City of Philadelphia Public Hearing Notice The Committee on Rules of the Council of the City of Philadelphia will hold a Public Hearing on Wednesday, November 12, 2025, at 1:30 PM, in Room 400, City Hall, to hear testimony on the following items: 250707 An Ordinance amending Chapter 19-4400 of The Philadelphia Code, entitled “Development Impact Tax,” to clarify the exemption for rental housing projects, all under certain terms and conditions. 250831 An Ordinance amending Section 14-602 of The Philadelphia Code, entitled “Use Tables” by allowing Basic Utilities and Services uses without a Special Exception in certain Special Purpose districts, all under certain terms and conditions.
250834 An Ordinance amending Title 14 of The Philadelphia Code, entitled “Zoning and Planning” to establish Seventh District Overlay District, restrict certain commercial uses and make other related changes, all under certain terms and conditions. 250848 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by Chew Avenue, Church Lane, and East Wister Street. 250890 An Ordinance amending Section 10-503 of The Philadelphia Code to prohibit the unlawful trading, theft, and trafficking of catalytic converters and motor vehicle parts containing precious metals, and to increase penalties, all under certain terms and conditions.
250891 An Ordinance to amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by N. Sydenham Street, Venango Street, N. Smedley Street, and W. Tioga Street. Immediately following the public hearing, a meeting of the Committee on Rules, open to the public, will be held to consider the action to be taken on the above listed items.
