City of Philadelphia Public Hearing Notice The Committee on Finance of the Council of the City of Philadelphia will hold a Public Hearing on Tuesday, June 13, 2023, at 1:00 PM, in Room 400, City Hall, to hear testimony on the following items: 230190 An Ordinance amending Chapter 19-1300 of The Philadelphia Code, entitled “Real Estate Taxes,” to provide for a discount for early payment of real estate taxes, all under certain terms and conditions. 230408 An Ordinance amending Chapter 19-3200 of The Philadelphia Code, entitled “Keystone Opportunity Zone, Economic Development District, and Strategic Development Area,” to provide for additional extensions of certain benefits, under certain terms and conditions.

230418 An Ordinance amending Chapter 19-1300 of The Philadelphia Code, entitled "Real Estate Taxes," by requiring advertising in community papers, the availability of tax relief programs, residential foreclosure diversion programs, housing counseling assistance and installment payment agreements, to help neighborhood residents manage financial hardships, all under certain terms and conditions.

230419 An Ordinance amending Chapter 19-1300 of The Philadelphia Code, entitled “Real Estate Taxes,” to require notices of property assessed value and real estate tax liability, include information on the availability and application process for Income-based payment agreements, Homestead, Tax exemption for Long-time Owner Occupants and other tax relief programs, all under certain terms and conditions.

230449 An Ordinance authorizing the Director of Planning and Development, on behalf of the City, to file applications with the United States Department of Housing and Urban Development for a Community Development Block Grant; to file applications to participate in the HOME Investment Partnership program and the Emergency Solutions Grant program; and to apply for a Housing Opportunities for Persons with AIDS grant; and to file applications with the Commonwealth to obtain grants under the Act of April 12, 1956, P. L.

1449, Section 4, as amended, to prevent and eliminate blight; authorizing the Director of Planning and Development and the Director of Commerce to file applications to obtain other grants from the Commonwealth; authorizing the Director of Commerce to use the Section 108 Loan Guarantee Program; and authorizing the Director of Planning and Development and the Director of Commerce to enter into all understandings and assurances contained in such applications and take all necessary action to accept the grants; all under certain terms and conditions. - 1 -City of Philadelphia

City of Philadelphia Public Hearing Notice Tuesday, June 13, 2023 at 1:00 PMCommittee on Finance 230450 An Ordinance authorizing the City Treasurer, on behalf of the City, to enter into an amendment agreement with Citizens Bank National Association for provision of payroll banking services to the City, under certain terms and conditions. 230451 An Ordinance approving the Fiscal Year 2024 Capital Budget providing for expenditures for the capital purposes of the Philadelphia Gas Works, including the supplying of funds in connection therewith, and acknowledging receipt of the Revised Forecast of Capital Budgets for Fiscal Years 2025 through 2029, all under certain terms and conditions.

230452 An Ordinance authorizing and approving the execution and delivery of a Supplemental Service Agreement to the Service Agreement between The City of Philadelphia and the Philadelphia Redevelopment Authority relating originally to the financing of a home repair program for City homeowners previously authorized by the City pursuant to Ordinance (Bill No. 170878) of the Council of the City, approved by the Mayor on December 12, 2017; authorizing the amendment of such program to include the Turn the Key Program, bridge and other loans for tax credit projects, and other affordable housing production programs; and authorizing City officials to take other necessary or appropriate actions to effectuate the purposes of this ordinance.

230453 An Ordinance authorizing the City to enter into an Intergovernmental Cooperation Agreement with the Pennsylvania Intergovernmental Cooperation Authority, under certain terms and conditions. Immediately following the public hearing, a meeting of the Committee on Finance, open to the public, will be held to consider the action to be taken on the above listed items.
