Good morning. I note that the hour has come and that a quorum of this Council is present. Council will please come to order. To give our invocation this morning, the Chair welcomes Beth Stroud from the United Methodist Church of Germantown. She is here today as the guest of Councilwoman Brown. I would ask that at this time that all members and guests please rise. Good morning.
Good morning. My congregation wanted me to pray for the budget. But, to me, all prayer begins with gratitude, and so what I have prepared is a prayer that is essentially things that I am grateful for about living in the City of Philadelphia. And I beg your understanding that I've lived almost all my life in Northwest and so certain Council districts are over-represented for the things I'm grateful for. Will you join me in gratitude for the Graceful modeled sycamores bending over the streets. Walking with my father in Carpenters Woods. Running under the thick canopy on Forbidden Drive in the summer. Watching the play of wind and light in one particular tree at the end of my block. Twilight. The exact steel blue light on the Schuylkill at 5 p.m. in December. Living in the world's biggest small time. Moving home from the suburbs and meeting more people the first afternoon than I'd met in my subdivision in two years. Taking turns with the next row house to shuffle the sidewalk. Getting mail from my kindergarten teacher, my fourth grade teacher and my 12th grade history teacher when I'm in the news. Bringing friends home from college who couldn't believe we actually called the neighbors to borrow a cup of sugar. Where they cane from they only ever saw that on TV. Cobble stones on Germantown Avenue. Finding new shortcuts between neighborhoods. Trollies. The way the front of the bus looks face on a cold morning. The trains. Memorizing the route from our house in Mt. Airy to my childhood church in Roxborough. Not believing my mother when she says how young I was the first time I walked it without permission. A sense of place on a human scale. Knowing all three verses of "Lift Every Voice and Sing" because we sang it in assemblies at Henry School. Learning from determined public school teachers that you need to fight for more but in the meantime you can always accomplish something with what you have. Living around the corner from Underground Railroad stops. Working on the site of the first anti-slavery tract in North America. Hiking the trails in the Wissahickon. Sledding with daredevil kids at Thomas Mansion; I'm still sore, but it was fun. The Fairmount Park ranger who was kind to us when our dog was hit by a car on Walnut Lane. Of course, the Eagles. The way the whole city puts its heart on the line. Contemplating TO's choices and asking the question, "what would Rocky do?" Dawn Staley and her Temple Owls who inspire me all winter; the second most thrilling ticket in town. A spirit of justice, tolerance and love for the City's own. Words of affirmation for coming out as a lesbian from head start teachers to counter folks at the donut shop, Germantown high school students, folks in line at the grocery store and in the next row at the basketball game. I've gotten some hate mail, but none of it had a Philadelphia post mark. Sunrise. Delivering newspapers from Carpenter Lane at 6 a.m. in junior high. Pink tinted clouds out the windows of the 26 Bus to Broad and Olney in high school jammed with 50 kids all reading for class and wondering if anyone noticed how gorgeous the sky really was. Climbing to the top of the bell tower of my church at sunrise once a year with a confirmation class to look down at the whole City with its patchwork of trees and parks. From there it looks just like William Penn's black night outside my window turning plum and gray and blue as I finished writing a sermon on Sunday morning. Thank you, God, for Philadelphia. Amen.

Thank you, Madam President. I thank you for allowing -you and members of our this Council -- Beth Stroud of the First United Methodist Church of Germantown. We can tell by what we've just heard that she's truly a personal inspiration. She's been that for me. We salute you and you all know that you have something my mother called gumption when you're not backed down, you pull yourself back up and press forward. So if the Eagles have half the fight in them that you have displayed, there's no doubt that we'll have a victory on Sunday. Thank you.

Thank you, Madam President. Madam President, it will be fitting that today we honor the first Super Bowl champs of the City of Philadelphia hopefully sometime next week -- not hopefully; definitely sometime next we will be honoring champs of the City of Philadelphia. So today, I'd like present this resolution on the behalf the City Council congratulating the North Philadelphia Aztecs Youth Football Team on winning the 2004 Pop Warner Division II Junior Peewee Super Bowl Championship. Whereas, the North Philadelphia Youth Association is a non-profit organization whose objective is to offer positive activities for underprivileged urban youth residing in North Philadelphia; and Whereas, with the help of many volunteers from our community, the NPYA has successfully run the Philadelphia Aztecs youth football and cheer leading program for 11 consecutive years;
Whereas, Aztecs on their first trip to the Pop Warner Super Bowl championship were victorious over the Huntington Beach Chargers in the Division II Junior Peewee Tomlin Championship game; and Whereas, in this game it only took the Aztecs two plays to put their first pints a 65-yard run; and
Whereas, after the Aztecs defense picked off a charger pass attempt, the offense showed its halfback speed and scored on a 40-yard run to the in-zone; and Whereas, the Aztecs continued their offensive strike as the quarterback scored the third touch down on the 21 yard keeper run to the left; and Whereas, despite the chargers first score, the Aztecs offense stayed aggressive and scored on a 42-yard run up the middle and completed the extra point to make the score 25-7; and
Whereas, as the chargers were primed to make another offensive strike, the Aztecs defense showed how they can make big plays and intercept the ball which set up the final Aztecs scoring drive culminating the 15-yard pass and a run into the in-zone; Whereas, the final score was the Aztecs 32 and Chargers 13; now, therefore
Resolved by the Council of the City of Philadelphia that we congratulate the North Philadelphia Aztecs Youth Football Team on winning the 2004 Pop Warner Division II Junior Peewee Tomlin Super Bowl Championship. Further resolved that an engrossed copy of this resolution be presented to coaches and members of the North Philadelphia Aztecs Youth Football Team as evidence of the sincere sentiments of this legislative body. Hello, everybody. I would just like to thank City Council, Councilman Clarke, Councilwoman Miller who used to be our Councilwoman until the redistricting took place. I'd like to thank the everybody, the whole body for inviting us accomplishments. The team had worked extremely hard to win the Super Bowl. And we just hope that our big team will take it to the next level and win that Super Bowl on Sunday. Thank you. (Applause.)

Good morning. It's a great pleasure to present this resolution declaring February as American Heart Month and February 4, 2005, as Go Red for Women Day in the City of Philadelphia. Whereas, cardiovascular disease is the nation's leading cause of death and stroke is the third leading cause of death; and Whereas, cardiovascular disease is the leading cause of death among women; and Whereas, heart attack, stroke and other cardiovascular diseases claim the lives of more than a half million women each year, more than the next six causes of death combined; and
Whereas, according to an American Heart Association survey, only 13 percent of women consider cardiovascular disease their greatest health risk; and Whereas, the financial cost of cardiovascular disease and stroke and in the United States is estimated at $393 billion; and Whereas, in females in the United States have some form of cardiovascular disease; and
Whereas, in 2004, the American Heart Association launched "Go Red For Women," created to raise awareness for this critical health issue; and Whereas, numerous Philadelphia landmarks will be going red in February in support of the American Heart Association's Go Red For Women Campaign and American Heart Month; and
Whereas, the American Heart Association is actively working with faith-based institutions, healthcare providers, researchers and scientists and public officials in an effort to educate and inform women about the importance of paying attention to their heart and help them live longer, stronger lives by reducing their risk for cardiovascular disease. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby proclaim February 4, 2005, as Go Red For Women Day in the City of Philadelphia, and we call upon all women to recognize the importance of the ongoing fight against heart disease and urge all women to be educated and factors for this devastating disease and take action to reduce them. Further resolved, we hereby proclaim the month of February as American Heart Month in the City of Philadelphia, and we call upon men and women in the City of Philadelphia to be aware of cardiovascular disease and its risk factors and take action to reduce them. Further resolved, an engrossed copy of this resolution be presented to the American heart association, further evidencing the sincere sentiment and highest esteem of this legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 20th day of January 2005. Madam President, Members of City Council, on behalf of the American Heart Association, thank you so much for proclaiming February as American Heart Month and especially for recognizing the importance of the Association's Go Red For Women Campaign. With your support, the Association will continue to raise awareness among both men and women that they can choose to live longer, stronger lives by making healthy choices. The association also hopes that Council will continue to do everything it can to protect the health of all of its citizens it represents. We hope that you'll also remember to please wear red tomorrow. But if you are wearing your Eagles green, just add one of these red dress pins. They look great on guys as well as gals. Thank you, Madam President. I am delighted that we are celebrating a Philadelphia home-grown talent, a young man who is a graduate from Dobbins High School represented by a Darrell Clarke and a former resident of Wynnefield represented by Councilman Michael Nutter. And we want to thank Vanesse Lloyd-Sgambati for all the important good work she's doing on behalf of children in this City, because when we do get them to have a love for reading early, we know that the reading and love of reading will last them a lifetime. Honoring the African-American Children's Book Project on the occasion of the Annual African-American Children's Book Fair. Whereas, for over a decade, the African-American Children's Book Fair has enhanced multi-culturalism in our City, utilizing the joy of reading as a tool; and
Whereas, the importance of book fairs cannot be understated, as for many of our youth use reading to better know the world around them and use books to help them develop into well-educated adults; and Whereas, one of the most important reasons to encourage reading in our children is that studies show that the more our youth read, the more likely they are to make positive life-style decisions as they grow older; and Whereas, strictly judging by attendance, the fair is a tremendous success as well over 4,000 people attended last year's event; and Whereas, rich or poor, no one leaves empty handed, as posters, book markers, and wrap a book are distributed free of charge to attendees; and
Whereas, the books themselves are picked at a level where they are more affordable than many book stores in the region; and Whereas, many of the authors and illustrators will be in attendance as well as local celebrities to further enhance the excitement and vibrancy that the book fair exudes; and Whereas, one of the esteemed illustrators in attendance will be a Philadelphia native, Elbrite Brown, the winner of Coretta Scott King John Steptoe New Talent Illustrator Award; and Whereas, the 13th Annual African-American Book Fair will be held free of charge on Saturday, February 5th, from to at the gymnasium of the Community College of Philadelphia located at 17th and Spring Garden Streets; now, there been it
Resolved by the City Council of Philadelphia that we hereby honor the African-American Children's Book Project and illustrator Elbrite Brown on the occasion of the Annual African-American Children's Book Fair. Resolved further that an engrossed copy of this resolution be presented to representatives of the African-American Children Book Project, namely, Vanesse Lloyd-Sgambati who founded and started this extraordinary initiative over 13 years ago, and Elbrite Brown for their hard work and efforts in the promotion of children's literacy as evidence of the sincere sentiments of this legislative body. On behalf of the African American Children's book Project, which is the Super Bowl of children books, I would like to thank Councilwoman Blondell Reynolds Brown who is known as the literary diva of politics, Councilman Clarke, and my Councilman Nutter who I haven't called this year for any problems, but it's in the workings now, and you, Members of City Council. I wouldn't be a City resident unless I had a chance to call my Councilperson to complain about something, but that's all good. I'm pleased that you have recognized and honored one of your native sons. As Councilwoman Blondell Reynolds mentioned, he is a graduate Dobbins High School. The art program at that school nurtured a talent who won the coveted Coretta Scott King Award. The American Library Association issues this award to only a few, and over a thousand books were nominated. But he one that award. And Elbrite is a young man who, as you will see from this book that each of receive, is a rare talent. So I thank you on behalf of the African-American Children's Book Project. (Applause.)
Good morning, everyone. I would first like to thank everyone for recognizing me. This is truly an honor for me. I had never ever thought that something like this could actually happen to me. I grew up here in Philadelphia and I'm proud to say that I'm a product of the Philadelphia Public School System. The art programs here were truly nurturing for me. If it wasn't for result of the many art programs that I had attended throughout Philadelphia, I wouldn't be standing here. So I think it's very important to support the arts because as a teacher now and also as an artist, I come in contact with so many talented students. And without art programs, it won't be any other talented young people to have an opportunity like what I had. So thank you again. (Applause.)
Thank you, Madam President. I have a group visiting today. They're actually up in the balcony. I would like to recognize students from Edward Steel Elementary School who are visiting City Hall on a tour to observed the workings of local government with a visit to City Hall Chambers. The students are accompanied by Ms. Varesse McPherson and some parents and teachers. They're 3rd, 4th and 5th grade students, approximately 30. They're up in the balcony to my right.

I also have some young people here today to learn and the Educational Youth Works Program, including students from the Germantown High Beacon Program, and they're accompanied by Jason Weeks who is director of the Beacon Program and Keith Baily, the Youth Works Coordinator. And those students that are members of Youth Works are actually scattered throughout Council. So I know that the director and the coordinator are sitting behind me to my left. And the students are, it's my understanding, are scattered throughout the Chambers.

And a resolution reappointing a current member to the Board of Directors of the City Avenue Special Services District of Philadelphia and Lower Merion and three resolutions appointing members to the Board of Directors of City Avenue Special Services District of Philadelphia and Lower Merion. And an ordinance to amend the Philadelphia Zoning Maps by changing the zoning designations of certain areas of land located within an area bounded by the Delaware River and the Schuylkill River, this land the Philadelphia Naval Base. And an ordinance which authorizes Temple University to construct, own, and maintain a building encroachment which will partially encroach on the east footway of North 13th Street. Madam President, I want to be the first, of course, to join you and I'm sure all of my colleagues on Council and in fact almost everyone in this Chambers to wish our Philadelphia Eagles the very best in their game against the New England Patriots. (Applause.)
I want to just thank them for having a great, great season. Regardless win or loss, they have given us a great season this year, and I'll tell you right now that, in my opinion, they're going 02/03/05 - STATED - 2ND READING to be champions no matter what happens. I just want put that through that not only did they lift our spirits in Philadelphia, but they lift them for the entire region.

Madam President, if I can get a little serious. I would like to give you an update on a hearing that we had back on November. See, back in November Councilwoman Tasco who chaired the Committee on Public Health and Human Services called hearings to investigate allegations of neglect and abuse of animals in our care. I believe because of her actions, many animals lives have been and will continued to be saved as a result of those hearings. I would like to extend an invitation to all of my colleagues in a town hall meeting being held tomorrow at 4:30 in Conversation Hall regarding new initiatives we are about to undertake regarding our animal population. At the meeting, we will be introduced to a gentleman by the name Nathan Winograd who is the nation's top expert and practitioner in what's known as a No Kill Movement. Nathan has been hired joint by PAACA and the Alliance 02/03/05 - STATED - 2ND READING for Philadelphia Animals to complete an assessment and draw a blueprint for action which will ultimately result in Philadelphia becoming a No Kill City in five years. This is an exciting and bold move for Philadelphia. By launching these initiatives, Philadelphia joins cities like New York City and San Francisco who are both on their way to very quickly becoming no kill communities. This is not an easy task. And I hope that you will all join me in this effort. I know that the day will come when every adoptable cat and dog in Philadelphia will have a home. Again, I hope you all join me tomorrow at 4:30 in Conversation Hall. Thank you, Madam President.
