Our first presentation today honors the League of Cities, the League of City Workers Jodi Isenberg, Mari Ann Barta, Philomena Petro, and Fonda Richardson. Thank you, Mr. President. Back in December, early December, the National League of Cities held its annual conference in Philadelphia. Very critical conference for any city because opinion-makers and local officials, our colleagues from around the country, are coming here and getting their first impression of Philadelphia. We hadn't held this conference in about 40 years. It was important that we put our best foot forward, and we had a lot to gain and a lot to lose. Everything went extremely well. It was clearly the best conference that the National League of Cities had ever had, based on the surveys that were done among the participants. It didn't happen by accident. But because of it, I think in large part, the headline we all saw two weeks ago, where the National Association of Association Executives, that make decisions about these kinds of conferences, decided 00007 to come here in 2001. You can bet they were here in December, seeing how the largest public interest conference went in Philadelphia. And they made that decision in large part because of the work of the four ladies behind me, who made their bosses look good, the National League of Cities look good, but, most of all, Philadelphia and all of us in this room look good. I would like to honor them today and read it as follows: Whereas, the National League of Cities Conference was held in Philadelphia in early December 1997. Essential to the success of the conference was the attention to planning, transportation, accommodations, and a thousand other details which allow large meetings of this magnitude to run smoothly. And is Councilwoman Tasco here? Thank you, Marian, for coming up. Whereas, Ms. Jodi Isenberg, Assistant Deputy Mayor of Economic Development, coordinated the city's responsibilities for the conference, she was the host city liaison and was the day-to-day 00008 contact between the League of Cities, staff, and the Mayor's Office. Whereas, Ms. Mari Ann Barta, Manager of Events Services at the Pennsylvania Convention Center, handled all the convention services throughout the Congress of Cities and made sure logistics and last-minute changes were handled seamlessly. Whereas, Ms. Philomena Petro, Director of Convention Services at the Philadelphia Convention and Visitor's Bureau, co-chaired the hosts committee and also oversaw major elements including airport welcomes and shuttle bus services, to name just a few. And last but not least, whereas, Ms. Fonda Richardson, Director of Conference Planning and Management for the National League of Cities is based in Washington, D.C., but got to know Philadelphia like a native, working with the hosts committee and with the many varied groups and agencies involved in this major effect. And whereas -
Whereas, during the conference, Mari Ann Barta, Jodi Isenberg, 00009 Philomena Petro, and Fonda Richardson acted as hosts, but, in reality, their job began months before, and during the conference they were busy from early morning to late evening; And whereas, each of these women were accessible and responsive, and each worked with volunteers, staff, and conference attendees in a manner that was courteous, friendly, professional, and organized; And whereas, because of their efforts, the nearly 7,000 delegates and guests at the conference left with a very positive image of this city, its leaders and its capabilities. Now, therefore -
Resolved by the Council of the City of Philadelphia that we hearby honor Ms. Mari Ann Barta, Ms. Jodi Isenberg, Ms. Philomena Petro, and Ms. Fonda Richardson for their outstanding contributions to the 1997 League of Cities Conference. I am a little shorter. I just want to say thank you, and tell you this is such an honor. I go every year to different cities, and all cities are unique and special. Philadelphia is my favorite. You have a beautiful center. (Applause.)
It is a meeting planner's dream to put a meeting together in Philadelphia. The support of this city, the support of the Council, the support of everyone was phenomenal. And I thank you. (Applause.) 00012
I am a little taller. I just want to thank you. I have been a member of the Convention and Visitor's Bureau for 15 years. I have been there, and it has been really exciting the past couple of years, with the opening of the Convention Center and the wonderful events that we have had the opportunity to work with. And, by far, National League of Cities was one of my favorite conventions. I enjoyed working with the entire staff. And it was wonderful to hear the comments, as people were leaving, as to how much they enjoyed Philadelphia. Thank you.
I just want to thank you, also. It was a really fun convention, actually. And thank you for giving an honor to all of us for doing our jobs. Thanks.

Our second presentation honors Peter Doyle. To make this presentation, the Chair appoints Councilwoman Fernandez. The Chair invites Mr. Doyle to come and receive this Resolution.
Good morning. Today we are honoring Peter Doyle, who is an example of one of the many citizens in our city who is volunteering his time to help young people and help revitalize our neighborhoods. While he started his work in the Ogontz area, Prince Hall School neighborhood, he has now branched out, and is partnering with Allegheny West Foundation, PAL, Boys and Girls Clubs, the School District. And the key point -- and I think where all of us could perhaps help him with his volunteer efforts -- is to find computers, used computers, from businesses or individuals, and help him get them into the hands of young people and their families. 00014 So this resolution is commending and honoring Peter Doyle, President of the Ogontz Avenue Art Company, for his demonstrated commitment to the betterment of the communities of the City of Philadelphia. Whereas, Peter Doyle works tirelessly to further the mission of the Ogontz Avenue Art Company, which is to nurture the artistic and analytic talents of innercity youth by developing their problem-solving skills through art and computer education. And -
Whereas, through the auspices of the OAAC, Peter has demonstrated his commitment to reducing the number of Philadelphia technology have-nots, by setting out to provide a personal computer to every family in the City of Philadelphia, beginning with the students at Prince Hall Elementary School; And whereas, by encouraging local businesses, government agencies, and individuals in the Philadelphia area to donate used computer equipment, Peter Doyle has been able to provide more than 300 children and their families with their own 00015 computers; And -
Whereas, a prerequisite to receiving a computer through the Ogontz Avenue Art Company is a mandatory six-week computer training course, taught by local volunteers, part-timers, and college interns, and this course prepares children and the families for the world of technology at home; And whereas, Peter Doyle and the Ogontz Avenue Art Company's success continues to open new doors for our city's children and serves as an example of our community leaders and organizations. Now, therefore -
Resolved by the Council of the City of Philadelphia that we hearby commend and honor Peter Doyle for his continued contribution to our city's success through his efforts to ensure that Philadelphia's youth and their families thrive in the age of technology. I'm not used to this, but let me get on. In 1996, it was on the radio that 60 million PCs were thrown out in the world, and there are probably a lot more right now getting thrown out. We started our program four years ago. I came to City Council and I said, after a whole day about antigraffiti, that the goal of our program was to get every kid in the city a PC. And essentially, we were the last people to give our little speech, and I think we put everybody to sleep. And the people who weren't asleep, kind of laughed at us. We have gotten probably about 350 to 360 kids PCs. We consider that not very good. If we would have gotten just five or 00017 six corporations, who are going to landfill their PCs, to donate to us, we would have over a thousand, maybe 3,000 kids' PCs at this time. We have the volunteers; we just do not have the PCs. We talked to City Council about helping us get corporations to donate to our company, or the seven other nonprofits that help us out. And they are lining up the nonprofits to help us out, but the corporations are kind of slow. There is a lot of -- it is tough to get into a corporation at a level that needs to be -- well, it is tough to get there. What we do in our corporation is, we give the kid a six-week course. They sign a contract. If they fulfill that contract, they get a PC. It is not a demanding one. But what we do teach them is how to think critically. The debate is to get the kid a PC, but really we are teaching kids how to think. I think that's very important, especially for a citizen, to use critical thinking when it comes to governing their lives. As Happy said, we are working with 00018 Allegheny West Foundation. And I won't keep you too long. But they doubted what we were doing. We had an Inquirer story about a month ago. From that story we got 400 calls for donations, all individuals, we got 200 E-mails, and we got a large amount of computers. From that, Allegheny West opened up their application process. And I think this is very important. Within two days, they got 800 applications, they had to shut off their faxes and they had to shut off their phones. The people in the city are ready to get the PCs. And I think it is a very good program, and I really thank you for having us down here and just telling the city about what we are doing. Thank you very much. (Applause.)

I just wanted to announce that at this morning's meeting of the Pension Board, the Pension Board voted unanimously on a motion introduced by the representative of the Fireman's Union to vote the Pension Board's stock, 15,000 shares of CoreStates, against the merger. And I think that's a plus, even though the votes only represent a tiny fragment. I hope that the Mayor, from this vote, goes on. He has only got 24 hours. He has thrown away the last two weeks. I hope he throws his weight in an effort to get all the Pension Boards and all the businesses in the local area who own CoreStates stock to also vote no. You all, I think, read in the papers today that there will be a hearing in Philadelphia on March 13 to consider the local impact. The hearing will be held by the 00070 SPEECHES Federal Reserve Board here in Philadelphia. Thank you very much, Mr. President.
