Thank you, Madam Chair. I am going to hold this bill today at the request of the Mayor. 6/18/09 - STATED - 2ND READING The Mayor has committed to work with myself and my staff over the summer, and we look forward to having those discussions and moving forward in the fall. This bill does not change the law with respect to licensing or permitting. It makes it enforceable. Until users can be fined for violations, which this bill makes possible, we will not solve the problem of our unattractive alleyways. I want to thank my very disappointed staff, who has worked really hard on this issue, especially Seth Levi and Lauren Vidas. I want to thank my colleagues whose support and hard work to see this measure pass, especially Bill Greenlee and Frank DiCicco, who pushed this bill in my absence. We have the votes and intend to move this bill in September, with or without reasonable amendments. And Councilman Greenlee suggested that I put 6/18/09 - STATED - 2ND READING on the record that the effective date of this bill, July 1st, 2010, will not change. I look forward to working with the Administration to cleaning up dumpsters on our side streets. As Councilman Greenlee said in the hearing, the only benefit of delay goes to the rats running relay races down Moravian Street. Thank you, Madam Chair.
The Chair thanks the Councilman. The Chief Clerk will read Bill 090069.
