On behalf of all members of City Council, I welcome you to our Council session. We appreciate your taking the time to join us as we attend to the legislative affairs of our city. We certainly invite you to come again. The Chair now recognizes Councilman Rizzo, who will present a resolution recognizing the Mural Arts Program's 3000th mural. Will Ms. Jane Golden and those the Councilman at the podium. Councilman Rizzo is being joined by Councilmembers Jones, DiCicco and Kenney and Councilman Clarke.
Good morning, everybody. Thank you, Madam President. I can't believe it, celebrating 3,000 murals. So here we go. Recognizing, honoring and celebrating the Mural Arts Program's 3000th mural and congratulates the program on its award-winning art program that engages Philadelphians and teaches them practical life skills. The 3000th mural memorializes the civil rights achievements of the Tuskegee Airmen and the first African American Airmen and is titled, "They Met the Challenge."
Whereas, the Mural Arts Program has produced its 3000th mural, and this mural memorializes the great achievement of the Airmen, entitled "They Met the Challenge." This is an appropriate title for this mural because both the Mural Arts Program and the Tuskegee Airmen have provided public service, have served as model organizations and have inspired young people in the City of Philadelphia; and
Whereas, the Mural Arts Program, founded in 1984, is celebrating its 25th year of service to the people in the City of Philadelphia, and this service is visible throughout Philadelphia in the form of murals and of other public art projects; and COUNCILMAN DiCICCO: Whereas, the Mural Arts Program works with communities, with schools and with City agencies to create a more livable and a more beautiful Philadelphia. This program chooses a mural's location, with the purpose of "stabilizing abandoned lots and revitalizing open spaces" in an "against blight and underdevelopment"; and
Whereas, in addition, the program provides art education programs to 2,000 young people annually, and those young people benefit from learning about art, from working with community role models and from learning how to be a part of a successful team; and
Whereas, the Mural Arts Program is a model civic program in Philadelphia, in Pennsylvania, and in our country, and this program has earned Philadelphia national and international praise as the "City of Murals." These murals are unique to the City of Philadelphia, and the Council of the City of Philadelphia appreciates the civic initiative of the Mural Arts Program and congratulates the program on its 3000th mural.
And whereas, parenthetically, we'll make it father, Mayor W. Wilson Goode, who founded the Mural Arts Program in 1984, would be thrilled that we now have the largest public arts program in the nation. Be it resolved, by the Council of the City of Philadelphia, recognizing, honoring and celebrating the Mural Arts Program's 3000th mural and congratulates the program on its award-winning art programs that engage Philadelphians and teach them practical life skills. The 3000th mural memorializes the civil rights achievements of the Tuskegee Airmen, the first African American Airmen and is titled, quote, "They Met the Challenge," end quote.
Further resolved, that an engrossed copy of this resolution be presented to Jane Golden of the Mural Arts Program further evidencing the sincere admiration and gratitude of this legislative body. (Applause.)
Madam President, I'd like to introduce Gary Steuer, the Chief Cultural Advisor to the Administration. Gary.
Thank you Councilman. And I would like to thank Council for their recognition of this extraordinary program and this extraordinary milestone. I think it's really important to recognize milestones and special events like this. And, of course, congratulations to Jane and the Mural Arts Program. I would add, since we're sort of acknowledging the 3000th mural, the contributions of all the members of all the neighborhoods, all the communities, all the kids, all the artists, all the staff at Mural Arts who have been a part of all of these murals, all 3,000 murals, because it really does take a village and it takes -- and that's sort of one of the cornerstones, I think, of Mural Arts, is that it's about civic engagement, it's about revitalizing neighborhoods. And so this is really a recognition for all of those neighborhoods within which all these 3,000 murals reside, and I think it's particularly fitting that the 3000th mural is honoring these great American heroes. And so I think that to me is particularly wonderful. So I just wanted to briefly add my thanks as well. (Applause.)
Thank you. Thank you so much. Council President Verna, Councilman Rizzo and all the Councilpeople who are here today, I thank you from the bottom of my heart. Many I have known since we were the Anti-Graffiti Network. Many of you have inspired and helped me and mentored me I want you to know -and I feel this very, very strongly -that our success at Mural Arts is your success. I could not have done this without you. So can we have a round of applause for incredible public servants. (Applause.)
Public servants who inspire us, who inspire us to always do better and better serve the citizens of this city. Doing this mural, the Tuskegee Airmen mural, was such a thrill for us, and there's just a little paragraph I wanted to read to you. A while ago I read about a man. His name was Woodrow Profitt, and he was a member of the Tuskegee Airmen, and in spite of so many obstacles the Airmen had, they went forward. And for those of you who know and maybe some of you who don't, you may have heard that two months before D Day 2,000 planes, 12,000 men were shot down over Europe by the Germans. The Tuskegee Airmen, who flew fighter planes, were there to protect the bombers, yet they never lost anyone. They never lost a single bomber. When asked how they did this in the face of extraordinary attacks that were going on, Mr. Profitt said, This is because we knew our job, we stayed in formation and we took care of each other. These are good words to live by. The Tuskegee Airmen are inspirations to all of us. They were great airmen, but beyond that, they had incredible character and courage. They were great men. And at Mural Arts, what we try to do is do murals that have relevance to people everywhere, to capture's people voice, their stories, their history, to give the citizens of Philadelphia the dignity and respect that they truly deserve and to preserve history. So at 39th and Chestnut, the Tuskegee Airmen live on. They were men country to fight in a war, only to return to more hostility. Their true heroism and bravery lies in fighting for values that make our country strong of quality, justice and opportunity, even when these values were not extended to them. Even when they were not extended to them. But they pushed forward, and what a lesson this was for kids in our after-school program to meet members of the Tuskegee Airmen, to interview them, to paint their portraits and then to do a book about their stories, because kids were able to see, I can do it too, I can push through, I can succeed in life. That mural was created by 50 young people, 15 young artists who apprentice under Marcus Akinlana, a well-known artist from New Orleans, because now artists are coming here from all over the world to work with the Mural Arts Program, and isn't that wonderful for Philadelphia. And you know what me? He said, You've got more talent here. I've worked in cities across America. I've never seen assistants like this. I've never seen kids like this. And what you've done is, you are recreating the renaissance here in Philadelphia where everyone is lifted up, everyone is given opportunity in the arts to succeed. That's what he said. He left Philadelphia thinking that's a wonderful city and I want to come back, and that's what we want. When you drive around the City and you see the 3,124 murals, I don't want you just to see paint on a wall. I want you to think about the stories represented on that wall. I want you to think about community people and neighborhoods and businesses and individuals everywhere who drive this work forward. I want you to think about the 3,000 kids in our after-school program, many of whom have never picked up a paintbrush. Some are struggling and facing obstacles many of us cannot even fathom. That's what I want you to think about. Think about the six prisons where we work and the reentry program where people are not getting in trouble again. Think about the public art projects going on in shelters now across this city and the fact that everybody is seen at Mural Arts in terms of what they can achieve, produce and give back, because the glass is not half empty, it is half full. And that is the gift of Mural Arts, that we get to see the profound impact that art has on our city.
It's becoming now an international model, and as a Philadelphian, as somebody who loves this city, I have to say that doing this job, it's not work for us at Mural Arts. It is truly a privilege. I am so thankful to the Administration and to City Council all these years for their support. When people all over the world say, How do you it, I say, Come to Philadelphia, meet our public officials, they have vision, they have creativity, they think out of the box, and they understand as we face and go into and are going through the 21st century, art innovation and creativity are key, and what we want to make sure is that everyone everywhere has this exposure. It's about equity, it's about fairness, it's about beauty and it's about art and social change. )
And I thank you. I want to introduce Cathy Harris, who is the Director of our Community Murals Program. Cathy Harris oversees 100 major projects a year. She's wonderful and has great spirit, and we love her. (Applause.)

A resolution calling on the English and Irish governments to take immediate steps necessary to bring to fullness the promises of the all Ireland institutions called for and envisioned by the Good Friday agreement.

Thank you, Madam President. In an attempt to prevent civil war, Ireland was artificially divided into two regions by the Government of Ireland Act of 1920. Both the six-county region, Northern Ireland, and the 26-county region in the Irish Republic were provided with separate Home Rule. While the Act did provide for the eventual reunification of the island, it wasn't until 1998 that the Good Friday agreement was signed and approved by the voters of both the Republic of Ireland and Northern Ireland. This agreement included provisions for achieving a united Ireland through purely democratic and peaceful means and provided for the development of north-south institutions and cross-border cooperation. Today, as we celebrate the 20th anniversary of the fall of the Berlin Wall and the upcoming 20th anniversary of the end of apartheid, we recognize that certain provisions of the Good Friday agreement are long past due. Therefore, I am introducing, with the support of every member of Council, this resolution co-sponsored by all members of Council in support of a united Ireland. A similar resolution recently passed unanimously in San Francisco, Cleveland and Syracuse. And to those folks who would argue that city councils around the country have no business in commenting or participating in events that are occurring around the world, I would point to our efforts here in Philadelphia relative to the Sullivan Principles and the effect that the Sullivan Principles had city by city, state by state on the dismantling of the dreaded apartheid rule of government, and also in the 1990s when this Council, along with other councils around the country and states, provided for the implementation of the McBride Principles, which put economic pressure on the British government to come to - one of the reasons that they came to the Good Friday agreement was because of activities of cities and states throughout the country in international issues. So anyone who would say we have better things to do with our business is wrong, because cities can make a difference in world events. And with that, I would like to also recognize the members of the Ancient Order of Hibernians and the Ladies Ancient Order of Hibernians who are here in the audience to support this resolution. I would ask them to stand.

A resolution authorizing the Public Health and Human Services Committee to hold hearings on emergency room procedures, and to investigate whether emergency room protocols were followed at the Aria Health care facility on November 28, 2009 in the incident involving Joaquin Rivera.
Thank you, Madam President. Councilwoman Sanchez, myself and a number of members of this body believe that there's still a number of unanswered questions. We hope to learn best practices first nationwide about what protocols should be in hospitals around the country, and then with that backdrop of information, we expect to have a closer understanding of this unfortunate, untimely, some might argue preventable death of Mr. Rivera. And, therefore, Madam President, I introduce this resolution -- we introduce this resolution and move for the adoption. (Duly seconded.)

Good morning. Today is a real -- it's a pleasure in a way but sad in another way that we stand here to honor Kaki Gladstone from Philadelphia Museum of Art. We worked together many, many, many years ago. I was there when she first joined the staff of the Philadelphia (Cont'd) Museum of Art. She's done an outstanding job, so we're sad to see her go, because she's done a Yeoman's job in developing the volunteer program, taking it from where it was to where we have hundreds of volunteers that serve the City of Philadelphia at the Museum. So we wish you well in your retirement, and I'm just -- I'm kind of overwhelmed that -- I can't believe that some years later that we find ourselves in this place. But it's a good place to be. So I am pleased to present this resolution honoring the career of Kaki Gladstone. Whereas, the Council of the City of Philadelphia is pleased and proud to honor Ms. Kaki Gladstone for her over 45 years of service to the Philadelphia Museum of Art and the citizens and institutions of the City of Philadelphia through her outstanding career; and Whereas, Ms. Gladstone studied (Cont'd) art history at Wilson College and began her career at the University of Pennsylvania's Museum of Archeology and Anthropology; and Whereas, on March 5th, 1964, Ms. Gladstone began her Art Museum career as a Secretary to the Weekday and Weekend Guide program, and her work and service in this position led to the formation of the Art Museum's Department of Volunteer Services; and
Whereas, since the creation of this department, Ms. Gladstone has been the Manager of Volunteer Services where she has trained, organized and managed the work of 686 weekday guides, weekend guides, park house guides, membership volunteers, departmental volunteers and interns who interact with the public on a daily basis, providing countless tours and education programs; and Whereas, Ms. Gladstone has worked to make the Art Museum's (Cont'd) extraordinary collections accessible to all audiences and communities of this city, as well as tourists from around the world, thereby contributing in countless ways to the positive experiences of many millions of visitors to the Art Museum and to the positive reputation of Philadelphia internationally; and
Whereas, Ms. Gladstone has helped make the Art Museum a world-class institution, serving under five Museum Directors, including our Henri Marceau, Evan Turner, Interim Director Arnold Jolles, Jean Sutherland Boggs, Anne d'Harnoncourt, our beloved Anne, Interim CEO Gail Harrity, hard worker, and our new Executive Director Timothy Rub. Now, therefore be it resolved, by the Council of the City of Philadelphia, that we hereby recognize and congratulate Ms. Kaki Gladstone for her over 45 years of service to the Philadelphia Museum of Art and the (Cont'd) citizens and institutions of the City of Philadelphia through her outstanding career. Further resolved, that an engrossed copy of this resolution be presented to Ms. Kaki Gladstone as evidence of the sincere sentiments of this legislative body. And we applaud her decision to continue to serve the Museum as a volunteer. That would be what she would do. We thank her for her service, and we wish her well, and we look forward to our continued relationship. God bless you. (Applause.)
Thank you, President Verna, Councilman Clarke, the Museum's District Councilman, and Dear Councilwoman Marian Tasco, whom I have known, as you all know, for many, many, (Cont'd) many, many years. We were very young. And thank you, Marian and Derek, for organizing this tribute, which is really one of the greatest honors that I have ever received. However, it's very important for me to say that this resolution isn't just about me. My retirement after 45 years may shine the spotlight on me for a moment, but when it comes to the work that I have undertaken at the Museum, my participation is not even the tip of the iceberg. Marian, you and I and every staff member and volunteer -- and there are some here today -- know that the Museum is a family, and every endeavor at the Museum represents a team effort, whether that endeavor may be an art exhibition, an education program, a podcast of a lecture or the renovation of our magnificent building, which is an icon of this great City of Philadelphia. I must thank not only my husband, Gene, but also my many (Cont'd) colleagues and the Museum volunteers and those for -- and everyone for giving me the privilege of working together over these years to serve the people of Philadelphia and our visitors from nearby and far away. I consider myself very lucky to have had the Museum as my place of work. The business of the Museum is to connect people with art, and this has a transforming impact on people's lives, especially on the lives of young people. I have known teenagers who struggled in school that found their calling as artists at the Museum and their lives have turned around, or I've known volunteers who have come to the Museum at lonely moments in their life. The Museum has filled their world with thousands of people and artists and great works of art. It has been a gift to witness all this and be part of it every day at the Museum. So I am very grateful. (Cont'd) There are many great museums in the world, but for me, our Art Museum is the greatest of all, greater than the Louvre, greater than the Hermitage and greater than the National Gallery of Art in Washington. I say this because not one of those museums is integrated into the lives of the people of their cities the way that our museum is part of the lives of all Philadelphians. It is my honor to stand here today with Gail Harrity, Cheryl McClenney-Brooker, Marlo Shoemaker, Bill -- everyone knows you, too -- all of the people who all surely you know very well, but I'm also here today with the Museum's new Director, and that is indeed an honor for me, our CEO, Timothy Rub. It has been an honor to serve with Timothy for just the last few months, and I kind of regret that I can't go on a little bit longer. That's why I'm going back as a volunteer. And it was wonderful to serve with Anne (Cont'd) d'Harnoncourt and the five other Directors I've known. It is my honor to say that I hope some of you know Timothy already and that you will get to know him and be his partner in the work of the Museum. He is just so perfect for that job. The amendment has been circulated, and hopefully this is the last amendment to the tow bill. Just briefly, this particular amendment reflects what we believe to be a compromise with the Administration on notification. Earlier there was this question about giving individuals whose vehicle had been stolen an option to recover their vehicle themselves or allow the Police to call the tow operators that contract with the City to tow the car to their salvage yard. This particular amendment will essentially, unless the vehicle is in a private driveway or a public thoroughfare; i.e., the street or in a place that can create a dangerous condition, that individual will be contacted before the salver is contacted. That person will be given an option to recover the vehicle themselves. They 12/10/09 - STATED - 2ND READING will be given a 24-hour period. At the time of the 24-hour period, the Police will instruct the tow company that we've contracted with to take the vehicle. So this amendment reflects that compromise. Real briefly, Madam President, this amendment is an exhibit to a bill that we had earlier as a parcel of land that's being sold to a developer in the Francisville community. So I would like to offer this as an amendment to Bill No. 090851. (Duly seconded.)

Thank you, Madam President. First let me apologize to my colleague, Councilman Frank DiCicco, for being late to his Streets Committee meeting this morning, but on my way to work, I saw one of the most beautiful things I've ever seen in my neighborhood in quite some time. I saw a dozen people in hard hats and construction boots working on the commercial corridor project at 63rd and Lansdowne Avenue. And I want to thank the Administration, the Mayor and the Commerce Department for making sure that the stimulus package neighborhoods. It gives me hope that there's light at the end of the tunnel of this recession, and even though it was a little glimmer, it was -- I had to stop and take it in. So I apologize for being late. Secondly, today we unanimously passed a bill to look into bridges and trestles in the City of Philadelphia. There are over -- 143 of the 203 bridges have been deemed poor or worse. Over half of them are in the City of Philadelphia proper. When we start talking about stimulus package and shovel-ready projects, there are no more worthy projects than those bridges or trestles. At 52nd and Lancaster, the site 100 yards from where the El car caught on fire right during the SEPTA strike, there is a bridge that is 109 years old. I carry in my office a railroad spike from that bridge that vibrates so violently, that those spikes fall from that bridge. attempts to contact Amtrak to try to resolve these matters in an amicable way. So we are going to have hearings to remind Amtrak of their responsibility to the City of Philadelphia for the maintenance of those bridges. My father used to tell me often that, When I can't get your attention, son, I'm always going to offer you first the right hand of fellowship, but in the end, to get your attention, we will offer you the left hand of punishment. And we will reserve this city's rights to have injunctive relief if those bridges are not maintained safely. Thank you, Madam President.

Madam President, only I wish to say a welcome. I have enormous admiration for working children off to college and then decide they want to further their education as well. We have with us today Rosalyn Mattingly, who was a resident of Philadelphia 20 years ago, left with her husband for career reasons and now wants to return to Philadelphia as a former judge and now -- former judge in South Carolina, now lawyer. So I would like us to simply say hello to Rosalyn Mattingly, if she would stand up, who is looking forward to returning to our city. (Applause.)
