I too, just as a point of information, wanted to note for the record that I thank Councilmember Domb for introducing this resolution. 02:29:14 And, Mr. President, I've said from the very beginning, even during our last budget process when we were moving in this direction, that I was excited about seeing outdoor dining get established in 02:29:27 the City of Philadelphia and clearly wanted to make sure that the structures that you heard Councilmember Jones so explicitly just explain -- Councilmember Domb took me on a tour and we walked to 02:29:41 Stated Meeting June 10, 2021 6/10/21 - STATED - 2ND READING see all of those that were established, and I, Mr. President, in my normal traditional what I usually see in the suburbs and getting a little frustrated, 02:29:53 while I don't see them over here in the City, I said to Councilmember Domb, this should be permanent. This should be standard operating procedure for restaurants in the City of Philadelphia, 02:30:05 because in some instances, they can almost double their capacity, but we do have to deal with rules, regs, and firm designs for structures. It is not a 02:31:06 one-size-fits-all situation for regulations, and for a department to rush a one-size-fits-all, I think it might be a little bit irresponsible, and I think the action and the timing of 02:31:22 Councilmember Domb and Councilwoman Katherine Gilmore Richardson is taking, along with myself, is responsible, it's appropriate, and we want to get it right and we want to make sure that it lasts 02:31:34 Stated Meeting June 10, 2021 6/10/21 - STATED - 2ND READING for sustainability at all different levels and in all neighborhoods with options. I had somebody say to me that 02:31:46 when you have a limited space inside, it's about bussing chairs, right? I want you to know today that both he and I received an enormous amount of text messages that were constantly flowing 02:36:57 non-stop, and this was as a result for the viewing public of what was witnessed during the invocation and immediately following the invocation. And I would have normally let this go, but apparently 02:37:13 someone was not on mute. And, Philadelphia, I know I have a very distinct voice and I'm working on my tone, intonation, and inflexion, but I do need to say to you that Councilmember 02:37:29 Cherelle Parker, Majority Leader for this City Council, did not have any technical difficulties during the invocation and/or afterwards. Not only did people text me and 02:37:42 Stated Meeting June 10, 2021 you, Mr. President, saying that is awful, it is disrespectful what is occurring right now, they called my staff, texted my staff. And while my 02:37:52 district office staff was in the office on Wadsworth Avenue, two business owners -- I mean, who would have ever thought that two business owners on the Avenue have the television on watching us 02:38:04 while they're running their businesses, but they went and knocked on my district office door and said, Cherelle needs to go on mute because that's awful. Let me say this, Mr. President: 02:38:16 I'll take it when it's well deserved, because I am a technical dinosaur, but that was not Cherelle Parker.
