So I don't know if that's changed or not. I doubt that it has changed, but we don't have an updated letter,
but there was a documentation, which I sent you, Devin, of an old letter from the president at that time when we got the original variance.
at a later date.
I just want to add that insight
in terms of also
in addition to the communication emails he's had
with them, there was an original letter
from previous.
That's about it in terms of
any content I want to add to that.
Unless there's any questions
that you want to ask me in particular?
No. I think that concludes
my presentation.
Questions from the board.
Can I get some clarity? Can you go back
to the floor plans
The basement is just
storage for the
first apartment?
For the...
Hold on. Sorry, one second.
That's it, Darren.
The front
portion of the property is storage
where you have mechanics
and laundry, and then towards
the rear of the basement. Okay, so there are bedrooms in the basement, correct? There's one
bedroom on each side with the egress one, yes, and the egress one and one bath, full bath.
Okay, so there's, you said there's two units per building, correct? Yes, correct. So to break down.
So the basement and the first floor is one unit. Correct. The second floor and the third floor is
another unit correct exactly correct okay so we just don't see the second and the third floor
um there should be something yeah it's not it's not on this current plan if he slides down it
should be somewhere on here um okay well while we look for that my question is that's right
go ahead no go ahead go ahead okay so you're missing two floors right okay so that's the
first one the second thing is and the pilot house the pilot house is also um i was getting to that
sorry i was getting to that um so the question with that is although we can't see the third
floor or the roof deck um that i guess that would the plan is for it to be accessible just to
that one unit on the second and third that's so i'm not sure what the full plans are but i'm
gonna break down the first the first unit is if i can't domani i have multiple plans from
everything he submitted to Illinois. So, I mean,
I can pull up every plan that goes into more detail.
They're just like 20.
If they want to see that visibly, you know,
that would be, like they said,
the second and third floor is missing.
And that kind of breaks down exactly the questions they're looking for,
but I can kind of explain it while he's trying to pull that up.
But for this, for the first floor,
it is one bedroom and on the main walk-in level would be additional bedroom
with a kitchen and a bath. It's a two, it's a two, it's a two,
to 1.5 there on the first unit and then on for the second the third portion of the levels of the
building it's a three two um and the second unit has access second floor unit the second the third
and fourth few units have access to the to the to the roof while the base the the second full
basement unit and the first floor you know have access to the backyard so where where was where
was trash be stored for uh this plan is underneath the steps uh what's going on is they have this
little storage unit a large storage unit underneath the steps of entry that'd be for both sides of
the unit um so the trash is there room to store it in the rear because storage in the uh in the
front is problematic you know for communities um there's room in the rear as well um but that
whole block the construction that i have recently done there they had these little gated fences
and they had the trash cans underneath the steps well i accommodate how has that been working for
you with the trash being underneath the steps excuse me how has that worked out for you with
the trash being up underneath the steps? You said you had
something on this block
already. There hasn't been an issue.
I mean, from...
That's probably the part of RCO needs to weigh
in on that. Okay, yeah, I'm not...
I was talking about what other developers
have done, and I can accommodate new things
that's necessary in the back
of the front, but I was just using that as a model, as a
blueprint for just seeing what other developers
have done in terms of the trash.
Thank you. Definitely a valid
issue, just what's going on now, so
I can understand a lot of questioning.
I have a couple of questions about the basement. One, what's your plan for flooring in that main space?
In the basement, we definitely probably go with the laminate just to make sure that we're not, you know, we always want to be proactive, but we're going to do affordable housing as always.
But in that same token, we want to make sure that budgets are feasible for the overall project.
But in that same token, I want to make sure that the budget is feasible for the overall project and make sure if anything damage does happen, it's easy to be replaced.
So we always go to the laminate, something like that.
And then just to be clear, the only access to the backyard is from the rear of the first floor?
Yes, the only access to the backyard would be the first floor and also the egress.
You have to have the egress, of course, in the basement when you have that bedroom back there.
Obviously.
Without a doubt, there's going to be access in that back bedroom.
so they can get out they can go out two ways on the first floor is that egress well and the egress
window the only light into that rear bedroom in the basement um like are you doing any clear story
windows with the glass block so that light is well there's going to be glass block in the front where
the storage is um and then but that's going to be kind of far away from the egress the bright light
from the um in the in the bedroom but that egress is going to be really brighten up that that that
back bedroom but the egress is out of the back bedroom there's no side windows because there's
two adjacent properties um and the only other front light that might come in is from the front
where the storage is maybe a glass block there but the main light to that back bedroom would
come from the egress window and did you think at all about putting some in the stairwell
oh absolutely absolutely it's going to be well lit going up on the right if you see i mean like
light into the bedroom from the stairwell from the stair notch you have a you have a notch which
could allow you to let more light into that room i think my like my one concern is that
you have a lot of partitions in the basement and it's gonna there's not a lot of light access into
that space right now um and you know egress wells obviously are required by code in their way to let
people out but they are not the most light efficient way um like when you're dealing with
and air quality there are better ways to deal with that egress typically being out a portion
of the backyard and having it walk out or having a light well back there might be something you
want to at least consider for how deep these are and for the density on the site yeah definitely
right now make that note with the architect um see what's possible she's lighting lighting coming
from the stairwell i have to ask them about that but that's definitely a good suggestion
from the notch enough but the notch you have the notch to accommodate the stairwell
but yeah okay so that's second and third now they're yes yes
i i just um i heard you say that um your funding is coming through lisc yes hopefully um everything
things like i said it was really coming down to the crunch in terms of i just recently lost this
variance um it's been i've been i've been um i've been to several lenders in terms of previously
but lisk has really been on board with helping me do affordable housing and really this project
has been the hold up in terms of getting this variance passed so i can work on some other
projects but um you know i'm a i'm a school teacher i'm a public school teacher so i'm
a typical developer i make a certain amount of money a year um i do investment real estate
real estate on the side with some of my business partners
I went to college with, and so
looking at this as a catalyst, and like I said,
LISC, I'm trying to formulate this relationship with LISC
to kind of get this funded, which is already
lined up, and also get some other projects off the ground
as well. Yeah, well, I just
mentioned that because I'm on the advisory
board of LISC, so I'm thinking I should probably
recuse myself from this
Thanks, Michael.
Hillary, let me ask, where do we
stand with this now?
going to bring this back so the so there was additional information that um council was going
to submit being the the correspondence with the rco um and and the the deeds um
i mean i don't know if the based on the issues that the board has raised if they would like to
have further discussion about this case with um with counsel and the applicant or if just wait
for the additional information and then have a vote well i just you know i mean i'm a little
confused in the beginning because i think when devon when you presented this you said you had
a basement and a first floor and it was the same above and i was confused because your basement
And really, it has a bedroom, but the rest of it's just utilities.
So I just didn't know what the second floor we were talking about.
I mean, I see it now.
I think what we do is we get him to turn it in, and then we just hold the vote until we see it all, and we can talk it through.
Hillary, in an executive session.
That's fine.
So, Mr. Richter, if you could submit the upper floors, the communications that you attempted to have.
The communications you attempted to have with the RCO, as well as the deeds, and then the board can vote it, Mr. Chair, I don't know, next week or the week after both of these matters.
Right, right.
And let's see if there's anyone in the virtual audience has anything.
Right, and planning commission as well.
Virtual audience, anyone in the virtual audience?
Yeah, I do not see any hands raised for the matter.
Planning commission.
Amy Boyd with the Planning Commission.
This testimony is for ZP 2025-000494 and for ZP 2025-000470.
The comprehensive plan had recommended no change to the then RM1 residential multifamily zoning at this location.
However, this process was remapped from RM1 to RSA5 residential single-family zoning in 2024.
Sorry, 2014.
There was an identical variance granted for this location in 2020, which has expired.
At that time, Planning Commission recommended against it.
We also note for the board that absent participation in city, state, or federal program,
or city zoning initiative, affordability mentioned in the appellant's testimony cannot be enforced by any city agency.
This is an 837-square-foot lot on a block of mostly single-family homes, including newer homes.
the city planning commission recommends that the board deny the request variance for two family
um hillary let's hold it two weeks and by then we'll have everything and we'll vote on it two
weeks on wednesday at 2 p.m okay that'll message july 23rd yeah july good devon go ahead you have
something um do we need to appear and do any testimony or do we just submit the docs and
just wait for i think you should submit the document so i'm going to take this to executive
session then we'll vote okay once we get the documents we have any questions we'll get back
to you okay and then just for clarity i can just submit my email chain to the so like the r2 okay
yeah all right yes yes please yes thank you all right all right thank you um number nine and number
All right. Thank you.
Thank you.

North 25th and 1624
North 25th. Mr. Knopkinson.
Good afternoon, Mr. Chair and members of the board.
Alan Nockmson. Not that you have to, just in case we have a difference, could you spell your last
name? Alan, A-L-A-N, last name Nockmson, N-O-C-H-U-M-S-O-N. Could you identify your client,
a relationship to the property? Yeah, my client is the owner of the property, A-2-1 Estate
Transaction LLC. In the virtual audience is Ghaziata7, its member. I also have Christopher
Johnson of 24-7 Design as the architect's representative.
Do you swear or affirm to tell the truth, told truth, nothing but the truth?
You waive the reading of the refusal, and do you agree with its accuracy?
Why don't we start, sir?
All right, thank you.
And just for a point, you have the support from Brewery Town Chargeswood Community
Cifical Association.
That is correct, Mr. Chair.
So in front of you is my presentation.
And I did this combined presentation of 1622 and 24 North 25th Street.
I did make separate submissions, but for presentation purposes, I'm going to present both at the same time.
But they are two separate zoning matters.
This presentation has 12 exhibits.
