O'NEILL COUNCILWOMAN MARIA D. QUINONES-SANCHEZ COUNCILWOMAN BLONDELL REYNOLDS BROWN COUNCILMAN MARK SQUILLA COUNCILWOMAN MARIAN B. TASCO MICHAEL A. DECKER,
Good morning, everyone. We're going to start now. Thank you. We have established a quorum. I'd ask all guests and visitors to please retire behind the rail. Members will take their seat and Council will now come to order. To give our invocation this morning, the Chair recognizes Father David Vidal of St. Veronica Catholic Church. He is here today as the guest of Councilwoman Quinones-Sanchez. I would ask all guests and visitors to please rise. (Members and guests rise.)
Good morning, Council President Clarke, Councilwoman Maria Quinones-Sanchez, and all members of the City Council. Greetings from St. Veronica's Church. And I would like, first of all, to thank Councilwoman Maria Quinones-Sanchez for inviting me to be here this morning, and we will invoke his important work that the people of Philadelphia has entrusted to you. Today it comes to my mind some beautiful words of Pope Francis with whom I am related somehow. I am also a native from Argentina. And speaking about your wonderful work, Pope said, Politics remain a great vocation and one of the highest forms of love. I beg the Lord to grant us more politicians who aren't disturbed by the state of society, the people, and the lives of the poor. It is vital that government leaders and financial leaders take heed on working to ensure that all citizens have dignified work, education, and healthcare. Why not turn to God and ask him to inspire the plans, and this is what we do today. Let us pray. Oh, Lord, you have said with your words and shown with your example that the one who has any leadership among his or her brothers and sisters must at the service of others. Assist all the honorable members of this City Council to be true servants of your people; that they may find in their work an opportunity to spread the goodness and kindness that you have for each one of us; that they may have that wisdom to look for the goodness and happiness of all, especially of those who are less fortunate and are working for a gesture of love; that they may have the strength to work for this Council without hesitation and fear. Oh, Lord, we know that our actions seem to be like a simple drop of water in the midst of an ocean of needs. However, we also know that with your help, troubled water can be turned into a rain of blessings. Oh, Lord, we ask of all of these things with great confidence because we know that our prayer is already your blessing. (Amen.)
Thank you so much, Father. Council will be at ease. (Council at ease.)

At time, the Chair recognizes Councilman Greenlee, who will present a resolution on my behalf to James Lafferty. Would Mr. Lafferty and those accompanying him please join the Councilman at the podium. Please proceed, Councilman.
Good morning, everyone. It's great to honor folks that decide to get in public service early in life. So this is a resolution honoring and recognizing James Lafferty. The Council of the City of Philadelphia is pleased and proud to honor and recognize James Lafferty for being one of the youngest - if not the youngest - officials elected to Sharon Hill Borough Council in Delaware County, Pennsylvania. Whereas, James Lafferty is a senior at Temple University -- where Councilwoman Bass and I think turns out great graduates -- with a double major in science; and
Whereas, James Lafferty has demonstrated commitment to his community from a young age through volunteer activities; and Whereas, James Lafferty is a member of the Phi Theta Kappa National Honor Society and Delaware County Community College Student Government Association; and
Whereas, upon graduation from Temple University, James Lafferty aspires to attend law school and work as a prosecutor for the City of Philadelphia or the federal government; and This past November James Lafferty was elected to the Sharon Hill Borough Council at the age of 23; and
Whereas, James Lafferty is an example to our youth that they are never too young to become involved in their community and in government; Whereas, we are proud of James' accomplishments, wish him the best in his service to Sharon Hill Borough, and welcome him as a colleague and a peer; and
Therefore, by virtue of this citation, the Council of the City of Philadelphia hereby honors and recognizes James Lafferty upon his election to Sharon Hill Borough Council while completing his undergraduate studies at Temple University. We wish James success in his studies and his service and extend to him the sincere respect and admiration of this legislative body. Congratulations. (Applause.)
The Chair recognizes Mr. Lafferty for remarks. This is your first opportunity, sir.
Good morning. I'd like to thank Council President me this honor and as well as City Council for allowing me to be here today. Also I'd like to thank my family, friends, supporters, and colleagues in Sharon Hill. Without them, I definitely would not be standing before you. When I decided to get involved at a young age, I did it because I have a deep desire to serve my community and I wanted to give back to the people that have given me so much in my life. And when I heard about that I was receiving this honor, I was a bit reserved, because I didn't see it as an extraordinary thing until I began to speak to others and came to realize the significance, and the significance is, the reality is that our generation, my generation, will one day have to take over and lead our communities, and the important thing to remember is that we need to work to the best of our abilities to provide a better, brighter future for ourselves and no mistake, currently our generation is facing many hardships. While many Americans are struggling, my generation is especially worse off, I believe. On top of having crushing student debt, seeing rising costs of living, stagnation of wages, we're entering a job market that is in a condition that has not been seen in decades. But yet we persevere. We every day work to be better, successful citizens and to contribute to our society, and that is why today I stand before you on behalf of my generation, and I dedicate this achievement to my generation. Thank you. (Applause.)
Thank you. Council will be at ease. (Council at ease.)
