To give our invocation this morning, I recognize our colleague and majority leader Councilwoman Jannie Blackwell. I would ask all members and guests to please rise.

Good morning. May we bow our heads. Heavenly Father, we thank you for bringing us here today. We thank you for all who are assembled here, those of us who are elected to represent the City and those who have come with interests of concern that affect our city. Father, we ask that you bless the President of Council and all the members, help us to keep a focus on what our missions are, that our missions are always to serve people according to thy will. Lord, we ask that you bless the families of all those here and those we honor today. These blessings we ask in thy name and for thy sake. Amen.

On behalf of all members of City Council, I welcome you to our Council session. We appreciate your taking the time to join us as we attend to the legislative affairs of our city. We certainly invite you to come again. At this time the Chair recognizes Councilwoman Blackwell, who will present a resolution honoring Patricia Smith. Will Ms. Patricia Smith and those accompanying her please join the Councilwoman at the podium? It's my understanding Councilwoman Blackwell is being joined by Councilwoman Brown and Councilman Clarke and Councilwoman Miller. The Chair recognizes Councilwoman Blackwell.

Thank you, Madam President. Resolution honoring Patricia L. Smith, director of the City's Neighborhood Transformation Initiative. Whereas, NTI is a multifaceted strategic action plan designed to remove blight, create opportunities for large-scale development, and stimulate investment of private capital in the city's existing housing stock, as director of Neighborhood Transformation, Ms. Smith provided leadership and direction to NTI by developing new policies and programs, monitoring the implementation of its separate but interlocking parts, and assuring productive stakeholder relationships; and

Whereas, Ms. Smith served as a chief spokesperson for Mayor Street's neighborhood revitalization agenda and under her guidance NTI has accomplished many of its goals. Her leadership has guided the $275 million NTI program and helped to make Philadelphia a better place. And whereas there are currently 7,000 units of new housing and large-scale developments planned and underway citywide, the blight removal efforts of NTI are restoring confidence in Philadelphia's neighborhoods and have contributed to a 30 percent appreciation in real estate values over the past five years; and

Whereas, Ms. Smith has fostered several groundbreaking partnerships, including an award-winning greening and neighborhood improvement initiative with the Pennsylvania Horticultural Society, Ms. Smith's hard work and dedication has contributed to the major shift in the paradigms of urban policy and community development in our city. And for this we are extremely grateful; and

Whereas, before joining Mayor Street's administration in May 2000, Ms. Smith worked for the National Congress for Community Economic Development where she created and managed a national leadership development project for community development practitioners. In addition, she held senior positions at the Philadelphia Foundation, the Redevelopment Authority of Philadelphia, City Council of Philadelphia, and Community Legal Services. She is leaving for a new position at the Reinvestment Fund here in Philadelphia where she will continue to work on community development issues; and whereas.

Whereas, Patricia Smith has been an exceptional leader and mentor for her staff guiding them for the last five years, now therefore resolved by the Council of Philadelphia that this Council is pleased and proud to honor Patricia L. Smith for outstanding achievements directing the Neighborhood Transformation Initiative for the City of Philadelphia and further resolve that an engrossed copy of this resolution be presented to Patricia L. Smith as evidencing this body's sincere appreciation of her achievements. Certification this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 2nd day of June 2005 signed by our President and sponsored by each and every member of City Council. Madam Chair and Madam President, I'm really touched. The past five years for me has been an extraordinary time in my professional career. I feel that I've learned a great deal and am just honored that you feel that I've been able to make a difference in the city of Philadelphia. This is my home town. I love Philadelphia. I think we are a great city. We're great neighborhoods. And to the extent I was help able to contribute to our greatness, I feel very proud. The only thing I'm sad about today is the fact that my parents, both who believed in giving and service, public service, aren't able to join me today. But, you know, I know they would be proud. I know they're looking down from heaven on me. Thank you. (Applause.)

The Chair now recognizes Councilwoman Brown who will present a resolution honoring Odunde on their occasion of their 30th anniversary. Will Ms. Lois Fernandez and those accompanying her please join the Councilwoman at the podium? And I see the Councilwoman is being joined by Councilmembers Goode and Rizzo. The Chair recognizes Councilwoman Brown.

Thank you, Madam President. This showcase of African-American culture started out as a block party by its founder. Now it draws over 400,000 and generates $3 million for our city. So it is a wonderful pleasure for me to honor Odunde, Incorporated, on the occasion of its 30th, 30th anniversary, and Lois A. Fernandez, founder and board president. Whereas, Odunde, Incorporated, is an African-American holiday festival that celebrates the coming of another year and opportunity for renewal for African-Americans, and whereas the festival began in 1975 modeled after the experiences of its founder, Ms. Lois A. Fernandez, when she attended the annual African festival of Oshun held in Osogbo, Nigeria;

Whereas, it is an occasion marked by joy and hope, a joy which is highlighted by colorful procession to the Schuylkill River where offerings of fruits and flowers are made to Oshun, Yoruba Goddess of love and life-sustaining rivers; and whereas the scope and magnitude of the festival have steadily increased attendance at the festival has surpassed 300,000. It has earned international recognition and has attracted acclaimed performers; and whereas Odunde, Inc. has expanded from a one-day event to a year round organization as Odunde, Incorporated, now serves school-age children as well as others with rich cultural programs and activities.

Whereas, through its 30-year history Odunde, Incorporated, has been a modeled for promoting joy, togetherness and understanding to all Philadelphians, now therefore resolved by the Council of the City of Philadelphia who hereby honor Odunde, Incorporated, its founder and board president, Lois Fernandez, on the occasion of its 30th anniversary, further resolve an engrossed copy of this resolution be presented to Lois Fernandez, founder and board president of Odunde, as evidence of its sincere sentiments of this legislative body. Certification this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 28th day of April 2005 signed by Anna C. Verna, President of City Council, introduced by Blondell Reynolds-Brown for Anna C. Verna, co-introduced by Jannie Blackwell and W. Wilson Goode, Jr., as well as Frank Rizzo, and sponsored by all members of Council. (Applause.)

This is a big occasion, 30 years. Long time, isn't it? But we're looking to 30 more. We've had our challenges, but we're still on South Street, y'all, and we will be there. You know that Councilman Jim Kenney is smiling at us. He's been a supporter and we haven't even met. I want to first thank Councilwoman Anna Verna. She's a home girl from South Philly, always been there with us. Pardon me for the colloquialism, Anna, but we still come from South Philly so we still speak like that. You know what I mean? So y'all can understand that. But I want to give thanks to all Council people. As I said, Jim Kenney, I remember when he called me up one day and said I'm going to help you. We had never met till about three years later. But that's South Philly, y'all. So Odunde says as the emblem of Philadelphia, you know, it's a city of neighborhoods because we truly are a city of neighborhoods. We love who we are. Our people, African-American people, have been on South Street since the 1600s y'all. We come a long time. Souls of our people are there. We will remain there. But we thank you all for helping us, helping Odunde reach this milestone of 30 years. (Applause.)

Thank you, Madam President. It gives me pleasure this morning to present this resolution honoring John Mason. Whereas, the Council of the City of Philadelphia is pleased and proud to honor Mr. John Mason as the first African-American publisher of The Legal Intelligencer; and whereas American Lawyer Media, ALM, the parent company of The Legal Intelligencer, announced the appointment of John Mason as publisher of its Pennsylvania newspaper group; and whereas ALM's Pennsylvania newspaper group includes various web sites, specialty books, directories, the Pennsylvania Law Weekly, Delaware Law Weekly, and the Legal Intelligencer; and whereas the Legal Intelligencer has been in existence for approximately 160 years and is the oldest daily legal newspaper in the United States and the official publication for all Philadelphia County legal notices; and whereas prior to becoming the publisher of The Legal Intelligencer, Mr. Mason served for over eight years as the president and publisher of The Public Opinion of the daily newspaper for Franklin County, Pennsylvania. Prior to that position, John Mason was a special assistant to the publisher of the Wilmington News Journal, and his background also includes various circulation systems, management positions at the Gannett Company, Inc., headquarters in Arlington, Virginia. Mr. Mason received his Bachelor's Degree in mathematics from the State University of New York at Potsdam and served on the board of directors of the Pennsylvania Newspaper Association. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby congratulate Mr. John Mason as the first African-American publisher of The Legal Intelligencer, further revolve that an engrossed copy of this resolution be presented to Mr. John Mason as evidence of the sincere sentiments of this legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 21st day of April 2005 signed by President Anna Verna, introduced by Marian Tasco, and sponsored by all members of City Council. We congratulate you and welcome to Philadelphia. (Applause.)

Thank you, Madam Chair. I'm truly humbled by this recognition today. To the ladies and gentlemen of City Council, I thank you. To Councilwoman Tasco, I thank you for offering this resolution. The warm gesture that you have bestowed upon me today is validation that the decision that my family made to come to Philadelphia and join this community was indeed the right one for us. I'm proud to be a Philadelphian. I'm proud to be the publisher of the oldest daily law journal, The Legal Intelligencer. And I'm proud to be the first African-American to hold that post. I truly am blessed. I need to give thanks first of all to my creator God Almighty for giving me the talents and skills to achieve this success. (Applause.)

I need to give thanks also for the blessings for being able to find a company like ALM, a company that believes in diversity, a company that understands that in order to be better that it's important to have decisions made by all people representative of all walks of life at the table. I truly am blessed for that. And I am blessed to be born into the family that I've been born into. Behind me are my parents, John and Leola Mason. They've laid the foundation for me to be successful. I didn't have to go to movie theaters or read sports pages for my heroes. My heroes were at the kitchen table. They were at church with me. They were on vacation with me. So this moment is as much for them as it is for me. I have other family members that are as successful as I am in their own right who have traveled very far who are in the audience with you today. The love and devotion that they have for me gives me the strength to draw from in order to do the things I need to do in order to be successful. For them, I appreciate you being here and sharing this day with me today. But most importantly I'm blessed with the two wonderful ladies I have in my life, my daughter Rayna, who's 5 years old, who teaches me every day what's really important in life, and to my darling wife Lorraine, who next month I will have known for 19 years, 19 years of ups and downs and struggles and successes, but through it all our love has grown deeper and our devotion for one another is unmatched. So for you dear being as successful and as busy as you are, I appreciate you being here today. (Applause.)

Ladies and gentlemen of the Council of the City of Philadelphia, by honoring me you have made my family proud, and I pledge as long as I'm here I will work hard to make you all proud of me. Thank you very much.

Before I introduced or state my position on bills, did I correctly -- this is a point of information. Did I correctly hear that the Mayor did not sign a bill? And if that was true, I'd like to know what bill and did he give any reasons or did he say anything about his intentions on the bill? I thought when the Clerk read it that she read that the Mayor's letter said he signed all bills but one.

It was the first bill that was read. Would you read the bill.

The Mayor simply did not sign the bill.

An ordinance amending Title 17 of the Philadelphia Code entitled "Contracts and Procurement" by prohibiting persons from receiving City financial assistance if they or certain related parties have made certain contributions to elected city offices or candidates for city offices and requiring certain disclosures by persons seeking financial assistance all under certain terms and conditions.

The bill will be referred to the appropriate committee.

And a resolution commending St. Joseph's Preparatory School 2005 Varsity 8 crew and Coach Bill Lamb for their Stotesbury Cup win and invitation to compete at the Henley Royal Regatta.

An ordinance amending Section 17-104 of the Philadelphia Code entitled "Prerequisites to the Execution of City Contracts" by requiring any City depository authorized to city deposits under Section 19-201 of the Philadelphia Code to annually certify compliance with Section 17-104, and if such depository has disclosed slavery policies sold by it or its profits from slavery, to provide the City with a statement of financial reparations, all under certain terms and conditions.
