So we'll ask them to make that information available at our next meeting, on or before.
I'd probably be a little more comfortable sitting down somewhere.
Please. Sit here, sir. Or you can sit here at our witness table?
First of all, my first probably comment -- I'm not going -- And I'm 113 5/16/03 - Res. No. 020607 not going to be long but... I think there is an assumption that because there's a response to our church from S.E.P.T.A., that you are resolving the issues as it relates to the faith-based community in the City of Philadelphia, as it's relating to this construction project. And I'm going to ask first of all that Frances Jones and the rest of the organization stop using Christian Faith Baptist Church and Reverend Barnes as your guinea pig to resolving issues, as it relates to the faith-based community. I do not represent the religious community that's being affected by the S.E.P.T.A. contract. I'm a person here who's the pastor of a church that's on Market Street that's being affected by the S.E.P.T.A. el construction project. We are one church. Yes, there has been faith leadership breakfasts that have been conducted. Most of those ministers, pastors, and churches probably did not submit to you that they had any problems with the project. 114 5/16/03 - Res. No. 020607 And that's probably why you don't see that many of them at this session or these public hearings, because they don't exist on Market Street. So, why would you have meetings with faith-based organizations that are not impacted? I know the understanding from the beginning is to talk to the faith-based organizations to get a feeling or their opinion about the project. But if they're not living, if their churches don't exist on Market Street and are directly impacted by the project, they're not going to submit to you problems and concerns. We're on Market Street. Philadelphia Baptist Church is on Market Street. I think it's Ward Memorial, another church is on Market Street. United Missionary Baptist Church is on Market Street. New White Rock Baptist Church, small church, is on Market. There's only about seven churches maybe from 43 to 63rd that are affected directly by this project. So to send out letters to 75 religious leaders to have a breakfast meeting about what's going on right now is irrelevant. 115 5/16/03 - Res. No. 020607 Really, it is relevant. Let me finish. It's irrelevant. You need to deal with what's going on on Market Street. I don't need to attend a faith-based breakfast. We've been dealing with it for two years, so we need to know what's going to happen now for people who are affected, not just the church. It's not just the church. The only reason why I'm actually here is because business owners came to me and reverse: I went to the business owners. We came together because of what's going on on Market Street, not because faith-based organizations were affected. We do realize that the church is a separate entity. We're not a traditional business entity, so how you respond in terms of a marketing strategy to assist the church and all that must be handled somewhat differently. But we do not want to be used today and any time in the future as your way of responding to the faith-based organization and have that being seen as a response, you know. I'm a nice person. Most pastors and 116 5/16/03 - Res. No. 020607 ministers tend to be. I don't know what your perception is of religious organizations, black pastors in the City of Philadelphia. I really have no idea about that. There seems to be a perception that if you talk to us, we're going to be okay. We want the same answers as the business owners are asking for on Market Street. We are one group. We are working together; and that's it. I may not understand all the complexities. (Applause.)
But I do know that we are being affected, and we're looking for some immediate results.
I'd like to respond to those issues that you've brought up thus far, and then we'll take any additional issues or concerns. There's no confusion on our part about who the faith-based organizations are, as it relates specifically to Market Street. We know 117 5/16/03 - Res. No. 020607 who those are.
Frances, let me explain something to you real quickly. In this packet that you just gave me, there's a notation in here... There's a notation in here about how you assisted Christian Faith Baptist Church.
1999 we gave an outdoor evangelism event. You provided some project materials table, which was the cost was probably zero dollars. We submitted a two-page request to S.E.P.T.A. at that particular time -- This is three years ago -- to provide assistance, as a way of responding to the community, because the church organized ten churches, business owners. All came together for this festival event. So the request was for you to respond to assist as a major sponsor of the event that would be seen by the entire community as you responding some way, since there's a great outcry about there not being a response. That event and those -- in the past and in the future were not supported by S.E.P.T.A. in the way that we 118 5/16/03 - Res. No. 020607 requested. Your total amount of support for the first event was zero dollars. The second event, I think somebody reached into their back pocket and came up with a $50 bill and put it in my hand. The third event we got a generator for the event, maybe $150, $200. Your response to the Christian Faith Baptist Church should not be seen as you responding to the faith-based group. We are part of the entire group. So, from today and in the future, I don't want you to use Christian Faith. Okay?
Just in closing, we've been dealing with this issue for a year and a half or two. And many of us have not been as vocal, and we felt it was not -- it was not 119 5/16/03 - Res. No. 020607 necessary to be as vocal as we are today, because we felt that we had some assurances from S.E.P.T.A., promises that were made on the front end so that we would never have to get to where we are today. Those assurances were and those promises were not kept. Even as it relates to this escalator issue, no one asked for the rebuilding of a fancy, brand new escalator. The $700,000 -- and we have not seen those numbers in print -- I think you're talking about a brand new escalator. We weren't talking about that. We were talking about something that would get people up and down. If you can put temporary lighting, as Councilman Nutter and you had just discussed, that's not going to be fancy and elaborate, you can do the same thing with an escalator. We're not talking about a $700,000 escalator. We're talking about something that will get people up and down. I don't think that's going to cost $700,000. I really believe -- And I'm going to close and get out the way and let some other folks -- I know you have some other business to 120 5/16/03 - Res. No. 020607 take care of. But I think it's been an insult to the entire community. And the reason why we know it has been an insult to the intelligence of these business owners and the faith-based initiative is that we are actually in this room today and that we were here on May the 7th. I really believe you felt that folks were not going to understand the complexity and were not going to understand what the needs really are. And we are expecting after today that there be a response to our concerns in a way that makes some sense, and that means some real solutions to the problems. Thank you. (Applause.)
Thank you, Reverend Barnes. My suggestion is that then we not have a meeting on the 29th, and that we move forward as one community. It's one less activity for us to do.
Thank you. So we agree on -- Oh, and we already talked about 121 5/16/03 - Res. No. 020607 the -- Did we talk about deliveries? Somebody mentioned deliveries today. Or is that working okay now? And let me just go through my notes to make sure we've talked about everything we need to discuss.
We're available, Councilwoman, if some other issues come up at some later point prior to the next meeting date, to address your issues.
Okay. I hope that we will have more meeting about subsidies for our businesses, more information at that time. We announced also last time that the Power 99 and Unity Day WDAS had the meeting with S.E.P.T.A. and they weren't prepared to, apparently to... Agreement wasn't set in stone yet, so they weren't prepared to announce it, but that they are prepared to -- But it's a work in progress.
Let me ask one more thing. We need to know where S.E.P.T.A. 122 5/16/03 - Res. No. 020607 Police start and the Philadelphia Police end, for policing this area. We don't have to have that today, but that's one other issue that we would like to work out by our next meeting. So at our next meeting, then, maybe I can summarize some things we think we've accomplished today and what we'll also come back with at our next meeting. Today we talked about the issue of the plates, Mr. Spearman, and opening one lane of traffic. We talked about a shuttle. We talked about the Mercy Health Special Services District cleaners or Course company and a partnership C.D.C. We talked about lighting. We talked about policing, S.E.P.T.A. versus Philadelphia and how that fits in. And we talked about coming back to have a full discussion on all the minority participation issues that were discussed early. Did I leave anything out, staff, or folks who are our guests? And if I did, I'll review my notes. And we talked about Angorra 123 5/16/03 - Res. No. 020607 Terrace also. VOICE IN THE AUDIENCE: A moratorium on taxes.
Oh, yes. My staff, make sure. We talked about going back to the Mayor to see where we are on tax issues with regard to the businesses affected, the affected businesses. We also talked about the Parking Authority not issuing tickets, which they've already agreed to in principal. We have to work out where we want them or where we don't. And we talked -- And we've also met with the Streets Department with regard to lots. So we have to follow up on lots and where people can park. And we really seriously think that 49th Street is a real great spot for that end. So we talked about lots and streets where we can have parking for customers and/or businesses, so we can get that done. And did I neglect anything? And we also said that we're happy to meet in the middle. Let me ask my staff attorney when we can meet again, because if we have to meet in the middle 124 5/16/03 - Res. No. 020607 it's okay. I know everybody is busy with Election Day. That's why I am here, because this is the day we have to get ballots and all that kind of stuff. And then Monday is the day before Election. All righty. It looks like the first date we can get is June 6th. We will have Community Development Block Grant hearings for those who are interested in that on June 2nd; am I correct? UNIDENTIFIED VOICE: That's correct.
On June 2nd we will have Community Development Block Grant hearings. So is there are any other issue that I did not mention that we discussed today? Okay. If there is, we'll review our notes and make sure that we contact S.E.P.T.A. We appreciate all of your taking your time and energy. And I believe that with the collaboration, when we all work together, that we can get something that works and makes life better for us all. 125 5/16/03 - Res. No. 020607 So, thank you. This hearing is recessed, then, until June 6th at 10:00 a.m. Thank you. We'll be in touch. (Hearing continued to June 6, 2003, 10:00 a.m.) 126 5/16/03 - Res.
