Madam President, I want to be the first, of course, to join you and I'm sure all of my colleagues on Council and in fact almost everyone in this Chambers to wish our Philadelphia Eagles the very best in their game against the New England Patriots. (Applause.)

Regardless win or loss, they have given us a great season this year, and I'll tell you right now that, in my opinion, they're going 02/03/05 - STATED - 2ND READING to be champions no matter what happens. I just want put that through that not only did they lift our spirits in Philadelphia, but they lift them for the entire region.

Council President Verna

The Chair recognizes Councilman Kelly.

Councilman Kelly

Madam President, if I can get a little serious. I would like to give you an update on a hearing that we had back on November. See, back in November Councilwoman Tasco who chaired the Committee on Public Health and Human Services called hearings to investigate allegations of neglect and abuse of animals in our care. I believe because of her actions, many animals lives have been and will continued to be saved as a result of those hearings. I would like to extend an invitation to all of my colleagues in a town hall meeting being held tomorrow at 4:30 in Conversation Hall regarding new initiatives we are about to undertake regarding our animal population. At the meeting, we will be introduced to a gentleman by the name Nathan Winograd who is the nation's top expert and practitioner in what's known as a No Kill Movement. Nathan has been hired joint by PAACA and the Alliance 02/03/05 - STATED - 2ND READING for Philadelphia Animals to complete an assessment and draw a blueprint for action which will ultimately result in Philadelphia becoming a No Kill City in five years. This is an exciting and bold move for Philadelphia. By launching these initiatives, Philadelphia joins cities like New York City and San Francisco who are both on their way to very quickly becoming no kill communities. This is not an easy task. And I hope that you will all join me in this effort. I know that the day will come when every adoptable cat and dog in Philadelphia will have a home. Again, I hope you all join me tomorrow at 4:30 in Conversation Hall. Thank you, Madam President.

Council President Verna

You're welcome. And I would ask Councilman DiCicco and Councilman Mariano to please let me know the results of what you were doing. At this time the Chair recognizes Councilwoman Tasco for a motion to adjourn.

Councilwoman Tasco

Thank you, 02/03/05 - STATED - 2ND READING Madam President. Before I make the motion, I'd just like to say that while Councilman Kelly gave me kudos for the hearings, I Chair the Committee, but we have to thank him for his leadership on this issue. He's done a fine job of coming to a resolution on it. I move that Council stand adjourned until Thursday, February 10, at 10:00 a.m., 2005. (Duly seconded.)

Council President Verna

It has been moved and seconded. All in favor will say aye. (Aye.)

Those opposed? (No response.)

Council President Verna

The ayes have it, and the Council will adjourn until Thursday, February 10th at 10:00 a.m.. thank you. (Council adjourned at 11:17 a.m..) C E R T I F I C A T I O N I HEREBY CERTIFY that the foregoing proceedings of the Council of the City of Philadelphia of Thursday, February 3, 2005, were reported fully and accurately by me, and that this is a correct transcript of the same.
