Thank you very much. Are there any speeches on the part of the minority? The Chair recognizes Councilman Oh.
Thank you very much, Council President. Just two things. One is, I just wanted to state that unfortunately it seems we're going to lose a consular office. I know that we did a resolution, but so far, the Consul of Israel here in Philadelphia is Stated Meeting May 5, 2016 So I think that's a loss for our city. We do have a group of Philadelphians traveling to South Korea, and they have made it a strong effort on their part to try to establish at least a satellite consular office here in Philadelphia. And I think the more consular offices we have and more trade offices in our city, the better it will be for us and our economy. As I mentioned on stage, I was very happy and pleased to receive a call from Secretary Pat Murphy letting me know that he had signed off on the decision of the Army Board to retain Sergeant 1st Class Charles Martland, who is the U.S. Army Special Forces Sergeant that was involved in protecting a young 12-year-old boy and his mother from further sexual abuse and brutalization, and this body here was among the governmental bodies that actually did a resolution in support of him and those of Stated Meeting May 5, 2016 on the ground making decisions on behalf of the protection of the United States, but also in carrying out their mission. And I would also like to state that this work in addition to our Council body was very much supported by Captain (retired) Dan Quinn, Virginia State Delegate Nick Freitas, Nick Panarella of the Special Forces Association, and Congressman Duncan Hunter who championed these causes. So thank you very much.
Thank you, Councilman. Speeches on behalf of the majority? And we have Councilman Henon.
Thank you, Council President. Earlier this morning this body recognized Construction Safety Week, and it couldn't come at a better time. Worker safety is, of course, about physical environment in which a person works, but it's also about the system in Stated Meeting May 5, 2016 job. That means that workers' rights and fair treatment include pay, benefits, and worker misclassification are critical components to worker safety. Last week we held a hearing on the Verizon franchise agreement rollout. We wanted to know if Verizon had lived up to their word and met its obligations, but throughout this process, another issue, worker misclassification, made itself known. This body asked tough questions. I mean, real tough questions. And we didn't get the answers it demanded out of Verizon's use of independent contractors and whether those positions are being potentially misclassified to avoid paying the appropriate and fair wages and benefits. We asked a lot of questions about the rollout of the franchise agreement, and we didn't get any answers. As a matter of fact, they have no recollection of any answers -- or any Stated Meeting May 5, 2016 prior to the hearing to start. Maybe those questions were sent overseas with its call centers, as they are doing. And with yesterday's passage of a Senate bill, Senate Bill 984, which seeks to regulate and legalize transportation network services, like Lyft and Uber, questions about contractors and worker misclassification also came about and are persistent within some of the questioning in the hearings. So we can't sit quietly. We can't sit quietly and allow big business to shortchange the City and its residents, not only the City's tax revenue but infringe on workers' rights. So we will continue as the federal government continues to investigate and set up wages and compliance offices to ensure that workers aren't being mistreated, especially our immigrant population here in the City of Philadelphia. So workers' rights are important, human rights are important, Stated Meeting May 5, 2016 going to investigate further misclassification of its workers. Thank you.
Thank you, Councilman. The Chair recognizes Councilman Johnson.
Thank you, Council President. I want to, first and foremost, thank all my colleagues for joining me today as we honor Secretary of the Army, former Congressman Patrick Murphy. So I do appreciate everyone for standing with me. I believe we showed him his support to his dedication and supporting those who are in our Armed Forces. Council President, last year you and I worked to sponsor legislation to transfer $2 million into the Housing Trust Fund for the use and programs that provide strategic and energy-efficient home repairs for low-income households and low-income neighborhoods, and Stated Meeting May 5, 2016 to transfer City-owned vacant land in Point Breeze and Grays Ferry into the Land Bank in order to begin a strategic planning process but, more importantly, continue to prioritize affordable housing and community green space throughout Point Breeze and Grays Ferry. To date, the legislation has authorized the transfer of approximately 150 vacant properties into the Land Bank, with 53 properties being authorized today, to bring the total to over 200 properties. I also worked to initiate an affordable housing development plan in Point Breeze on the 1300 block of South Catharine Street and the 1400 block of South Taylor Street. Earlier this week the City authorized the transfer of these properties and the units, which will be available for rent for residents who meet income eligibility guidelines. A family of four with their household income of less than $40,000 would be eligible. So Stated Meeting May 5, 2016 truly affordable. I am also working with affordable housing advocates, like Habitat for Humanity, to find other assemblages of City-owned properties to select for affordable housing. Last month I introduced Bill No. 160012, which will extend the benefits of the Longtime Owner-Occupants Program for as long as the current enrollee lives in a home. In 2024, when LOOP ends, thousands of homeowners will experience drastic increases in their real estate taxes that they won't be able to afford. The legislation I introduced will extend LOOP benefits until the homeowner passes away or transfers the property. The City Council Finance Committee will consider this legislation, and I'm looking forward for their support in passing on this benefit to our constituents. Currently I'm advocating for the third phase of a new development, Stated Meeting May 5, 2016 28th and Pierce Streets targeting low-income seniors. The first two phases of the Anthony Wayne Senior Housing development, which I approved and worked in partnership with, have provided more than 45 apartment units for seniors in need of low-income housing in the Point Breeze community. I want to continue advocating as the neighborhood changes throughout Point Breeze and Grays Ferry to make sure long-term residents have an opportunity to stay inside their homes and making sure that every neighborhood within the 2nd Councilmanic District is a neighborhood of choice regardless of a person's checkbook and/or their pocketbook. I firmly believe that as the Councilman representing my constituents, it is my responsibility to be an advocate for all my constituents but, most importantly, those who need a voice, in Stated Meeting May 5, 2016 have affordable, workforce, senior housing, but we also support market-rate housing. Someone has to speak on their behalf. And thank you, Council President, and my members for their support as we advocate and make sure that the City of Philadelphia is equitable for all people. Thank you very much, Council President.
Thank you, Councilman. Quite an impressive list of activities. At that rate, you're going to catch up to Councilman Jones with groundbreaking shovels. All right. I know you guys will never catch up to me, though. Thank you. The Chair recognizes Councilman Green.
Thank you, Council President. I want to address an issue that our colleague Councilwoman Stated Meeting May 5, 2016 about in this body in reference to the territory of Puerto Rico. There has not been a lot of media attention on what happened on Monday, that this United States territory went into default. I find it challenging and troubling that we can often bail out automakers and other large industries, but we can't bail out citizens of the United States. And for the City of Philadelphia, so many of our citizens have roots and deep connections to their island. So I hope and I pray that there is to be some opportunities to address these issues so that the people of that island don't suffer and also many of our citizens in this city don't suffer as a result of the default on Monday. On a separate note and a somewhat somber note, we've dealt with a lot of death here in the City of Philadelphia recently. As many members of this body know and the listening Stated Meeting May 5, 2016 audience, a person who has been a consultant and a conciliary to many people in the City of Philadelphia and across the nation, Bill Miller passed. His services are tomorrow, and it's with a heavy heart and our prayers and thoughts go out to Linda, Billy, and Darisha and the entire Miller family in reference to his passing. And as we have our debates and dialogues and conversations here in Council on Thursdays, it reminds of when WURD first got started, and on Friday mornings, we used to have a show called Dialogues hosted by Bill Miller, along with Rotan Lee and also Daryl Gale. All three of them are no longer with us. However, I know they will continue to have the dialogue in heaven. We won't be able to tune in, but there'll be some other people that can tune in and listen to their show, that being Jerry Mondesire, Congressman Gray, Obra Kernodle, Sam Staten, Sr., and some of Stated Meeting May 5, 2016 lost recently. So thank you.
Thank you. Thank you, Councilman. The Chair recognizes Councilman Squilla.
Thank you, Mr. President. Again, I'd like to thank the South Philadelphia High School kids who came and performed in caucus today for their pop-up musical. They're doing Dream Girls, and they're inviting -- each Councilmember has an invitation on their desk, inviting them to either their performance on May 19th or 20th at 7 o'clock, and it was in collaboration with the Curtis Institute of Music and made possible by the Picasso Project grant for Public Citizens for Children and Youth. Also, next Thursday is going to be the anniversary of the Amtrak accident that we had in the City of Philadelphia, and this City is going to be doing something in City Hall at noon on that Stated Meeting May 5, 2016 day, but also the community is having -on May 12th at 7:00 p.m. the PFD Family Association, in partnership with the Harrowgate Community and the City of Philadelphia, are hosting a sunset memorial ceremony on Wheatsheaf Lane and Coral Street near the Amtrak derailment site. We have a wreath-hanging for each of the lives lost, a formal moment of silence, and candlelight vigil, weather permitting, to honor the lives lost, recognizing survivors, acknowledge the heroic efforts of our first responders and the community support. The event is open to the public and it's rain or shine, and hopefully people will get a chance to go out there and remember that tragic event that day. Thank you.
Thank you, Councilman. The Chair recognizes Councilwoman Quinones-Sanchez.
Thank Stated Meeting May 5, 2016 you, Mr. President. To use the terms often used by my Council colleague Councilwoman Blondell Reynolds Brown, let me highlight, underscore, capital letters, exclamation point the use of my woman's card today. I personally want to thank all of the enlightened men, of which I have my husband, my two sons, and my grandson, who every day honor, respect, and love the women in their lives, whether they're their mothers, their daughters or their sisters. I ask everyone to join me in wishing all of my colleagues and every woman, whether they biologically had a child or not, on this Mother's Day weekend and every single day as women continue -- and as we saw today even in the construction industry -- break glass ceilings with their high heels. I want to thank Councilman Green for bringing up the issue of Puerto Rico, because I think the world is going to be watching about how Wall Street and Stated Meeting May 5, 2016 Street respond to Puerto Rico's default. And let me continue to say that every single day there are 10,000 Puerto Ricans leaving the island every month, and Philadelphia is becoming a recipient of many of those folks. And in that spirit, tomorrow I invite my colleagues to join me. We will be hosting Ambassador Mari Carmen Aponte, who is receiving an honorary degree at Temple University. The Committee on Pennsylvania for Puerto Rico will be hosting her in our Council Caucus Room, and I eagerly await her world view on the plight of Puerto Rico. So thank you. Happy Mother's Day to everyone.
Thank you, Councilwoman. The Chair recognizes Councilman Domb.
Thank you, Council President. I just wanted to make a comment. I know we all voted for it Stated Meeting May 5, 2016 myself, Bill No. 160073, and my only concern is that this doesn't become a precedent whereby we're restricting certain people from housing, which is namely college students. And I don't want the message to go out to the residents of the City that this is going to occur in other areas, because we want to welcome millennials and young people to the City. They're the one group that's growing our base. We're the fastest growing millennial city, I think, out of the top 20 right now. So I just want to make sure that this isn't something that we carry over in other areas of the City. I know it's for one block. I'm okay with that. I know the residents wanted it, but I don't want that message to go out to young people that we don't want them here. We do want them here. So thank you very much.
Thank you, Councilman. Stated Meeting May 5, 2016 Gym.
Thank you very much, Mr. President. Last week more than 100 members came into Council Chambers for hearings that Councilman Domb and myself and the Committees on Children and Youth and Housing held on youth homelessness in our city. So there's been lots of conversations about the growing poverty and the deepening poverty in the City of Philadelphia, but one of the areas in which poverty manifests itself has been the tremendous amount of instability and impact on young people, and youth homelessness is one of the extreme areas in which young people become destabilized at a very young age and often don't have the networks that they need to move into adulthood. Hopefully as this Council Chamber rustles with budget issues -- we have departments in other areas that we're working with -- that there will be Stated Meeting May 5, 2016 about young people in our city who desperately need a home to stay, support services around them in the most vulnerable years of their lives. We currently have thousands of young people who are considered unstable or without a stable home, and we have only 70 beds in the entire City of Philadelphia that are open to them in emergency situations. That's something that I hope that our Committees on Children and Youth and Housing and Homelessness can look to help and make clear to the kids when they are in most need that there are adults who are going to look out for them. Thank you.
Thank you, Councilwoman. That concludes our speeches, and I would like to wish all of the wonderful women of City Council a Happy Mother's Day. With that, I'd like to recognize Councilwoman Reynolds Brown for Stated Meeting May 5, 2016
On behalf of all the women of Philadelphia City Council, thank you, Mr. President, for that well wishes.
I move that Council stand adjourned until Thursday, May 12th, 2016 at 10:00 a.m. (Duly seconded.)
