Good afternoon. Welcome to the Committee on Streets and Services. My name is Councilman Frank DiCicco. I'm the Chair of the Streets and Services Committee. In attendance are Councilmembers Brian O'Neill, Angel Ortiz and Councilmember W. Wilson Goode, Jr. As I normally start out when I do our hearings, we're going to go quickly through the parking bills. There are a number of those. We're going to read them all off and that way we'll get into the other issues that may have some testimony related to them. The proposed ordinance authorizing the striking from the City Plan and vacating of an unimproved, unneeded paper street in the Torresdale Section of Upper Northeast Philadelphia for the construction of one single residential unit. The Planning Commission staff reviewed and tentatively approved this action on October 3, 2001.

Good afternoon, Chairman and members of the Committee. My name is William Watts. I'm the construction engineer for the Streets Department and I'm here to testify on Bill No. 7 020382 on behalf of the Streets Department. The bill authorizes Lois Hartzell, owner of the property 607 North Second Street, Philadelphia, PA 19123 to construct, own, and maintain a cantilevered balcony projecting over the east footway of Second Street from the second story level of the property. The encroachment description is as follows: The balcony is 13 foot long, projects 5 feet 6 over the footway. The center line of the balcony is located 73 feet north of the north curb line of Green Street and will have a minimal vertical clearance above footway of 17 feet. The Streets Department has reviewed the construction plans for this project and has no 21 objection to the passage of this bill.

Good afternoon, Chairman and members of the Committee, my name is William Watts and I'm a construction engineering for the Streets Department and I'm here to testify on Bill No. 18 020410. This bill authorizes the Pennsylvania Academy of Fine Arts, owner of the properties at 118 North Broad and 128 North Broad to construction, own and maintain various encroachments under, on, and over the north footway of Cherry and the west footway of Broad Street adjacent to these properties. 19 10/08/02 - STREETS AND SERVICES - HEARING The encroachment descriptions are as follows: Four retractable awnings projecting feet 4 over the north footway of Cherry Street adjacent to the property 128 North Broad. The awnings are 21 feet inches in length by feet in height. The vertical clearance above the footway is feet 4 8 inches, one steel and glass canopy encroaching 4 9 feet on the north footway of Cherry Street adjacent 10 to the property 128 North Broad. The canopy is 20 feet 6 inches in length with a vertical clearance footway of 10 feet 6 inches, one aluminium light pole on the north footway of Cherry Street adjacent to the property 128 North Broad. The pole was 15 feet high and located 2 feet 2 inches north of the 16 curb line of Cherry Street and 39 feet west of the west curb line of Broad. The electrical service is provided by 1-inch diameter conduit, 2 feet 6 inches deep below the footway and running from the pole to the building 128 North Broad. Two, 22-foot high banner poles located on the west footway of Broad Street adjacent to the entrance 128 North Broad. The poles with footings are located 2 feet, 2 inches west of the west curb line of Broad Street. Two, 22-foot high banner poles with top mounted flood 20 10/08/02 - STREETS AND SERVICES - HEARING located on the west footway of Broad Street adjacent to the entrance of the building 118 North Broad. The poles with footings are located 2 feet 2 inches west of the west curb line of Broad. The electrical service is provided by a 1-inch diameter conduit 2 feet 6 inches deep below the foot way running from the poles to the building 118 North Broad Street. The Streets Department has reviewed the construction plans for this project and has no 11 objection to the passage of the bill.

This bill authorizes G2S2 Associates, L.P., owner of the property 1605-1627 Sansom Street, Philadelphia, to construct and maintain a building encroachment over and above the north footway of 1600 block of Sansom Street adjacent to the property 1605-1625 Sansom Street. The encroachment description is as follows: The building addition encroaches 4 feet over the north footway of Sansom with a vertical clearance above the footway of feet. The 17 addition extends 10 stories. The addition is 190 feet in length. The Streets Department has reviewed the construction plans for this project and has no 21 objection to the passage of this bill.

Good afternoon, Councilman. My name is Joanne Phillips. I'm here on behalf of G2S2 Associates, the developer of a project for 1600 Sansom. Just to give you some information about why we're requesting the encroachment ordinance, G2S2 has been working for almost three years on developing a garage for the site. The design of the building has come about due to discussions with CCRA and other neighbors. Originally, the Zoning Board had approved variances for a 320-car garage. G2S2 has gone back and redesigned the building with input from G2S2 and the neighbors regarding setbacks to develop an automated parking garage for approximately 540 cars. This zoning process is still in process. There will be continued discussions with CCRA on the zoning plans. That still needs to be worked out. In fact, there will be continued hearings on that. It's in the Court of the Common Pleas and both parties will be remanding that back to the zoning board to review the revised plans. I have Jack Thrower from Bower Lewis 23 10/08/02 - STREETS AND SERVICES - HEARING Thrower who is the architect for this project that can briefly show you the project, and also Wayne Spilov (ph) who is really the principal behind the developer on this project. And with that, I'll ask Jack Thrower just to give you a brief description of the project. And also, so you don't have to come back to me, CCRA sent a letter requesting that this be continued for another date. We would request that it moved forward and with the understanding that we're committed to working with CCRA in working out all the development issues. I think some of their concerns that they want to know more about the interior of the building. Mr. Spilov has met with -- Ed and Jack Thrower have met with the Committee of CCRA on several occasions where we believe that the plans had been approved but we're willing to continue that process and work through that. With that being said, I'll let Jack Thrower just give you an indication of what this project entails.
Good afternoon. My name is John Thrower, a principal with Bower Lewis 24 10/08/02 - STREETS AND SERVICES - HEARING Thrower Architects. Just a brief overview of the project. This is an elevation of the north side of Sansom Street in the 1600 block. The building is 190 feet wide at its base but sets back feet on either 7 side adjacent to its neighbors. It's a total of 8 about 100 feet tall. We're proposing an overhang of 9 4 feet that is 17 feet above the street level. 10 The building is a very simple one. At 11 grade, there is an entry, a 30-foot curb cut in the 12 center of the building, retail on either side, ramps 13 that take cars up to an upper level. At that point, 14 they load into elevators and are taken automatically 15 to upper storage decks. There are a total of 10 garage floors. This drawing illustrates the 4 feet overhang on Sansom.
We addressed the overhang on Ionic a while back, right? That's no 20 longer an issue.
We would just request a favorable consideration with the understanding that we would go back and continue working with CCRA. This would really just allow the process to move 25 10/08/02 - STREETS AND SERVICES - HEARING along concurrently with zoning and other approvals.
Thank you, Mr. Chairman. Mr. Chairman, as indicated earlier in the testimony, there was a letter submitted by the Center City Residents Association requesting a delay in the passage out of this committee for this particular bill. I have spoken to both a representative of CCRA and members of the developer. And what I would like to do, if at all possible, is to pass this out of committee today with the clear understanding that there will continue to be discussion between the developer and the residents, particularly on issues with respect to the interior plans, more details with respect to Exhibit A. The letter had asked actually asked that some of that language be incorporated into the bill. I don't think we need to go that far, but I would like to make sure that that language and those plans specifically to the interior and the exhibit be signed off by the community organization. I would like to move this and put this on the Calendar and 10/08/02 - STREETS AND SERVICES - HEARING hold it on the Calendar until there can be a consensus reached between the developer and the community organization, which I've been informed should happen in a very short period of time.

I'm a construction engineer for the Streets Department and I'm here to testify on Bill 020434 on behalf of the Streets Department. This bill grants permission to Alfredo Aguilar, owner of the property 426-428 West Girard Avenue doing business as Las Casuelas Cafe, to 27 10/08/02 - STREETS AND SERVICES - HEARING operate and maintain an open air sidewalk cafe on the south footway of Girard Avenue adjacent to the property 426-428 West Girard. Five tables are proposed on the south footway of West Girard Avenue. No rails will be used. A minimum of feet clear width will be 8 maintained for pedestrians. All encroachments leave adequate width and clearance of un-obstructed footway, therefore, the Streets Department has no objection to the passage of this bill.

This bill grants permission to Atul Amin, owner of the newsstand on the northeast corner of 15th and Arch Street to construct, use and maintain underground electrical and telephone service lines in and under the north footway of Arch Street for the purpose of supplying electrical and telephone service to their newsstand. The Streets Department has reviewed the construction plans for this project and has no 20 objection to the passage of the bill.
