Good morning, everyone. I note that the hour has come and that a quorum of this Council is present. The Council will come to order. Members will take their seats and visitors will retire to the seats outside the rails. To give our invocation this morning, the Chair welcomes Imam Muhammad Abdul Aleem. He is here today as the guest of Councilwoman Tasco. Members and guests will please rise.
I would like to first begin by stating that we give praise and thanks to Almighty God, the God of us all. Merciful Lord, the merciful benefactor, the merciful redeemer, open the way for all people a way to a good life and a good continence. Grant that this City may continue to live as the City for all people in human service industry and let us pray that this City may inspire others to move toward more social and economic justice for all. And we pray that God bless this City to always cherish freedom, the rights for every individual to live a decent life and grant that our leaders, those in the public sector and those in the private sector, will always be concerned about everyone, the high as well INVOCATION as the low. We ask, Almighty God, to bless our parents, our youth, our schools, to let them never be without hope or direction. Bless all citizens of this City to always cherish the value of work because we should never play harder than we work. We should always give more effort to work and industry than we give to sport and play. We ask, Almighty God, to bless the efforts of this Council and its leaders that they may always look for more ways to provide for economic and social well-being of all of the citizens. And we ask, Almighty God, to bless marriage and bless families, for we know that it is the home that all problems begin and problems can be solved. And we ask, Almighty God, to bless this Council and every member in this Council that they may inspire most excellence of man's classical spirit that that spirit for freedom, justice, and equality for all. Thank you, Madam President. I have some visitors here today in City Council.
Good morning. It is indeed my pleasure today to present this resolution supporting the Safe Circle Program. Whereas, the Safe Circle Program, sponsored by the Linda Creed Breast Cancer Foundation aims to increase breast cancer education and early detection among African-American women; and Whereas, a recent study has shown that in this City more than 35 percent of the women in targeted group had not followed through on PRESENTATIONS mammograms, did not literature on breast cancer, and had not received information necessary to make informed decisions on this vital issue; and Whereas, it has been shown that breast cancer is the single most common cancer in African-American women. In addition, African-American women are less likely than white women to survive breast cancer five years after diagnosis; and. Whereas, the Safe Circle Program originally proposed in 1995 actually targets this population with information to the women in their homes, churches, and community centers. This information will empower the women to act on their own behalf and on behalf of their families, thereby, saving lives now and for years to come. Through screening, diagnosis, and treatment, we believe the incident of breast cancer among African-American women can be reduced. Now, therefore, resolved by the Council of the City of Philadelphia that we hereby voice our strong support for the Safe Circle Program. Further resolved that an engrossed copy of this resolution be presented to Mrs. Mamie Fains, PRESENTATIONS Safe Circle Outreach Coordinator as evidence of the admiration and high esteem of this legislative body. Certification that this is a true and correct copy of the original resolution adopted by the Council of the City of Philadelphia on the 19th day of April, 2001. It is signed by our president Anna C. Verna, introduced Marian B. Tasco and supported by all Members of City Council. We congratulate this group on the wonderful work they're doing in the community. We encourage our Councilmembers to hold forums in their districts and allow these women to come in reach out to African-American women to provide this much-needed information to them. We thank them very much for their wonderful work. (Applause.)
Honorable Chairpersons, President of City Council, and Councilwoman Tasco, the Safe Circle thanks you for your recognition of the work that we are trying to do in the City of Philadelphia. Our work reaches out to the under-served, the underprivileged, and those who PRESENTATIONS need information most. The program has been in effect five years, and we hope to reach over the five-year period coming forth as many women or more than we have reached in the previous five years. Over the past five years, we have reached 3500 women. We have held successful Safe Circle Day over the City of Philadelphia. We have tried to establish hope. We attempt to take folk to mammogram screenings. We offer support. And above all, we have faith in the movement of the Safe Circle Program through the Linda Creed Foundation. Faith is the essence of things hoped for, the evidence of things unseen. God he bless all of you. (Applause.)

Councilmember Darrell Clarke and I are delighted to salute these young ladies who obviously do well on the court and are representing us well in the Public League here in our City. Honoring Franklin Learning Center Girls Basketball Team on winning the Public League basketball championships.
Before I read my part, I just wanted to say I promised Mr. Brown that I would brag about another 5th District team winning the championship. So I won't brag about it today, but they did win. Whereas, the Franklin Learning Center is a magnet high school for students in grades 9-12, organized into three mini-schools of about 300 students each, College Prep, Health Science, ad Technology; and Whereas, Franklin Learning Center's Girls Basketball Team had been in the Public League Semifinals for 15 consecutive years; and Whereas, Franklin Learning Center's Girls Basketball Team had entered the Public League PRESENTATIONS final with an undefeated record of 21-0; and Whereas, in the final, Franklin Learning Center faced Central High School; and Whereas, the members of the team are No. 53, Junior Cintrella Harris; No. 44, Sophomore Guard Ashley Blake; No. 10, Sophomore Guard Estella Jones; No. 12, Senior Guard Chanel Ross; No. 14, Junior Guard/Forward Jehan Jones; No. 20, Sophomore Forward Aran Jackson; No. 23, Senior Guard/Forward Precious Oree; No. 32, Freshman Guard Angelique Walton; No. 35, Junior Guard Tiffany Kent; No. 40, Junior Center Phyllis Carter; No. 34, Junior Forward/Guard Kiyonna Neal; No. 52, Junior Forward/Guard Celeste McNeil; No. 3, Freshman Center Ife Crawford; and
Whereas, Coach John Merlino has been the coach of the Girls Basketball Team at Franklin Learning Center for the last 18 years; and Whereas, Chanel Ross made 9 of 17 field goals, made every free throw she took, scored 27 points, 5 rebounds, assists, and steals; Ashley Blake scored 15 points, Kiyonna Neal scored 5 points, Phyllis Carter scored 10 points, Precious Oree scored 4 points and Jehan Jones scored 4 points PRESENTATIONS in the Bobcats of Franklin Learning Center's 61-44 win over Central High School, Whereas, Franklin Learning Center's Girls Basketball Team completed their season undefeated; and Now, therefore, be it resolved by the Council of the City of Philadelphia that, we extend our heartfelt congratulations to Franklin Learning Center Girls Basketball Team in winning the Public League Girls Basketball Championship. Resolved, further, that an engrossed copy of this resolution be presented to Coach John Merlino as evidence of the sincere sentiments of this legislative body. I would just like to say PRESENTATIONS at this time thank you. It's really been a story book season. The girls work hard. You know, some people think sports is something that is looked down upon, but I think a well-rounded education includes sports. Our girls have been successful -- it was mentioned that we've been to the final four many years. Seven out of the last 13 years we made it to championship game. This team finally won. But we've been successful all the other years because the girls have graduated, they've gone on to college and that's what it's all about. Thank you. (Applause.)

And I am pleased to advise you that on May 9, 2001, I signed all of the bills that passed Council at its session on May 3, 2001. And I am transmitting herewith for the consideration of your honorable body the following ordinances: An ordinance approving the sale of a certain lot or piece of City-owned ground with the buildings and improvements thereon erected, if any, COMMUNICATIONS situated 826-28 New Market Street in the City of Philadelphia. And an ordinance amending section 10-602 of the Philadelphia with respect to smoking on any vehicle public transport and in any public transit station or fare paid area increasing the amount to be paid in response to a violation notice to a court appearance. And an ordinance declaring it is desirable for the health, safety, and welfare of the people of the City of Philadelphia served by the Community College of Pennsylvania the Hospitals and higher education facilities Authority of Philadelphia to provide certain financial assistance to the Community College of Philadelphia. And an ordinance authorizing the Commission of Public Property on behalf of the City of Philadelphia to purchase in lieu of condemnation lots or parcels of ground within an area bounded by Lehigh Avenue, 28th Street, Oakdale Street and 29th Street for public library purposes, under certain terms and conditions. And an ordinance authorizing the placing on City Plan No. 44S of three certain contiguous COMMUNICATIONS rights-of-way for drainage purposes, water main purposes, and public utility purposes collectively, extending from the intersection of Pattison Avenue and 11th Street. And an ordinance authorizing the Commissioner of Public Property on behalf of the City of Philadelphia to acquire by amicable negotiations or by condemnation fee simple title to a certain parcel of real estate with improvements situate thereon located on the easterly side of Darien Street south of Pattison Avenue and to transfer that parcel of land to the Philadelphia Authority for Industrial Development in fee for nominal consideration. And an ordinance authorizing the Commissioner of Public Property and the Director of Commerce on behalf of the City of Philadelphia to enter a ground lease agreement, the Phillies ground lease, with Philadelphia Authority for Industrial Development, providing for the leasing by the City to PAID for certain parcels of City owned by the City and further providing for the subleasing of said lands from PAID to the Phillies. And an ordinance authorizing the INTRODUCTION OF BILLS AND RESOLUTIONS Director of Commerce and the Commissioner of Public Property on behalf of the City of Philadelphia to execute and deliver a nondisturbance agreement with the Phillies, a Pennsylvania limited partnership, and other parties which may accept leasehold mortgages granted by the Phillies upon its leasehold interest certain parcels of land owned by the City.

If someone could explain the amendment to me, I'd be happy to vote for it.

Certainly, Council President. Councilman Kenney, don't feel bad because I'm sure at some point in time all of us have a time where we don't know what's going on. This bill, there was a technical problem in the original bill and it called for the INTRODUCTION OF BILLS AND RESOLUTIONS dimensions of a sign. The dimensions were incorrect, so this amendment essentially changes the dimensions of the sign on the garage.
