Members and guests will please rise. REV. JOHN KELLY: Good morning. I am grateful for this opportunity to be with you and to pray. And I express my gratitude to Mr. President, as well as Councilman O'Neill. I just take this opportunity to remind you that in the Catholic tradition, each day at mass all public and elected officials are prayed for throughout the world in the Catholic Church. And so the premise is that you hold the seat of authority, a power base which needs to be executed with justice and with reverence. So with your efforts to advocate for the homeless, the hopeless, and the helpless, I take INVOCATION this opportunity to express my personal gratitude for your advancement of all those causes. And I take this moment to just say a prayer. A prayer that is mine personally, and I offer to you with the hope that all of you defer to a higher authority, which one day all of us will be answerable to. Most high and glorious God, bring light to the darkness of my soul. Give me right faith, certain hope, and perfect charity. Our first presentation today congratulates the Oak Lane Wildcats and the Simons Drill Team and Drum Corps. To make this presentation, the Chair appoints Councilwoman Tasco. The Chair invites Coach Roberts and Coach Nelson to come and receive this resolution.
It gives me great pleasure this afternoon to present two resolutions. The first I am going to present is a resolution congratulating the Oak Lane 65 pound Wildcats on winning the Keystone State Midget Football League Championship. Whereas, an extraordinary 1997-'98 season was the result of the incredible hard work and thoroughly committed spirit of the Oak Lane Wildcats in the 65 pound weight category; And whereas, with an unheard of PRESENTATIONS record, the feisty 8 and 9 year olds brought in 11 wins with no losses; And whereas, 31 young players, 7 coaches, and 3 team parents all insisted on complete discipline, developed personalized strategies, and committed the students to maintaining a C-plus average in all their school subjects; And whereas, with this tremendous sacrifice and diligence, the Oak Lane Wildcats 65 pound Football Team successfully won the Keystone State Midget Football League Championship twice. Now, therefore, resolved that the Council of the City of Philadelphia congratulates and commends these Oak Lane 65 pound Wildcats: Christopher West; Marcus Walker; Deion Taywade; Richard Vaughan; Brian Lemon, Jr.; Alda Laniere, Jr.; Anthony Polk; Herman Davis, Jr.; Michael Gains; Wade Brisco; Rasheed Williams; Rasheed Allen; Travis Connor; John A. Good morning. My name is Ida Allen. I was the team mom for the 65 pound football team. Good morning. Mr. President, members of Council, on behalf of the Oak Lane Association Keystone State Champs, '97-'98, we would like to thank members of PRESENTATIONS Council for acknowledging the Oak Lane Wildcats for a remarkable job well done. We won the championship unscored on, unheard of. For this season we are 11 and zero. With hard work and determination, we were undefeated. Respect, character, and education is the key to success. At this time I would like to introduce to my left, Coach Thomas Shields; to my right, Coach Andreas Roberts; our administrative coach, Valerie Wakefield; our team dad, John Green. And, again, I am the team mom, Miss Allen. In appreciation for the recognition of the team, we would like to present to Council this plaque and this small token of appreciation to Councilwoman Marian Tasco for having us here and acknowledging us for the hard work that we did. One of the coaches works with two groups in my area. And this resolution I am going to present now is for the Simons Drill Team and Drum Corps. And a lot of these young people couldn't be here today. But we are going to ask Mr. Roberts to accept it. And it says, Whereas, newly organized in 1994, the Simons Drill Team and Drum Corps is a nonprofit community organization of youth and adults in the Simons playground in West Oak Lane; And whereas, composed of 87 young people, male and female, ages 4 and above, who are residents of West Oak Lane, Mt. Airy, Germantown, South Philadelphia, Logan and North Philadelphia; And whereas, this dynamic steppers drill team and drum corps is founded on military drills which stresses coordination, precision, and exhibition; And whereas, under the guidance and supervision of Andreas Roberts and Ruth Emin, and a cadre of ten other coaches, a treasurer, and a PRESENTATIONS business manager, have programmed the Simons Drill Team and Drum Corps through competitions, special marching events, and other invitational programs; And whereas, the Simons Drill Team and Drum Corps first distinguished itself as a national competition in Hampton, Virginia, in 1997, placing first in the junior division; And whereas, in March of 1998, the Simons Drill Team and Drum Corps have made an astonishing appearance in the national competition in Toledo, Ohio, by placing first in all the competing divisions, Pee-Wee, Junior, Male Corps, Drum Corps, and were third place win in the Senior Division. And now, therefore, resolved that the Council of the City of Philadelphia commend, congratulate, and salute the Simons Drill Team and Drum Corps, the staff and sponsors, for their outstanding commitment to the young people of Philadelphia, and to their love and inspiration which have provided purpose and direction for these young lives. Resolve further that an engrossed copy of this resolution be presented to Andreas PRESENTATIONS Roberts, President of the Simons Drill Team and Drum Corps, with the deep gratitude and sincere best wishes of this legislative body for upcoming success at the World Championships in August in Las Vegas, Nevada. I would like to invite my colleague, Councilmembers Rizzo and Councilman Longstreth. Councilman Rizzo is also a member of the Flag Day Association Board. I wanted to invite Councilman Longstreth, even though he is not a member of the Board. But I was informed early this morning that he was the young lad who delivered the material to Betsy Ross on the day she decided to make the flag. But since he is not here. Thank you. PRESENTATIONS COUNCILMAN DiCICCO: A Resolution honoring the Philadelphia Flag Day Association on the occasion of their 15th observance of the Flag Day and the 221st Anniversary of Flag Day. Whereas, on June the 14, 1777, the Continental Congress adopted the Flag Day Resolution in Philadelphia; And whereas, the flag resolution called for a star and a stripe for each state, making 13 of both, since there were at that time 13 states forged from the 13 colonies; And whereas, the colors of the flag, red, white, and blue, are explained as red for valor, white for hope, and blue the color of heaven for reference to God, loyalty, sincerity, justice and truth; And whereas, the star symbolizes dominion and sovereignty, and the constellation of stars within the union, one star for each state, its emblematic of our federal Constitution which reserves to the states their individual sovereignty, except as to the rights delegated by them to the Federal Government; And... Further empowering the committees, in the course of their investigation, to issue such subpoenas as may be necessary to compel the attendance of witnesses and the production of documents to the full extent authorized under INTRODUCTION OF BILLS AND RESOLUTIONS Section 2-401 of the Home Rule Charter. A Resolution authorizing the Council's Committee on Labor and Civil Service and Law and Government to conduct hearings into the refusal of the Office of Housing and Community Development to grant 35 of its employees, overwhelmingly women and overwhelmingly minority, a 3 percent wage increase retroactive to December 15, 1997, when all other employees represented by District council 33 received it. And a Resolution authorizing Council's Committee on Law and Government to investigate the failure of the First Judicial District to return to the bargaining table with union representing Philadelphia's Parole and Probation Officers, so as to negotiate a new Collective Bargaining Agreement that protects the legitimate interests of both these hard-working and courageous employees and the local court system.
Mr. President, I must ask for the consideration of each resolution separately, since they deal with different INTRODUCTION OF BILLS AND RESOLUTIONS subjects.
I would move the adoption. The first one read was the one authorizing the Council's Committee on Health and Human Services.
Mr. President, although the newspapers reported and the media, all the media, indicate that they think that use of the El and the subway system is unlikely, they always add, for the immediate future, meaning tomorrow. This resolution takes cognizance of the fact that there is a continuing threat by SEPTA to run these two systems. And, therefore, I think it is INTRODUCTION OF BILLS AND RESOLUTIONS absolutely essential that City Council be active in this field to make certain that it never happens. I, therefore, urge all my colleagues to vote in support of this resolution. Thank you.

Yes. Because that motion presents a very special problem and challenge to this body. INTRODUCTION OF BILLS AND RESOLUTIONS Apparently, the First Judicial District has, in light of Council's recent actions in support of the probation and parole employees, in taking note of the strong feeling that Council has on the matter that was discussed last week by Council -- eight different Councilmembers got up and spoke in support of Council's urging of the First Judicial District to go back to the negotiating table -- the response of the First Judicial District is to issue a statement entitled, Statement of Employment At Will, in which the First Judicial District says that from the time they issued this, nobody has anything to do with the employment of the workers but themselves. And they served notice that each employee is subject to dismissal. They say flat out that anybody can be terminated at will. And I think it is an utterly impossible statement. I just can't conceive of what could have brought that about from the First Judicial District. And I think it is urgent that Council get into the matter, so that we don't tolerate a policy of absolute disregard of employees' rights. So Mr. President, I am urging -INTRODUCTION OF BILLS AND RESOLUTIONS (Applause.)

Thank you, Mr. President. I think it is necessary, and it really boggles the mind, that we have to again speak on these issues, after having made our position very clear the other week, in terms of what we consider the issues to be in this labor matter. But, again, I think this Council needs to be forthright and strong in its position in terms of the support of the workers' right to be able to have a fair labor practice take place with the First Judicial District. Their failure to negotiate, or even to take seriously, the issues of concern are things that should be very problematic not only to this Council, but to the City of Philadelphia as a whole. INTRODUCTION OF BILLS AND RESOLUTIONS And it shows the type of pattern of antilabor feeling that is going on and permeating the discussions that we have in terms of labor in this city with SEPTA, the First Judicial District. And I think we have to be standing up and making our positions very clear, that we consider this still a labor town, that we consider that the issues of labor negotiations and management are very serious to us, and that we do not tolerate unfair labor practices. So, Mr. President, I urge the unanimous approval of this resolution and our steadfast support of the workers in the First Judicial District. Thank you. (Applause.)

COUNCILMAN DiCICCO: Thank you, Mr. President. I would like to just take five minutes to reflect on some of the events that took SPEECHES place last night in this chambers. Earlier this morning my colleague, Councilman Cohen, walked up to me and said that maybe we ought to shake hands in public and show the press and our colleagues that there are no hard feelings from last night. And we all know that last night was not only a long night, but a very emotional night. There was a lot of lively debate that took place. And at one point Councilman Cohen and I got into a very heated exchange, a verbal exchange. And one of the comments that was made to me by Councilman Cohen was that I was -- he referred to me as a stranger in this chambers. Being the musical director of this Council and a life-long admirer and fan of the former singer, our most recent loss, Frank Sinatra, I just jotted down a verse of a song that was one of my favorite Sinatra songs. And I would just like to sing this verse to you, Councilman Cohen, as I was thinking about what transpired last night. Strangers in the night, exchanging glances, wondering in the night what were the SPEECHES chances we would pass this bill before the night was through? Strangers in the night. Thank you. (Applause.)

On a briefer note about a couple of things affecting our community, I think it is great to note that tomorrow Kvaerner will open its headquarters here in Philadelphia, and it can mean many jobs in our city and region. And then, secondly, I think the folks putting together the Greater Philadelphia Home Ownership Fair in City Hall courtyard all week really should be thanked for making available so much information to the public about home ownership opportunities in our city.

Mr. President, Father Kelly sang his prayer today, Councilman DiCicco sang his speech. I am going to try to do... (Laughter.)
On a serious note, about ten days ago there was an unbelievable act of God in the Byberry Industrial Park, the tornado that whipped through there. None of the pictures or press reports really did justice to the severity of it. And if it had happened during the day, lives would have been lost. And if it had gone anywhere but through an empty industrial park in the middle of the night, the residential neighborhood right next door, lives would have been lost. We were all very, very fortunate. But there is a whole lot of damage, there are a whole lot of people out of work. There still are, to some extent. But the people that responded immediately from the city and from Philadelphia Electric really have to be commended. From the city, particularly Commissioner Fran Egan was up there with her work SPEECHES clothes on early that morning with a crew from L & I. And all I heard last week as I toured the area were people commending the business-friendly aspects of everything the L & I inspectors did when they were in a very tough situation. The PECO workers were fixing lines while lightning was striking the next night, were still trying to fix, get lines off the street. And the Police Department had to cover all these traffic problems with people in and out, where they were allowed to go, where they weren't. And it was nice to hear businessmen who had been devastated by the losses that they had talking so well about our employees and also our PECO Energy employees, which, while they're not city workers, perform a public function. I just wanted to mention that for the record. And you won't believe what it looks like even ten days later, but it was nothing like it was right afterwards when that tornado went through.
