Council President Johnson

That mercury in that water.

Councilwoman Brooks

Today I am introducing the resolution honoring Quibila Divine and the organization that she founded over 30 years ago, Educational Advocates Reaching Today's Hardworking Students or EARTHS. Quibila has been a steadfast advocate for parents in Philadelphia's education landscape and she has credited the space for thousands -- created the space for thousands of parents, work together for a stronger, more inclusive school system in our city. She and her sister Sylvia Simms, who founded Parent Power, are shining examples of parent engagement and community-centered leadership. Through their work, they have shown us what it looks like for parents to come together, to demand more for our children and hold our leaders accountable for the quality of our schools. EARTHS continues to open up possibilities for collaborating, organizing and building towards educational justice in our city. I am deeply grateful for their work. Thank you.

Council President Johnson

Thank you. And again, well done. The Chair recognizes Councilmember O'Rourke.

Councilman O'Rourke

Thank you, Council President. There is a brief, brief word today and that word is appreciation. I am joined behind me today by one of our interns who has been serving with us. This is his first time sitting, as what we call in the office, the ring, to do the work with us today in lieu of our leg director who is out. Can you clap your hands for James Gray, who is a student at Temple University. Young Black lawmaker in the making. So grateful to have him. Also grateful to have two new staff members. Many of you got the email this morning. Chance as well as Shana, who are now serving in our office. Chance actually is also here, I think he was here -there he is. Clap your hands for him as well. (Applause.)

Councilman O'Rourke

Grateful to have him with us. And just want to just add my celebration and appreciation for the life and ministry work of the Reverend Dr. Mark Kelly Tyler, who is now moving on from his responsibilities as the Pastor of the historic Mother Bethel AME Church, the mothership church of the AME denomination here across the world, and now moving on to be the historiographer for the entirety of the domination, which is a major, major office and position. He has already gotten to work on that going around the country and around the region, lifting up those important historical monuments and symbols that speak to various issues in this time and day. So again, just for lifting this up and Councilman Squilla for that being his District and all the work that he has done there. Just appreciation today. Thank you, Council President.

Council President Johnson

Thank you, Councilmember O'Rourke.

Council President Johnson

Are there any speeches on behalf of the Majority? The Chair recognizes Councilmember Jones.

Councilman Jones

Thank you, Mr. President. Today I rise to salute the members of the Kensington Caucus that you established early on and to memorialize that, the work, the hard work at ground zero is beginning to pay off. But there are links in the chain, tools on the tool belt that have to be is alternatives to incarceration diversion programs aka Community Courts. These are essential because they create win, win and win some more scenarios. Who wins? The residents of Kensington who have actually suffered begin to win. The people who are in need of recovery looking for relief begin to win. The people that are not paying taxes on an incarceration begin to win. And the courts are an essential part of it. The DA, a partner in it, the Defender's Association. Working with the Parker Administration, we can get things done. We made a recommendation on of the Blueprint for a Safer Philadelphia. It is one of those things that has come into fruition. Thank you, Member you, Nina Ahmad. Thank you, Driscoll. Thank you, Quetcy. And thank you, Mr. President, for formulating this. If we do this correctly, we will see the trend and the needle move in the right direction. We as a community have to work together. And one of the things that is very different under this Administration and Council, people aren't pointing the fingers at each other. They're pointing the finger towards solutions and that has made all of the difference. Thank you, Mr. President.

Council President Johnson

You're welcome, Councilmember Jones. And thank you for starting off with the Marshall Plan to put things in motion in the right direction regarding Kensington to be addressed not as a local issue that we all are collectively supporting and trying to address together collectively. The Chair recognizes Dr. Nina Ahmad.

Councilwoman Ahmad

Thank you, Council President. This is just a call to action that we are less than 20 days away from one of the most consequential elections of our lifetime. And I know we say this every time but this time it's for real. It is a fundamental right for all eligible citizens to participate in our electoral process. And in that regard, I was very proud yesterday to stand with Commissioner Omar Sabir at the Atria Living Center to roll out the Platinum Initiative for which I had issued a resolution, and this is to in Philadelphia regardless of their status, whether they're in longterm facilities or in assisted living, all have an opportunity to exercise their franchise. I just wanted to make sure people have a plan to vote. November 5th is the inperson voting day, but we have voting under way already. We have 10 early voting satellite offices, the most of any county in Pennsylvania. Philadelphia has 10 and that is incredible for people who might not be able to go on Election Day to cast their vote. They can go in, get their mail-in ballot, fill it out and turn it back in and their job is done. It is critical that everybody in Philadelphia understands their responsibility and make a plan to vote either ballot process or on the day of election. And I want to once again thank the City Commissioner's Office Chairman Omar Sabir for their cooperation and participation working with my office and my staff to make this a reality. Thank you very much.

Council President Johnson

Thank you. Councilmember Rue Landau.

Councilwoman Landau

Thank you, Council President. I wanted to take my time today to recognize our friend, colleague and mentor Reverend Dr. Mark Kelly Tyler, Pastor of Mother Bethel AME, who gave our invocation today. Reverend Mark, as I call him, has dedicated his career to organizing and advocating for social justice through his ministry, his prolific community, advocacy and his work as a him here today with the resolution because in August, as you heard, he was elected and basically promoted to be Executive Director as the king historiographer of the Global AME Church, which sits on five continents and more than 40 countries. He's already produced five documentary films through the church and will now be responsible for the worldwide AME denominations historical records. I'm excited to see where his experience and efforts take his work and I'd like to thank him for giving such an impactful invocation today. And I invite all of you, colleagues and everyone out in the public, any super fans of Reverend Mark, his last day as a Pastor of Mother Bethel AME is Sunday, November 3rd and we will be resolution on that day, so please join me there. Thank you so much. And thank you, colleague Councilperson Minority Leader Kendra Brooks, on reminding us that domestic violence awareness is essential. It is all of our responsibilities in every single one of our communities to call it out and to help eradicate it in every way we possibly can.

Council President Johnson

Thank you very much. As we adjourn, just want to thank all the members for your hard work and dedication as we move this great city of Philadelphia forward. With that being said, the Chair recognizes Majority Leader Katherine Gilmore Richardson for a motion to adjourn.
