Bill No. 980007, an ordinance authorizing transfers and appropriations for fiscal year 1998 within the general fund from the Director of Finance contribution to school districts/tax cuts, the Department of Revenue Sinking Fund Commission and the City representative, and the Director of Commerce economic stimulus to the first judicial district of Pennsylvania.

Thank you. I have to say good morning to my colleagues. I would like to recognize Councilman Mariano, Councilman Ortiz, and Councilman Longstreth for being here. Mr. Kaplan, can you explain for the record where the 43 million -- how it can be transferred from the Director of Finance and other departments?

Mr. Kaplan

Yes. Thank you, Councilwoman Krajewski. I'm Dean Kaplan, the 3 COMMITTEE ON APPROPRIATIONS City's Budget Director. The money is available because, as Council will recall, when the FY '98 budget was put together, we did not fund the courts for a full year, but we did put the balance of the year's funding in two separate lines, one in the Commerce Department and one in the Finance Department. And, as you'll recall, our plan was, should the State provide funding to use those monies for tax cuts after the school district and economic development, but we reserved that money, pending resolution of the situation. So that money still is available.
